Drive across the bay bridge to San Francisco, there is some good news. You are looking live at the western span of the bridge where work to replace aging expansion joints caused huge backups on friday. Ktvus Tara Moriarty will join us live in about two minutes to explain why this will not be a problem this morning and whats happening today to make sure this traffic nightmare never happens again. Youve got things to tell us about this day and this coming week. Today is weak. It will be cooler. We had pretty warm sunday. Not today. Mostly cloudy skies. Some rain to the north. I will tell you, though, the pattern these systems just dont make it. Its still october. You need a strong system. Theres light rain up in Mendocino County. Well get mostly cloudy skies. Cooler conditions. Temperatures along with a southerly breeze. Kind of mild for some. But the rain is very light. Ukiah reporting some light rain, drizzle but it doesnt show up on radar. That tells us its weak. Cant find anything offshore. We have reports of drizzle on the san mateo coast. But nothing to get too excited about. 50s and 60s on the temperatures. That will be a mild direction. Look for a mostly cloudy, breezy day and cooler. Any rain will be light for us and well get through the morning commute without much. It will be breezy. 60s and also 70s. Heres sal with a couple of issues. We have a serious crash, southbound 680 at ail costa boulevard thats getting worse by the moment. Southbound 6le 0 is backing up for 680 is backing up for eight least a couple of miles. Approaching vehicles are involved. Theres word that someone may have been trapped just before the 580 interchange. This is an unexpected backup. You should give yourself plenty time if you drive through. Westbound 205 at the 580 near mountainhouse there is a crash there. 580 will be slow after that as you drive across the Altamont Pass into livermore. And then there is another sig alert west 80 at pinole valley road. Traffic is backed up on the carquinez bridge. This is a terrible incident here because it is blocking most of the freeway. Chp does have have its hands full. Lets go to the bay bridge toll plaza. Traffic is moderate. Those plates have been cleared back. Tara is gonna talk about that in a moment, how the plates have been removed. Todays commute should be better. 280 northbound, san jose, the traffic here is moderately heavy getting up to highway 17. 7 03. Lets go back to the desk. Thats a lot. If you sat in traffic for an hour across the bay bridge friday morning, caltrans says it is sorry. Theyve fixed the problem. A construction caused problems. Tara moriarty is live to explain what drivers can expect this morning. Tara . Reporter well, its a little sluggish actually across the western span of the bay bridge. But really nothing like what we saw on friday. The problem was the steel plates as you are headed right into San Francisco. Saturday morning, caltrans removed the plates because drivers were slowing down so much it was creating a huge backup. This is it work on the expansion joinses, a project that was supposed to last two months. In the past, cabs said drivers would grow accustomed to the bumps in the road and traffic would ease up but in this case it never happened. The traffic backups were horrendous and we wanted to find a way to do this without causing terrible backups. Reporter the reason the joints needed to be remaced, normal wear and tear. He says its like replacing spark plugs or shock absorbers on the car. Caltrans is meeting to find out how to fix this without all of the hassle. Tara moriarty, ktvu channel 2 news. New this morning, firefighter in fremont have dermed the cause of an Early Morning house fire. The fire started around 3 00 this morning at a home on lake bluestone street near alvarado boulevard. Fn inside got out safely everyone inside got out safely. Nearby homes were not damaged. The fire was caused by the homeowner doing welding work in the garage. San jose police are asking for your help in their search for a missing man. 71yearold Nicholas Ortiz vanished yesterday after being released from the hospital. He had been treated for injuries he suffered after being hit by a car. Police say hes 52, 140 pounds with black hair and brown eyes. He does take medication for diabetes, dementia and anxiety. He was last seen in the area of pearl avenue in san jose. Well, another victim has come forward in palo alto in the case of that man exposing himself to children. After seeing tv news reports, Palo Alto Police say a couple reported their 13yearold daughter was also flashed by a man with a similar description in early august. She was out walking her dog on bryant street when she saw that man. Now, earlier this month, a man also exposed himself to a 10 yearold and a 14yearold girl in separate incidents. The suspect description is similar for all three cases. No arrests have been made but the police have increased patrols in the area where these incidents occurred. A man accused of groping two young girls inside a target and Walmart Store in san leandro he, hes due in court this morning. Christopher german of san leandro was arrested thursday, just days after the reported incidents. Theres Surveillance Video of german inside a target store. Investigators say thats where he inappropriately touched a girl just 15 minutes after doing the same thing at a Walmart Store. Both girls are under the age of 10. German is scheduled it enter a plea today. 