Weve got those clouds widespread once again, well inland and we are looking at another below the average day for your temperatures. Giving you a look at the cloud cover. So temperatures fairly uniform and similar to how we woke up yesterday, maybe a tad warmer in areas. I dont think youre going to notice much if youre getting out early, for bay to breakers, cloudy skies, 53 by 8 00. Then notice as we get into 10 00 not a lot of change. Were partly cloudy to mostly cloudy, 55 degrees. So were going to warm a whole 2 degrees over the course of two hours. Then as we get into noontime mostly cloudy skies, mid to upper 50s in the forecast. With San Francisco only getting to about 60 degrees for this afternoon. Take a look at some of the numbers. Any delays on the course . Putting on lastsecond touches . Everything is going smooth. There are no anticipated delays. We actually expect an ontime start at 8 00 a. M. Today. 50,000 people are expected to participate. What is new this year compared to last year . Just looking at some of the things that obviously the number of porto potties boosted by 200. What else . Weve got as you said a lot more portopotties. We have an additional sobering station to kind of control the fun and zaniness of the event. Weve got new activation at the finish line of course. The big thinking for the event, a new Title Sponsor in zappos. So theyve come to the table and really enhanced the event in so many ways. The athletes will see that today. Along the race course, and certainly at the finish line. Bill, what do you think, about 20 years ago this race had close to 100,000 participants. Over the years its kind of decreased, 50,000 registered. What do you attribute to the lower. A runners participating this year . I think i think i ran it actually in 1987 and there were 72,000 the year that i ran. It was an iconic event. Still one of the most iconic Running Events in the world. A lot has to do with the support that sponsors and management puts into the event. I have to be candid that new leadership took over the event last year. The entrance went up by 10,000 last year. Entrants. And another 8,000 this year. Its been massive growth in the last two years of bringing this event back to what it was when i was participating in 1987. I think i believe youre going to see a slow resurgence of bay to breakers. And we cannot be more happy for the athletes here today to participate. I think it would be great as well not only for San Francisco but the entire bay area. Do you expect any World Records out there . The temperatures are certainly cool enough. We have an extremely strong mens field today. I dont know if they are going to catch a record but we do expect it to go really close today. Both in the mens and womens race. So the temperatures are relatively going to stay cool most of the day. So i see a lot of athletes that are coming out here to actually race and run. The bay to breakest known breakers known for sentpedes, outlandish costumes and the enemy to all runners, hay street hill. Allie rasmus joins us from the infamous hill. I know the runners are not there yet but a lot of preps underway. Right . [no audio] reporter wrapping, just finished wrapping up some of these the barricades here. Theres about 50,000 people taking part in this race. You can see the streets are not closed yet so there is still traffic going through here. Lets show you a live picture from the starting line. Its called bay to breakers because it goes from the financial district near the embarcadero all the way over to ocean beach. Not that many people there yet, thats because were still an hour away from it getting going. 50,000 people registered. That is up a few thousand compared to last year. There are people registered in this race from just about all 50 states and from around the world. One of the Race Organizers talked about the broad appeal this event has. This truly is a bucket list event for any runner out there. No matter where you are in the globe people want to come to San Francisco to experience the race. Even the serious runners are wearing costumes. I would say at least half the field is wearing costumes. Some of the people have been working on that for months. You can tell by the effort they put into it. Reporter the race is known for its funky fun costumes, its definitely one of the draws for the people taking part. Even you heard the organizer mention, even the serious runners make sure they have costumes, some of them do at least. Zappos is the sponsor of the race for the first time this year and they are, for the first time going to be instituting some records, minor records so fun things like apparently theres going to be people trying to break a record for the longest one handed conga line. A couple of years ago instituters had no alcohol policy and no coolers allowed. And according to the rulebook participants are supposed to Wear Clothing but its been my experience covering this, that doesnt always happen. They have added more porto potties to ease concerns of some of the people who live in the neighborhood. This is alamo square here. They have 200 more potties. They have new signs urging people to use them. Lets say. That is a new sign, ive been out here for the last four