The tropical clouds continue to stream off the sierra going east to west. The low clouds are definitely picking up in intensity. For some it will be cooler. It looks like one more day of high humidity. The lows are just really warm because of all of the cloud cover and some amazing cloud formations later in the day. Especially in the afternoon, you get the buildup. The clouds are inching northward. I think tomorrow they will be out of the bay area. But today they are here. , along with the low clouds. Mid60s on the temperatures. Peninsula, los altos hills, 63. Belmont, 62. La honda 60. The Higher Elevations have cooled down. Theres more of a westerly breeze. Its strong out to the delta. Gusts to 25 to 30 for some. A cloudy, mostly cloudy morning. We say fod. I think there will be more sun this afternoon. But the humidity will be with us one more day. Drizzle, light showers and a south wind on the coast could mean mild conditions. Peninsula also on the bay but inland temperatures are coming down. More 80s. Heres sal . We have a big traffic problem on 880. We had a hitandrun accident involving a big rig. We had a crash in the backup. So its really become a terrible commute on 80 between hercules all the way down into richmond and if you drive this commute, up need to give yourself extra time. It is 40 minutes at least which normally takes less than half of that time to drive the commute. Its getting a little better. At one point it was almost 50 points. You need to give yourself extra time in the commute. At the bay bridge toll plaza, we do have a backup. Its a little better than it was. This is because people have been stuck on the eastshore freeway and they havent been able to get through. No major problems as you drive from San Francisco to oakland. We did have an earlier crash on fremont and that crash has been cleared. This is a look at northbound 280 in san jose. Traffic here is looking good as you drive. But its getting busier on 280, 101 and 85. As you get in the valley, drive times are going up. Back to the desk. Thank you, sal. New this morning, an Early Morning fire at the chevron refinery in richmond is now under control. The crews are still monitoring the situation. Ktvus alex savidge is there and just talked to the fire chief about what led up to the fire. Reporter good morning to you. He tells me the fire chief does, that this was not a large fire. It was not putting off a significant amount of smoke. Thats why there was a warning issued for People Living nearby. It was a dangerous situation. It was a leak in a fuel line that prompted this Early Morning fire here at the refinery in richmond. Crews from the Richmond Fire Department and the chevron Fire Department were called out after 2 00 this morning for the fire on the Northwest Side of the facility. It was a small processing line about three quarters of an inch that was leaking heavy oil according to the fire chief and that oil somehow ignited. It took firefighters about an hour to control these flames. The goods news in the end, no one was hurt here at the facility. Chevron put out a statement early this morning that said it notified Contra Costa Health services but smoke from the fire did not pose a threat to people in the surrounding area. The chief talked with me by phone a short time ago about why there was no Community Alert issued. Fortunately, there wasnt really impact. The fire was of such a small magnitude, there was no smoke coming off the plant, no product coming off the plant. Everything was contained within the area where it occurred. Reporter after knocking down this earlymorning fire, crews shut off that processing line that had been leaking and the line that triggered the fire. They remained out here for several more hours to monitor the situation. But we did see some of those richmond fire engines leaving the refinery. So presumably the situation is well in hand here this morning. Chevron said its now investigating the cause of this leak and fire here at the refinery. People who live near the refinery have been on edge since this fire back in august 2012 that sent 15,000 people to the hospital seeking medical treatment for breathing problems. The refinery was partially shut down for several months. Investigators determined a leak in a corroded oil pipe started that fire two years ago. 7 06. Richmond city Council Voted ahead to move ahead with a controversial plan to eliminate disruptive behavior at City Council Meetings. You are out of order. You are out of order. She said were in a recess. Now, this is just one of several outbursts last night. Richmond City Council Meetings have become increasingly out of control. Recently, some members of the public made racist and antigay comments directed at the vice mayor. It was she, beckles, who authored the new proposal directing the City Attorney to look into ways of restricting offensive speech at City Council Meetings. Its to direct our staff to look into our Legal Options for dealing with multiple disruptions of our meetings. We have a constitutional right even though its wrong they shouldnt do that. You cant take the First Amendment away from people. In the end, most of the City Council Approved that proposal. City staff is expected totra up a proposal to draw up a proposal outlining ways the city council can try to bring more order to the meetings. Coming up at 7 45, why one Richmond City councilmember says the way the council is operating right now is the worst hes seen in his 19 years on the council. Oakland city officials considering joining a special Radio Emergency Network already being used by cities and Police Departments and the