Little cool this morning, cool breezy to blustery and a mix of sun, clouds and maybe some more scattered showers today. The big news, though, is how much cooler it is compared to just a couple of days ago, dropped a good 20, 25 degrees and theres a decent breeze in there for most and its going to be one of those days. We will see some cloud build up later as a strong low comes into Northern California. It is already there and not going anywhere so probably about sunday the system sliding by, clearing taking place behind that but that will just help things later in the afternoon, 49 livermore, 48 novato, 48 san rafael, low 50s here, look at that, that was really, really impressive. Winter weather advisories out in the sierra. Snow a few inches at the passes, that will go until 11 00, the night snow level going down to about 6000 feet. So dont be surprised by that. 50s, 60s on your temps. Bay bridge, sally, you want to start there . We have improvement, clearing . We did have improvements from earlier there but i want to mention since we just showed it before we went to commercial, the traffic break the chp was running on eastbound 24 is over. They cleared some debris. There were some traffic cones right here in this area here and they were doing the little snake thing, which, as i found out, can be confusing for people. So what the heck is going on . This is oh, i see whats going on. So kind of like a moment of realization but they got the debris out of the way and now traffic is moving well, 24 westbound on the right, which is the commute direction, also looks good. Go to the bay bridge toll plaza now and you can see traffic is also light here coming into San Francisco. We are hoping that its going to be a lighter than usual day. Four days of heavy traffic and one day of slightly better traffic is what we are hoping for anyway. And lets see. We are looking at a commute here on 880 that looks pretty good. No major problems as you head south past 238 and down into hayward. 5 03. Lets go back to the desk. Thank you. We are following a developing story in fremont. The police need your help. They want to track down the driver involved in a hitand run crash that badly injured a man. Ktvus janine de la vega, youre in fremont right now. So tell us what happened, janine. Reporter this man was hit while he was walking here at this intersection at fremont and central avenue. It was dark when that accident happened but police think the driver still knew what he had done. This accident happened at just after 5 30 yesterday morning. Police say a 64yearold man was walking to the bus stop in the crosswalk on his way to work when a car making a left turn from central onto fremont crashed into him and then took off. The Surveillance Video shows emergency videos pulling up to the scene, but it didnt capture the accident itself. This man was rushed to the hospital with a major head injury. Neighbors say they are not surprised because its a busy intersection and cars tend not to slow down. Im just very sad that people are in a hurry. They are so in a hurry all the time. It needs to stop and try to take care of one another we need to stop and try to take care of one another. Reporter the suspects vehicle is described as an older model burgundy or maroon car. It likely has front end damage on the left front corner. Traffic investigators are asking witnesses to come forward or anyone who may have information about the car or the suspect, this victim is in stable condition and he is expected to be okay. Dave. Janine de la vega in fremont, thank you. Time now 5 05. A major shakeup in the San Francisco Police Department. Police chief greg suhr resigned after months of pressure on him and yet another officer involved shooting. Greg suhr resigned as police chief yesterday after meeting with mayor ed lee. Mayor lee had publicly expressed confidence in suhr, that he could reform the Police Department and repair a fractured relationship with a Minority Community. But mayor lee asked for and he received the resignation of greg suhr after a Police Sergeant shot and killed a woman in a stolen car, a suspect. She was africanamerican and was apparently unarmed. The progress that we have made has been meaningful but it hasnt been fast enough, not for me, and not nor greg and for greg and thats why i have asked chief suhr for his resignation. Greg suhr has not yet talked about his departure. Hes a 30year veteran of the Police Department. He was appointed the police chief in 2011. Several officers told ktvu that suhr was a great leader and they are sad that hes gone. Ktvus alex savidge is on this story and will have more reaction on what happened at the San Francisco Police Department coming up at 5 30. In the meantime, 47year old deputy chief tony chaplin will take over as the interim police chief. He has been with the Police Department 26 years serving at the mission and the tarabal station. He worked in the Gang Task Force and ran the homicide division. Recently he established the new professional standards and principle policing bureau. It was part of greg suhrs reforms for the Police Department. A big crowd gathered last night at the site of yesterdays shooting. Mourners walked to el myra street in the citys Bayview District to remember the 27 yearold woman. They carried signs and brought flowers in her honor. Police say officers spotted the