I expect thunderstorms to pop up like they did yesterday. If you are up in the tahoe, truckee or reno, you could get thunderstorms. A few storms from Mendocino County, lake county from the tropical low cloud deck. 50s out of the temperatures, out of the 60s for most. There are a few low 60s. Generally running cooler. The breeze has been no doubt about it almost due west for many unless you are towards the peninsula you are getting a south breeze. The low clouds might be slow to burn off for some. Cooler, breezy for almost everybody. Temperatures coming down. A lot of 70s, low 80s. 60s, 70s, coast and bay. Heres sal into were looking at a commute thats full strength. Were at the peak of it. Were looking at the bay bridge, about a 25, 30minute drive time into San Francisco. It seems to be improving now which is early for it to show signs improvement. Were not complaining. Once you get on the bridge. It looks good. Again, 25, 30minute drive time in San Francisco. Were looking at the commute on 880 oakland. This commute tends to get going later. Well check in throughout the morning. But at 8 00 is usually when you start to see stopandgo traffic. San jose has been well behaved. 85 looking good up to 17. 280 slow at 17. 101 has been marred by a couple of crashes, sunnyvale, Mountain View. If you are driving on Mountain View, any time after 880, you will see a lot of low traffic. 280, 85, not bad. Lets go back to the desk. Now to our continuing coverage of the Deadly Bank Robbery chase and shootout in stockton. 30 minutes ago, we received new information about the three suspects. Stockton Police Released this picture of the only surviving suspect, 19yearold jaime ramos. Police say the other two killed were documented gang members. All three were from stockton. Katie utehs is in stockton where evidence is being gathered where the chase came to an end. Good morning. Reporter good morning. Police tell us they recovered three handguns from that vehicle as well as the Assault Rifle that weve been telling you about all morning. We are here along thornton road where the suspect suv remains. Police are still processing it hours after the chase ended here yesterday. A storm of gunfire exchanged between bank robbers and Stockton Police at the end of a highway chase with hostages. It also preliminarily appears that one of the gunman used the third and final hostage as a shield. Reporter family of the victim says misty simply tried to withdraw money from the bank of the west along thornton road yesterday afternoon. She left her kid in the car. She goes inside. Whatever happened, happened. Her daughter has to text her husband saying they took mom. Reporter what happened inside the bank took a matter of minutes. A Security Guard called for help before the group of three latino men tied him up. Then they took three women by gunpoint and sped away. Three pointed guns at the women at the tellers who work here. They had them to their heads. Reporter police say the robbers shot a Bank Employee. She either jumped or was thrown from the suv and is expected to survive. Police say the robbers fired shots from this ak47. As the chase sped from lodi back to stockton. During the 45minute pursuit, another hostage tossed from the vehicle. She suffered a grazing bullet wound. I could see the car getting blasted. I could see all of the sparks and everything off the car. Reporter as the crackle of gunfire seized, a robber dead in the suv, another robber died at the hospital. The third, conscious and in police custody. The hail of bullets, so relentless, its unclear who fired the fatal shots. It was not clear and will not be for some time when the hostage was shot or by whom. Reporter as weve learned, the surviving rob police say is a 19yearold. Were still working to learn when his First Court Appearance will take place. Police are expected to bring in new officers this morning to relieve the officers that have been here overnight. Volunteers have already come to relieve the officers that have the road blocked. Were learning new information about this weeks brutal attack on a san jose hiking trail. It happened after midnight monday morning along Guadalupe River park trail. Police now say what they describe as a Hostile Group viciously stabbed a man while he was walking down the trail. The man in his 50s is still in the hospital recovering from several stab wounds. Its still not clear what led up to the attack. That stabbing early monday came during a very busy 24hour period for the San Jose Police. Officers also raced to the scene of a fight involving a baseball bat, an armed robbery, an armed Home Invasion and several other serious crimes. Responding to all. These crimes was a major challenge for San Jose Police because the department is dealing with a severe Staffing Shortage forcing mandatory overtime and other drastic measures. 7 07. An accused prostitute charged with killing a google executive on his yacht last november will go back to court in october. 26yearold Alix Tichleman pleaded not guilty yesterday to charges that include manslaughter. For the first time, her lawyers talked to the news media. They say tichleman and forest hayes conskinually took consentually took drugs together. He was a lucrative source of income to her. Appreciated his generosity and she had a motive, if any, to elongate, not he end the relationship. Once the proceedings ended her family left the courtroom quickly. Prosecutors say more evidence will come out proving that tichleman killed hayes. Her bail is still set at 1. 5 million. A santa rosa woman accused of attacking a young boy who she claimed was bullying her daughter could find out today if shell face charges. 