Later on today, city officials will decide if they will set up a system where residents who have security cameras can share the footage with the police. Its a proposal aimed at reducing crime. Others have privacy concerns. Well, under this proposal the way that it would work is if anybody, lets say, for example, on this street in willow glen happened to register their cameras on a website, then police would be able to contact them if a crime occurred in the area to see if anything helpful was caught on video. The impetus for the idea came after several downtown neighborhoods were the target of a serial arsonist. The suspect was caught on cameras torching homes and businesses over a span of five days, causing millions of dollars in damage. The footage proved to be crucial to the Police Investigation and helped lead to the capture of the suspect. Many local residents have been sharing footage they captured of thieves breaking into homes or causing vandalism on social media and to make their neighbors aware and to help police. But the creation of a voluntary registry of private security cameras would be new for san jose. Some residents have questions. Some people might be okay with it, but what if some other people are caught what if a neighbor is not for it and one is . I mean, how do you protect peoples privacy . I thats my concern. Reporter those interested would also put in their address and when a crime happens, officers would be able to locate cameras in the area and call the owner. The cities of fremont and los gatos have similar registries to deter crime. Sam liccardo running for mayor proposed this idea and will be holding a conference later to discuss the idea further. A now retired Walnut Creek Police officer will be sentenced next month after pleading no contest to charges that he attacked a woman with a baseball bat. 53yearold Gregory Thompson is accused of beating a woman with a baseball bat outside his fathers vacant home in richmond because he thought she was breaking in. But prosecutors say the woman was just walking to get help because she had run out of gas. Thompson could be sentenced to a year in jail. It was four years ago today that a massive pipeline exploded in san bruno. It killed eight people, injured 66 and destroyed 38 homes. Yesterday, san brunos mayor gave a tour of the neighborhoods devastated by the blast. He said 22 families have rebuilt and returned to the neighborhood. And he said it may be at least another year before all of the homes are rebuilt. Despite making progress, some say the rebig effort is still too rebuilding effort is still too slow. An fbi investigation has found dna evidence that links a man who is already in prison to the killings of six women known as the gypsy hill murders. That picture was taken at a prison in oregon. Thats where hes serving time for attempted murder. Now, the victims were from pacifica, millbrae, daly city and reno. All of them were stabbed to death in early 1976. One of the victims was found near gypsy hill road in pacifica. The fbi says there will be more developments in the coming weeks. A woman was convicted in the reno killing but has been granted a new trial based on this dna evidence. Cathy woods has been in prison for more than 30 years. Her lawyer says dna on a cigarette butt in the garage where the victims body was found matches of that of Rodney Halbower. Now, woods is due to get her new trial next july. 7 26. Garcia was killed on june 3rd. A deputy was sent to the house because her family called 911 and said she was acting violently. The deputy said he opened fire after she charged at him with a knife. The lawsuit says the deputy shot and killed garcia without reasonable cause. A little girl in hayward will receive a special honor form for helping to save her family from their burning home. Firefighters say 9yearold galaxy kung used the skill she learned at school to save her family. Last month she woke up to the smell of smoke in her familys second floor apartment. She woke up her dad and remembering fire Safety Training at school, she dampened a towel and put it under the door to block the smoke from coming into the room. The man accused of killing seven people in a shooting rampage at Oikos University has formally been indicted on seven counts of murder and three counts of premeditated attempted murder. A San Francisco boy accused of fatally stabbing a former classmate made his first court appearance. Happening today, a San Francisco supervisor plans to introduce a resolution to expand the shot Spotter Technology to more parts of the city. Weve seen this technology here in San Francisco, oakland, other parts of the bay area. But here in San Francisco, supervisor david campos wants to expand that program in the city and plans to introduce a resolution about it today. Want to go to video of the system being used in oakland. At issue in oakland is getting permission to install the 35 sensors on utility poles to complete the