years covering this race and thats the first time ive seen that sign there. Its been my experience that people do find ways to hide the alcohol, to maybe start out at the race with some clothing on and then lose it along the way so. Well see what happens here. Back to you. This is a look at the where those runners will be going. Starts at main and Howard Streets, ends at the great highway at lincoln. Major roads are closed this afternoon. They include sections of several streets and the great highway. Access to Golden Gate Park is also going to be limited. There are new developments in a hostage situation overnight in almeida county. Police say the suspect, 51year old sean mcgee is now in custody. Officers say they believe he robbed a wells fargo in a safeway market in antioch yesterday. Witnesses say he left on a bicycle and then jumped right into a truck. Officers later chased him along highway 4 with speeds reaching 100 Miles Per Hour. They say he eventually ended up in oft oakland where he barricaded himself in an apartment and took a person hostage. The person escaped, and he was taken into custody without incident. New developments in the investigation into last weeks amtrak derailment in philadelphia. Investigators so found a circular break at the lower left side of the trains windshield which could be the result of an object thrown or shot at the train moments before it jumped the tracks. Investigators say as many as three trains in the area could have been hit by rocks or another object in a 20minute span last tuesday night. A passenger on one of the other trains said he witnessed an object hitting a window near him. I was on my laptop, putting out emails and all of a sudden, heard a crash. I quickly turned, didnt see what hit it. I looked to my left and everything had been destroyed. Enough so that the damage was the size of a basketball. Amtrak hopes to resume limited service tomorrow, full service tuesday. Amtrak announced it will expand its use of a train control system that protects against speeding along sharp curves. Heavy rain in parts of the south and midwest. This is oklahoma where power was knocked out to thousands and damaging several homes. So far no major injuries reported from the latest storm but last week several tornadoes caused flooding and at least four people died. Many western states are gearing up for what is expected to be a very long and very hot fire season. Colorado has two new aircraft which can spot and pinpoint locations of fires that are just beginning. They have Onboard Technology that can locate hot spots that are just miles away, just as those flames are really starting to kick up. The one thing we learned in 2012 2013 was with the large fires, if you dont get to them, early, i mean right at the beginning fighting them takes millions of dollars. It was over 2 million in 2012. The governor of colorado says new aircraft can save money and lives. The planes let fire spotters instantly pass along information on where those flames are and what direction they appear to be headed. That information could give firefighters enough time to get out of harms way. He was just three months old when he was given the gift of life and now the youngest ever heart transplant patient is thriving. Santiago arenas was diagnosed with cardiomyopathy at first and his parents lost their first child to the disease. The doctors said he had a chance at surviving and only if he got a heart transplant and warned that often infants wait the longest. Last february a heart was found. Santiagos mother hopes to one day thank the donor family. The people that donated have a piece of my heart. Hopefully in the future she will willingly accept to meet this beautiful baby that she made possible for him to live the doctors say surgery was especially difficult because the boy was so young and small. His new heart at the time of surgery was about the size of a plum. Scars are still visible on his tiny chest but his doctors say they will fade as he and his new heart continue to grow. The suspected drunk driver who hit and killed a mother and 1 yearold daughter in livermore could be charged as soon as tomorrow. Yesterday friends and family of the victims marched in downtown livermore to demand justice. Esperanza morales and her daughter were killed outside of a Family Gathering two weeks ago. Police say 35yearold brian jones was driving drunk, lost control of his car and crashed into them. Jones is now out on bail. He can still drive. Thats why we are worried. I know he can get drunk and drive again. And kill somebody else. Police say jones had been at the livermore wine country festival before the crash and his blood alcohol level was nearly twice the legal limit. The District Attorney says he could face vehicular manslaughter charges or possibly Second Degree murder. Its a horrible tragedy that has happened to this family and we wanted to make sure were doing everything exactly right so when we go dogo to court we hold him accountable for what he did. A gofundme page raised more than 25,000 for are the victims family. Police in concord are looking for four men that opened fire in the parking lot of the sun valley mall, before 11 00 yesterday morning on the top level parking lot by the j. C. Penney store. Three parked cars were hit in the crossfire but no one was hurt. A woman who works in the mall says her white toyota was between two cars that were hit. Luckily we were busy in my store, i ended up going on a break. Or i would have been in the middle of a gunfight. Some of the stores at the mall have turned video over to investigators to help find the shooters. Investigators say they are looking for a tan fourdoor car that may have been involved. Police arrested a second person in the shooting death of a High School Student in vallejo. 