30yearold delia garcia has a hearing in court. Sheriffs deputies arrested her in may claiming she went to her daughters Elementary School during lunch and grabbed a 12 yearold boy by the throat. Now, her lawyer says garcia bratchard went to the school but never laid a hand on the boy. She has six children and could be charged with suspicion of chimed a child abuse. John avalos as knowledged he had a romantic relationship with his aide in an affair that has violated city rules. The the rules state they must note by their bosses if they become involved with a subordinate. Hes separated from his wife. The couple has two children. Hes now released this statement to ktvu. It says its a hard time for my family and im very grateful for all of the people who have been actively supporting us through this difficult time with their love and counsel. A bay area man with a troubled past and a criminal history, hes looking forward to this years San Francisco marathon as part of his road to recovery and redemption. This is ronnie goodman. He spent his day painting and he works in a friends store but he starts his day by running. He started running during the 8 and a half years he was jailed at san quentin on a burglary conviction. He says getting arrested made him look at his drug use and forced him to change. I stopped using when i got arrested. And i said you know what . Thats it. This is the turning point in my life. Enough is enough. Now goodman is homeless. He lives on the streets now waiting for a Residential Hotel room to open up. In the meantime, hes thankful to hospitality house. Theyve given him painting supplies. Look at his work. One of his paintings will be raffled off at the marathon a week from sunday. All of the money goes to the hospitality house so it can continue to help other people. 7 16. A new milestone for San Francisco home prices. Median home price now 1 million for a home or condo in the city. Thats up 13 over last year. Marin county also topping 1 million. For the bay areas nine counties, the price in june was 618,000. 7 17. Its not your typical Police Training exercise. Officers actually served drinks to volunteers before testing them for dui. Ktvu had exclusive access to yesterdays session in San Francisco. Here is how it works. After serving drinks to two and a half hours, 11 howevers from around the bay area, gave the volunteers field sobriety tests. They watched their eye movements, how well they could walk a Straight Line and if they kept their balance. The quality of instruction is at a high level and the folks train leave here how it perform the tests accurately. Police say the training is crucial to combating drunk driving in the bay area. 7 18. Lets bring sal back. How see everyone is banking on the roads. Were looking at a commute that is right at the full peak here for the next halfhour or so. 24 still looks good driving to the tunnel if you are driving from Pleasant Hill road to the tunnel, its only about an eightminute drive. We like that. Average speed, just below 65 miles an hour. We havent had any major problems here. We continue to be in good shape when it comes to this commute and also the nearby commute. 680 through walnut creek and 24 heading eastbound. This is a look at weekend bay bridge. Thats already improved from the last time we saw it. This is more like a 15 to 20 minute drive time into San Francisco and there are no major problems. Of course, i always check Public Transportation and b. A. R. T. And muni and caltrain are reporting on time. I do have some slow traffic for you. 580 if you are a Livermore Valley commuter. Most of the traffic in livermore is slow. I want to zoom in here on 880, its backed up from 238 and your drive time down to the thornton avenue or down to stevenson is going to be slow. A pretty good fog bank extending from San Francisco out to sacramento yet mostly sunny in the south bay. Fog, drizzle. Theres been a few reports of drizzing and measurable amounts, around the bay, sausalito,. 04. Cooler pattern. Unless you are up to Mendocino County andlake county, you might have to deal with the tropical clouds. The quiet pattern continues as we head towards friday, saturday, sunday. We lose most of the higher clouds. Its hard to see it but the low clouds extending there. Mostly clear to the south. Thunderstorms quieting down now but i expect them to pop up later today, reno, tahoe, mammoth, bear valley, things popping u thats some of that popping you. Thats some of that tropical weather. Kind of a mixed bag in the north bay. The breeze has picked up. The Higher Elevations have cooled way down since monday. I think angwin was 85. Today 55. Thats a tremendous drop. 1700 feet, 2,000 feet, that cooler air is changing things big time. More 50s to the north than 60s. The breeze picking up, 26 out to fairfield. That helps even cool down sacramento. So the delta preez is in force, mainly a west wind, peninsula, south bay, still dealing with the southeast. 63 palo alto, 62 foster city, belmont, upper 50s to mid50s la honda, that breeze again for most is west. Hayward, sfo, livermore. San jose, a little east southeast. Same for Mountain View and also Half Moon Bay. That keeps things mild. Happening now a hearing is underway into the disappearance of irs emails at the center of the Tea Party Targeting scandal. Todays hearing comes as the Justice Department is expanding its investigation into the scandal as well. The irs has said a computer crash caused it to lose many crucial emails between 2009 and 2011 and they could not be recovered. Many missing emails are thought to contain insight into allegations the oirs unlawfully targeted conservative groups in the leadup to the 2012 president ial election. Time now 7 22. At least five people were killed. Officials say the helicopter was carrying firefighters and rescue personnel. Not clear what caused the helicopter to go down. The family of an airshow pilot who was burned to death following a crash at Travis Air Force base is now suing the federal government. The 77yearold crashed in an airshow last may in front of 85,000 people. The Sacramento Bee reports his family has filed three wrongful death claims. They blame emergency crews for not responding fast enough to free him from the burning plane. An autopsy report says he died in the flames while trapped in the aircraft. A woman who was critically injured in the deadly crash on highway 17 last week is now suing the driver and Truck Company involved. The horrible crash happened one week ago this morning. A lawsuit filed by mark garragos claims immediately after the crash, the truck driver admitted the load he was hauling was too heavy and that he was driving too fast. The truck was carrying two trailers filled with dirt when it is thought to have suffered a brake failure. It plowed into ten cars, killing one man and sending six to the hospital. The chp says its still investigating the cause of the crash. 