Lets go out and take a look at what we have with the commute on interstate 880 northbound and southbound between the coliseum between downtown oakland and hayward, really, it looks good in both directions. If youre driving to the bay bridge right now, theres a very small delay at the toll plaza and almost nothing unusual here. Im just looking at the entire region. We are following breaking news, this is from east san jose. Police have been called to a home near story road and clayton road. An armed man has several other people with him. Yeah. The home is actually on arthur avenue. That street is closed from what we are told. Ktvus janeen del la vega on scene with the information. Janeen, you were saying that people in the neighborhood may have to evacuate. Reporter yeah, thats what it sounds like. We havent seen that happen yet. And were being kept quite a ways back here. They put up crime tape, they have a police car here. Theres one in the distance. In the last half hour we tried to go to the other side of the street to see if we could get a closer view, but one of the Police Officers there told our photographer to get back, that he was in the line of fire. So we had to come over back to this other side. Not too much has changed. We know that police have been talking to this man on the phone, and he is refusing to leave. We know that Police Sources tell me that hes been threatening to harm himself and that he is armed, and so, of course, theyre trying to handle this situation with caution. They are waiting for the merge unit which is basically the s. W. A. T team to arrive, and we told and were told that more officers are coming to the area to help in case they do have to do evacuations. Right now there is no shelter in place, but this situation has been going on since 1 45 this morning, and it was reportedly started as a Domestic Violence call. So right now were not getting too much information from the lieutenant and sergeants out here because theyre very busy, but were going to continue to stay on this just because, again, theyre trying to get this man who is armed with a gun inside the house and apparently other people, possibly a child inside there refusing to leave, and they just want to make sure this situation does not get out of control. Now, tillerson has close ties with russia and that has raised many concerns with some leading republican lawmakers. Well, the president elect is also reportedly closing in on an Energy Secretary and dismissing concerns about russian hacking allegations. Yeah. Reporter well, this is Rex Tillerson and he is Donald Trumps pick for secretary of state after a very intense and pretty public competition. Exxonmobil ceo Rex Tillerson has spent a great deal of time on the word stage, but hes never been a government official, much less a secretary of state. But his expected desire for better relations with russia is in keeping with Donald Trumps views, and the president elect has been infusive in his praise. I mean, hes a worldclass player. Reporter the real loser here may be former gop nominee mitt romney meeting repeatedly with trump and at one point seen as a frontrunner for state, despite his earlier differences with the president elect. On twitter last night romney posted it was an honor to have been considered for secretary of state of our great country. Trump is also said to be on the verge of picking former Texas Governor rick perry as Energy Secretary. Commerce, education and the whats the third one there . Lets see. Reporter energy is one of the departments perry spoke of eliminating during his failed president ial bid back in 2011, but couldnt remember its name. All of this as more questions emerge about russias role in the election. Supporters of Hillary Clinton suggest that an investigation into alleged russian email hacks could impact the outcome of the Electoral College vote next week. This was not a secret. Reporter president obama, though, arguing that much about russias role was known before the election. But democrats and republicans on capitol hill will press for a broader investigation, putting them at odds with trump. The russians are not our friends. We ought to approach all of these issues on the assumption that the russians do not wish us well. Also new this morning, it was a much longer trip than planned for passengers on board a plane from charlotte, North Carolina to sfo. The American Airlines flight was diverted at Sky Harbor Airport in phoenix last night because of a problem with the fluid pressure. Now, passengers were taken off the plane which was then examined and towed to the gate. The passengers had to board another flight that safely landed at sfo about 2 30 this morning. That was more than 5 1 2 hours later than scheduled. A bomb threat forced a Lufthansa Airline flight from houston, texas to frankfort, germany to land at new yorks jfk airport last night. Once the plane landed in new york, it was searched, but investigators did not find anything suspicious. All 530 passengers and the crew had to be rescreened. Authorities say someone phoned in a credible threat to lufthansas Corporate Office in germany. The airline tweeted that the flight was diverted as a matter of precaution. Time now 5 08. New this morning, city college of San Francisco will have to give back 39 million to the state because of bad bookkeeping. The state says city college can prove it taught 16,000 students in almost 600 online classes. The San Francisco chronicle reports the classes took place between 2011 and 2014. The newspaper says the school disoferred the bad recordkeeping discovered the bad recordkeeping and reported the problem so state officials dont suspect fraud. City college can make payments on this over 10 years, but its really bad news for a school already facing budget problems because of declining