And southeast wind responsible for a lot of that and it has been picking up here afternoon. East wind or a north wind, oakland due south at 16 miles an hour and south southeast developing, san jose, from Mountain View, and thats why they are so warm, and sfo and hayward. And cloudy windy morning, the first system is more show than go. And a lot of cloud cover. And the colder air in the system coming in and that is more the afternoon. Cloudy, windy, rain moving in. And what is light in the morning will pick up later this afternoon and this evening. A warm morning thats for sure but cooler high temperatures with highs back in the 60s. Not 80 degrees. Well, yes, a little warm for february. 80 degrees. It was 89 in san diego by the way. Yes. So i mean 89. Wow. If this was july, that would be great. But it is what come . It is february. Thank you, steve. Any time. Lets take a look at the bay bridge toll plaza. Taken from the emeryville camera. Traffic is moving along okay. Almost empty here. Driving in to San Francisco. We are also looking at interstate 880, in oakland, north and southbound, the traffic continues to look pretty good, with no major issues. It is a nicelooking commute. As we look at the south bay commute here, traffic is doing very well, on all of the south bay freeways off to a good start. 402, lets go back to the desk. Thank you, sal. Also new this morning, apples ceo tim cook says his company will resist a federal judges order to help the fbi break into an iphone belonging to one of the shooters in the deadly San Bernardino terror attacks. In a statement, posted early this morning, on apples web site, cook argued that such a move would undermine encryption by creating a back door that could then be used on future devices. The ruling yesterday was a first of its kind. Investigators want to know if the shooter was communicating with terrorist groups overseas. But so far, they have been unable to access data on the iphone. Because it is pass code protected. Thats why the judge ordered apple to get to help the government get access and cook says this calls for public discussion and we want our customers and people around the country to understand what is at stake. There is a push for facebook to remove video of a fight on a Sonoma High School campus that is now gone viral. The video was shot on the Sonoma Valley high campus last week but it was reposted by an australian martial arts champion. And since then, it has gotten 13 million views. The video shows a teenaged girl throwing a boy on the ground, and then kicking him in the face. The School District has put out a statement, saying it is taking disciplinary actions. It also says that it asked facebook to take down the video because of the violent con tent, but facebook declined telling the school that it would violate its community standards. But the burial and reception afterward will only be for family, friends, and fellow Police Officers. Three teenagers are in the hospital this morning, after they were shot last night, while sitting in a parked car in berkeley. It happened about 7 30 on Parker Street southeast of the berkeley marina. The shooter approached them and opened fire. But investigators are trying to determine if the person was in another car, or walked up to them. There are conflicting reports about the ages of the victims. But it is believed that they range from 16 to 19. Two are in serious condition. The third victim suffered nonlifethreatening injuries. We examined evidence. Cameras from witnesses. And talked to anybody who might have seen this. At this point, we just dont have too much further information to provide. All three victims live in berkeley. Police do not know if the shooter was targeting one of them, or all of them. Officers are asking anyone who may have some information on the shooting to please call them. The search for a prominent santa rosa attorney has been suspended along the Sonoma County coast. 56yearold Steven Mitchell went missing on saturday. His car, his cell phone and some of his clothing turned up the next day in a coastal area near jenner. Yesterday, authorities announced that they are suspending the search, pending new information. They did not provide any other details. But they did say that there is no evidence that mitchell was a victim of foul play. He was involved in several high profile cases, including the shooting death of 13yearold andy lopez, in santa rosa, in 2013. Time now is 4 05. And president obama says he intends to nominate a candidate for the supreme court, rejecting calls from republicans to leave the issue to the next president. A black cloth is now draped over the seat occupied by Justice Antonin Scalia after his sudden death on saturday. The process to fill that seat has become a political battle ground. The constitution is pretty clear about what is supposed to happen now. When there is a vacancy on the supreme court, the president of the United States is to nominate someone. Nothing in American History requires the senate to approve the president s nomination. President s dont appoint. They nominate. Well, the president has not said when he will announce his nomination, only saying that the person would be in disputably qualified for the seat. The California Attorney general camla harris has been talked about to replace Justin Scalia and we caught up with her and asked her if she was thinking about that. I have no desire to do that. I want to be the United States senator from california. Thats where i am. She is humbled to have her