woman in a stolen car at about 9 45 yesterday morning. She drove off and crashed into a truck. A witness says as police went to detain her, she tried to rev the car back and forth. Thats when a sergeant fired a single shot and killed her. Investigators this morning are now looking into whether that sergeant was trying to protect his partner. If we are not talking about our black women who are being gunned down, then we are not tell our whole story and if we are not telling our whole story, then we cannot achieve whole liberation. Now, this is the third Deadly Police shooting in San Francisco in the past six months. Mario woods was killed in a confrontation in december and luis gone gore ya gongoria a homeless man with a gun was killed. A letter sent to kaiser in antioch is not harmful. A field test confirmed the powder was corn starch and flour. That letter was opened yesterday afternoon at kaisers medical offices on delta fair boulevard. Everyone who came in contact with it was checked out as a precaution. The countys Public Health department will be doing more tests and the police are investigating. Amtrak service in the east bay is normal again after a train hit and killed someone. It happened between concord and martinez just before 5 00. Officials say the person was trespassing on the train tracks. 202 passengers were on the train at the time but none of them were hurt. San Francisco Police are investigating what is believed to be a hitandrun accident. A stolen car was spotted by police in the ingleside district yesterday afternoon. We are told the driver sped away, then smashed into three cars, injuring as many as four people. The photographer there on the scene says after that crash, three people jumped out of the car and ran away. People living and working in San Franciscos Castro District say burglaries are increasing in their neighborhood. One store owner says hes been hit three times in just the past month. Now, this is Surveillance Video of one of those burglaries at the smoke plus store. You can see a man swinging a large object to break the glass door to get inside. All three smashandgrabs at this store were at 5 00 a. M. , the most recent was tuesday morning. The store manager believes the same man is responsible. Its upsetting, its upsetting that its going to i mean if everybody eventually is going to have to get gates on front of their houses even, they are getting broken into. I mean, its not just businesses, its houses, cars. San Francisco Police did not have any specific numbers of how many reported burglaries there have been in the castro in recent months but many Business Owners and People Living there say it is clearly a growing crime problem. Time is now 5 10. More on the mystery of the egyptian air flight the mysterious circumstances of egyptian air flight 804. A short time ago the greek government says egyptian authorities told them they had spotted wreckage from that missing plane including a body, seats and passenger suitcases. They were found floating in the Mediterranean Sea about 190 miles north of the egyptian coastal city of alexandria. Our reporter doug luzader live in washington with more on the crash investigation. Doug. Reporter good morning. Just to put this into perspective what they are talking about is an area south of where this aircraft was last known. The last known position of the plane before it dropped off of radar. So the location would seem to make sense here and this could offer important clues to investigators as they try to determine what brought this plane down. A search aircraft scanned the seas in the Eastern Mediterranean as ships below do the same. With the Egyptian Military now saying this morning that debris has been found including passengers belongings. Family members of the missing wait for any updates fearing the worst. I am very tired. Reporter greek radar data suggests the airbus 320 made erratic movements before plunging toward the sea. And egyptian officials who are heading up the investigation are inclined to believe this was an act of terror. The possibility of having a different action or having a terror attack is higher than the possibility of having a technicality. Reporter the white house says the president is keeping up on developments and the u. S. Has offered to assist in the search and the investigation. But the administration has stopped short of any speculation. Im not aware of any sort of intelligence assessment that has ruled anything out. Im also not aware of any intelligence asettlement thats ruled anything in at this point. Reporter for others, though, the terrorism scenario is all too plausible. Somewhere along this line, somewhere someone penetrated security, got physical access to the airplane and was able to put some sort of device on it. Reporter the department of Homeland Security says there are no plans for additional security here at home, but airports like l. A. X. Have ramped up their efforts, all of this as the grim search in the mediterranean continues. The Egyptian Government issued a statement this morning expressing, quote, deep sadness and extreme regret over the loss of the aircraft and the presumed deaths of those on board. Dave. Greg. Nfl commissioner Roger Goodell says the league will give back more than 700,000 that teams had been paid to perform military tributes during a game. The last year arizona senators