system. Now, according to the examiner, the city had been installing sensors on pg e poles without the utilitys permission which the utility says was dangerous. And now the utility says it wont help with installation until the fee to do so is recouped. The cost is 1500 per pole. The supervisor says the utility is holding to project up and installing the sense soars will keep the Mission District safer. They say they are working on getting this project done as soon as possible but say the fee is the result of something they dont have any control over, that its actually an issue with the cpuc. Campos doesnt think so. And he plans to ask the utility to reduce the fee to get the sensors up sooner. Each entipty involved is pointing fingers at each other. Last week, a group in oakland protested the militarization of police. Some critics say Police Departments abuse the military surplus gear. The pentagon has defended the program saying its not run amuck. Pentagon officials have denied Police Agencies equipment if they dont feel its needed or if the same departments have lost the surplus gear in the past. The Vallejo Police department is expanding after some really tough budget cutk bas for years cutbacks for years. The Police Department brought back its k9 program. Now they have six dogs. 18 months ago there was just one. The police chief said the program was cut when the city filed for bankruptcy back in 2008. The department has added 25 human officers. The police chief plans to hire even more recruits. Well, if you drive and commute on highway 24 and you think traffic there is getting worse, no, its not your imagination. Caltrans says 76,000 drivers every day use highway 24 between walnut creek and oakland. Thats 10,000 more than last year. 6 00 in the morning and there was nobody. Now 6 00 its busy. [laughter] traffic is up all over the region. So folks that are reporting heavier traffic on highway 24, they are right. Now, a lot of those commuters are heading to San Francisco and the citys chief financial analyst says San Francisco has one of the nations feast of thegrowing job markets. All of that traffic heading into San Francisco is also a sign the local economy is improving. Lets see how good the economy is looking right now and i heard actually as we go to sal, Noelle Walker did a report and said she called it the manhattannization of the bay area, where like in new york city, everyone heads to manhattan. Right now, a lot of people are heading into San Francisco. Its been happening for a long time. Ive been here through a couple of downturns. When things start on the upswing, you do see more traffic and you see more people on transit. This is a look at the bay bridge. Its backed up all the way out on the maze. About a 25minute delay into San Francisco. Really San Francisco has always been a job center in the bay area. Thats nothing new. If you are driving into the city from this point, it should take you about 25 minutes. Lets take a look at 880 northbound and southbound, getting more slowing past the coliseum as you drive up to downtown oakland. Southbound 880 begins to slow at 238. Were looking at the south bay, just a lot of red on the road sensors. It turned into quite a commute. 280 is very slow all the way up to cupertino. 85 from 87. Construction workers welding may be to blame for a fire yesterday on a classic wooden roller coaster at Six Flags Magic Mountain in los angeles. The colossus was closed for ren nation. It burst into renovations. It burst into flames. Part of the track was destroyed. No one was hurt. This was the worlds tallest and fastest roller coaster when it opened more than 35 years ago. The park was working on turning it into a wood and metal roller coaster. 7 54. Massive flooding in phoenix, arizona is now being blamed for at least two deaths. One woman died after her car got swept away and trapped against a bridge. Another woman whose car was stranded in a flooded area in tucson drowned after she tried to escape. A single day record rainfall yesterday turned freeways into streams and parking lots into ponds. Floodwaters are threatening up to 100 homes just outside of the city. The governor has declared a state of emergency. Remnants of hurricane norbert have not just been wreaking havoc in arizona but across the southwest. The storm swept through the coachella valley. Many people were forced out of their homes and more rain is expected across the southwest throughout the day today. 