Weve had people getting into accidents and we have flooding in many areas. Lets talk about 880 north and southbound. The traffic here looks okay. Its windy and the camera is on top of a building across from the coliseum. And its a little bit windy and unsettled. Before oyster point boulevard theres an injury accident. Theres standing water in many areas, southbound 101 near the nevado narrows. And roadway flooding in San Francisco along 280 near mar potato is a mariposa. Well try and provide you a list of the worst. Just be careful as sal mentioned. We all ran into it on the freeways and the skies opened up overnight across the bay area. There will be showers off and on throughout the morning. And an area of concern is a hillside above the Russian River in snow ma county sonoma county. No one is living there but the house is in danger along with that truck which is parked precariously at the base of the home. Some people are stuffing sandbags before more storms arrive and others are excited by the weather. Its going to bring a lot of change and its going to be real interesting and unpredictable. Were prepared every year as if it will be the worst storm of the century. They have emergency county operations preparing for el nino. The last major el nino hit almost 20 years ago. And communication and technology have improved since then. And the county is ready for what could come. This rain is a welcome sight for water districts. We talked to a former National Weather service forecaster who wrote an article about el nino. Storms are lining up and theyll bring slow and steady rain over the next two weeks. Thats why the pattern weve been talking about is almost an ideal one if we can stretch out a lot of rain or days, thats the most productive for filling reservoirs and doing the least amount of damage. Past el nino storms brought double the average rainfall. Get ready for more snow in the sierra. Up to a foot of new snow is expected to fall through thursday and then more snow is expected this coming weekend. Nighttime temperatures will be in the low teens and if youre headed to the sierra, check the latest Road Conditions and bring your chains. Stay with the weather team for up to the minute forecasts. When youre on the go turn to the weather app. Were learning more information about an attack that killed a 74yearold man in San Francisco. Police now are releasing possible images of a suspect in this case. Amber lee has more on what shes learning about the victim and why hes so loved in the community. Reporter police are trying to identify the man captured on Surveillance Video walking along market street. It was december 5th, 2 00 in the afternoon. 74yearold Stewart Jackson was waiting for a bus when a man walked up and without provocation punched jackson. He fell, striking his head on the comment and a week later he died in the hospital. Its scary and awful. Reporter we showed the video to a friend of the victim. The fact that it happened to a completely harmless man, an older man who couldnt defend himself even if he tried was really sad. Reporter one of the he stretched incredibly fast. We werent talking all that long and he captured it. He described the scene as precious, symbolic of his interaction with people in the neighborhood. He showed me the sketch he had done just to say i see you. Its nice to see you. And i was just delighted and thats the last time i saw him. Reporter police hope the video will help them call a heinous random act of violence. We want to prevent another incident like this. Reporter friends describe jackson as a quiet, unassuming man. He lives on in his art work. That hes gone is a real loss and i feel very touched that he captured me as a memento of the time i knew him in the neighborhood. And that was amber lee reporting. President obama will outline the executive actions hes taking to try to curb gun violence in the country. He received input from justice officials on what he could do to prevent guns from falling into the hands of those who could pose a danger to to themselves or others. We have tens of thousands of people every single year who are killed by guns. We have suicides that are committed by firearms at a rate that far exceeds other countries. The president wants to close the gun show loophole that allows sales without background checks at gun shows. The fbi is hiring to process the requests. And weapons lost in transit would have to be reported. Tonight Oakland City Council will vote on a gun control ordinance. One proposal would make it illegal to have large capacity magazines. And another would require gun owners to store in a locked container or have a trigger lock. And in cars, guns would have to be in a locked box. A lawsuit has been filed claiming she has suffered racism. She has worked in the San FranciscoDistrict Attorneys Office for the past 14years and she says she was in the District Attorneys Office one day last year and a mouse ran by. She screamed and jumped out of her chair and she couldnt believe what a coworker said next. She walked by me and said [bleep] and so i looked at her and i walked out of the office. The incident was referred to the Citys Department of Human Resources which said in part quote while we acknowledge the extreme offensiveness of the n word, one comment is not enough to create an offensive work environment. She wants the District Attorney and staff to receive training to prevent harassment. The trial of raymond chow is