name mentioned though and she says as you heard right now, her focus is on her count job and her campaign for the u. S. Senate seat, being vacated by retiring senator barbara boxer. President obama criticizing republican president ial front runner donald trump and trump is now firing back. This is as new polls are looking freshly at the contest in South Carolina, and doug luzader has a look from washington. Looking at recent poll, frontrunners from both parties seem pretty well established heading into the next two contests as president obama makes his thoughts clear. What a crowd. Wow. Donald trump greeted by a loud and boisterous crowd in South Carolina and almost immediately had a message for president obama. This man has done such a bad job, he set us back so far, and for him to say that actually is a great compliment, if you want to know the truth. A compliment, says trump, that the president singled him out during a summit of Asian Countries when he was asked about the campaigns. I continue to believe mr. Trump will not be president. And the reason is, because i have a lot of faith in the american people. And i think they recognize that being president is a serious job. And that attack may actually help solidify trump as the g. O. P. Frontrunner, especially in South Carolina. Where a new poll out by arg shows him up 17 points, leaving some of the other republicans now attacking ted cruz, who is either second or third in recent polls. Too much hillary clinton, meantime, having a coughing fit, that lasted almost three minutes, while speaking to a group in new york. Targeting black voters specifically as she hopes to cement a large lead in South Carolina. To quote dr. King, the time is always right to do right. But the race there could all turn on enthusiasm. Thats what Bernie Sanders is banking on. Well, you know what . On election day, i think folks here in South Carolina are going to wake up the next morning and find a very big surprise. [ cheering ] and sanders may be proven right. We will see. But before democrats get to South Carolina, they have the nevada caucuses on saturday. In washington, doug luzader, fox news. Well, pope francis is wrapping up his fiveday stay in mexico, with some highly anticipated events. He returned to mexico city last night after his visit to the mechecon state and greeted all of those waiting outside and thanked them for their kindness. Today, pope francis will visit inmates at the juarez prison and then have an open air mass at the mexican border. More than a Million People are expected to gather and Officials Say they will shut down a seven mile stretch of the border for security reasons. Local and federal Law Enforcement authorities will be looking for anything suspicious with illegal border crossings, and a large scale attack. We are concerned primarily with the public safety. It is a matter of us watching everything. Watching things that people dont even think of. The popes final events cap off the fiveday visit that focus heavily on the injustices faced by mexicos poorest and most vulnerable to the countrys drugfueled violence. It doesnt look like a cease fire in syria will take effect on friday as planned. The u. S. Blames russia and the state department is calling on the russia country to exert more influence. There was a gathering in germany and it raised hopes in a break through in the war that has been going on for the last five years, kill mog are than 250,000 killing more than 250,000 people and forcing millions of syrians from their homes. It is 4 10. Right now, a truck used to deliver meals to 50,000 people every year was stolen. Coming up in 20 minutes, the plea from help from an east bay nonprofit organization. First, danville has officially become the largest city to do it. The controversy surrounding shortterm rentals and when a new ban will go into effect. Good morning. Right now, traffic is moving along pretty well, if you are driving on interstate 880 or in interstate 80, pardon me, no problems. Cloudy, windy and a change. Rain is developing. But right now pretty windy and mild. We will talk more about the change here and some of it and what is in store for the rest of the week. Hi dad. Uh huh. Yeah. Sorry about that. Think about it there must be higher love down in the heart what do you think . And in the stars above hi ted, glad you could join us, we think youre going to like these numbers. Bring me a higher love i couldise above new this morning, a Virgin Australia flight from sidney to los angeles had to be diverted overnight, after a bomb threat that turned out to be a hoax. The plane was forced to make an Emergency Landing in brisbane, after the threat was called in. The plane was searched and no real threat was found. The flight has been rescheduled for tonight. At about 2 30 this morning, after a contentious meeting with more than 100 speakers, the almeda City Council Gave preliminary approval to a rent control measure. Now, that issue has been the subject of a heated meeting in almeda for months now. And the measure approved last night, does not make either renters, nor landlords completely happy, though. It does strengthen the citys process for reviewing rent increases of more than 5 . It limits evictions. And requires landlords to help pay a tenants moving costs for some evictions. We need very fair strict guidelines that are actually monitored and enforced, to be able to make renters feel safe in their own homes again, that they are not going to come home to a 60 day notice. It is about time