Maybe a burnoff . Maybe not . Its soupy in parts of the east bay as well. That is the headline at least for the morning. Low clouds, mid and high level clouds and thicker fog for some. Lets look at another shot. You can see the haze there. Even though the sun not completely up just yet. Some of us will be starting partly sunny to mostly cloudy. Another 20 to 25 minutes before the sun officially rises. Along the peninsula, four miles reported in and sfo, 5 in san jose. Oakland 2. 5 but in areas of the east bay and it drops off in areas like concord and livermore. Less than a halfmile for you. If you have an Early Morning drive over parts of the north bay, santa rosa reporting half mile visibility, napa as well. The darker shades of gray indicating where its thicker as well. So again take it easy out there. Well have the fog at least through the morning hours. Its going to burn away. Back to stormtracker 2 where we continue to see dry weather but we have scattered showers to the north of us, a lot like yesterday but this time around the rain line is going to come down just a little bit farther south. Dozens of sea birds, some alive, some dead, all covered in a mysterious substance. Allie rasmous live at crab cove. Reporter its one of the spots, we are at crab cove, we walked to the shoreline and we dont see evidence of this gray goo substance that is killing the birds. You can see the water looks pretty clear this morning. Its out there, its already killed 20 sea birds and injured 69 others. Those birds are being cared for right now at the International Bird rescue center in fairfield. We have these pictures to show you of the care the birds are receiving this morning. The state department of fish and wildlife is trying to figure out exactly what this gray substance is and where its coming from. The photos you can see some of the gray goo, its oily but according to investigators not petroleumbased. It does have the same effect on the birds though. It covers their feathers and makes them unable to control their own body temperature and the birds that die end up dying of hypothermia because the water out here in the bay is pretty cold. People who frequent the shoreline noticed the problem for the past couple of weeks. In fact a viewer sent us these pictures of injured birds at the marina earlier this week. The rescue center is helping the birds to get them healthy again. Because they dont know the source of the substance they dont know who to charge to pay for the cleanup. Coast guard, about anything on the bay . Reporter no word of spills. The fish east bay regional shore system, the park system, they did contact the department of fish and wildlife to let them know that all the birds turned up sick or injured or in some cases dead. So there are state and local agencies investigating, trying to figure out what is causing this. Again its the the source of the substance, what it even is, still a mystery. Allie, thank you. A couple in walnut creek robbed at gunpoint this morning. They were walking on walnut boulevard before 4 30 this morning, three people approached them, one believed to have been carrying a gun. Two men and a woman took valuables and fled in a car. Walnut creek police are asking anyone with information to call them. In the next few weeks the league contractor for the span is officially expected to announce the completion of the project. According to the chronicle from that point on state authorities will be solely responsible for the landmark. Meanwhile work still continues. Silicon sealant is put into the new joints installed the past several weeks. Nurses in Kaiser Permanente called off the strike planned for next week. A tentative agreement was reached on a tentative three year contract. It includes a pay hike, and a promise to hire more registered nurses. The California Nurses Association says new hiring is essential because kaiser membership increased when the Affordable Care act was launched. This is a big win for our patients and also for our registered nurses who need to do what they need to do in order for our patients to be cared for safely. Kaiser released this statement. Nurses plan to vote on the tentative agreement later this month. Cases of measles now lynch to sites outside of disneyland there. Are 51 confirmed cases and some of the most recently diagnosed patients were apparently exposed at a health club and urgent care clinic and supermarket in san diego county. Those are locations that disneyland visitors went to before they knew they had the measles. County Officials Say they are tracking the problem. The city crews are working closely. We take all issues of Health Seriously and well take all appropriate steps. Health officials now say they expect to see more cases of the highly contagious disease that are linked to the disney park cases. They will walk from the cal train station to the gardens, they will stop at Willie Mays Plaza at at t park to commemorate the crossing of the bridge in selma, a symbol of violence and victory in the civil rights movement. The march ends with a group of interfaith leaders reflecting on the life of dr. King. Homeless advocate in San Francisco say king has inspired them to action. They will hold the twoday rally starting 5 00 tonight in support of legislation protecting the civil rights of homeless people. The event will be held at the cable car turnaround on market and powell, it includes live music as well as a sleepin. Another Martin Luther king weekend protest is planned in oakland tonight. Yesterday dozens of people took to the streets in oakland to call for racial equality and end to police brutality. The largest of yesterdays protests had demonstrators winding through oaklands fruitdale neighborhood expressing anger over the recent killings of African American suspects in new york city and ferguson, missouri. Later in the evening a group of protesters in oakland marched to the Police Departments eastmont substation. Police say four protesters were arrested. We were going in there and they just rushed us. Weve got a live look at a golden hugh