around the east bay. For years police have complained their radios often fail. It even happened during a visit by president obama two years ago. Both the police and the Firefighters Union support switching over to a Regional Radio system made up of more than 40 Government Departments in Alameda County. It is 7 07. Oakland police are clearing up an inaccuracy involving their investigation into mayor jean quans recent car crash. This video was shot seconds before the mayors suv collided with another car last month. Last friday, a Statement Issued by the city claimed Police Investigators found neither driver was using a cell phone at the time of the crash. Now police say that investigation was actually inconclusive and they cannot determine if either driver was using a cell phone. Police also say they have not been able to determine which vehicle caused the crash but that one of them did run a red light. Theres new information about a body found at the scene of a fire just outside vacaville. Crews found the partially bushed body seven days ago as they put out the fire and later determined it was a homicide. Investigators now say they need help identifying the victim. The Solano CountySheriffs Department released this photo of a tattoo on the mans back. It shows a dog smoking. Anyone who recognizes this tattoo is asked to call Solano County. 7 08. A family on the peninsula mourning after a 9yearold girl drowned in the menlo park swimming pool. Christien kafton is in menlo park right now. Police are trying to determine exactly what happened. Good morning. Reporter good morning. Its a tragic situation. Everyone weve talked to this morning has just obviously their heart goes out to the family. We just talked with a gentleman who said he uses that pool every morning and he sees kids there all of the time. Menlo police were called out because there was a 9yearold girl not breathing, unconscious and unresponsive. This is one of the two pooles. Weve learned pools. Weve learned that the incident happened at another pool inside the sharon green apartments. Now, at that pool inside the apartment complex, we found a childs shoes, a towel, and a soft drink. Now, we just spoke with the mother of an 11yearold girl who said it was her daughter who saw that 9yearold girl at the bottom of the pool. That 11yearold girl called 911 and alerted adults in the area. Were hearing the 9yearold girls mother was at the pool at the time and one of the leasing agents jumped into the pool fully clothed trying to save the 9yearold girl. Officers say when emergency crews arrived, they immediately began cpr trying to revive the girl and rushed her to the hospital where crews continued their life safing efforts. The girl was pronounced dead. This appears to be an accidental drowning but the investigation still underway. We can also tell you that both pools are locked and there are signs posted that say children under the age of 14 need adult supervision when using the pools. The pools also have signs posted that say there are no lifeguards on duty and they have detailed instructions for cpr in the case of an emergency. Now, so far police are not releasing the girls name while they notify family members of the tragedy. We have a call out to Menlo Park Police. Were waiting to see if theres any new details. It happened monday afternoon near eddy streets. Surveillance camera moments before the robbery shows the woman inside a nearby store. The stores owner says the woman didnt have enough money to buy beer but she kept watching three little girls who went up to the counter to sell their candy. Investigators say the woman waited until one of the girls was by herself to go up to the child and ask her for change so she could catch a bus. Grabbed the childs arm, twisting it until she let go of the money and took the bag and fled on the muni 24 line. Police say the 8yearold girl was not seriously hurt. Transit officials are working with the police to see if bus Surveillance Video will contain clues that will lead to the woman. A suspected highpriced call girls heads back to court in santa cruz. What will happen for the woman accused of killing a google executive aboard his luxury yacht. And the immigration debate heating up on capitol hill. The tropical clouds, one more day. Well show a cooler extended outlook. 7 15. Happening now a group of protesters trying to block the eviction of the San Francisco community recycler center. You are looking at pictures from near the Safeway Store on market street. The protests started about about an hour ago according to a court order about noise and traffic. The recycling center was supposed to shut down and leave safeway by june 30th. So far, its refused to do so. Protesters say its a story of rich verses poor. These sorts of evictions and decisions being made based on hate, it wont fly. People will stand up against it. The protesters say the citys Homeless Community relies on the Services Provided by the recycling center. Since the center is not obeying the court order to shut down, its now up to the Sheriffs Department to enforce the eviction. This morning, republicans in congress are working on a solution to the Immigration Crisis at the border. Many in the gop want to change a 2008 law that gives extra protections to Central American children. Kyla campbell is live in our washington, d. C. Bureau to explain what else republicans are calling for and what the senate is doing now. Kyla . A Firefighting Team from san quentin prison are being praised for their response for an oil tanker that flipped over right in front of the prison. The prison Fire Department jumped into action on monday when 4,000 gallons of gas poured out of that ruptured tank on the big rig. Gasoline, three inches deep was flowing towards the prison employee housing complex and the San Francisco bay. The Firefighting Team quickly dumped dirt blocking the gas. San rafaels fire chief describes a response of the prison firefighters as perfect. 