landlords and Property Owners are not demonized. Reporter again the City Council Gave preliminary approval to the measure, and will have a second reading of the ordinance at the next meeting, on tuesday, march 1. There is another east bay city banning shortterm vacation rentals. Danville has adopted its own crackdown on what are commonly called air b b rentals. Now the town meeting was packed with people who wanted to speak out about the ban. Supporters of the ban say the rentals create traffic and parking problems, as well as cut into visitors spending money on hotels and restaurants. But opponents say people should be allowed to do what they want with their property. In the end, the Council Passed the ban on a 41 vote. Now, danville will set up an agency to enforce the ban. And handle violations. It starts with a citation. And it goes up wards from there. If there are three within the span of a year, the fines increase. And then presumably, it can be pursued through the courts. Now, the debates started after one Property Owner built a twostory in law unit next to the neighbors fence. And that neighbor says the building addition has been used by more than family members. And the family that built the rental unit says it will be used only by tenants staying a month or longer. So it will still be a legal rental. I have a feeling this fight is not over. No. And it is going to travel to other cities. Other places, for sure. Time now is 4 16. Checking in with sal. He is settled in. You get your coffee yet, sal . Ready to go . After this report. Okay. As soon as i toss to steve, it will be quick to the coffee machine. You havent had one cup yet . No, not this morning. Okay. Not this morning. Wow. But i am amazingly awake. True. Good morning, everyone. You know, start seeing the light at the end of the tunnel on a wednesday, right . This is the look at the commute now, traffic looks good. We havent had some good east bay commutes. I have to say. This is a look at interstate 880. Everyone seems to be back. Yesterday, we were talking about this on the 9, how we think that fewer people are using the ferry and bart than were during that super bowl closures period there. And that is because San Francisco was such a mess. I think the patterns have returned. And more people are on the roads and that means heavier traffic. San mateo bridge, looks pretty good heading out to the highrise. It is light at all of the bridge toll plazas currently. And this is a look at the san jose area. And traffic is light. So Early Morning commute, right now, still looking pretty good. A little windy out there, i noticed. Our cameras are kind of shaking. Lets go to steve. We have a wind advisory, sal, for the hills. You got it. Okay. Gusts 40, 50 miles an hour. And still pretty breezy, blustery even at the surface but the strongest gusts in the higher elevations. Keep that in mind. Very mild, warm out there right now. Temperatures are in the 60s to near 70. And rain is a little slow to develop. And two, three pieces of this whole system coming through. The first is this morning. And more clouds than any rain. Because remember, the lower layers of the atmosphere are pretty dry, i would say. But it is going to take a while to juice things up. And to the north bay, maybe a little bit, beginning to develop, in the dark green, and that could certainly make it, but so far, no reports yet. 60s for some. And almost 70 in Mountain View. And southeast wind will do it. But there is a big difference in some of the temperatures and north bay temperatures in the 60s with the cloud cover. And in the 50s and 60s, petaluma, at that observation, it says 64. And novato, 63. Mill valley at 62. The breeze is the big story here. And not too bad for some. But oakland due south at 16. Southeast at novato. And Mountain View is just roaring right along. Which is why it is so warm. When you get a due south, 15 gusting over 20, that keeps you near 70 degrees this time the morning. Hayward south. San jose southeast. And 50 balmy degrees in truckee. 63 warm in you chia. And around lake tahoe. Incline village, 48 degrees. 45 tahoe city. Look at tahoe, 50 degrees. So they are waiting on this system. They will have to wait a while. South wind out ahead of that. Really makes for a mild pattern. A lot of cloud cover. Not much rain here in the morning. There might be a little break. But then the system will sweep in tonight. That will give us the better opportunity for rain dynamics and some colder air. So cloudy, windy, rain moving in, again, very light here in the morning, if anything, it is also a warm morning. And cooler high temperatures, and a lot of these will be set in the morning because the cooler air comes in later this afternoon. But rain is on the way probably for the morning commute and i would think anything for the morning commute. Off and on rain will take us to friday. And looks better over the weekend but it will be cooler. It will be cooler. All right. Sounds good. Thank you. You got it. Thank you. One of americas favorite families is back. Im sure some of sals traffic cams are bouncing around. Probably not a lot of rain this morning. More cloud cover. Air mass is very dry. There could be a little bit more likely this afternoon. That is when the heavier air comes in. Although it is trying. When you get the dark green, that can certainly produce light rain, but 50s, 60s on the temperatures, to near 70 degrees. Look at palo alto, Mountain View, 67, 69. East bay temperatures, 66 degrees. A south wind. Warming up in the