john mccain and jeff flake, they revealed the Defense Department paid pro sports teams to host ingame ceremonies as a form of recruitment. Goodell sent a letter to the senators saying the nfl used an independent firm to determine how much teams had been paid and that the league would review future contracts to make sure military advertisements dont mix with tributes. Senator mccain says the nfl so far is the only pro league that has pledged to give back that money. Golf superstar Phil Mickelson is being forced to pay the federal government almost 1 million in connection with an Insider Trading case. The sec says between 2008 and 2012 pro gambler William Walters received tips and Business Information about dean foods from a former director of that company. Authorities say walters passed on one of those tips to mickelson, who owed him money and then mickelson made 931,000 on a stock trade and used the proceeds to pay off walters. Turning now to the race for the white house, democratic frontrunner Hillary Clinton is going to meet tomorrow in florida with the mother of trayvon martin. Trayvon martin was the unarmed florida teenager who was shot and killed by george zimmerman, a former Neighborhood Watch volunteer. In the meantime, donald trump will speak today in kentucky. He will ab the the National Rifle be at the National Rifle associations meeting. And last night trump escalated his attack on the clintons during an appearance on fox news. Trump used the word rape while talking about former president bill clintons past sex scandals. Groping and fondling and touching against a womans will. And rape, lots of other things, and impeachment for lying. Referred to juanita broaddrick. Hillary clinton refused to respond to trumps comment but says trump is not qualified to be president. Organizers of a campaign to speed up appeals for inmates on death row say they have collected more than enough signatures to get that initiative on the november ballot. Californians for Death Penalty reforms submitted almost 600,000 signatures. Supporters say the initiative will save taxpayers millions of dollars a year, assured theres due process for those who are convicted and also promote justice for murder victims and their families. There are almost 750 inmates on californias death row. There have not been any executions in 10 years. The goal of the Death Penalty Reform Initiative is to streamline the process from sentencing to execution. The u. S. Swim team is moving its olympic Training Camp out of puerto rico because of the zika virus. The team had planned to train in puerto rico into late july before they head to the summer games in brazil. That will now be held in atlanta instead. Swimmers still plan to swim in the olympics even though brazil has been the epicenter of the zika virus outbreak. We will have the very latest details on a deadly motorcycle accident on the bay bridge. Developing news. Chp has now cleared the scene of an Early Morning deadly crash on the lower part of the bay bridge between a car and a motorcycle. This is a new have i of the motorcycle new video of the motorcycle and car being towed away. Sal has been following the situation caused by the crash. Christien kafton, chp officers and San Francisco, both of those vehicles were taken a little while ago. Good morning. Reporter if you remember an hour ago we were on the lower deck of the bay bridge eastbound right before treasure island. If you take a look we are now here at chp headquarters. Both vehicles were initially towed here. That motorcycle that was involved in this deadly collision has now been towed away but you can see the brown sedan here that is still here, both vehicles towed here in just the last 45 minutes. Now, heres what we know so far about this deadly motorcycle accident, is that it all began around 2 17 this morning. Initially reported as an accident between a motorcycle and a sedan. For a while the three light lanes eastbound on the bay bridge were closed down. We have reports that one person has been detained for suspected dui. The suspect vehicle, again, towed here to the scene here at chp headquarters in San Francisco. At this point no word on the identity of either the motorcycle rider or who was behind the wheel of the car that was involved here. We are hoping for an update from chp sergeant in a couple of minutes, one final note, we have had a chance to take a look at this tan sedan and we see it is actually has registration from georgia, so this may be an outofstate vehicle. We are again awaiting a little bit more information from the chp sergeant who is set to meet me here within the next 15 minutes or so, guys. Sal, im sure that this had an effect earlier this morning, likely that affect has now disappeared as traffic is getting back to normal eastbound on the bay bridge. Yeah, youre absolutely right, christien, eastbound bay bridge traffic is actually doing very well right now because they have picked up the cones and also there was some construction work in the area thats gone as well. Go out and take a look at the Brooklyn Bridge coming in westbound bay bridge coming in westbound. Theres a backup now. The metering lights are on. This is a small backup, about a five minute delay before you make it onto the span. Looking at interstate 880 north and southbound, the traffic in both directions here does look pretty good and if