17yearold max rusk was shot to death thursday afternoon while walking on a trail near jesse bethel high school. On friday night Police Arrested a 16yearold. From sasoon city. His arrest came hours after Zachary Kroll of have lao was taken into custody. A 14yearold Southern California boy is suspected of accidentally shooting and killing his younger brother. The Riverside County Sheriffs Department says it happened yesterday afternoon at the boys home. The 9yearold boy was pronounced dead at the scene. Its not clear where the 14 yearold got the gun from. The Highway Patrol is searching for a man who crashed into a cal trans truck and carjacked acaltrans vehicle at gunpoint. A convoy was going westbound 580 in Castro Valley at the redwood road exit when a black bmw collided with one of the trucks. The driver got out, showed a gun and drove away in the truck. The stolen truck was later found in oakland. A bicyclist participating in an annual bike ride killed after being hit by a truck in solano county. It happened in dixon during the davis double century ride. A 50yearold rockland man was struck. The chp says the cyclist killed didnt stop at the stop sign and the truck driver couldnt avoid him. Roads get kind of narrow in some places and you have cars passing you and obviously at every intersection you have to follow the rules and hope everyone else does too. Organizers of the race say this is the first accident like this in at least 30 years. Dr. Michael bell organized the first ever save life youth summit at laney college. He said he got the idea after seeing too many children come into the emergency room over the years at Childrens Hospital in oakland you go home and think about how unnecessary this really is. Why would a 2yearold be shot . That really messes with your mind. Theres things that you never forget. And theres sights that you see as a doctor and surgeon that stay with you your whole life. Bell says hes already looking forward to having a bigger summit next year. Hundreds of millions of gallons of free water in the east bay. Available to anyone who wants it but theres a catch. School in utah facing controversy for not including 17 special needs students in the yearbook. The school says the students are young adults who are part of a Transitional Program which is housed in the same building as the high school. This is the second wave of folks who were just given the green light to start going. You can see they are off. Runners in the race now on the course, in 10 minutes or so they will arrive at the dreaded hay street hill. Its a tough one. Fox 2 reporter allie rasmus has staked out our perfect vantage spot. A normal spot to sit tight and wait. They are headed your way now. Reporter thats right. Ive been covering this for the last several years and this is the spot where we always come because this is where we start to see people coming down the hill. Right now we just have police cars heading down here but looking around, giving you a 360view, this is next to alamo square, you can see the first few people in their costumes. These are spectators. They dont have race bids on. But along with the 50,000 people who take part in the race, there are thousands more who line the race route to take pictures and cheer the runners on in their costumes and sometimes people who have maybe some beverages out here on the side, will join the people partying in the back of the race. Looking over here, looks like they are getting ready for maybe the first serious runners to start coming down the hill. This is a view from sky fox 2, 50,000 people, registered for this race this year. That is up a few thousand from the 40,000 last year. People are registered from all 50 states and 40 different countries. The race is known of course for its quirky costumes, zappos is the sponsor this year and asked participants to try and set some whacky World Records. One im told they are going to be trying to set today, for the longest onehanded conga line. Theres always a group of people who dress up as salmon for this race. We caught up with some of them this morning. They usually meet here at the hay street hill before the race. They run the race backwards. They go from breakers to bay. Ocean beach to the financial district because they are salmon swimming upstream of course. We talked to them about what they love about this event. I really appreciate the port opotties. I think they should be here all the time. Reporter do you think its gotten out of hand . No, its gotten more tame. The addition of the potties is fantastic. I think the homeowners really appreciate that. Its definitely getten more tame over the years. Reporter its good . I do. Yeah, peeing