7 26. 2 investigates looks into a growing problem within the San Francisco Fire Department. [ sirens ] now, many firefighters say the wait time for an ambulance is too long. Help is supposed to arrive within ten minutes. Fire crews say the wait time has become a lot longer over the past four months. Weve uncovered internal documents backing that up. Fire chief joan hayeswhite says hes aware of the problem shes aware of the problem and plans to fix it. Its always been challenging to get to the ten minutes but weve been in the percentage basis. Now were seeing 12, 13, 14, 15 minutes. Now, the fire chief said the delays are partially due to ambulance design changes and the long process for bidding and purchasing them. She says 14 new ambulances are due to hit the streets of San Francisco at the end of this year. It is 7 27. We continue our coverage of the Violent Bank Robbery and shootout in stockton. A few light showers, especially up towards Mendocino County. Not a lot but theres a little bit. Thats the source of the tropical cloud that most of us had. They are pushing north. 55 calistoga. 55 angwin. Thats a big difference. They were in the 80s. Theyve cooled off dramatically. South bay, peninsula getting a southerly breeze. Cooler, breezy. Mostly sunny, south bay, maybe mostly cloudy in the north bay. In between, well have the fog and burning back. 50s, 70s and mainly low 80s. Heres sal. Were looking at a commute that includes the bay bridge. We have a 15, 20minute drive time getting into San Francisco. Its not been that bad. Its improved from what we had earlier. I want to mention the traffic getting across the actual span. Its not that much i want to mention that we have a look at the san mateo bridge. Westbound 92, that looks pretty good heading out. Its about a 15minute drive across the span to foster city. Theres the problem in San Francisco in the area of candlestick park. Southbound 101, there was a crash. But northbound 101 is also slow. So if you want to avoid just a bunch of slow traffic unexpected slow traffic. You might want to stay on 280. 280 looks pretty good getting into San Francisco. 101 does not. 101 is slow from south city up to the city and if you are driving to the airport, you might be late if you allow enough time on westbound 101. Take 208 instead. Its an easy and pretty good alternate. 7 33. Back to the desk. Thank you, sal. Now to the continuing coverage of that shootout in stockton that left a mother of two children dead as she was held hostage by bank robbers. Brian flores following all of the new developments in our newsroom. You are back now. You are also getting reaction from Family Members. Many witnesses describe the hail of gunfire heard yesterday afternoon in stockton as being in a war zone. The new information were learning is the identity of one of the suspects. Want to take you out to stockton. Weve been there all morning long. This is thornton and stanfield. It remains active as Police Continue their investigation. One of the key question investigators will need to figure out is who fired the fatal show the that killed the mother of two. Here is the mugshot of one of the suspects. Hes identified as 19yearold jaime ramos. The other suspects killed in the gun battle have yet to be identified. But police say they are 27 and 30 years old and are documented gang members from stockton. It happened yesterday afternoon shortly after 00. Three men entered the bank of the west in north stockton. They were armed and looking to kill. They left taking three hostages. Two were Bank Employees. The third a mother of two kids. Shes been identified as misty holtsingh. She went to the bank no make a withdrawal while her daughter was in the car. It was her daughter who texted the dad about what was going on. We hear from mistys husband about what happened shortly after. A third text came over. They took mom. She was crying and she said dad, the bank got robbed. They took mom. I said are you okay . She said im with the police. I have to get off the phone. They are gonna call you back. Just come. And then i left. We should point out that interview was taken before paul singh was given an update on what happened to his wife, misty. This morning, police will use most of the day to continue their investigation as to the other two hostages in the suv, they are expected to be okay. A young mom accused of killing her 7monthold baby is scheduled to return to a pleasanton court today. Police found 23yearold Ashley Newton wandering at del valle park last april. She was covered in blood and clutching the body of her son. Investigators found a knife at the scene and believe she used that to kill her baby. Newton is charged with murder and has a history of depression. The Contra Costa County Fire Department is investigating four suspicious fires at a vacant middle school in richmond. The small fires damaged and old classroom at Adams Middle School school. Investigators believe they were all intentionally set. The School Buildings are boarded up. They shut down Adams Middle School fine years ago due to budget cuts. 7 37. An alarming Security Breach at sfo. A man pretending to be a security screener was able to give a female passenger a patdown at an airport checkpoint. Alex savidge is live at the airport now and you have reaction from the tsa on that incident. Good morning, alex. Reporter good morning to you. Tsa officials are staying tight