of the golden state yeah, into san jose this morning. Where we have a mix of sun and clouds. A little bit of haze, visibility not too bad in this area. Got 5 miles visibility reported in san jose. 4 San Francisco. Oakland 2 1 2 or so. Livermore reporting quarter mile. These darker shades of gray indicating quartermile visibility, even less than that. So 580 from livermore towards tracy or if youre coming the other direction youre going to find it there. If youre stretching that stretch from concord in towards maybe antioch, oakley youre going to find fog there. If we go to the north bay we have it in napa and santa rosa, along highway 101, stretching through highway 116 and all the smaller communities here. You have fog as well. So its going to be with us through about midmorning. Well begin to clear out but i think were going to be left with partly cloudy skies to mostly cloudy skies over the north bay today. Partly cloudy skies over the central and south bay. A lot like yesterday and youll notice the radar is moving. Picking up on light rain over Northern California. This is going to slide south a little. Just a slight chance of maybe picking up a few scattered showers over the north bay and unfortunately that is going to be it. New this morning a mysterious substance is threatening the lives of birds on San Francisco bay. Allie rasmus, the waterfront where some of the birds were first discovered . Reporter thats right. We were in crab cove in almeida. Other places are the marina and hayward shoreline. You can see here the water looks pretty clear, no evidence of the gray goolike sick stance that sickened and killed 20 birds. 69 birds were injured. Theres a lot of seabirds on the water, theres a beautiful one there. Looks like some sort of pelican. But 20 of them have died because of this gray goolike substance. They are being cared for, the ones that survived, 69 others being cared for at the International Bird rescue center in fairfield. Sunday morning, i havent been able to get in touch with anyone from the east Bay Regional Park District or the state department of fish and wildlife but weve put in our calls, were waiting to hear back from them. Theres an east bay Regional Park Visitors Center out here near crab cove in alameda. So maybe if we see someone later on this morning well be able to ask them. For now theres no word of any oil spills or anything like that, again they dont think this is an oilbased substance, that is killing the birds and hurting the birds but theres still a lot of Unanswered Questions about what exactly this substance is. They dont even know at this time. Very curious to see if more birds will wash up today. The bay area Police Department is the subject of a federal lawsuit. Stemming from an officer involved shooting. Reporter its a familiar refrain. In richmond this chant was in the name of 24yearold Richard Perez killed here four months ago. He loved god, and that gives me peace because i know hes in heaven but i also know that theres a fight to be fought to make things change. Reporter just after midnight september 14th perez whose nickname was petey was shot and killed by a Richmond Police officer wallace jenson. I have nightmares at night. My wife wakes up crying in the the middle of the night. Wakes up in the morning crying. Yeah, hes stole our life from us. Reporter suffers video from uncle sams store shows perez inside. Then you can see the confrontation with the officer outside though not exactly what preceded the shooting. The officer used poor tactics in attacking him in the first place, stopping him in the first place and used poor judgment in terms of seeking to use a firearm on the circumstances that was not justified. It was a use of Excessive Force. Reporter that is what is in dispute. What prompted jenson to open fire. For now were here to receive the lawsuit which ive done. Reporter police decomplained cliend to say anything about the incident. We understand the tragedy for the family and the need for them to get clarity on what happened. Reporter the day of the shooting the captain was clear about what Police Believe prompted it. The suspect attacked the officer and physically grabbed his gun. Reporter the perez family adamantly disagrees. He claimed that petey reached for his firearm and that justified his shooting of him. The evidence is pretty clear from all the other people present did not happen. They ought to be held accountable. In this situation the cop handled the situation very badly. Reporter perez family says they are not antipolice, they are opposed to police who use Excessive Force which is exactly what they say happened here. In richmond, john sasaki, ktvu channel 2 news. More on a man shot and killed in oakland. It happened 9 00 friday night on 32nd street near adeline. The victim is identified as 29 yearold stefan brooks of vaccaville, grew up in berkeley, father of four children. The mother says brooks was visiting his own father when he gunned down. No arrests have been made. Ive lived in this city all my life. I have been in every neighborhood in this city. I have done work in every neighborhood in this city. There is no neighborhood that i will not go to. Mayor schaaf appeared yesterday to a overseas in niger at least 10 people are dead in violent protests against Charlie Hebdos cartoons of the prophet muhammad. Young muslims set fires and looted shops after authorities banned a meeting called by local islamic leaders. The victims consisted of a Police Officer with the rest being civilians, most of them killed in those burning churches. There are new arrests in connection to the Charlie Hebdo attack two weeks ago. While security has been heightened crews europe the arab nation of yemen announced today it arrested two french citizens believed to have links to those paris attacks. In belgium following recent antiterror raids troops are now protecting embassies and jewish institutions. Its the first time in 30 years belgium is using troops to toward civilian sites. We are looking into other sites in belgium while we are well, the Crisis Center