As we start the morning and then as we get into the afternoon, its going to pull back and we would have mostly sunny skies. Theres a live look there at the golden gate bridge. Looks a lot like yesterday. We have the fog, the low clouds, the marine layer. A little deeper. And visibility down in some areas. Look how widespread it is, into the east bay, south bay over parts of the north bay as we talk about visibility, we have visibility down to a halfmile in and around santa rosa and four miles for napa. Four miles not too bad but in this stretch here this is your morning drive. Please expect that, it could stick around the next couple of hours. As we get into the central and south bay not too bad but again starting with plenty of gray. As we get into the second half of the morning, again i expect to have mostly sunny skies, away from the coast. For the afternoon today 60s at the coast. We have 60s and 70s around the bay and our inland communities will be back in the 70s with 80s being pushed a little farther out towards the central valley. Just a few pockets of 80s in the forecast for us today. Temperaturewise, a lot like how we started yesterday. 51 degrees in walnut creek. 49 napa. 50 San Francisco. 54 redwood city and low 50s in mountainview. Halfmoon bay 48. Going to the game . 60 degrees, southwesterly breeze and partly cloudy skies in the forecast. So a little cool and a little breezy for the afternoon. Im going to show you that in the extended forecast coming up. The search continues for two missing boaters after the bodies of two others were found off the morinne county coast. The four set off friday from the Bodega Harbor but never returned. This is the wreckage of the 21 foot boat found yesterday. Theyve been identified as 61 yearold diane kelly and 51 yearold richard hargreaves. It was a fiber glass boat. Its a rocky area. It would not take long if they got in a bad position for it to break up. The coast guard says they were salmon fishing and may have gotten too close to 9 shore in deep swells. Its important people understand the fishing location and the hazards in that area for rockfish and shallower fishing areas. And the swells can sometimes pick up. The coast guard says the group never made a distress call. The Sheriffs Department and Parks Department will continue shoreside searches today. Six months ago there was a similar accident in bodega. Last november a 32foot vessel capsized in rough seas killing four of the five on board. It happened at the start of the sport crab season. The skipper was a seasoned fisherman. Investigators are still trying to figure out what led to a deadly accident involving a taxi in San Francisco. It happened around 10 00 last night. Police spobtded to a report of an accident on larkin and pine streets in the citys Lower Nob Hill neighborhood. The pedestrian was killed but the investigation into the cause is continuing. The Golden State Warriors will be back on the court this morning for a little practice after a very exciting game at oracle arena yesterday afternoon. Firefighters continue to fight this out of control wildfire in Southern California that has forced hundreds of people out of their homes. Its being called the highway fire, it broke out around 6 00 p. M. Yesterday in Riverside County. Fire crews are having a difficult time fighting the flames. If you can look at the video you can see its kind of in deep and access to the area is limited. The fire is burning about a halfmile north of a residential area near norco and corona. Some mandatory evacuations are in place. And an update, the fire is 300 acres wide now and 15 contained. The state Water Resources control board is responding to the drought by changing conservation guidelines. Yesterday regulators released a new plan outlining mandatory water cutbacks. This latest draft of the Emergency Water relations breaks down water usage into a ninetier system. We should be able to be required to save a little more water which i think weve shown to do in the meeting with the governor. Under the new plan the district whose customers use 65 to 80 gallons a day would fall into tier 3 facing 12 cuts. A district whose customers use more than 215 gallons a day would fall into tier 9 facing 36 cuts. There could be potential enforcement access by the state on the water districts. Thatties its going to take a huge effort on our part to educate the customers, both in our district and statewide. This latest draft is still up for debate. And could be revised. The state Water Resources control board will vote on a final draft in the first week of may. In the bay area water reduction targets range, San Francisco would have to cut water assumption by 8 , east bay mud by 20 . Hillsborough, the biggest cuts, 36 . State regulators will start tracking water usage when the mandatory cutbacks go into effect in june. The city of berkeley is considering strict buffer zones for Tobacco Products to keep them away from school children. The San Francisco chronicle reports the city is set to vote next month on an ordinance that would prohibit the sale of Tobacco Products within 1,000 feet of a school or public park. The search is phon for a motorcyclist on for a motorcyclist who crashed off the bridge. Dylan raft was found yesterday morning. His body was identified. He leaves behind a 3monthold daughter and was engaged to be married. Search and rescue operation is underway for 700 migrants lost at sea south of italy. An Italian News Agency says a migrant ship capsized south of a south italian island. 