Frightening incident involving fireworks and one woman to the hospital. Witnesses say someone through fireworks at her and her family while they were walking home in san jose. Were joined now from the evergreen neighborhood where this all happen. Reporter the fourth of july is just a few days away and people in this neighborhood are very concerned because it appears that someone intentionally through a firework at them. This all happened on tuesday night when a woman was walking with her young son and husband. There were walking home from a park when a loud explosion went off. Witnesses say someone inside a passing car lit what was believed to be in mad firework and threw it at the family. This car sped away and paramedics rushed to the scene. I saw a female laying on the ground with wounds to her leg and arm. The gaping wound to her arm was bad and they had already wrapped her legs. Reporter this comes as the city is stepping up enforcement on illegal fireworks. Specialteams have been set up to target people who set off illegal fireworks. This year the fines had increased from 500 to 1000. More city officials are able to cite violators as well. This will help firefighters as a response to fire related calls over the next few days. The victim in this incident is suffering from nonlife threatening injuries but neighbors are still worried that it couldve been much worse. We are also learning some new details about the 2 bay area families involved in that horrific crash on interstate 5 Tuesday Morning that killed 2 mothers and 4 children. A big rig rearended they are van on the great vine. The crash killed the 2 mothers in the 4 children. Only the father sitting in the front seat survived. The mother of one of the men says she is heartbroken. She had just seen the family last weekend for a birthday for one of the kids. The family was headed to the legoland amusement park. 2 children are charged with an attempted trying attempted murder for trying to kill a classmate attempted murder and murder. The judge will also charge the 2 forgetting activity. The attorney for one of the suspects insist his client has no gang affiliation. We have no information that he is in again. You saw him in the courtroom, there are no tattoos at him. It is a 17yearold high school student. His predicament is very serious and he understands that. He is scared about what is going on. A 3rd defendant is being charged with being an accessory after the fact and authorities are still looking for the 4th suspect. The victim was attacked with a machete and shot to death. Another student was cut and shot but survived. Activists rallied outside the state building in San Francisco in a push to have the judge in the brock turner case removed from the bench. [ video playback ] rape survivors say they are disgusted with the handling of the brock turner case and they want him gone. The group hand delivered a petition with 1. 2 million signatures asking for the judges removal. To judge persky i would like to say by putting the privilege of the perpetrator in the factor in defining the outcome of a trial, you show all survivors that there experiences do not matter. The judge has faced mounting criticism for sentencing brock turner to only 6 months in jail. He was found guilty of raping a woman behind a dumpster at a fraternity party. A pet owner is searching for answers after her dog died while being groomed at a pet smart. She says she dropped off her sexual chihuahua at the pet smart and west hamilton tuesday afternoon for nail grooming apartment. She said she noticed something was wrong when she returned 5 minutes later. The dog was taken to the vet but died. She doesnt know the cause of death but she has her suspicions. In San Francisco a survey found that homelessness is a number one concern among the cities residents. As we explained, helping homeless who are mentally ill is one of the Biggest Challenges in getting people off the streets. Reporter michael has lived with Mental Illness all of his adult life diagnosed with anxiety panic disorder and severe depression as a teenager, 4yearold reached his lowest point in 2012 after spending 2 years homeless on the streets of San Francisco. I was suicidal. That really scared me. For the first time in my life, it wasnt just a thought it was more like im going to do this. Reporter he checked into a Psychiatric Hospital and after 5 days he said doctors said they were going to release him. He knew that meant he would be back on the streets. It is the medication i was on at the time made me really sleepy. I said im not going to take it and that is why im going to end up back in here. Reporter for many for homeless and mentally ill, it is a revolving door. More than one third of the city 6700 Homeless People suffer from psychiatric conditions. Many of those patients visit this clinic in the tenderloin district where doctor pamela treats Homeless People with a ride range of mental issues from psychotic disorders to depression and emotional trauma. Mental illness, different from any other type of illness, it is the illness itself that prevents people or can prevent people from knowing that if they have something could benefit from helping treatment and doing something about it. Reporter she says many times a motion could do is make a connection with the mentally ill patient hoping they decide on there own to receive treatment. People just dont want to take medication. It is a matter of time in working with someone and convincing them its really worth a try. Reporter they say changed happen in california in the late 1960s when the state closed more than half of the Psychiatric Hospitals and governor Ronald Reagan signed a law preventing the mentally ill from being forced into treatment except in the most extreme circumstances. People were released from hospitals without proper support in the community and often decompensated. When you had new population spring up who needed longterm care maybe in the hospital setting, those beds were no longer available. [ video playback ] reporter there are some new attempts to get people with the more severe cases of Mental Illness into treatment. Late last year, lauras law went into effect in San Francisco. This was named for laura wilcox who was killed by mentally ill man. It allows family members and loved ones and people in the community that if they know someone with Mental Illness to petition a court to bring a person before a judge to introduce treatment. A person can still refuse treatment which is part of the problem. The standard is they must be a danger to themselves or to other people otherwise you cant do anything about it. We need to change that law and make it more appropriate for the circumstances of individuals who will ultimately thank you for having been given assistance. Reporter michael says his breakthrough came when he realized he needed help. Loneliness, not having anything, that is what broke through. My mind opened up. Reporter once off the streets and into treatment and back on medication is live changed dramatically. Today i dont live in an institution. I have an apartment with my fiancie. Reporter you now mentors psychiatric patients at San Francisco general hospital. We feel like we are being judged left and right. There so much stigma around Mental Illness right . When we can open up a space for someone and there is no judgment there, it is something that i wish i had. I didnt have that. Reporter speaking from experience, he hopes his story will help others follow in his footsteps. Tonight at 10 we will visit seattle and look at the unique partnership where hightech giant has created a temporary shelter. On friday we will take a more general look at the housing crisis here in the bay area and what effect it has on the problem of homelessness.