is assessing them to look at further deployment if necessary. Both brothers responsible for the Charlie Hebdo killing rampage have now been buried in unmarked graves in two different cities outside paris to avoid attention one brother was buried in the middle of the night. Its sad that someone would create an app that focuses on characters that are very familiar to kids and loved by kids. What we hope with Something Like this, it falls to the bottom of the pile and what you really got to do with kids is talk to them about the apps they want to play, the thing about this app that could be tricky, if youre not paying attention your child could say mom, dad, theres a great new app about frozen, i would love it. If youre not on top of it, click, youve got it and then youre in for some trouble. It all speaks to helping your kids find the good stuff which is what i love to talk to you about today. Lets do. That i have a 2yearold and 4 yearold. My 4yearold is engaged on my cell phone, doesnt have his own yet. We have a few apps i debate between myself and it could be a resolution for me, how often i let him play with it. Theres educational ones like memory, match games and also that angry birds type games. He likes them. I get confused. For other parents out there too, how many apps is too many . How often should they be on the phone . Common sense media, what we say and this speaks to new years resolutions as were trying to eat better and exercise more, when it comes to media the key is quality and quantity. So the balanced diet of making sure when you have screen time and its not too much that screen time counts. That is where we weigh in. We have over 22,000 apps, games and web sites weve reviewed in movies and tvs for parents. Its not about telling parents do this one, not that one because every child is different. Goals for your kids may be different as well. The key is to really find out what is the skill that might be learned through that app. We know kids learn from the media they consume. Make sure the content is something youre ok with. How is it delivered . Is it age appropriate. If youre ever curious about that you can go to commonsense. Org, type in the name of the app, game, web site, movie, tv, and look at the rating and you and your wife can decide how it works for you. And video games too, when you talk about being engaged i have the debate in terms to getting outside. I know you say use them when it counts most but it also counts to get outside. Its about nature and throwing rocks in creeks and riding bikes. I debate that too. When you look at video games, some folks dont even have them in the home scwhvment right. You have to accept the world in which our kids are growing up. You cant just say no, no, no. They will have access to technology and its not a bad thing. It can be a great benefit to kids. Weve actually seen in our schools the increasing use of tablets and laptops because theres many advantages to it to help kids communicate, learn. Its really, about, again making screen time count. Video games you can really you can work with friends on it, its all about fieptd finding that right game and being aware how much you spend on it. Its a balance of other activities as well. You wouldnt want your kids also sitting on the sofa reading all day, would you . Its that balance. I think another thing too, i run into parents, married, Single Parents who may work two jobs, come home. Throw on the tv, dinner, they are tired and its out of their control but one of my resolutions was to really avoid television at dinnertime. Thats never a bad thing. I hate to admit we did it but sometimes its so easy to fall into that trap. So far so good for me. Parents engadget enormous engagement enormous i imagine. A healthy diet, tune in, keep up, Technology Changes so quickly you have to know what your kids are doing and the third one about modeling good behavior. Days are so busy, that opportunity to communicate with your kids facetoface, that important building empathy moment, we can really talk to each other, its important to have that in the day as well. Santa rosa and napa reporting quartermile visibility but you can see the whole area pretty much covered in gray from areas like novato, petaluma and farther north. Ill look at that extended forecast coming up. A couple in walnut creek was robbed at gunpoint early this Morning Police say they were walking on walnut boulevard just before 4 30 a. M. When three people approached them, one of whom was believed to be carrying a gun. The robbers, two men and woman took valuables and fled in a car. Walnut creek police are now asking anyone with information to give them a call. Nurses at 86 Kaiser Permanente hospitals in california called off the strike they planned for next week. The nursesunian and kaiser nurses union and kaiser reached a tentative agreement. It includes a promise to hire more registered nurses. The California Nurses Association says new hiring is essential because membership increased when the Affordable Care act was launched. New this morning a mystery on San Francisco bay. Dozens of seabirds, some alive, some dead, all covered in a mysterious substance. Allie is live at crab cove and alameda where some of those birds have turned up. Reporter thats right. Crab cove is one of the places where the birds were found coated in an unknown gray substance. This is a look at crab cove, you can see theres a lot of wildlife out here. We have not seen injured birds or birds that look like they are struggling and we have not seen evidence of this gray goo like substance in the water. You can look at the water and its pretty clear. This unknown gray substance killed 20 birds so far. 69 other birds have had their feathers coated with it and those birds are being cared for this weekend at the International Bird rescue center in fairfield. They have pictures that were going to show you of the birds that were injured that were taken in. You can see that gray goo that covered their feathers, the state department of fish and wildlife was notified about this on