28 people have been rescued so far but the coast guard says the operation is continuing. A spokeswoman for the United NationsRefugee Agency says at least 900 migrants have died trying to leave libya for italian shores this year. We are learning more about that natural gas pipeline explosion in Fresno County. Oh my god. Horrible. That blast happened friday at the Fresno County sheriffs gun range. 11 people were injured and two critically. Among those injured were two Fresno County sheriffs deputies. That explosion occurred as work was being done with a front loader at the range pg e pg e says it had not been notified about the work the company also said the operator nicked the 12 inch pipe. Pg e pg e says they surveyed the pipe two years ago and said it was buried below the ground and meeting the codes. The 4 10 celebration planned for tomorrow in Golden Gate Park is expected to create a traffic nightmare for commuters. Police are planning to restrict some traffic between 3 00 and 7 00 p. M. Muni is going to add extra buses to try to relieve some congestion that is expected. Last year at the annual 4 20 marijuana celebration an estimated 15,000 people turned out to smoke pot in the park and hang out on what is called hippy hill. This one, 50k, 31 miles takes runners over both peaks of mount diablo and back again. Its all to benefit an Organization Called save mount diablo. One of the spokespersons for the organizations, tell us about the organization and how much land are you trying to preserve on mount diablo . How much still needs to be preserved . The diablo wilderness is about 108,000 acres. We want to expand the park so people get to enjoy it. Reporter the point of having an event in races like this on mount diablo is to introduce people to the protected land youre working on saving. Absolutely. The bay area is huge. So many people live here. A lot of folks dont realize theres amazing natural gems in their own backyard. We want to create a National Park place wilderness right here for everybody. The shooting happened just 8 00 last night at University Sanctioned fraternity and sorority cookout. The three people shot suffered non lifethreatening injuries. Students were told to stay inside their dorms. So far no arrests have been made. A texas veterinarian has been fired after bragging on facebook about killing a cat with a bow and arrow. Dr. Kristin lindsay worked at washington Animal Clinic in brenham. She reportedly posted the picture on facebook along with the caption saying the only good ferrell tom cat is one with an arrow through its head. We put our heart and soul in this place. And our goal is to do everything we can to make things right. The Austin County sheriff is now investigating. Investigators say the cat that was killed may have been a missing pet. Severe storms sweeping across parts of texas and oklahoma caused widespread Power Outages. Tens of thousands of outages reported in the Dallas Fort Worth area alone. According to the National Weather service winds approached 90 Miles Per Hour and people who live in central nebraska and western oklahoma reported quartersized hail yesterday afternoon. And a number of flights have also been delayed in the area and all flights at Dallas Love Field were halted until the storms passed. More storms may arrive midweek for those folks out there. They cant catch a break and we cant seem to catch any rain. We dont want the hail and Power Outages but we could use just some of that. We may get a little bit. Very little. The search continues for two missing boaters after the bodies of two others were found off the morinne county coast. The four set off friday from Bodega Harbor but never returned. The wreckage of their 21foot boat was found yesterday off tomales bay in the Point Reyes National seshore. The two victims were identified as diane kelly and richard hargreaves. It was a fiber glass boat. Its a rocky area. It would not take long if they got into a bad position for it to break up. They may have strayed too close to the treacherous shore in deep swells. Its very important people understand where their fishing, the location and the hazards in the area for rockfish and shallower fishing areas, the swells can sometimes pick up. The coast guard says the group never made a distress call. The Sheriffs Department and park service is going to continue shoreside searches today. Just six months ago there was a similar accident in bodega. Last november a 32foot vessel capsized in rough seas killing four of the five people on board. It happened at the start of the sport crab season. The skipper was a seasoned fisherman. In San Francisco a person was struck and killed by a taxi. It happened 10 00 last night. Police responded to a