youre driving a little bit farther south to hayward and fremont, 880 southbound doesnt look bad. We can put up the maps here and i can show you that our traffic sensors are doing very well on 880. Now its time for the weather. Lets go to steve. Sal, thank you, sir. Very good morning, under mostly clear skies, theres a system to the south but behind that we are seeing clearing, also pretty breezy. We are going to pan left here, see some of the mostly clear skies. Its a cool one out there, though. Temperatures 40s for a few, breezy to windy and theres still pretty good gusts here out of the westnorthwest, 23 Miles Per Hour santa rosa, 21 novato, west at the Oakland Airport at 21, head to sfo, its been going bonkers here, 24 gusts to 38, west at hayward to 25, west at livermore, west san jose, west at mountain view. Usually you do not see all the components west. That tells you theres a roaring onshore breeze. Theres our system, cloud cover peninsula east bay. But clearing to the north deceiving because this is a cold, dynamic system and this time of year we will start to get buildups later in the day. 40s and low 50s, livermore, a cool 49. 48 novato, san rafael at 48 degrees. Just cant get better than that for this time of year. As it digs into the west coast. Even if youre heading down to southern california, it will be a breezy and cooler pattern down there this year. Also has a Winter Weather advisory out, a cold system for us. Chilly lows here Going Forward especially maybe sunday night into monday but windy for most or breezy, scattered showers possible today, tomorrow a little system will come down on the backside of that low. It stays cool, it stays cloudy, mostly cloudy and i think we do have some light rain in the mix for tomorrow. Windy and cool, sun, clouds, possible scattered showers, mainly thunderstorms popping up north and east later on today. These are well below normal temps as you might imagine. 50s, 60s and also some 70s, 72 reading in santa rosa only because of the breeze. A major change as the San Francisco Police Department chief greg suhr has resigned after months of a lot of pressure and a deadly officer involved shooting just yesterday. Mayor lee asked suhr to resign during a meeting at city hall and deputy chief Toney Chaplin has taken over as interim chief. Now, the question is where does the city and the department go from here . Ktvu fox 2s alex savidge joins us now with more on this pretty surprising story for a lot of people. Huge shakeup. A lot of people surprised from San Francisco and certainly this announcement rocked the San Francisco Police Department to say the least. A number of officers within the department tell ktvu they were devastated to find out that chief suhr stepped down. Many members of the Department Says suhr was well liked and highly respected. Apparently some people were in tears when they heard the announcement, but, of course, suhr faced months of protests over several controversial shootings by officers including the killing of mario woods. Mayor ed lee had publicly expressed confidence in suhr who was working on reforms to repair a fractured relationship with the Minority Community but then yesterdays deadly shooting seemed to be the Tipping Point as a Police Sergeant shot and killed a 27 yearold black woman who was apparently unarmed in the Bayview District. Chief suhr came up through the ranks of the San Francisco Police Department. He was a long time captain at the bayview station but in the inland all of those years of service with the department couldnt save him. He does seem to be one of the more sort of proactive chiefs that we have had, as long as i have lived here and i grew up here. So him being fired for this, i think it achieves nothing. If all these Police Shootings are happening under his leadership, he cant stop it, then we need a new leadership who can get to his people. And you can see that opinions mixed across the city of San Francisco. In the meantime, mayor ed lee had appointed deputy chief Toney Chaplin to take over as the interim police chief. Hes been with the department for 26 years serving at both the mission and taraval stations and he worked in the Gang Task Force and ran the homicide division. So now the question is, who will get the chief position on a permanent basis . A number of officers tell ktvu they would like to see Toney Chaplin get that job for good. They do not want a nationwide search and many officers told ktvu they do not want to see an outsider come in here. They want to see someone like chaplin who has been with the department for a long time, knows the officers. Which makes a lot of sense, not just knows the officers, knows the area, knows the people in the area. A familiarity with the city. Right, the neighborhood. And the department itself. And the communities. Right. We will have to wait and see how this search proceeds but certainly a huge shakeup, a lot going on within the San Francisco Police Department and the city itself. At least one oakland city official is hoping to roll out the red carpet for Presumptive Republican president ial nominee donald trump. Trump made headlines for a comment to the New York Times magazine suggesting oakland is among the most dangerous places in the world. Well, oakland city councilman noel guyo tells us that he called Trumps Office to issue a personal invitation to visit oakland and see the city for himself. Trump has yet to respond. Guyos fellow City Council Member Rebecca Caplin says she would welcome anyone to visit, even trump. He is trying toe commander in chief of the Largest Military on the face of the earth and hes scared of oakland . Im not scared of oakland. The fbi ranked oakland the second most dangerous city in america in 2013 but Violent Crime including robberies and homicides have been on the decline since 2012. 