7 55. Happening today a new legal fight trying to save a marin county oyster farm. A judge will consider a lawsuit. Its aimed at keeping the drakes bay oyster farm in business. A coalition of farmers and Restaurant Owners who depend on that oyster farm are suing. They say shutting down drakes boy will have a devastating impact on the economy in the Point Reyes National seashore area. The government recently refused to renew the oyster farms lease citing environmental concerns. A man was killed in a shark attack today right along the east coast of australia. He was bitten on the leg by what is believed to be a great white shark. Now, the shark was seen soon after still swimming in the area. Despite the danger, a man on the beach actually risked his life. He ran into the water and pulled the victim to shore. Ran out to about him and grabbed the guy and dragged him into the beach. The shark was probably maybe 40, 50 feet away. Rescuers gave that injured man cpr but he died anyway. That particular beach will stay closed for the next 24 hours. All right. 7 56. It was four years ago today that a massive pipeline blew up in san bruno. It killed eight people, injured 66 and destroyed 38 homes. Yesterday san brunos mayor gave a tour of the neighborhoods devastated by that explosion. He says the 22 families have rebuilt and returned to the neighborhood. And he said it may be at least another year before all of the homes are rebuilt. Despite making progress. Some say the rebuilding is still too slow. It will be beautiful when its done but we want to do it once and do it right. I know its never fast enough for anybody. But were trying to do the best we can. Happening now two trackers and seven dogs are searching for the Mountain Lion that attacked a 6yearold boy near cupertino. These are live pictures from the hiking trail where the attack happened. On sunday afternoon, the boy was with a large group of people when the Mountain Lion jumped on him and tried to drag him away. His parents fought it off and carried their son to safety. Besides the two team of trackers, biologists will be coming out this morning to set up more traps. The big wire trap with the door that trips by the animal when it goes inside. Well several people we have spoken to have brought up privacy concerns asking how how much access you are giving police if you are sharing Surveillance Video footage with them from a neighborhood. Well, sam liccardo, who is running for mayor, proposed the idea of a voluntary registry after seeing how it aided police in solving crime. Earlier this year, several downtown neighborhoods were the target of a serial arsonist. That suspect was caught on those surveillance cameras torching homes and businesses over a span of five days, causing millions of dollars in damage. The footage proved to be crucial to the Police Investigation and helped read to the capture of the suspect. This afternoon, the city council will decide whether to officially set up a voluntary registry so that police can contact residents and businesses with cameras in an area where a crime happened. Now, right now, im joined by city councilman sam liccardo, again, who proposed this idea. One of the questions, you know, that people had, if police have access, would they be able to access somebodys security cameras at any time . Would they be able to look at live footage . How would that work . Well, no, the police wouldnt have any more access to be able to view footage than they do today. The rule is the police need to ask for permission from a Property Owner to be able to look at videotape or a court order. That would continue on the rule. What this initially enables police to do is to know where the cameras are and to know who to ask so they can quickly get videotape when a burglary or robbery has happened nearby. Reporter what do you say to people who do have concerns about privacy . For example, if one person allows, you know, access to their camera footage, however their neighbor is next door and they are not okay with it . I think its important for us to recognize that all of the same laws and constitutional protections apply. The only footage that can be utilized by police is that footage thats lawfully obtained by court order or by permission of the owner. If theres videotape of somebody in a public space or in front of the Property Owners home, certainly thats fair for anyone to be able to view in the Police Department. A new sign napa is recover erg from last months earthquake. The red cross has closed the shelter for people forced out of their homes. At one point, 50 people needed a place to stay. They were staying at a shelter set up at the Crosswalk Community church. Yesterday afternoon, the last two families moved into new places to live. The city of napa, though, is still helping people who need other kinds of help. A new Assistance Center was opened yesterday. Residents can drop in, ask questions or get referrals. Workers say the most common questions are about repairing damage. The center is on first street right off highway 121. Napa recyclers are playing a big part in quake cleanup efforts. 