7 18. Less than perfect, i think, some of the commute. Lets check in with sal right now. How are things looking in richmond . Slow, tori and dave, as weve been following this crash since it happened last hour. West 80 is very slow. There was an earlier hitand run accident that was cleared from the road but the damage is done as you drive, lets say, from hercules down to richmond. In fact, the entire trip down from the carquinez bridge to the macarthur maze is taking about 40 minutes. You know thats about double the normal time it takes you to get that distance. When you get to the bay bridge toll plaza, metering lights were on slow but now things have cleared out for the simple reason that people are stuck up the stream, if you will, on the eastshore freeway. You could take advantage of this if you are driving into San Francisco, especially if you are not driving on 800 on the east on 80, on the eastshore freeway. The eastbound bridge looks okay. Southbound 680 concord to walnut creek, you will see some slow traffic and highway 4 is just moderate. Highway 580, pretty much from 205 all the way to dublin is below the speed limit. Most of that is stop and go. Lets go to steve. All right, sal. A lot of cloud cover over us. Low clouds, high clouds. 7 00 a. M. , humidity i was just looking at the observations here, 80 , 90 , its 99 in San Francisco. Hayward, 100 . Temperatures, 62. Dew point, 62. That means the rh is 100 . If you thought its muggy and humid, it is. Now the westerly breeze and fog will cool things down. The Higher Elevations are coming down. These tropical clouds continue to just spin right off the sierra and go right over us. East to west at the higher vale tions, west to east with the low clouds at the lower elevations. One more day for most. There are a few areas that are getting more of a westerly breeze and fog is starting to cool down. The Higher Elevations have gone from the 80s on monday to the 50s and 60s. Thats a sign of things to come. We have to lose the higher clouds. That wont be today. 60s on the the temperatures for almost everybody. Its actually 59 San Francisco. The biggest traffic story of the morning has been the eastshore freeway and how slow it is because of earlier issues that have been cleared up. But 80 westbound is very slow. Well start with the toll plaza because some of the slowdowns on 80 westbound up the road have made the toll plaza slightly better. This is about a 15, 20minute drive into San Francisco. Now, then, on the east shore from hercules to richmond, its pretty slow. The drive between the carquinez bridge and the macarthur maze is at 42 minutes. Its more even now. The slow traffic is almost throughout the entire stretch but thats much higher than it normally is. Normally, we have a 20, maybe 25minute delay. I. Now its 42 minutes. Its slow traffic. I want to mention that 280 in san jose is slow all the way up into the valley. So is 101 and 85. We havent had any major crashes there. We have had a lot of slow traffic. On the sunol grade getting into the south bay, its also slow because of earlier issues. Back to the desk. Happening today, in less than an hour from right now, a woman who reportedly stepped several times over a man who was dying from a Drug Overdose is due in a court. Brian flores is in the newsroom to tell us what is next in this case involving the death of a google executive. About 45 minutes from now, 26yearold Alix Tichleman will be in a santa cruz courtroom. It is a continuation on an arraignment hearing from last week. Shes expected to enter a plea on several drug, manslaughter and prostitution charges. Want to go to live pictures again. This is outside the courthouse in santa cruz where, again, Alix Tichleman, is expected to be arraigned. Tichleman, a resident of folsom is being held on more than a Million Dollars bail. Now, tichleman is expected in the death of 51yearold forest hayes as the two were aboard his last last november. Prosecutors say she injected the married father of five with heroin and left him to die on his yacht. Investigators say there is Surveillance Video of tichleman, allegedly stepping over hayess body several times, finishing a glass of wine, closing the binds and gathering her belongings before she left. His body was discovered by the captain the next day. Authorities in milton, georgia have reopened a case where tichlemans apparent boyfriend also died from a heroin overdose in september of last year. Originally prosecutors there didnt charge her, saying this was an accidental overdose but they are now reevaluating evidence. Here is a 911 call in this case from tichleman. Why do you think its an overdose. Theres nothing else it could be. Accidental or intentional . I think definitely accidental. Now, tichleman, who admitted to being a highprized call girl, was arrested in a prostitution sting on july 4th. We have a live crew there. Well keep you updated. In the newsroom, brian flores, ktvu channel 2 news. A man recovering from life threatening injuries after being attacked on a walking trail in san jose. This happened early monday morning along Guadalupe River walk trail near almaden boulevard. Security officers from a nearby business were the first to respond to the injured man found on the trail with several deep cuts. The investigation continues. San Francisco Police trying to find the man responsible for attacking a woman in her 80s during a homeinvasion robbery. This happened saturday afternoon about 1 45 at a home on jackson street near kerney street. Police say the suspect threw the woman to the ground and then covered her mouth as he went through her belongings. They say he stole cash and then ran away. The woman suffered a bone fracture and minor scrapes and bruises. 