report of an accident on larkin and pine streets in the citys Lower Nob Hill neighborhood. Police confirmed the person didnt survive but say the investigation into its cause is continuing. It broke out around 6 00 last night in Riverside County. Fire crews are having a difficult time fighting that fire. Because access to the area is limited. The fire is burning about a halfmile north of a residential area near the cities of norco and corona. Mandatory evacuations are ordered for 300 homes in the area. The cause of the fire is still under investigation. The state Water Resources control board is responding to the drought by changing conservation guidelines. Yesterday regulators released a new plan outlining mandatory water cutbacks. This latest draft of the Emergency Water regulations breaks down water usage into a ninetier system. Areas that use the most water will be facing the biggest cutbacks. We should be able to save a little more water which i think weve shown to do in the efforts of meeting with the governor on what to do. The district whose customers use 65 to 85 gallons a day would face 12 cuts. A district whose customers use more than 215 gallons a day would fall into tier 9 facing 36 cuts. There could be potential enforcement action by the state. Its going to take a huge effort on our part to educate the customers. Both in our descrct and statewide. Its not set in stone yet. The latest draft is still up for debate and could be revised. The state Water Resources control board will vote on the final draft in the first week of may. In the bay area water reduction targets range. San francisco would have to cut consumptions by 8 , east bay mud by 16 . Hillsboro would have to reduce it by 36 . State regulators will start tracking water usage when the mandatory cutbacks go into effect in june. Hundreds of cyclists are gearing up to take part in a ride that raises money for hiv and aids. This years aids life cycle event takes place may 31st through june 6th. About 2,000 riders are signed up to parts pit in the seven day 545mile bike ride. Timothy mcveigh and Terry Nichols were convicted of carrying out the attack. Police say mcveigh had a truck filled with explosives in fronts of the building. 2,000 motorcycle riders participated in the ride to remember event in Oklahoma City. They wanted to ride to pay respects to throws who lost loved ones those who lost loved ones and say we shall never forget and how important it is we always remember the loss of life and be thankful to those that helped in that terrible time. Mcveigh died by lethal injection in june of 2001. Nichols was sent to life in prison without parole. Tomorrow is the anniversary of the one of the deadliest shootings in u. S. History. Two students went on a shooting rampage in Columbine High School in littleton, colorado. They killed 12 students, a teacher and injured 23 others before killing themselves. Theres a memorial not far from the school to remember the victims. Thousands of people are gearing up for this years Boston Marathon. Runners in the east bay are taking on hilly trails of mount diablo. Its called the save mount diablo trails challenge. Theres about 1,300 people taking part in it. Theres a 5k, a 10k, a Half Marathon. As soon as this shuttle bus leaves we can show you where people are walking towards the starting line this. Halfmarathon starts 8 30 this morning. So we have seen most of the runners taking part, already there. We are about 10 minutes away from the starting line but it started with this video here. 6 30 this morning. 250 people taking part in the 50k, yes, 50k. That is about 31 miles. And its not flat trail. Runners are going over both peaks of mount diablo and back down again. All this benefits the save mount diablo organization, a northern profit that is dedicated to preserving open space and natural land out here in mount diablo. Burle anderson is one of the spokespersons for it. I think a lot of people are surprised to learn theres a big portion of land on mount diablo that is owned privately and could be developed. Absolutely. In fact we estimated at 70,000 acres which is about 40 of that diablo wilderness. Were excited today because the 50k route takes us through one of our Largest Properties we just protected, creek canyon ranch. Its an opportunity for people to go out and see it. If we had not protected that property there would have been houses developed in the middle of the canyon which is surrounded on three sides by Mount Diablo State Park. Certainly not where folks want houses to be going. Reporter give us an idea of the trail that the people in the 50k and other runners are going on. Its going to be pretty tricky in spots. The city of berkeley is considering strict buffer zones for Tobacco Products to keep them away from school children. The San Francisco chronicle reports the city is set to vote next month on an ordinance that would prohibit the sale of Tobacco Products within 1,000 feet of a school or public park. The newspaper says the ordinance is modeled after one in chicago that established a 500foot buffer zone. Berkeleys proposal would apply to more products. New