7 07. Finding an apartment or home to rent is tough here in the bay area. Its even tougher if you have a pet. The city of berkeley is considering changing that. Brian flores is live in berkeley with the law that is being proposed. Good morning, brian. Reporter good morning. Here in berkeley, you can pay anywhere up to 2500 to 3,000. I just checked the with the still hoe website. There are a zillow website. There are a few listings but if you have a pet, those listings are fewer. The Berkeley City Council is considering a firstofitskind law that would require all landlords to allow pets. A landlord here would have to accept all pets as long as the pet can be reasonably accommodated and the tenant would accept responsibility for the damage. One councilmember says this would cut down abandons at the animal shelter. And theres confusion mox landlords infers amongst landlords enforcing this and those who are not. Do you think its a good idea . I think pets are amazing to have. It shows cortese favreed by 43 of the voters and liccardo with 26 . That poll conducted by san jose States University survey and policy institute found that 40 are still undecided. The San Francisco Police Department has passed some new rules regarding Domestic Violence. They will no longer accept applications from Domestic Violence offenders. And officers who respond to Domestic Violence calls will not be able to take into account immigration status. Anyone convicted of Domestic Violence is already banned from owning a weapon and, therefore, cannot be a police officer. It is 7 13. A Sonoma County jail inmate died while in custody this weekend. Its the third inmate death at that jail in the past three weeks. The Sheriffs Office says 50 yearold rhonda yevson died a day after her arrest for drug possession and violating patrol. Deputies say she had been placed in a special unit for inmates going through drug withdrawal. A homicide suspect took his own life in his cell at the Sonoma County jail on september 28th. A man doing time for a drug arrest was found dead in his bunk a week later. The man who police say intentionally ran over his ex girlfriend and another woman in vallejo, hes due in court tomorrow. Police say 20yearold john luke la port, drove his truck right into the woman as they walked into a parking lot. It happened at laurel and benicia road. Police say one of the women was run over twice. The Police Chased the truck. They arrested la port. Hes now facing charges of attempted murder. The two women are recovering from their injuries. 7 14. A woman is recovering in the hospital with serious burns on her legs and smoke inhalation after an Apartment Fire in Pleasant Hill. The fire started yesterday about 4 00 this afternoon at a complex on gary road near Pleasant Hill road. Firefighters say the flames were under control within about 30 minutes. Investigators say it appears the fire was caused by unattended cooking in a kitchen in the same unit where the woman was found. A man in fresno is being called a hero. He rushed into a Burning House to rescue a stranger. Everybody out . No. There is a man inside now, beth was walking by when she saw all of the flames and the smoke and started recording all of. A woman outside the house started to scream for her dad. Thats when a man in a blue dodgers cap right there went into the Burning House, came out carrying robert on his shoulders. Now, the the hero has not been identified. All of the heroes that stepped up. Not me, but the other people that were there doing the right thick. That was beautiful. I mean really was. Now the family who lived in that Burning House said they lost everything, but they are grateful to be alive. 2 investigates uncovers englishspeaking School Children being mislalled and placed into a program for kids who need help learning english. A frustrated mother contacted ktvu complaining her kids were automatically forced to take a language test from the west Contra Costa School District after she checked a box on the survey saying spanish was also spoken in her home. She says her kids barely understand spanish but the test determined her kids were not proficient in english so they were put in a program for children who need extra help. 2 investigates discovered more than 93 of students tested in that district hast year had the exact last year had the exact same outcome. I felt like a hostage to the system because you really dont have an out once they are labeled, they are labeled. The disturbing thing we found, once a student gets triggered to take the test, its very unlikely that that student will found to be english proficient. Southbound 680 was an overturned vehicle north of the 580 interchange. You know what really gets people is when there is an unexpected backup. This backup normally isnt here. People leaving for the commute will be in a lot of delays. You may want to plan your morning that way. Newschopper2 is showing us, still have at least a couple of lanes and the Center Divide blocked by this vehicle. Gonna get it up onto the tow truck as soon as we can. Lets take a look at the east shore. We had an earlier crash near pinole valley road. Thats been cleared. But traffic is slow. 40 minutes plus to drive what should take about 15 between the carquinez bridge and the macarthur maze. Were also looking at other commutes here if you are driving on 580 westbound 580 is very slow through livermore and dublin. 