7 36. Mountain view police are looking for a man accused of sexually assaulting a 20year old woman. It happened on sunday night just before 11 00 near pioneer park on church street. Police say the woman was walking home when the man grabbed her from behind and groped her. They say after a brief struggle, the man ran off near the park. Anyone who may have witnessed the incident is asked to call the Mountain View police department. Interpretation of cell phone video could be key in the case against two men accused of knocking a woman unconscious outside at t park last thursday. Francisco lopez and Anthony Rucker pled not guilty to assault and battery charges. The judge would not allow their faces to be shown. Investigators say the fight began when someone thought ruckerss daughter was videotaping one of them vomiting on the sidewalk. Defense attorneys say ruckers was rushed by a group of people and defending himself and his daughter when he threw a punch. I think when all is said and done. It will not look nearly as serious. Any time you have video, it helps the prosecution in the case. It really shows every single thing that occurred and it really helping in presenting the case to a judge and a jury. Prosecutors say bows suspects are on probation. Oakland City Council Due to vote today on a coliseum lease extension for the oakland as. The tenyear deal has to be approved by both the is council and the Alameda County board of supervisors. Last week, the city council was against the extension. Alameda county supervisors they are set to vote in two weeks. Well, if you are caught wasting water during this drought, you may soon get a big fine. This after the waterboard made the unprecedented decision to approve new water restrictions. The board made the move after determining that voluntary conservation measures have not worked. A study shows that water use has gone up 1 over the past three years. While the bay area and sacramento are using less water, parts of Southern California and the mono lake area have been using more. The community is on the verge of running out of water. There are folks getting water trucks delivered to them through the office of emergency services. The restrictions start on august 1st. Now, people face fines up to 500 a day for a variety of things, including watering your lawn to the point of creating runoffs, washing a car without a shutoff valve and using drinkable water to hose off Hard Services like a sidewalk or a driveway. Local Law Enforcement and water agencies, they will be in charge of enforcing these new rules. Violaters will probably get a warning first before the fines kick in. A Study Released by uc davis suggests the drought has already cost california 2. 2 billion. Researchers say 430,000 acres of crops were not planted this year because of the water shortage. San francisco plans to fight a lawsuit challenging a voter approved initiative regulating waterfront development. The state Lands Commission is suing to overturn proposition b, which was passed last november. It requires voter approval to increase height limits on waterfront projects. A bay area woman who almost lost her life four months ago at Alum Rock Park in san jose, well, she met her rescuers for the first time. Thank you. On march 18th, the woman fell 60 feet off eagle rock. The rescuers rappelled down a cliff and then they took her by helicopter to safety. She was unconscious the entire time. Newschopper2 got these photos of that daring air and ground operation. For her to be out here, we got a chance to see her stand up and smile and talk to her and shes in great spirits and we, you know, just thankful that shes alive and shes doing well. What a great story. San joses urban searchand rescue team, the chp, and also the employees from the san jose Parks Department, they were all honored for their efforts at that reunion yesterday. 7 42. Its important that we take care of business in the city council and individuals who do this every time simply for the sake of disruption, there has to be consequences. Now, the Richmond Police department called in extra officers for the meeting last night. The Council Voted to curb comments and outbursts. City staff will draft a proposal and bring it back to the council outlining ways that the council is try to bring order to its meetings. Dave . Thank you. Happening now Congress Taking a close look at how dangerous bacteria is handled at federal laboratories and the possibility of a cover up. At this point, the head of the mta says both sides remain far apart and the union is unwilling to negotiate. The possible strike could take place in six days. Theres growing controversy over new york mayors decision to go on a tenday vacation to italy despite the strike. The last time this happened they went on strike in 1994. Its one of these things where its unexpected. Southbound 880, we have a live picture of the traffic heading down to the airport exit at hegenberger, there was a motorcycle crash in the left lane. It briefly blocked the left lane of northbound traffic as well. But the problem is southbound as you leave downtown oakland. Its going to be slow all the way almost all the way, not quite but at least from 23rd