fda regulations could soon make it harder for some people to enjoy a glass of wine. Many restaurants will soon be required to post calorie counts on wine lists. The menu labeling rule is part of the Affordable Care act. The goal is to make people more aware of their calorie intake. Its burning about a halfmile north of a residential area near norco and corona. No injuries reported and the cause of that fire is not yet known. New orleans made a push but the warriors held on 10699. A 6yearold recovering after she was stabbed multiple times after a fight in antioch. It happened before 3 00 yesterday afternoon on west 18th street. Police say the girl was stabbed after a driver and group of pedestrians got into some sort of fight. Her injuries are not considered life threatening. Police say the suspect left in a light colored fourdoor honda civic. The search is over for a missing motorcyclist who fell off the antioch bridge after crashing into a car. A search volunteer and family friend found the body of 36 yearold dylan rath. He crashed during a group ride. He was engaged and leaves behind a 3monthold. Developing news now a search and rescue operation is underway for 700 migrants lost at sea. South of italy. An Italian News Agency says a migrant ship capsized south of the italian island lampedusa. 28 people have been rescued so far but the coast guard says the operation is continuing. A spokeswoman for the United NationsRefugee Agency says at least 900 migrants have died trying to leave libya for italian shores this year. We are learning more now about that natural gas pipeline explosion in Fresno County. Oh my god. Horrible. The plosion happened friday at the Fresno County sheriffs gun range. 11 people injured, two critically. Among those injured were two Fresno County sheriffs deputies. That explosion occurred as work was being done with a front loader at the range. Pg e says it had not been notified about the work. The company says the front loader operator nicked the 12 inch pipe. Pg e said they surveyed the pipe two years ago and that it was buried about 40 inches below ground meeting pg e standards and federal code. The annual 4 20 celebration planned for tomorrow in Golden Gate Park is expected to create a traffic nightmare. Police are planning to restrict westbound traffic between 3 00 and 7 00 p. M. Last year at the annual celebration an estimated 15 thousand people came out to smoke marijuana in the park and hang out on what is known as hippy hill. Its a national hippy holiday for smoking pot and people from all over the country tend to flock here that day. Police say they tried to keep street closures to a minimum this year. Reporter its called the save mount diablo trails challenge. Appropriately named because a lot of race courses take people over the mountain and this mountain, mount diablo has 3,800 feet in elevation. Its not easy. Things got started at 6 30 this morning. About 10 minutes walk from the starting point that youre seeing there. People taking part there, 200 of them in a 50k race. This is about 31 miles. In that 50k. It takes runners over the top of both peaks of mount diablo and back again. Not just 50k for people who maybe dont want to take on so much of a challenge. Theres also a 5k, 10k and Half Marathon that just got underway 20 minutes ago. All of this ben at this time the save mount diablo organization. A nonprofit dedicated to preserving open space and parkland here in mount diablo. Theres more than 100,000 acres of open space on mount diablo and according to the organizers with save mount diablo 40 of it is privately owned and vulnerable to development. 40 is pretty huge. The wilderness needs to be connected for plant an animal species, that also means more playground for 8 Million People that live in east bay. We want to create a wilderness in your backyard. I grew up in the area. We spent a lot of time on the mountain with 4h and other groups. Really appreciate the open space, do what we can to preserve and we want to make sure its here for everybody. Reporter were at castle rk park on the walnut creek side of mount diablo. You can see some of the people taking part in the 5k and 10k and making their way towards the starting line. Were in the parking lot so were about 10 minutes walk away from the starting line. Weve been seeing the shuttles going back and forth taking people as close as vehicles can get to where they are going to be starting that run. Part of the race course this morning, includes a portion of land that save mount diablo successfully set aside and preserved in november 2013. And anderson says that parcel of land is about 1,000 acres. She says its roughly the size of the city of emeryville. So its a big chunk of land and today people taking part in the runs this morning are going to get to experience it for the first time. Back to you. Thank you. Unfortunately, first of all diagnosis is very difficult and treatment is something where there is no treatment for a virus. Veterinarians say the best way to keep dogs safe is to get them vaccinated and avoid areas such as dog parks and kennels where the outbreaks occurred. Right