In the netherlands, a passenger train derailed after hitting a maintenance train at a railroad crossing. There are reports that one was killed and 10 were injured. Westbound 92 continues to move well on the peninsula. And highway 101 and 280 and all these freeways are doing well so far as you drive up and down the peninsula. This morning, the family of Mario Martinez will file a lawsuit against the county, the sheriff and the jail Healthcare Provider. A News Conference and rally is planned at 11 00 this morning to investigate. 25yearold Mario Martinez died from respiratory problems after he did not receive a recommended nasal treatment despite two court orders. The jail care provider is cited for failure to train the staff, failure to implement lawful policies at the jail. And deliberate indifference to the serious medical needs of patients. Everyone just failed him. And he suffered and died an ugly death. And that probably was the worst part for me. The Sheriffs Department is responsible because they didnt provide the medical care and the proper housing. And the Healthcare Provider had a duty to provide the medical care and they didnt. They have faced lawsuits across the country with settlements worth tens of millions of dollars. And on its web page it says it will improve the health and safety of patients, reduce recidivism. Santa clara county supervisors will talk about plans to replace the countys new jail. The new jail would go next to the existing one. It would house 815 inmates and would include a Reentry Service center and more space for mentally ill inmates. The new jail would take about 30 months to complete. Three men may be tied to three armed robberies in the stone ridge shopping mall. The latest robbery happened sunday afternoon. Police say a 63yearold woman was by her car and three men grabbed her purse. One of the men was carrying a gun. When the woman tried to get her purse back she fell. And one of the suspected kicked her in the back. What kind of a coward pushes a 63yearold woman down and kicks her. All they had to do is say give me your purse. Give me your bags. The woman had minor injuries. The same group of men punched and robbed a 17yearold girl in the same parking lot a day before. All three of the men are between 18 and 25 years old. And they left the scene in a cream colored mercedes suv. The car in sundays robbery is described as an older silver honda pilot. The trio may have committed robberies in other cities. Republican voters in nevada head to the caucuses today to decide whether to hand donald trump another victory or hand the Republican Party an alternative. Doug luzader is live. Mourners held a candlelight vigil for the People Killed saturday night. The passenger was able to get out of the car and called police and uber. California assemblyman jim cooper is working on stricter background checks to force Ride Sharing Companies to fingerprint drivers. Uber does a pretty good job now. We just want the background check to be more efficient. Uber suspends drivers who are accused of violent acts. But in cases of erratic driving, they contact the driver to get both sides of the story. Police are trying to figure out if the person acted alone or if others were involved. Police in danville are investigating the death of a man and a woman believed to be a case of murder, suicide. At 6 15 last night a neighbor called police to report fumes coming from the closed garage door of a home. Paul was pronounced dead at the hospital. Inside the house. 55yearold was found dead from an apparent gunshot wound. San Francisco Mayor ed lee and greg suhr are announcing sweeping Police Reforms designed to build trust. They talked about the new policy at a News Conference yesterday. Its a response to widespread protests over the deadly shooting of mario woods by police. The reforms include better training for officers in deescalation tactics. Outfitting officers with body cameras. San Francisco Police are taking a Record Number of legal guns off the street. Officers seized 1085 guns last year. Ktvu got a look at the guns taken off the streets by officers in the bay view. Shotguns and even a military grade sniper rifle. Its amazing how many guns these officers get. The stepped up seizure efforts contributed to a decline in the number of shootings. The large number of guns the officers recover 30 to 40 are stolen. Renters and landlords packed the auditorium. She has been hearing stories about massive rent hikes and evictions. And organized the gathering to hear the stories firsthand. No reason was given me as to why i had to move. I tried to reason with the landlord and they refused to speak with me. My family and i have been homeless. Our rent raised from 850 to 2100. There are outrageous rent increases but not every unit is an outrageous rent increase. At least one woman felt the problem did not affect everyone. The median rent in San Mateo County is up 63 since late 2010. 4 20 is the time. Scary moments for passengers on a flight in japan. Up next, the dramatic attempt to run for safety after the planes engine caught fire. Were looking at video in japan. Scary few minutes for the 165 people on board a Japan Airlines jet. An engine caught fire as the plane was getting ready to take off. Smoke entered the passenger cabin and the plane was stopped on the taxiway so everyone could use the emergency chute to get out safely. One woman was slightly hurt during the evacuation. The plane was headed from northern japan to southern japan. The death toll in the fiji islands continues to rise. Searchers are able to get to areas cut off by the damage. The government says many of the buildings on coro island are flattened. You can see the extensive damage. Teams are looking for places to build temporary shelters for 4500 people who lost their homes. A 16yearold boy on a helicopter that crashed in hawaii has died from his injuries. Last thursdays crash was caught on avoid. The boy was one of five people on the helicopter and he was trapped under water. Other people survived. Federal agencies are investigating the cause of the crash. High surf is causing dangerous conditions for beech goers on the shores of oahu. Waves of up to 50 feet were reported in several areas. Major beaches have been shut down including waimea bay. There was an amazing rescue in Southern California as teams from seaworld saved a young hump backed whale. And rescue teams had to use an inflatable motor boat. A fishing line ran through its mouth and tail. It took two hours to remove the fishing line. The whale appeared to be in good health. The marin county search and rescue team was practicing drills and they rescued a 10 yearold girl off i80 near donner pass. The girl was with her family and they were snowshoeing when she fell in the water. They tried to pull her out but the snow was in danger of collapsing. The rescue team rigged a special rope system to get her out. They put a harness over me and they pulled me out. I said thanks for getting me out. So lucky they were nearby. They showed up just in time because the girl was starting to show signs of hypothermia. It would happen very quickly because the water is obviously very cold. Coming up. We are following breaking news. Firefighters are cleaning up a fire that raced through a buddhist temple and two nearby homes. Alex savidge is out there. And you have incredible pictures of this fire. Reporter the video of this fire is really incredible to see. Huge flames coming from the buddhist temple in oaklands. And you may be able to see this building is still smoldering this morning. This is where the fire started. The oakland Cambodian Buddhist temple on the 5700 block. Firefighters are on the roof trying to put out the hot spots. Let me get you right to the video. The fire started at 2 15 this morning. Huge flames were pouring from the temple. And the flames quickly spread to two neighboring homes. Both of the homes were damaged and obviously, heavy damage done to the temple. There were a total of 11 people inside the temple. Including four buddhist monks. All of them managed to make it out safely. Other people in the neighbors homes got out safely as well but three