lipped about this investigation. The agency right now is working hard to figure out how this passenger who was apparently drunk was able to fool other passengers into believing that he was a Real Security screener. It all happened at one of the checkpoints at the International Terminal at sfo on tuesday. According to a Law Enforcement source, this is the man taken into custody 53yearold eric slighton. Investigators say he managed to pass himself off as a security screener directing a woman into a private woman where he apparently gave the woman a patdown. According to one published report, slighton seemed to dress the part. He was wearing khaki pants, a blue polo shirt and he had on blue rubber gloves. Investigators say the man tried to do the same thing with a second passenger, another woman, but thats when a Real Security officer caught on and then notified Airport Police and slighton was then taken into custody. Now, the victims in this case are believed to have been foreign travelers and some believe there may have been a language barrier at play here and that could have led to some of the confusion. Passengers we talked with this morning say this arrest is disconcerting and they hope something is done to prevent this from happening again. I think they are so busy checking in passengers and their security and thats where the and they are security and thats where it becomes time to check that. Reporter because investigators havent been able to track down those two victims for the time being, the man in custody, eric slighton, is only facing a charge two charges, i should say, one of being drunk in public, the other for being involved in a suspicious occurrence but its possible more serious charges could be coming. Tsa officials are investigating. Let me put on the screen, the statement we received from the tsa this morning. Its not a lengthy statement. It says tsa is aware of the alleged incident and is cooperating with Law Enforcement. We are working to get more information from tsa officials. A new ruling on californias Death Penalty could set the stamg for the end of Capital Punishment in the state. A federal judge ruled yesterday that californias Death Penalty system is so arbitrary and so full of delays that it is unstutional. He says unconstitutional. He says the system is disfunctional with inmates never knowing when or if they will be executed and that amounts to cruel and unusual punishment. There are strong rehacktions from both sides reactions from both sides. Were one of the few countries that still decides to kill citizenries. The its long overdue to be stopped. The people in the United States are in favor of the Death Penalty. There are certain crimes. The 2 worst murders that rise to the level of that kind of a punishment. There has been a moratorium on executions in california since 2006 because of problems with the states lethal injection procedures. It is now up to attorney general Kamala Harris as to whether california will appeal the latest ruling. More details on the death roll. Right now, there are 748 inmates on death roll in california. Thats the most of any state. Since california reinstated the Death Penalty in 1978, just 13 people have been executed. The most recent execution was in 2006 when clarence ray ail enwas put to alan was put to death for killing three people. Its an historic day for the 9er nation. The cease fire was requested by the United Nations so that emergency supplies, including food and water, could be delivered into gaza. The cease fire ended at 5 00 a. M. Our time. Israel says militants in gaza still fired rockets and mortars even during the cease fire since the fighting began ten days ago, 227 palestinians and one israeli have been killed. A prinamerican teenager beaten by Israeli Police in the middle east is back home in florida. The 15yearold was greeted by family and friends at the Tampa Airport last night. He was attacked while protesting the killing of his 16yearold cousin. No child whether they are palestinian or israeli deserves to die that way. Im so glad to be back home again. The teens beaten by police cass watt on video. Israeli authorities said they suspended one of the Police Officers seen on the video and have opened an investigation into the incident. A sengs scandal involving a a sex scandal involving a San Francisco supervisor. Pam cook has more. John avalos has admitted to having an affair with his top office aide and there are rules that address that kind of relationship. Now, San Francisco City Hall Employees have to notify their supervisor if they become romantically involved with another employee if they have authority over that persons employment. John avalos who is married children has acknowledged he had a romantic relation ship with his top office aide. Shes married with three daughters and is on unpaid leave from her job. John avalos says they are not currently together but its unclear how long the affair has been going on. They did meet about ten years ago when they both worked for supervisor chris daly. Now, john avalos has released this statement to us here at ktvu news. It says its hard its a hard time for my family. Im grateful for the people actively supporting us through this difficult time with their love and counsel. He also says he let a lot of people down and needs to repair trust especially with his family. Whether or not he broke city rules depends on when the affair started and when he told his supervisors about it. Back to you. Fines up to 500 a day were approved for people who waste water here in california. 