5 39. A man who went missing after being released from the john george psychiatric facility in san leandro has been found. Yesterday morning jason morton was picked up by an ambulance in oakland. He was sent back to john george for treatment but his brother tells us he wants to move morton to a different place for longterm mental healthcare. 2 investigates reported overcrowded conditions at the psychiatric emergency room and that staff workers there say the overflow patients have to eat and sleep on the floor. The California Senate passed a package of new bills that would put new restrictions on guns and ammunitions. The gun laws are introduced after the San Bernardino shooting rampage in december. Supporters say the goal of the 11 bills is to make it harder for criminals to get guns. But gun advocates say their rights are slowly being taken away. Now, a provision in one of the bills would require ammunition sellers to be licensed. It would also mandate background checks on people who are buying rounds. Another measure would make it illegal to possess magazines capable of storing more than 10 rounds. The package of bills still has to go before the state assembly before it could go to Governor Brown for his signature. California is now looking at revising the states Public School textbooks. The board of education will soon look at changes designed to better reflect the diversity in the state, nearly 2 3 of californias 6. 2 Million Students are latino or asian and many are from newly immigrated families. The proposed textbook changes include detailing why many foreign families leave their homeland for a new life in the united states. California Law Enforcement agencies are cracking down on illegal marijuana farms that are poisoning animals and creating a danger for the environment. Ktvu news recently went along with the elite team of officers as they raided one pot farm in a remote section of stanislaw county and they made seven arrests. Investigators say the chemicals used on this farm and others are killing wildlife at an alarming rate and threatening endangered species in californias pristine wilderness. And a fire chief out of the midwest is sending out a warning about the dangers of hoverboards. Earlier this week a hoverboard caught fire. It was left to charge overnight at a home near kansas city, missouri. The homeowners woke up to the sounds of sparks and rooms filled with smoke. The fire chief says many hoverboards are made overseas and typically dont follow strict u. S. Safety regulations. Read the directions and i think all of them say youre only supposed to charge them up an hour and a half or so at any time and watch them when youre charging them. Dont keep them on the carpet, dont put them on hardwood. Take them to an open space in your garage, whatever it is, on the sidewalk away from your home. No one was hurt in this instance and the fire chief says it was likely that the hoverboards lithium batteries exploded and sparked that fire. Bicycle maker schwinn is issuing a recall of nearly 130,000 infant bicycle helmets. Schwinns magnetic no pinch buckle helmet was sold in target from january 14 through april of this year. According to the Consumer Product safety commission, small plastic covers and magnets in the buckle on the helmet chin strap might come loose posing a choking risk. Parents are advised to contact schwinn or the importer pacific cycles for instructions on how to get a free replacement. Ive been looking at the east bay commute and just if i back up here, i dont see a lot of red on the maps and thats a good sign in the east bay. I do see some on northbound 880 as you get up to downtown oakland and we are going to check that out for you. Im going to see if we have the report of a crash here on northbound 880. I think saturday, yes, there will be some and it will be a breezy, windy day but then cloud cover will start to pop up and a little bit of rain does move in, santa rosa here overnight tonight into early saturday and i think thats spot on. I really do. There will be a little system rotating around the low. Sierra nevada is dealing with some not only cloud cover but a Winter Weather advisory, 40s and low 50s, much dramatic change here compared to what we had a couple of days ago. 46 above los gatos, 47 gilroy, 52 cupertino, 53 santa cruz and you can see why High Pressure builds out in gulf of alaska, that drives this straight down the old elevator shaft here but the low is right about there, Northern California and as it sits there for today and tomorrow, this is a cold system and so even if we get the sunshine, we are going to get now, its moisture starved but it will generate cloud cover later on today and the possibility of scattered showers, a system rotates around it on saturday. That, i think, is our best chance, or opportunity, if you will, for light rain or scattered showers and it stays cool all the way into the weekend.