closing arguments will wrap up. And prosecutors accuse him of ordering two murders, being involved in Money Laundering and drug trafficking. The undercover investigation involves state senator leland yee and a dozen other people. The Oakland Raiders have submitted submitted a petition to the nfl. The nfl says three teams submitted applications yesterday to relocate. In addition to the raiders, the San Diego Chargers and st. Louis rams are trying to get permission to move to the los angeles area. The Relocation Committee will meet this week to evaluate the applications. A vote could come next week when team owners will meet in houston. It will require approval from 24 of the 32 owners. It will be interesting to hear how that goes. A tragic story out of you baa county, a 9yearold was killed by three dogs. And now investigators want to know why the boy was left home alone with the dogs. Tensions are high between iran and saudi arabia but theres hope for a resolution. The morning commute will be wet and were going to see rain for the morning commute. More of saudi arabias allies are severing ties with teheran. People in the iranian capital react to the conflict. Reporter the saudis should know that iranians will not take any form of tension or a threat. Reporter not all hope is lost. Reporters question the saudi ambassador over what it would take to restore relations. Iran to cease and desist. The saudis executed 47 prisoners. Shiite muslims in iran reacted by storming the sawed embassy in teheran. This comes after a stampede killed hundreds during a muslim pilgrimage. They have a right to be upset and angry. But we should not forget the stampede in mecca that resulted in the deaths of hundreds of iranian pilgrims. Reporter this comes at a particularly difficult time as the countries have worked with iran to try to bring peace to syria and try to defeat isis. The crisis in the relations he stresses the need to ensure that it does not cause a chain of adverse consequences in the region. Reporter a special envoy is in saudi arabia to try and restore relations between the countries and will head to teheran later this week. In washington, kelly wright, fox news. Asian markets started the trading day with some rebounds. Chinas shanghai index is up a little bit. And continued trading in a narrow range and ended with a quarter percent loss. Japans nikkei also started with small gains, it was up 3 10 of a percent at the beginning of the day. And then it started slipping and finished with less than a half percent loss. The largest index was hong kong which lost 2 3 of a percent. U. S. Markets closed with losses of more than one and a half . They made quite a comeback from earlier losses. American investors may have panicked a bit when they saw asian and european markets dropping. It could be another down day for wall street. Futures are down but the dow jones did climb back above 17,000 and the s p 500 back above 2000. They both dipped below. They didnt close there. Theres some key levels where if the markets close below the levels its a sign that were going down a little further. I cant help but think of you when im watching the markets at home. Theres already a little bit of a tough commute out there. We have a stalled truck inside the caldicott tunnel. Its loaded down with thousands of pounds of 7up. Eastbound 24 heading to the tunnel is blocking one of the lanes. The cab is disabled and its going to be there. They have to wait for a tow truck. We already have a backup getting up to that. Westbound traffic is not affected. This is eastbound 24 inside bore number 2 which is the inside bore of the tunnel. One of the middle bores eastbound. Lets talk about southbound 880. We got a call for a crash right here in this area of a pickup truck that hit the Center Divider and is facing the wrong way. I dont see any slow traffic at all but nevertheless chp is on the way. The bay bridge toll plaza is light but its raining and were seeing a lot of the accidents and the standing water pop up. Just minor things here and there. And just take it easy. One of the things i saw pop up is northbound 101, report of roadway flooding. Lets go to steve. Sometimes people are not up to every other heart beat. That truck is eastbound. Eastbound heading from oakland to orinda. And you can see theres stop and go traffic and chp is setting out flares. The heaviest rain is down to the peninsula. Santa cruz mountains from about the Golden Gate Bridge over to about berkeley and concord south. Somewhere around there. And thats the area thats lit up the most. Its closer to the radar site and still one band going through. That looks like torrential rain around highway 17 over the summit. So Santa Cruz Mountains that could be a little dicey. Also Half Moon Bay to San Francisco and over to oakland. Over to san ramon and the east bay. It makes it just about oakland to San Francisco, the Golden Gate Bridge north of that not as much. There will not be too many long breaks from rain. A series of systems continue to be lined up. Theres discrepancy after about thursday. Temperatures have come up and so has the breeze. Its roaring up from the south so its not out of the west of northwest yet. If it does it turns briefly and comes back to the south. Its a very favorable pattern for us. But it could be a little dicey for the morning commute. Heavy at times and also the wind has cranked up. 50s on the temperatures. Temperatures are stuck here for a while.