4,000 tons have been dropped off so far. Much of that is electronic waste. Recyclers are seeing a lot of broken flatscreen tvs. Recycling managers say tvs mounted on walls survived but many tvs that were on stands tipped over and broke. They fell down pretty easily in the earthquake. I know i havent secured mine before. Its kind of one of those reminders, a lesson learned. Recyclers say the first week seem to be a long stream of broken glass, dishware and furniture. This picture was taken at a prison in oregon where hes serving time for attempted murder. The victims were from pacifica, millbrae, daly city and reno. They were all stabbed to death in early 1976. One of the victims was found near gypsy hill road in pacifica. The fbi says there will be more developments in the coming weeks. Meanwhile, a woman was convicted in the reno killing but she has now within granted a new now been granted a new trial based on this dna evidence. Cathy woods has been in prison for more than 30 years. Her lawyer says dna on a cigarette butt in the garage where the victims body was found matches that of Rodney Halbower. Woods is due to get her new trial next july. 8 15. There is a new study on autism that indicates symptoms may be able to be eliminated in some cases if therapy starts very early. U. S. Davis researchers provided directive therapies to babies between the ages of 6 and 9 months old. The babies are identified as having early signs of autism including not being able to make eye contact. By the time the children turned 3 years old, five of them showed no signs of autism. Other researchers say this is not a cure but it does merit more study with larger groups of babies. The list of the top universities in the u. S. Just came out. Two Bay Area Schools are among the top 20. Princeton claimed the top spot on the u. S. News and world report list. Harvard was sakd followed by second followed by yale. Sanford tied with klum bia and the university of columbia and the university of chicago and uc berkeley came in 20th. The list is based on Graduation Rates and test scores. Campus crimes and loan defaums were also taken into consideration. Another new study says people are saving more money for college than ever. But its still barely enough to cover even one year at a public university. The College Savings plan network says the average savings plan per student is worth about 20,000. Federal air marshal who was stabbed with a syringe at an airport in nigeria. There are fears the syringe may have contained a form of ebola. The air marshal is back here in the u. S. Hes under quarantine in houston. Attacker got away but other air marshals recovered the needle. Its being tested to figure out what was in it. So from the carquinez bridge to the maze, its about 39 minutes. Yesterday was almost an hour. Were improving a little bit. A lot of slow traffic in the east bay. We have noticed more traffic after school has started for most people just become a lot more and there is a minor crash west 80 at ashby on the shoulder. Westbound bay bridge, suddenly, 880 approach has become very heavy coming up to the bay bridge. You can see traffic is backed up if you look to the left on the ramp. The traffic continues to be very slow coming up to the bay bridge toll plaza. If you are looking at 680. 680 from pleasanton onto sunol and the fremont area is slow. As we look at 680 in walnut creek, it continues to be slow from 242 to highway 24 and highway 4 is still slow. And then in the south bay. 101 has been backed up completely all the way into mountain view. 85 and 280 as well. Back to the desk. Were getting new information in the ray rice Domestic Violence scandal. Now the nfl is responding to cyst criticism is came up short in the investigation. Alex savidge is following the developments. This morning, the nfl is defending its investigation into the ray rice assault which has been criticized as less than thorough. In a new statement put out, the league says it asked Law Enforcement for all evidence in the case and never received the video from the elevator. But it turns out the Law Enforcement agency the nfl was dealing with didnt have the video in question. This footage from an Atlantic City casino was released yesterday from tmz. You can see punch ray rice punching his then fiance, knocking her off her feet and into the railing. Ray rice was suspended yesterday indefinitely. At first, he was only suspended for two games. Many saw that as lenient. But that video prompted the ravens to cut rice immediately. Its something that we saw for the first time today, you know, all of us. It changed things, of course. You know, it made things a little bit different. This morning were hearing from ray rices wife, janay, about the new Surveillance Video. In aninstagram statement she defends her husband and at the same time blasts the media for airing the video. The pete saw parlor make pizza parlor making donations to a local group who helps Domestic Violence victims for every jersey they receive. Back here at home, jim harbaugh dealing with a Domestic Violence scandal on his team as well. Yesterday, coach harbaugh defended a decision to allow defensive end ray mcdonald to play in the Season Opener against the cowboys. Mcdonald took the field in dallas one week after his Domestic Violence arrest in san