7 18. Lets go to steve. Sal, we have rain in bodega bay. Thats good. Is it gonna make it i will show you that coming up right here. I think most of the morning commute is fine. South bay theres breaks in the clouds. No worries there on anything. Even have breaks here. But there is a line. I will get to that in a second. Cooler is the main message after a very warm sunday. You can see some of this rain in the last few frames right there. Theres not a lot there. Some could be moderate to heavy. Briefly. It doesnt look like much because the bulk of it is staying to the north. 2 3. Up to eureka and crescent city. Yesterday, the temperatures rocketed up. Livermore was 82. East san jose by readhill view was 85. 66. 73 and 75, the city. Again, the rain can be light for some. Radar does not pick up anything. Its reporting some. A little bit of drizzle on the san mateo coast. Get out of the way. Right there. There was some of that rain that went through bodega bay. Also near dylan beach. At least the line is forming. Theres much cooler air associated right there. Thats all churning but thats staying north. Taking a bline towards eureka. Some of that cooler air will filter in. 60s on most of the temperatures. Low 60s. Santa rosa, 61. San jose, 60. 65 at sfo. And the breeze turning souther will i for just about everything southerly for just about everybody. Thats the front direction. Monterey after 70 degrees on sunday will be cooler today. You can see our system doing a pretty good job up to the north. Unfortunately, farther south not a lot there. But this little system is starting to enhance. Look for light rain to move in. The cloud rain forecast shows some of this moving in by 9 00. By 11 00, it will start to move through and then fall apart as it moves south. There could be light rain and we get a break until friday. The key is a couple of systems are a couple of forecast models are very wet for friday. I know what friday is. The other two are not. Lets see if they can get their act together and see what happens. The National Weather service says large swells from a storm in the gulf of alaska is heading towards us along the california. They could cause dangerous rip currents and sneaker waves. A father and son died at ocean beach. They were swept away by rich currents. The advisory stretches from Sonoma County to Monterey County and it will stay in effect through tomorrow. And how one station in kansas city is responding. A dramatic training exercise. This is for Northern California School Bus Drivers. The emergencies they are trying to get ready for. 7 24. Some California School bus drivers are now more prepared for situations involving gun violence after their annual workshop. Every year, dozens of School Bus Drivers meet to get in depth training for dangerous situations. The topic of this years event at Roosevelt High School was guns. In addition to some defensive driving skills, the drivers learned how to get a gun out of the hands of an attacker. I would be ready to lay down my life for any of these kids whether i know them or not. If that means taking one of these kids thats the assassin, i would take them down because i dont want any of my other kids getting hurt. The training included School Bus Drivers from 38 districts across northern and central california. 7 25. The drought is hurting a lot of things around california. Southbound 680 is backing up out of san ramon. You can see traffic is going to be slow. In fact, this traffic is going to be backing up all the way out of the danville area now. You can see that is going to be very, very slow in this area. I also want to mention some drivers in walnut creek may have a slow commute this morning. An earlymorning crash knocked out power at ygnacio boulevard road. It knocked out the control section of the lights there. Oakgrove at yag ig yig nash ygnacio. Westbound traffic at the toll plaza is going to be backed up for about a 25minute delay but as you have been hearing us say, the traffic is better today than it was on friday because they have removed those plates from the west side of the bridge. Today is a normal commute on that span. Back to the desk. Happening today, the prostitute accused of killing a google executive from santa cruz is expected back in court. Police say the 26yearold injected 51yearold forest hayes with a deadly dose of heroin while on his yacht in november. Her lawyer admits that both were using heroin but says hayes died from medical distress. The woman faces several charges including manslaughter. If convicted, she could get up to 15 years in prison. Two men are dead after separate incidents last night. They happened less than two hours apart. The latest happened at 9 15 at a home on Chestnut Street near lowell park. Someone called 911 saying a man had been stabbed several times. He was pronounced dead at the scene. Now, earlier in the evening, a man was shot several times at 46th street near Martin Luther king, junior way. He died there at the scene. We had a stalled vehicle on the upper deck of the bay bridge. They are removing it. They ed slowed the they slowed the metering lights down. Caltrans is meeting this morning trying to figure out how to make repairs to the bay bridge without creating horrible delays like we saw on friday. Tara moriarty is live from Treasure Island to show us how this is shaping up. Reporter its pretty sluggish as you maic your way into the city, right before Treasure Island all the way to San Francisco, we seeing a lot of slowdown. Traffic was a nightmare all because of half a dozen steel plates right off the bridge