enrollment and also theyre dealing with accreditation problems. Well, while San Francisco mayor ed lee is Still Deciding who will be the citys new police chief, later today the board of supervisors will debate where future Police Chiefs should live. Now, through the mid1980s San Francisco had a requirement, its Police Chiefs had to live in the city, but that rule was dropped in order to recruit more police chief candidates. Now the board of supervisors is considering a nonbinding resolution that would recommend the police chief live in the city. Supporters of that resolution say president obamas task force on policing recommends Police Chiefs live in the city theyre sworn to protect. Right now 27 of San Francisco Police Officers live in the city. In the meantime palo alto now joins a growing list of bay area cities searching for a new police chief. Palo alto announced on social media chief dennis burns will retire at the end of the year. Hes retiring after more than 30 years as chief. Captain ron watson will take over on an interim basis during the recruitment process. Now, other local cities looking for a new police chief include San Francisco, oakland, berkeley and petaluma. It is 10 minutes after 5 00. And a disabled man was knocked to the ground and robbed by someone on a bike in san jose. This guy takes it to another level by preying on someone thats disabled. It happened yesterday near gosford road in southwest bakersfield. Now, officers responding to reports of a man with a gun a gunshot and they killed they shot and killed the 73 yearold man who was standing in a driveway near his home. Investigators later determined the man did not have a gun. Now, his family says he was in the early stages of dementia. A woman accused of stealing a car was caught last night in los angeles after leading authorities on a high speed chase on freeways and city streets. Sheriffs deputies spotted the stolen car at about 7 00 p. M. They chased her on two freeways and back onto city streets. She ran red lights and nearly hit other cars along the way. The pursuit ended an hour and a half later when she got out of the car and started to run. Authorities quickly caught up with her and used a taser to subdue her. Time is now 5 15. President obama during an appearance on the daily show explained why he ordered a full review into potential hacking aimed at influencing the recent president ial election. The reason that i have called for a review is really to just gather all the threads of the investigations, the intelligence work that has been done over many months, and put it in a single document that can be shared with members of congress, relevant intelligence agencies, they can be shared with the Transition Team so that they understand what exactly happened. President elect donald trump, in the meantime, dismisses claims that Russian Hackers were trying to get him elected. In the meantime, the state of wisconsin is now has now certified donald trump the winner of wisconsins november election. A statewide recount paid for by the green party gave mr. Trump 131 more votes. He beat Hillary Clinton in wisconsin by almost 23,000 votes. Recount efforts in pennsylvania and michigan were blocked by the courts. Happening today, the Berkeley City Council is set to vote on emergency measures to help address the citys homeless crisis. A homeless Advocacy Group has promised a proposed plan that would include a sanctioned community for tents with water, garbage and santation. Advocates say the proposal comes after a homeless camp was raided earlier this month for the 9th time in two months. They want Homeless People to have a safe place to stay, especially with the colder temperatures and rain in the forecast. Well, the wet weather in the last week has helped fill reservoirs across northern california. At folsom lake east of sacramento, the water level has increased 18 feet since last wednesday. The bureau of reclaimation plans to open the flood gates there for just the first time in five years because more rain is expected during the next few days. Now, another suspect, Daniel Porter kelly was arrested last month. Investigators say those men and a third suspect killed william sims outside the capri club on november 12th. Investigators said simons pulled the trigger and that sims was targeted because of his race. Sims family was in court yesterday at a preliminary hearing for Daniel Porter kelly was incontinued. It was a chal for them to make the decision that they wantd to come out, that they wanted it was a challenge for them to make the decision that they wanted to come out and hear the dirty details. But its important. They want to know what happened to their son, they want to know why it happened. The third suspect, Daniel Ortega remains at large. In lodi, lawyers for a teenaged of beating a 22year old woman are now challenging her case because of a newly passed state law. Investigators say 17yearold dellshay rios beat jacquelin picket with a baseball bat at a dog park earlier this year. The two did not know each other. Picket suffered critically injuries, had to undergo brain surgery. Rios is charged as an adult before voters passed proposition 57 last month. The law is meant to help rehabilitate juvenile offenders. Rios attorney now say because of the new law she should be recharged as a juvenile, but the victims mother and the district attorneys say thats not right. We are concerned that she could be released very early and we have someone who stated they wanted to kill someone. They wanted to know what it felt like to kill someone. The problem is ms. Rios was already charged, so we have her in adult court. The public defender is saying because of the law we have to start over again. Some legal experts also say the new law is flawed because it has no language saying whether or not it can