friday. They are trying to figure out exactly what that substance is and where its coming from. The goo is an oily substance but according to the bird rescuers its not Petroleum Based, though it has the same effect on the animals. It covers the feathers of the birds and makes them unable to control their own body temperature and then the birds that have died have ended up dying of hypothermia because the water out here is so cold. This morning, a short time ago we spoke to the chair of the almeida recs and parks commission, its the first time hes heard about the problem in crab cove and other spots in the east bay. Staffers were notified late friday night so it may take a while for all the concerned parties involved to find out about it but the Park Commission chairman says he wants his commission to look into this, particularly when it comes to figuring out the source of the substance. Theres so many components that go into the bay and there are companies and they have proven theres companies around the bay that are dumping toxic waste and other elements into the water that who knows, that combination of things might have developed into something. Reporter again this morning out here at crab cove and alameda, one of the places where the birds were found weve seen no evidence of injured or sickened birds, also no evidence of this gray goo substance but its apparently out there, 20 birds have been killed by it. This is just a few minutes before our live shot. She said she was going out to scout and look for more of the injured birds. I asked her if any had been reported to be found here in alameda, she said no but said that some park goers have called in this morning to the east bay Regional Park to report some possibly injured birds out of the hayward regional shoreline. So this is apparent still an issue, they are looking still for more injured birds covered with this unknown substance. Reporter crab cove in alameda is where we are this morning. You can see a lot of the wildlife out there, birds out here. This is one of the three spots where these birds have turned up injured by this unknown gray goo that has coated their feathers. The east bay Regional Park ranger i talked to this morning says she was heading out the start of her shift to possibly scout out injured birds out here. She says she has not gotten calls out here in alameda but there have been calls to east bay Regional Parks about possibly more injured birds covered with the gray goo at the hayward regional shoreline. This is something they are still going to look into today. Do you know how successful they are in getting it off these birds . If they dont know what it is they know its not oil. They are used to dealing with that. How successfully are they in getting the birds healthy again . I know in previous experiences covering oil spills and stuff in the bay when birds are covered with oil they use dish soap basically to wash off that oil. Because this substance is different, according to what weve learned from the International Bird rescue foundation they are following the same procedures or similar procedures. I dont know how successful they are in getting that goo off of the birds but they are using the same procedures, treating it as though it were petroleum because at this point they dont know what it is. All we know is they are fairly certain its not pretroamum based but having a similar impact on the birds. A lots of Unanswered Questions still so far. Thank you. San joses Police Department is meeting with Community Groups and concerned citizens to discuss how a new drone is going to be used. The Police Department is asking for public input on when and where the drone will be used. Right now the police say they have two primary functions for it. Emergency situations including barricaded suspects and active shooters as well as when the bomb squad is called down. People at yesterdays meeting say they are worried it will be used for other reasons and also invade their privacy. They start asking what do they see as they fly by . Do you see somebody added on to the room additions without a permits . Do they send information to the permit department . That is where we talk about who gets to see the film. The Police Department says the video feed from the drone will not be recorded and it wont be used for general surveillance, Police Officials expect to give the city council a proposal for regulations for the drones sometime in the month of april. A bay area Police Department is now the target of a federal lawsuit. John sasaki tells us about the legal action that stems from an officerinvolved shooting. Just after midnight on september 14th perez whose nickname was petey was shot and killed by Police Officer wallace jenson. I have nightmares. My wife cries in the middle of the night. Then you can see the confrontation with the officer outside although not exactly what preceded the shooting. So the officer used poor tactics in attacking him in the first place, stopping him in the first place and used poor judgment in terms of seeking to use firearms in circumstances not justified. It was a use of Excessive Force. Thats is what is in dispute. What prompted the officer to open fire. For now were here to receive the lawsuit which ive done. Police declined to say anything about the incident. We really understand the tragedy that this is for the family and the need for them to get clarity on what happened. Reporter but the day of the shooting captain mark gagan was clear about what Police Believe prompted the shooting. The suspect attacked the officer, physically attacked his gun. Reporter the perez family adamantly disagrees. He claimed that petey reached for his firearm and that justified his shooting of him. The evidence is pretty clear from all the other people present that did not happen. They have to be held accountable and clearly in this situation the cop handled the situation very badly. Reporter perez family emphasized they are not anti police, they are opposed to police who use Excessive Force which is exactly what they say happened in this case.