1 bay area water agency went high tech keeping tabs on water waste. People are limited to 50 gallons of water a day. The Water District knows right away if a customer goes over the limit. The radio transmitters installed on water meters monitor the water use by the gallon every single hour. Were looking for the people who are ignoring us or very seriously violating our enforcements. This Hightech System has led to fines for 86 customers over the past two months. Some people are if pointing the finger at Southern California for failing to conserve water during the drought. A recent survey shows that water use across the state was actually up by 1 in may. But while most regions including the bay area cut back, water use in Southern California actually increased by 8 . Southern California Water agencies say, though, the report numbers are deceiving. They claim the survey only looked at one single month of water use. That data can be skewed by thinks like leaks, new customers and varying temperatures. The wealthy man behind hidden cash will give money to repair damage done by cash seekers in Southern California. About a thousand people trampled through a park in whittier last week after the bay Area Real Estate investors hinted about cash hidden there. They are noticeably cooler for many, especially in the Higher Elevations, 21 gusts to 26 at fairfield. South at concord. Its mainly a westerly breeze. Napa is there, livermore. Thats a sign of a cooler pattern. If you have the sun, it will be nice. It will be a fresh breeze. Mostly sunny, it may take a while for some to the north. 70s for some and 80s inlands. Weve company way down in temperatures. 60s, 70s, coast and bay. Heres sal. We have a problem in San Francisco and thats getting into the peninsula out of the downtown area is slow because of an earlier accident. Things are improved. Theres still slow traffic. I believe i see a fire engine with lights and sign rens on sirens on heading south. There goes a paramedic, too. There could be a brandnew accident on 101 heading south. Im checking as i do this traffic report. Yes, there is a brandnew crash, that just popped up southbound 101 at cesar chavez. Adding insult to injury. I want to bring up a map here kind of go out of order if i can. Southbound 101, there was an earlier crashed a candlestick. Thats clear. But the traffic has been atrocious heading south. Avoid 101 altogether and use 280. It will be slow. Dont get me wrong but its better than 101 at this point trying to get through this area. Thats the best of the bad options you have. Lets move along and take a look at the bay bridge. If 101 stays slow, the bay bridge may be affected as people getting off the bridge will be slowed down and then you will see a bigger backup here. If you have to go, go now before it gets bad there. The traffic is backed up for about a 20minute delay. In the east bay, the slowest traffic is the Livermore Valley where 580 is slow getting into livermore from the altamont pass. 8 03. Back to the desk. We have continuing coverage of the Deadly Bank Robbery, the chase and the shootout that happened in stockton. Weve been following this horrifying crime since it happened yesterday afternoon. This morning, weve learned the names of the female hostage who was killed and the name of the lone survivor among those three robbery suspects. Katie utehs is in stockton this morning, where police will spend this day processing the crime scene. Katie . Reporter well, dave, there were so many shots fired yesterday, its unclear who shot who. There were officers firing, the suspects were firing. The suv is just absolutely riddled with bullet holes. I asked an officer how it finally came to a stoop. He wasnt sure stop. Whether he wasnt sure whether the tireses were shot out tires were shot out, whether the driver was hit, a mechanical problem. There are a lot of unanswered questions. Were out here asking them. But i want to show you the kay to thetic video taken chaotic video taken from the scene yesterday. At Stockton Police pulled three handgun and an Assault Rifle from an suv stolen by bank robbers. Its apparent, the men had no plans of surrendering. They had massive amounts of ammunition taped to or strapped to their bodies. The gunfire was relentless. Reporter police say the surviving robber is 19yearold jaime ramos. The others all from stockton and documented gangs members. The chase ended with the death of a hostage. Misty holtsingh. A mother of two who wanted to withdrawal money from the bank of the west branch on thornton road yesterday afternoon. She was just, you know, an innocent bystander going to pull out money. She left her kid in the car. She goes inside, whatever happened, happened. Her daughter has to text her husband saying they took mom. Reporter the robbers tied up a Security Guard, took holt singh and two other women in a matter of minutes, then sped away in a Bank Employees suv. Within a couple of blocks, the suspects shot one of the female hostages a Bank Employee and either threw her from the vehicle or she jumped from the vehicle. An officer stopped and rendered aid. Shes expected to survive. Reporter another hostage also jumped or fell from the suv. She was glazed by a grazed by a bullet and expected to survive. One hast and one robber dead in the one hostage and one robber dead. As investigators work to process a crime scene packed with bullets, holtsings family wonder if anything could have been done differently. If they would have laid down the tracks and ended it then, i wouldnt have a dead cousin. Reporter the department of justice is on scene aiding with the investigation. Stockton police say their day side patrol crews will be arriving here shortly to relieve the officers that have been processing this crime scene throughout the night. Many of them have not slept at all since this bank robbery happened yesterday around 2 00. We expect much more details to come out of this scene throughout the morning. Stay with us. In the meantime, in san jose, were getting new information about the brutal attack on a hiking trail this week. It happened monday morning after midnight along Guadalupe River park trail. Police now say that what they describe as a Hostile Group viciously stabbed a man as he was walking down the trail. That man in his 50s, hes still in the hospital recovering from several stab wounds. Its still not clear what led up to the attack. That stabbing early monday, it happened during a very busy 24 hour period for San Jose Police. Police officers also raced to the scene of a fight involving a baseball bat, an armed robbery, an armed Home Invasion and several other very serious crimes. Responding to all of these crimes was a major challenge for San Jose Police. The department is dealing with a severe Staffing Shortage, also forcing mandatory overtime and other drastic measures. 