there as you head into San Francisco. Saturday morning, caltrans removed those plates, drivers were slowing down so much, it was creating a big backup. Weve done that before on the bay bridge and the Richmond San Rafael bridge. Weve had one or two days where traffic is bad. But eventually people become accustomed to the plates but this time the traffic remained bad. Reporter now, the reason the joints needed to be replaced, caltrans says, they had to some cracking, normal wear and tear. Nothing dangerous but something that did need to be fixed. The fire started about 3 00 this morning at a home on lake bluestone street near alvarado boulevard. Firefighters say everyone inside got out safely and no one was injured. The bay area coastline is under a hazard advisory right now p the National Weather service says large swells from a storm in the gulf of alaska are heading toward the california coast, and they could generate dangerous rip currents and sneaker waves. Just last month, a father and son died at San Franciscos ocean beach when they were swept away by rip currents. The advisory stretches from Sonoma County to Monterey County and it will last through tomorrow. 8 03. As you mentioned, the Berkeley City Council considering a ha in the state that would require all landlords in the city to allow pets. Under this proposal a landlord here in berkeley would have to accept pets as long as the pet can be reasonably accommodated and the tenant would accept responsibility for any damage. The councilmember who authored the bill said this could cut down on animals being abandoned at the shelter. The second is because he says theres confusion amongst landlords and tenants when this comes to making the exception to pets who are emotional support animals and those who are not. Some people we spoke to agree said this law should be changed. I think pets are amazing to have, especially in grad school or college. It takes a long time. You have to look for long time and to find an affordable one to live in the area that you want to live, it takes a few months. Reporter some landlords said this will cause more harm than good mainly because of property damage. Some say the more the more damage caused and the Security Deposit is would cost more and the owner would foot the bill. She was out walking her dog when she saw the man. Earlier this month, a man exposed himself to a 10year old and to a 14yearold in separate incidents. The suspect description similar for all cases. No arrests have been made but Police Patrols have been increased in the areas, where the incidents occurred. A man accused of groping two young girls inside target and walnut creek in san leandro was due and walmart in san leandro was due in court this morning. Theres Surveillance Video of german inside a target store. Investigators say thats where he inappropriately touched a girl 15 minutes after doing the same thing at a nearby Walmart Store. Both girls are under the age of 10. Hes scheduled to enter a plea today. A Sonoma County jail inmate died while in custody. She was in the third inmate to  die in the jail in the past three weeks. The Sheriffs Office said 50 yearold Rhonda Everson died a day after her arrest for drug possession and violating parol. She had been placed in a special unit for inmates going through drug withdrawal. The Sheriffs Office said a homicide suspect took his own life in his cell at the smoe county jail on september 28th. Investigators say it appears the fire was caused by unattended cooking in a kitchen in the same unit where the woman was found. 8 14. The man who Vallejo Police say intentionally ran over his ex girliend and another woman, hes due in court tomorrow. Police say 20yearold john luke la port of American Canyon drove his truck right into the women as they walked in a parking lot. It happened saturday afternoon at laurel street and benicia road. Police say one of the women was run over twice. Now, Police Chased that truck, they arrested la porte. Hes facing charges of attempted murder. The two women are recovering from their injuries. Toyota is recalling 247,000 cars because of an air bag problem. Now the recall covers a 2003 to 2005 corolla mate tricks, the 2002 to 2005 secoy yay and the 2003 to 2005 tundra. Finally, the 2003 to 2005 vibe is being recalled. Metal pragments can fragments can fly out of air bags when the vehicle is involved in an accident. Right now, the recalls are in florida and hawaii. At least six people are dead because of mudslides in southern mexico. Heavy rains from Tropical Storm trudy triggered the mud mudslides yesterday. One of the men was swept away by a raging river. A state of emergency was issued in 36 cities. And people in hawaii are still keeping a close eye on the sky, even though hurricane anna was downgraded to a Tropical Storm. That system came dangerously close to the islands over the past several days leaving the islands soaked but pretty much unscathed. No reports of significant damage, injuries or even deaths. Sloat is a little bit slow as you drive out toward the zoo and highway 1 which is 19th avenue is always slow. Nothing new about that. 580, one of the slowest commutes is 580 livermore to dublin and 680 out of dublin into pleasant hadnt and fremont. Bay bridge toll plaza backed up for 25 minutes into San Francisco. There was an earlier stalled vehicle partially to blame for that slow traffic. In san jose, still seeing a little bit of slowing on northbound 2280 but not much 280 but not