be applied retro actively. Congress passed legislation to help restore lake tahoes Crystal Clear water. The bill includes 415 million for lake tahoe over the next seven years. The money is for projects that include new trails and creek restoration and the control of pollution, wildfires and invasive species. Supporters were concerned that president elect trump might not sign the bill, but it is now headed for president obamas desk. Its now 5 26. And today we could get more answers about what started oaklands deadly ghost ship fire. Lets go out and take a look at the commute on Solano County freeways here. There are no major problems as you drive on the freeway, but you can see traffic is already busy. And if youre driving over to vallejo, you can see some slow traffic here on 80 westbound approaching 780. Were also looking at going to san jose, theres a new accident northbound 101 right near 13th, old oakland road, and traffic is coming to a stop here on northbound 101. You can see how slow it is. This new crash is reported to be blocking lanes, so please give yourself extra time as you drive through. Also want to take a look at the toll plaza. That has filled in. The metering lights have been turned on and now theres a 10 to 15minute delay at the toll plaza. At 5 33, lets go back to the desk. Thank you, sal. We may find out as soon as today what may have caused the deadly warehouse fire. The bureau of alcohol, tobacco, firearms and explosives will hold a news briefing with local officials at 11 00 this morning. Investigators are said to be focusing on overloaded electrical lines in the rear of the building as the cause of the fire. 36 people attending a dance party and concert were killed in that fire on december 2nd. A vigil was held last night in front of the warehouse to more than those killed in the fire and to help First Responders cope with such a traumatic incident. The vigil featured a procession led by the American Red Cross and Alameda County Sheriffs Office and involved members of both the oakland fire and Police Department. They made the short but solemn walk from the fire house 13 to the goship warehouse. We just need to heal and start to come together and figure out how best we can move on as a community. They found another body, and they found another victim, and that to me was the part that just shocked me. A fire bell rang 36 times for the 36 lives lost in that fire. Investigators say the vigil also gave First Responders time to reflect on the tragedy. They had to work nonstop when that fire first broke out. Well, in the meantime, the u. S. Senate passed a resolution honoring the victims of the oakland warehouse fire. Yesterday senator Dianne Feinstein said, quote, the American People stand with oakland as the city mourns the victims of the horrific warehouse fire. The resolution honors their memory and recognizes the heroic efforts of our First Responders to save lives and heal the community. On our channel 2 website, ktvu. You can find it near the top of our home page. Well, today is also a very important day in the fight to keep the raiders in oakland. Yeah. The Oakland City Council and the Alameda County board of supervisors are expected to vote on a new stadium deal. This latest deal here is backed by ronnie lotts Investment Group and it could pave the way for a new raiders stadium right here in oakland and stop that move to las vegas, that potential move to las vegas. City and county leaders, though, they need to approve this deal, and it starts in just a few hours when the board of supervisors meets here at the Administration Building later this morning, and they will be voting on this 1. 3 billion stadium proposal. Then later tonight the Oakland City Council will be voting on this same stadium term sheet at its meeting. Now, this proposal is a joint effort that was put forth by the city of oakland, the county and the fortress Investment Group which is led by hall of famer ronnie lott. Lotts Investment Group has proposed paying all of the Construction Costs for a stadium which would be at the current coliseum site. The city would invest about 200 million in infrastructure bonds. Raiders fans are hoping this is the deal that will prevent the raiders from moving to las vegas where a 1. 9 billion stadium project has already been approved. So the healthy choice for the nfl and the Oakland Raiders is oakland because, number one, its already established here. Number two, we have the sixth largest media market in the united states. So what people need to realize is money isnt made through casinos for the nfl, money is made through tv. Reporter and the proposed oakland stadium would see about 55,000 people and take up to three years to build. There would also be retail, hotel and possible Housing Developments on the site as part of this deal. Now, city officials, of course, have been concerned about risking public money. Remember that bonds from previous coliseum renovations are still being paid off. But under this deal there would only be about 200 million in public money going toward that new stadium. The supervisors are planning to vote on this stadium plan, try to keep the raiders here in oakland, you know, one of the last ditch efforts, really, that meeting is going to happen at 11 00 this morning, and then the City Council Meeting happens at 6 30 tonight. You guys can expect there will be a huge turnout from the silver and black at both of those meetings. Yeah, i would imagine, definitely. Thank you, alex. Well, there is a difficult repair job in the works along the coast of san mateo county. Youll remember yesterday we told you about that giant sinkhole, we showed you that opened up in pacifica. Well, it swallowed part of the path and stairway that leads to the public beach below esplinad avenue. Two apartments were declared unsafe and