8 08. A santa rosa woman accused of attacking a young boy who she claimed was bullying her daughter could find out today if she will face charges. 30yearold dealia garcia bracher has a hearing this morning. Sheriffs deputies arrested her in may claiming she went to her daughters Elementary School during lunch and grabbed a 12 yearold boy by the throat. Her lawyer says garciabracher went to the school but never laid a hand on the boy. She has six children and could pope tensionally be charged with potentially be charged with suspicion of child abuse. The Oakland City Council has set the stage for another heated battle with the as. Last night the Council Voted to modify the terms of the agreement that would keep the as in oakland for another ten years. Council members claim the changes are minor and mostly procedural. But the as appear to be playing hard ball and may not agree to the modifications. Once again, there are concerns the as may leave the coliseum and look for a new home outside of oakland. The stadium seats nearly 70,000 people and theres space to add additional seating when it hosts super bowl 50 in 2015. When this was built, technology was kept in mind. Theres stadium wide wifi, video boards, plugs on stands where you can charge your cell phone. There will be a stadium app where you can access mobile tickets, order food and be able to watch instant replays. Levi stadium is environmentally friendly. There is a bridge that connects to the parking lot and the roof has solar panels. Theres also a green roof atop the suite tower. Hot temperatures and strong winds are fueling several fast moving wildfires across the state. One of the biggest is in leavenworth where flames are threatening dozens of homes and mandatory evacuations are underway. The smoke is visible in seattle miles away from the fire lines. Meanwhile, californias dangerous fire conditions tied to the recordbreaking drought have led to new rules at Yosemite National park. The National Park service has banned all campfires in the Yosemite Wilderness areas below 6,000 feet. Last summer a hunters illegal camp fire sparked the massive rim fire which spread into yosemite and burned an estimated 120 square miles. A hearing is underway into the disappearance of irs e mails at the heart of that tea partys targeting scandal. Now, todays hearing comes as the Justice Department expands its investigation into the scandal as well. The missing emails reportedly contain correspondence that may give clues into allegations the irs unlawfully targeted conservative groups leading up to the 2012 president ial election. Well, back here at home, officials in Santa Clara County say they are willing to help take care of some of the Central American children being held after they were caught illegally crossing the u. S. mexican border. Members of congress, Santa Clara County supervisors and the mayor of san jose issued a statement. They said they are ready and willing to be compassionate. They are offering to look into ways to provide housing for the children while they wait for a court date to determine if they can stay here in the u. S. With more than 50,000 undocumented children crossing the border in the past year, those detention facilities in texas have been overwhelmed. 8 17. Want to check in with sal. Sal, an amazing job finding a new accident in San Francisco on 101. We unfortunately found a new one as we were talking about an accident that was cleared and traffic was recovering and now we have more slow traffic because of a brandnew crash. Southbound 101 at cesar chavez. As i look at the incident details, it doesnt seem as serious as the first one but we have slow traffic on southbound 101 as you leave San Francisco. One of the things that i want to mention about this is that you can use 208 as an alternate route. This is southbound 101. You can see the road sensors. 280 is slow. It will be slow through daly city. Southbound 280 is slow through san bruno. I still think its a better deal than 101. However, if you know some of your side roads to get on 101 after candlestick, it might actually be worth it for you. Lets go to some other things now, the bay bridge has not become heavier on westbound bay bridge. Its still a 20minute delay into San Francisco. Heres steve. Thank you, sal. A very good morning. But they still get a little component of the southeasterly breeze. 74 up in reno under mostly sunny skies. 63 sacramento. They are cooling off in the 80s. That strong delta breeze that ushers in the cooler breeze. We have a fog bank there. Sunny to the south and then a mix of high clouds and low clouds to the north bay. We have breaking news to report. The Reuters News Agency is reporting that a malaysian passenger jet with 295 people on board has crashed in ukraine near the border of russia. Back here at home, a woman who was critically hurt last week in that deadly crash on highway 17 is now suing both the driver and the Truck Company involved. That horrible crash happened one week ago this morning. A lawsuit filed by attorney mark geragos claims immediately after the crash, the truck driver admitted the load he was hauling was too heavy and he was driving too fast. The truck was carrying trailers filled with dirt when it is thought to have suffered a brake failure. It plowed into ten cars killing one man and sending six people to the hospital. The chp is still investigating the exact cause of that crash. It is 8 26. 