much. At 8 17. Weve had a good weather morning for the commute. I always go over to the control room. To the north theres rain up in Mendocino County, Russian River area. Healdsburg, bodega bay. A lot of people say its sunny now. What are you talking about . What is this system . The clouds are close. Its sunny on the san mateo coast. But the front is almost here. Some of this is light rain. At least its a sign of the system on the way. Out ahead of that, its mostly sunny. But this system is about an hour away. I think well get it past 9 00 for most. Thankfully ana skirted southwest of the islands. They got a lot of cloud cover. Big waves. Happening today, the prostitute accused of killing a google executive from santa cruz is expected back in court. Police say the 26yearold woman injected 51yearold forest hayes with a deadly dose of heroin while on his yacht in november. , now her lawyer admits both were using heroin but says forest hayes died from medical distress. The woman is facing several charges, including manslaughter. If convicted, she could get 15 years in prison. Two men are dead after separate incidents in oakland. M. , a crash knocked out the power and the lights at Ygnacio Valley and oakgrove records all of the lights at that intersection are now flashing red. That means its a fourway stop. You gotta treat it that way. Police say the lights should be fixed and back to normal about 2 00 this afternoon. Caltrans has removed the metal plates that caused that huge traffic jam on the bay bridge on friday. Caltrans had installed the plates. It was part of a project to replace some of the aging expansion joeents on the western section of the brick. But now that project is on hold. The city of berkeley may adopt a new way preventing landlords from preventing pet restrictions. It cook the first law of its kind in the state. Here in berkeley you can expect to pay up to 2500, sometimes 3,000 for a rental. The Berkeley City Council is considering a law that would require all land lords in the city to allow pets. Right now, only service sets or Emotional Service animals are the exception to the rule. Under this proposal a landlord in berkeley would have to accept pets as long as the pet could be reasonably accommodated and the tenant would accept responsibility for any damage. One councilmember said this would cut down on abandonments. He also says theres confusion amongst landlords and tenants when it comes to making the exception to pets who are Emotional Service animals. But considering finding an apartment is very tough, some say changing this law would be a good thing. I do think its a good idea. I think pets are amazing to have, especially in grad school or college. It takes a long time. You have to look for a long time. And you have to find an affordable one in the area that you want to live. It takes a few months. Reporter some landlords say this will cause more harm than good mainly because of property damage. Some say the amount of damage caused is more than the Security Deposit and that leaves the owner footing the bill. The law would still allow landlords to evict a tenant if they dont comply with the rules. This is still a while before any vote on this is reached. Its expected to be talked about briefly during the Berkeley City Council meeting tomorrow but likely to be referred to the Housing Committee advisory and make a recommendation on a report sometime later. Caltrans is working on a plan to crack down on drivers who try to use exits to get around heavy traffic in marin county. They are focusing on eastbound 580 at the san quentin exit before the brick. Caltrans and the highway says there have been several complaints about people getting off the freeway only to hop back on at the next entrance. It was making a bad situation worse. They are trying to get back on the onramp and blocking the onramp and people who live in Point San Quentin village were having trouble getting on the freeway. Crews will install a left turn only lane and pavement markers at the two lane offramp. Caltrans still has to order the signs and schedule time for the work to be done. So sal, is it always ill lee to to that, to get illegal to do that, to get off and get back on the freeway, or is it only specifically marked . A carjacking suspect in the berkeley city jail accused in a crime spree that involved two stolen cars and a pretty scary holdup. 26yearold Benny Williams was arrested yesterday evening. He slammed a carjacked prius into an overpass while speeding eastbound on ashby avenue. Williams was arrested while running away from that wreckage. He tried to run from the officers but he was apprehended moments later. Now, police say the chase started when williams ditched an audi he carjacked in oakland, then took a womans car and gunpoint from the sea breeze market in berkeley. The woman who was physically unharmed was very emotional after being robbed at gunpoint. Police say she had the right thing. She didnt resist. She called police with a good description of the suspect. San francisco is expanding a Crime Fighting program. The city struck a deal with pg e to install shot spotters. They are already install the on schools and government buildings. Pg e was going to install a fee of 1500 per pole. Its lowered the fee between 200 to 400. According to the examiner, 35 shot spotters will be installed in the next two weeks. A woman who was found trapped inside a chimney of a Southern California house was rescued and then arrested.