jose. Weve been very clear on how were approaching the situation, whats determining facts, what facts will determine and information will determine the principles. Harbaugh says mcdonald deserves due process. Prosecutors have not decided if they will file charges more than a week after mcdoneald was arrested on charges that he physically attacked his pregnant fiance. The parents of an 18year old shot and killed by a sheriffs deputy are holding a news conference. It comes a day after they filed a federal lawsuit against the deputy and the county. Garcia was killed on june 3rd. A deputy was sent to the house because her family called 911 and said she was acting violently. The deputy says he opened fire after she charged at him with a knife. The lawsuit says the deputy shot and killed garcia without reasonable cause. 8 36. Police in pittsburg, investigating claims made by a 6th grader with special needs that a teacher broke his thumb. Investigators say they are interviews people at Spectrum Center delta. Its a private school for students with very special needs and histories of some behavioral problems. Nick comb thomas said her Nicole Thomas said her son got into trouble friday afternoon after squirting a water gun in a play area. Well, zaire jones said one of the teachers grabbed him by the neck and another one bent his thumb. My first assumption was that he got into a fight with another child. But then hes like, no, my teacher did this. Now, zaires mother said her son may need surgery. The police have opened up a child endangerment investigation into these allegations. We tried to contact the school but we were referred to the regional office. So far no comment. 8 37. Today, a dispute about the shot spotter devices in San Francisco will go public. Brian flores joins us from the citys western edition to explain how a fee is preventing more shot spotters were being installed and what a city supervisor plans to do about it. Reporter were familiar with the shot Spotter Technology that alerts Police Officers whenever gunshots are heard. Weve seen this technology in San Francisco, oakland, other parts of the bay area. Here in San Francisco, david campos wants to expand the program. He plans to introduce a resolution about it today. Want to go to video right now of the shot Spotter Technology system being used in oakland. At issue here in San Francisco, though, is getting permission to install 35 more sensors on utility poles to complete the system. According to the examiner, the city has been installing sensors on poles without the utilitys permission which the utility says is dangerous. Now the utility says it wont help with installation until the fee to do so is recouped. The cost is 1500 per pole. Now, supervisor campos says the utility is holding this project up and installing the sensors will keep places like the Mission District safer. The the utility says they are working on getting this done as soon as possible but they also say the fee is something they dont have control over. Its an usual with the cpuc. Campos doesnt think so and plans to ask the utility to reduce the fee to get the sensors up quickler. Thank you. 8 46. New this morning, the San Mateo CountySheriffs Office has just sent out a warning that a Mountain Lion and three cubs were spotted in the park in woodside. This is just before 8 00. This sighting is about 18. 5 miles from where a 6yearold boy was attacked by a Mountain Lion on sunday. It means it is highly unlikely the two events are related. Right now, deputies and county park rangers are on scene investigating this latest sighting. Its reminding everyone if you encounter a Mountain Lion, do not run. But instead face the animal and try to scare it off. If you commute on highway 24 and feel like traffic there is getting worse, its not your imagination. Caltrans says 76,000 drivers use highway 24 between walnut creek and oakland every day. That is 10,000 more than last year which is a 16 increase. Used to go at 6 00 in the morning. Not busy. Now its busy. Folks reporting heavier traffic on highway 24, they are right. Many of those commuters are heading to San Francisco. The citys chief financial analyst says San Francisco has one of the Fastest Growing job markets in the country. My character is a forensic scientist with the gotham Police Department. And you will see me gain more and more responsibility and learn the police force and then, you know begin my moralely questionable behavior. For true batman fans, they will be watching this with a critical eye. And what are the really hard core fans gonna like and be surprised by . I think they will be excited that were taking a really fresh look at this. Were spending a lot of time and effort on our production giving it a very unique look. I think the thrill is gonna be kind of revealing these Little Secrets and moments in this trajectory thats never been charted before, that were working with d. C. Entertainment on to bill these back stories.