2 investigates looks into a growing concern within the San Francisco Fire Department. [ sirens ] many firefighters are worried the wait times for ambulances is too long. Help is supposed to arrive within ten minutes when fire crews call for an ambulance. But firefighters tell ktvu news the wait time has become much longer over the past four months. Weve uncovered internal documents that back up those concerns. Fire chief joanne hayeswhite says shes aware of this problem and is taking steps to fix it. Its always been somewhat challenging to get to the ten minutes but weve pretty much been in the percentage basis. Now were seeing excess of 12, 13, 14, 15 minutes. The chief told us the delays were partially due to ambulance design changes and a lengthy purchasing and bidding process. She says 14 new ambulances are expected to hit the streets of San Francisco at the end of this year. 8 27. The philippines still reeling from past natural disasters now trying to recover from this latest killer storm. So far, 38 people have died from a typhoon in the philippines. That storm destroyed about 7,000 homes and damaged 19,000 more. Most schools are closed in the capital city of manila with hundreds of thousands of people without power. The typhoon hit on tuesday. Its now headed towards southwestern china. Parts of the philippines are still struggling to recover from two natural disasters last year. A magnitude 7. 2 earthquake and typhoon hyann. The police and fbi investigation into all of that violence continues this morning. Now, three hostages were taken. One of the hostages was killed. Now her family is demanding answers. I think between both of these crashes it will take a while for 101 to unwind. You might want to think about using 280. Its slow heading out of the peninsula or if you want to get on the freeway on 101 sometime after or near candlestick, maybe you want to go down to brisbane if you are at the south end of the city. That may help you. It will be slow. Lets take a look at the bay bridge toll plaza. Its improved a little bit from the time from the peak of the commute. A 15, 20minute drive across in the city. The eastshore freeway between the carquinez bridge and the macarthur maze, 44 miles an hour and 26 minutes. 680 has cleared out from concord. A little bit of slow traffic from walnut creek to danville. Back to the desk. Back to our continuing coverage of that deadly shootout in stockton yesterday that killed two gunmen and a mother of two. Youve been following this story all morning and you are back now to tell us why the family of the victim, they are not happy with the police. They are not. Many witnesses describe the hail of gunfire heard yesterday afternoon in stockton as being in a war zone. Weve seen all morning long as well the suv thats jufd riddled with bullet holes. Want to take you back out live to stockton. These are live pictures from thornton and stanfield about a block from where the shootout ended. This is where katie utehs has been all morning long. S as you can see, it remains very active. The street remains closed off. One of the key questions investigators will need to figure out in the exchange of gunfire is who fired the fatal shot that killed the mother of two. Here is a mugshot of the lone surviving suspect. Hes identified as 19yearold jaime ramos. The other suspects killed in the gun battle have yet to be identified but police say they are documented gang members from stockton. This all happened yesterday afternoon shortly after two. Three men entered the bank of the west in north stockton. When police arrived, they saw the gunmen taking three hostages. Two employees, the third the mother of two later identified as misty holtsingh. All of them left in an singh owned by one of the employees. The chase began, went on for about 45 minutes up to lodi and back to stockton. It ended in gunfire not far from the bank. Two of the suspects were two of the victims, rather, were thrown out of the suv or thrown out while misty holtsingh was inside. It was mistys daughter who told her dad through Text Messages what was going on. Family members are upset, including mistys brotherin law. Thats my sisterinlaw. My family. These guys are lucky i dont get ahold of them. You dont why would you do Something Like this. We spoke with the cousin of the victim who said hes angry with police because they didnt use spike strips. He said misty would be alive if they acted earlier. This is the Facebook Page of misty. Several people have left comments giving comdole lengths condolences to the family. Misty leaves behind a husband, his name is paul, as well pass two kids. The police will use most of the day to continue their investigation. Still plenty of unanswered questions. As for the two other hostages in the suv, they are expected to be okay. Police say the bank robbers were well armed and ready to kill. Coming up innate meants, well in eight minutes well tell you what the police said about the weapons the gunmen had. Gilroy police say a young man suffered serious injuries when the illegal fireworks he was holding exploded in his hand. It happened last night on carmel street. Investigators say the 24year old victim suffered a severe injury to his hand and several burns to his face. He was flown to the hospital and is expected to survive. 