demolished last spring. The building at 310 esplinad was declared unliveable and condemned because it was so close to the crumbling cliff. The city of pacifica says the path to the beach is on private property, so the land owner has to take responsibility. He says he already is taking steps to shore it up and that the work could be finished early next week or possibly sooner, depending on the weather. What were going to do right now is plug that area, fill it up with some concrete pumping, and then just do whatever needs to be done after that. The city also says it has received reports of new bluff erosion at 310 esplinad avenue and has contacted an expert to take a look at make recommendations. Many neighbors say they expect that will mean the condemned Apartment Building is likely to be demolished soon. Time 5 39. San jose Police Want Help to track down a man caught on camera attacking and robbing a disabled man. Now, detectives want you to get a really good look at this Surveillance Video showing the suspect knocking down the victim with his bike, and then he speeds away, and then moments later the bicyclist comes back. It looks like hes concerned about the victim, but then he steals the mans cell phone and knocked him onto the ground again. Police say the victim has a serious speech disability. This guy takes it to another level by preying on someone thats disabled. If hes capable of doing this to someone with a disability, what is he capable of doing to someone else . Now, this attack occurred in Early September near san joses coyote creek trail. Police have released a sketch of the suspect, describing him as an africanamerican man between 16 and 25 years old. He was riding a red mountain bike. The vallejo Police Department may install new Surveillance System after someone fired shots at one of its busiest fire houses. We told but this yesterday. A bullet piercing a window at station 24 in the springstown neighborhood. No one was hurt. Firefighters say it was probably just a random shot. A peninsula landlord is due back in court today, accused of vandalizing cars belonging to his own tenants. People at the stanford garden apartment complex say the landlord was trying to force them to move out of their rent controlled apartments so he could raise the rents. 74yearold mat salehi was arrested and charged with vandalism after three tenants came forward to say that he had damaged their cars earlier this year. His son was also accused of a misdemeanor, trying to prevent one person from talking with police. Smoam county is threatening its largest garbage collector with fines up to 500 a day for the use of unpermitted recycling facilities. According to the press democrat, county regulators issued a cease and de sist order by north bay corp for two of its recycling facilities over a year ago. Since then north bay shut down one of its facilities which is plans to renovate. The work is expected to take up to four months, but the company says despite the cease and desist order, they cannot shut down the other facility during the renovation because it will have no where to take its recycling. A fourmonth investigation at a Bay Area School has uncovered a scandal with students sharing inappropriate pictures of their classmates. Ktvus ann rubin reports these photos are being circulated without consent. Reporter a monthlong Police Investigation at Mountainview High School is now nearly complete, though many teachers, parents and students never knew it was happening. Authorities say it began in august when the district learned students were sharing inappropriate photos through a drop box account. There were several photos that were shared, all of them inappropriate, some sexual in nature, unfortunately. Reporter according to Mountain View police, there are two victims, both minors, and the photos may have been shared amongst students at several high schools this is a criminal investigation, and we are absolutely looking at pursuing charges against a handful of individuals. Reporter those suspects, the victims and their families were all offered Counseling Services by police. However, the Mountain View las altos School District did not alert teachers and parents, saying this were asked, to, quote, maintain confidential to make sure no efforts were compromised. Im surprised to hear about it because i didnt know it was going on. Reporter today the district sent a letter to parents in response to media accounts. Some parents wished they knew sooner. Tweas very concerning, but its something that perhaps the School Administrators could use to help the kids understand why you dont do these things. Parents should know and kids should know, they should know what the consequences are to doing that kind of thing and they need to be reminded that thats not okay to do. Reporter police say the consequences in this case are very real, and they hope this is a reminder to others always use caution online. Also looking now if you are driving on 101 northbound, theyre clearing an accident northbound 101 in san jose near old oakland road, and that has traffic slow. A good alternate for you would be to use 280 or 85 instead of 101 for the time being. Those other freeways i mentioned, 85 and 280 are doing much better than 101. I wouldnt use it unless you know, unless you have to go to one of those exits very close by. But if you can take an alternate, that would be your best bet. This will be a better system for san jose which really missed out on the last one. That was more of a zonal pattern, west to east. Santa cruz mountains took all the rain in that pattern. This is more what we call north to south. Thats a better opportunity for san jose and other areas, santa clara that did not get a lot of rain, blossom hill as we head towards thursday night and friday. After that its all cold air.