on somebodys front lawn not cool. Reporter they have added, organizers added about 200 additional portopotties this year compared to last year. This is around alamo square. A couple of years ago they started to close down and fence off this park so people partying, maybe having a little too much to drink wouldnt tear up the grass and make things a little too rowdy there. The same rules apply as last year, no alcohol allowed and Law Enforcement is along the race route and they are supposed to be they say they are going to be cracking down on the people who are a little too intoxicated. Floats are also not allowed, no rolling coolers allowed. Participants are supposed to Wear Clothing but its been my experience coverage this that covering this theres always some people who find ways to get around the restrictions. It starts with at minute and howard and ends at the great highway at lincoln. As you might expect major roads along that course are closed through this afternoon. They include sections of several areas including the great highway. Access to Golden Gate Park is also limited. There are new developments this morning in a hostage standoff overnight in almeida county. Police say the suspect, 51year old sean mcgee senior is now in custody. Officers say he robbed a Wells Fargo Bank in a safeway in antioch yesterday. Witnesses reported seeing him leave on a bicycle, then jumped into a truck. Officers later chased him along highway 4 with speeds reaching 100 Miles Per Hour. They say he eventually ended up in east oakland where he barricaded himself in an apartment and took a person hostage. That person was able to escape and he was taken into custody without incident. There are also new developments in the investigation into last weeks amtrak derailment in philadelphia. Investigators found a circular brake at the lower left side of the trains windshield which could be the result of an object thrown or shot at that train moments before it jumped the tracks. Investigators say as many as three trains in that area could have been hit by rocks or some other objects within a 20 minute span last tuesday night. A passenger on one of the other trains says he witnessed an object hitting a window near him. I was working on my laptop, i was following up with a couple of emails, all of a sudden i hear a crash, i turned, didnt see what hit it, but saw to my left everything had been destroyed. Investigators released this home Surveillance Video of the vehicle they believe the man was in. It was taken as the man drove up and down harriett street yesterday morning. Police say the man began to follow the girl as she was walking her dog. Police say she told him he got out of his car and grabbed her but let go when she screamed. He was just 3 months old when given the gift of life and now the San Diego County youngest heart transplant patient is thriving. Santiago arenas was diagnosed with cardiomyopathy at birth. They lost their first child already to the disease. Doctors said he could survive but only with a heart transplant and warned his parents that often infants wait the longest. Then last february a heart was found. Santiagos mother says she hopes to one day thank the donor family. The people that donated, they have a piece of my heart. Hopefully in the future she will willingly accept to meet this beautiful baby that she made possible for him to live. Santiagos doctor says the surgery was especially difficult because the boy was so young and small. His new heart at the time of the surgery was about the size of a plum. Scars from the surgery are still visible on his tiny chest but his doctors say it will fade as he and his new heart continue to grow. Now thousands of people are making their way all through the city and will end up at the great highway. Probably any minute the first people will cross the line. Allie rasmus is around there somewhere. Looks like these folks are making it up and over that hill ok. It hasnt reached the party stage just yet. The first serious runners came down the hill at 8 00, 8 10. 8 15, somewhere around there. Theres 50,000 people registered for this race. They come from just about all 50 states. And 40 different countries. But back out here live you can see a lot of different costumes, the serious runners, the ones trying to set records and competitively run this race have already been long gone. Now its, some of the people in there quirkier costumes heading down the hill and some people of course in no costumes at all. That is technically not allowed according to race rules but people in some cases start the race fully cloangdz and by the time they get to ocean beach they are not fully clothed anymore. This is certainly one of the iconic races in San Francisco. People come from all over the world and all over the country to not only participate in it but also to watch it. No alcohol, that is one of the rules, whether people following the it or not remains to be seen. No coolers, no rolling coolers, no floats allowed and people again are supposed to Wear Clothing for this race but as you heard some of the spectators happen that doesnt always happen. One topic team owners will be discussing, how footballs are handled before games. That is after the underinflated