8 36. The Contra Costa County Fire Department investigating four suspicious fires at a vacant middle school in richmond. The small fires damaged and old classroom and Main Assembly area at Adams Middle School tuesday night. Now, investigators think they were all intentionally set. The School Buildings are mostly boarded up. The School District shut down Adams Middle School five years ago because of budget cuts that prevented earthquake safety upgrades. Well, were hearing more this morning from the tsa about a bizarre incident at sfo. A man was arrested. He was pretending to be a security screener and giving a woman a patdown. Alex savidge is live at the airport now with that reaction from the tsa and also alex from some passengers. Good morning. Reporter dave, good morning to you. The tsa wont offer any details about this investigation. But you can imagine the agency right now is working hard to figure out how this happened. A passenger is accused of fooling other passengers into thinking that he was a Real Security screener. The man was apparently drunk at the time. This all happened this week on tuesday here at the International Terminal at sfo. According to a Law Enforcement source, the man who was arrested for this crime is 53 yearold eric slighton. Investigators say he managed to pass himself off as the security screener directing a woman into a private security woman where he apparently gave the woman a patdown. According to one published report, slighton dressed the part. He was wearing khaki pants, a blue polo shirt and had on blue rubber gloves. Investigators say the man tried to do the same thing with a second passenger, another woman, but thats when a Real Security officer caught on and then notified Airport Police. Slighttop was then slighton was then taken into custody. The victims are believed to be foreign travelers. Some believe there may have been a language barrier at play here. Passengers we talked with say this arrest is really hard to believe. Slightly disconcerting. The fact that all of the steps we have to take. I think its another measure that te find. I mean, it took so men events to do what we have to do in order to have security. I think this is one more way they found a loophole. Reporter police were unable to talk with the two women involved in this case because after this all happened, they boarded their flights and left the airport. And because investigators havent been able to track down the victims yet, for the time being, slightton is only facing charges of drunk in public and for taking part in what police term a suspicious occur aps. Reporter well, as you mentioned, the challenge for Police Investigators today is going to be determining who fired the fatal shots that killed not only the hostage but also the suspects. So many shots were fired between both the robbers and the police, that that suv behind mean is just ruddled with bullets. I want to show you some video we obtained of that scene yesterday. As Stockton Police pull three handgun and an Assault Rifle from an suv stolen by bank robbers its apparent the men had no plans of surrendering. They are trying to kill our Police Officers because 14 patrol cars being riddled with bullets shows a definite attempt to kill the Police Officers. Reporter police say the surviving robber is 19yearold jaime ramos. The others, 30 and 27 years old from stockton and documented gang members. The chase from stockton to lodi and back to stockton ended with the death of a hostage. Misty holtsingh, a mother of two who wanted to take out money from the bank of the west branch on thornton yesterday. She was an innocent bystander. She left her kid in the car. She goes inside. Whatever happened, happened. Her daughter has to text her husband saying they took mom. Reporter the robbers tied up a Security Guard, took holt singh and two other women in a matter of minutes, then sped away in a Bank Employees suv. Within a couple of blocks, the suspects shot one of the fee my hostages, a Bank Employee and either threw her from the vehicle or she jumped. Reporter another hostage jumped or fell from the suv. She was grazed by a bullet and expected to survive. In the end, one hostage and one robber dead in the suv. The other robber died at the hospital and the third in police custody. As investigators work to process the crime scene packed with bullets, holtsinghs family wonders if anything could have been done differently to stop the speeding vehicle. If they would have laid down the tracks and end it, i wouldnt have a dead cousin. For the spike strips, the officer has to go out in the street and deploy those. When these officers are faced with the situation, they are actively and constantly being fired upon by an Assault Rifle, thats not an option. Reporter the bank is about a mile and a half from our location. Investigators say that they finished processing that scene last night. They plan to be here at thornton road going through the suv. Throughout the day, the road will remain blocked off at least until this afternoon. Stockton police have been rather forthcoming with information releasing details as they get it. You are looking at video here. This is being broadcast on sky news in europe. This is amateur video reportedly showing the plane crash in ukraine near the russian border. Reportedly, the plane was flying from amsterdam to kuala lumpur. Malaysian airlines did confirm they lost contact with the plane plane. And they said the plane was flying at 33,000 feet when it was hit by a missile fired from a buck launcher. A similar launcher was seen bip association the journalists in was seen by associated journalists in eastern ukraine. And we have reports that they were blamed for firing down a jet last night. Theres been a lot of activity and some hard feelings between ukraine and russia recently. These reports have just been coming in in the last hour. Again, you are looking at some amateur video of what appears to be smoke from this plane crash, 280 passengers. 15 crew members on that plane. It was flight mh17. It disappeared from radar according to Malaysia Airlines and it was just a few months ago that a Malaysia Airlines disappeared and has still never been found. And theres still absolutely no real solid evidence as to exactly what happened to it. A very disturbing situation. We are atrying to ver were trying to verify all of the information coming in. The airline confirms it has lost contact with that boeing 777. That is something that rarely happens in flights over land. In fact im not aware of it happening to this day, in a flight over land, that an airline loses contact with one of its vessels. 295 people on board. Indications are it was some kind of a hostile act that brought this plane down. We do not know precisely what happened but were certainly staying on top of it. We have our people at the pentagon.