now there have been no reported cases here in california. Officials say they do not believe the virus can spread to humans. Severe storms sweeping across parts of texas and oklahoma have caused widespread Power Outages. Tens of thousands of outages were reported just in the Dallas Fort Worth area alone. The coast guard says the boaters were salmon fishing and may have strayed too close to the treacherous shore in deep swells. Its very important that people understand where they are fishing, the location and the hazards that are in the area for rockfish and shallower fishing areas. And the swells can sometimes pick up. The coast guard says it never received a distress call. The Sheriffs Department and Parks Service will continue shoreside searches today. Six just months ago there was a similar accident in bodega. Last november a 32foot vessel capsized in rough seas killing four of the five on board. It happened at the start of the sport crab season. The skipper was a seasoned fisherman. In San Francisco, a person was struck and killed by a taxi cab. It happened 10 00 last night police got a call about an accident on larkin and pine streets. That is in the citys Lower Nob Hill neighborhood. Police confirm the pedestrian did die in the accident but say the investigation into the cause of it is all still continuing. Firefighters say hundreds of evacuated residents are now being allowed back into their homes. The highway fire broke out around 6 00 p. M. Last night in Riverside County. Its burning about halfmile north of a residential area near the cities of norco and corona. That is why they had the mandatory evacuations overnight. Its still not clear when its going to be contained. As of midnight it had grown to 300 acres, only 15 contained. The state Water Resources control board is responding to the drought by changing conservation guidelines. Yesterday regulators released a new plan outlining mandatory water cutbacks. This breaks down water usage into really a ninetier system. Areas that use the most water will be facing the biggest cutbacks. We should be able to, or be required to save a little more water which i think weve shown to do. Under the new plan a district whose customers use 65 to 80 gallons a day would fall into tier 3 facing 12 cuts. A district whose customers use more than 215 gallons a day would fall into that tier 9, facing 36 cuts. There could be potential Enforcement Actions by the state. On the water districts. Thatties it will take a huge effort on our part to educate the customers. Both in our district and statewide. This is not a done deal. The latest draft is still up for debate and could be revised. The state Water Resources control board will vote on a final draft sometime in the first week of may. In the bay area water reduction targets range. San francisco would have to cut it by 8 , east bay mud 16 . Hills boroucgh. 36 . State regulators will track water usage when mandatory cutbacks go into effect in june. Hundreds of cyclists are gearing up to take part in a fundraiser for hiv and aids. Its may 1st through june 6th. 2,000 riders are signed up to participate. It starts in San Francisco and takes riders down the coast to los angeles. The event is expected to raise 15 million. For hiv and aids services. Runners in the east bay are taking on the trails of mountain money in a race that not mount diablo in a race that not only challenges their abilities but helps preserve open space. That took off from the starting line which is about 10 minutes walk away from where we are. This is castle rock park. This is as far as cars can go. Beyond here is where the race is. A 50k, 31mile, that was 6 30 this morning. Theres also a 5k, a 10k. And a halfmarathon. Some of these trails including that 50k takes runners over both peaks of mount diablo and back again. So its definitely a challenging run. All of this benefits the save mount diablo organization, a nonprofit dedicated to preserving open space and parkland in mount diablo. Theres more than 100,000 acres of open space in mount diablo but about 40 of it is privately owned. So save mount diablo tries to take over that park land and transfer it to east Bay Regional Parks to keep it as an open undeveloped space for people to enjoy. Its a cause many runners feel strongly about. We spent so much time up here on horses and day trips with the school or with family and, yeah, its its like home. Reporter part of the race course this morning took runners through a parcel of land that state mount diablo save mount diablo successfully preserved in 2013. 1,080 acres, that is bigger than the city of emeryville. Surrounded on three sides by Mount Diablo State Park and there had been Development Proposals for that property before we purchased it. There could have been homes almost in the middle of Mount Diablo State Park which is not where Everyone Wants to see homes. They want a place to get out and enjoy and have an escape. Reporter that 50k run that started 6 30 this morning, some of the runners from that may be making their way back here pretty soon to the starting and finish line. The what are marathon started 8 30.