football scandal during last years afc championship game. Under current rules footballs are sent directly to teams and must be given to officials two hours before the game. There are reports about this on tuesday. Owners will also hear three new proposals for points after touchdowns and which cities are interested in hosting super bowls after 2018. Police in concord are interested in looking for four men that opened fire in the parking lot of the sun valley mall. It happened on the top level of the parking lot at j. C. Penney. Three parked cars were hit but no one was hurt. A woman who works in the mall says her white toyota was between two cars, that were struck by bullets. Luckily we were busy in the store and i didnt go on the break. Or i would have been right in the middle of a gunfight. Some of the stores at the mall have turned video over to investigators to help find the shooters. Investigators say they are looking for a tan fourdoor car that may have been involved. The suspected drunk driver who hit and killed a mother and her 1yearold in livermore could be charged as soon as tomorrow. Yesterday friends and family of the victims marched in downtown livermore to demand justice as Esperanza Morales and her daughter were killed outside of a Family Gathering two weeks ago. Police say 35yearold brian jones was driving drunk when he lost control of his vehicle and crashed into them. Jones now out on bail. He can still drive. Thats why were worried. I know he can get drunk and drive again and kill somebody else. Police say jones had been at the livermore wine county festival before the crash and that his blood alcohol level was nearly twice the legal limit. The District Attorney says he could face vehicular manslaughter charges or possibly Second Degree murder. A bicyclist was killed after he was hit by a traumatic truck in solano county. It happened during the davis double century ride. A 50yearold rockland man was hit by a semi truck. The chp says the cyclist killed didnt stop at the stop sign and says the truck driver couldnt avoid him. The roads get kind of narrow in some places and you have cars passing you and, obviously at every intersection, you have to follow the rules, and hope everybody else does too. Organizers say this was the first accident like this in at least 30 years. A conference in oakland brought together doctors and young people with the goal of reducing gun violence. Dr. Michael bell organized the first ever save life youth summit at laney college. He says he got the idea after seeing too many children come into the emergency room over the years at ucsf antioch Childrens Hospital in oakland. We should point out that while there are lead runners at the front, the bay of breakers is known for good laughs and wild costumes throughout the race. Weve been following from start to finish, on the ground as well as in the air. Thats right. One of the best vantage points and a race veteran, and youre at the bottom of the hill. It looks like people are jogging behind you. Reporter yeah, race is actually moving. At some point when it gets to be too much of a party, it slows to a cruel and people start partying and making their way down the hill. We were showing you the top of the hill, but now that were a good portion of the way through the 50,000 people running in the race, weve switched directions because some people like to run this race without any proper running attire. So were trying to censor that and make sure we only show you some of the fun costumes going by. While there are elite runners running competitively, what this race is known for is the colorful costumes also. Overhead this is the view from sky fox. You can see it goes from the financial district all the way to the beach. Lets take a look at the costumes weve seen so far. There is a race category if people want to run the race as a group, and theyre all find together the entire run. Weve seen superheros, Monarch Butterfly and butterfly catcher. It basically runs the gamut of the colorful and quirky. There are a lot of people, along with people running in the race and on sidelines to watch the event every year. What do you love about watching bay to breakers . I love how colorful and crazy it is. The first runners are very serious and great runners, and the rest of the runners have unicorn heads or theyre naked or doing what they want. I love it. Reporter a few years ago some of the people that live around here started complaining about the Party Getting a little too rowdy. Has it gotten more tame . There are no floats, plenty of alcohol. Its still crazy and rowdy. Theres more bathrooms and there were lots of people using the parks for the bathrooms. Reporter some of the changes. Theyve added about 200 additional portapotties than they had last year. Is sounds like organizers have heeded the concerns. As the morning goes on, were going to see even more of this going on. New developments regarding the late night hostage standoff. Police have a suspect in custody. Officers say he robbed a Wells Fargo Bank inside a safe way market yesterday. He jumped into a truck and officers chased him at speeds reaching 100 miles an hour. They say he ended up in east oakland where he barricaded himself and took a hostage.