heading down to hegenberger as they clear this crash and the traffic is also slow northbound because of rubberneckers coming from san leandro. This accident is just outside of our camera view. If the camera was a little bit farther south we could see it. But you can see the slow traffic. Lets go to the bay bridge toll plaza, thats improved quite a bit. I think this morning its improved because the eastshore freeway is so slow, its been our biggest traffic store from hercules to richmond. Its slow. We can look at it with our maps. You can see traffic between hercules and richmond is slow and then the drive time between the carquinez bridge and the macarthur maze is 40 minutes. Average speed 28 miles an hour. You think about all of the things that are going on, typhoon hit the philippines, recurving towards china, toe ren sham rain in the northeast and the deep south. There is a lot going on for july including us. We have a lot of these high clouds streaming off the sierra nevada. That throws in a lot of humidity into the mix. The document and low clouds, a westerly breeze. For some its cooler. For others there will be one more day where its very high humidity. These lows never got cooler than this. A couple of locations, san jose, already 66 to 68 degrees. Thats 59 in the city. 59 half moon bay. They have a south breeze for some. Sfo, 64. Redwood city, 65. Thats mild and even 64 novato and napa. Almost 70 in brentwood. 60s for pittsburg. Walnut creek is in there. Also san ramon, orinda and la fayette. This is way above average for this time of year. 24 out of the west gusting to 30 at travis. I mean, thats a riproaring delta breeze. Westerly gusting to 23. South wind at santa rosa. Northerly in nevada. West at oakland. Even out to livermore, they have a westerly breeze. The cooler weather is on the way. But the tropical clouds have to move north. Unbelievable rain inundating parts of florida and the gulf coast. To the carolinas up to the northeast. Good friend of mine text me you just cant move. Thats finally pushing off to the northeast. Its the cool air. This is actually kind of a little brother of the polar vortex. Record lows are expected in the gulf coast tomorrow morning all the way down to pensacola, florida. Tech Company Shuttle buses in San Francisco will may more than three times what was originally thought they would be charged to use muni bus stops. The Pilot Program of having private buses use public bus stops starting august 1st. Muni approved a 1. 2 billion contract for 260 new light rail cars. The German Company seamens will build them. I mean even by the coast theres mild conditions. Angwin was 85. Today they are 59. Thats an incredible drop on the temperatures. The Higher Elevations. Yet, some areas are in the 60s. The key, though, is the breeze. Out of the west at fairfield. Eventually that will win out as soon as we get rid of the higher clouds. They are here today. Fog, higher clouds. It will be cooler for some. Breezy to windy. 80s to the intear tear yore. 70s and 60s close to the coast and bay. Heres sal. We have slow traffic still all over the place. We want to start off with the eastshore freeway on 80 westbound. You can see its slow from the carquinez bridge to the macarthur maze. Staying steady at about 38 miles an hour im sorry, 38 minutes about 30 miles an hour. Usually the delay here is about 20 minutes or so. Its almost double. This is because of earlier issues. When you get to the bay bridge toll plaza, it has lightened up considerably. This is about a tenminute drive across the bridge into San Francisco with no major delays. Another one of the major commutes has been 580. We had a couple of earlier crashes. I want to show you this on the maps. 580 in livermore has been slow. 680 heading south out of the pleasanton area is also very slow. 880 southbound and i want to bring it back up here. I want to drag the map to 880 southbound. There was a crash at hegenberger. Still clearing it. Although the accident has been moved to the shoulder and traffic is improving. 8 02 back to the desk. Thank you, sal. An earlymorning fire happened at the chevron refinery in richmond. Its now under control. Were now learning more about what caused that fire. And alex savidge tells us it was a big response from firefighters. Good morning, alex. Reporter dave, good morning to you. This may not have been a large fire but certainly it was a potentially dangerous situation. I just got off the phone a few minutes ago with richmonds fire chief. He tells me that the last crews just left the chevron refinery. Theyve been here for several hours keeping an eye on the situation. It was a ruptured fuel line that caught fire here early this morning and while there wasnt a whole lot of smoke being put off, that was part of the reason why there was no Community Warning for People Living nearby. Crews were called in from the Richmond Fire Department and chevron firefighters came in. They were called in after 2 00 for this fire on the Northwest Side of the refinery. Chevron said it was burning in a nonoperational area of the facility where Maintenance Work was going on. Now, richmonds fire chief said it was a threequarterinch processing line that was leaking oil and that oil ignited. Chevron Officials Say this was not a pipe leaking. There is a bit of conflicting information. It took firefighters about an hour to control the flames. No one was hurt out here. Richmonds fire chief talked with me by phone about the concerns crews had. Were talking about a very small processing line. But it was under quite a bit of pressure. So the concern was to get the fire knocked down and the secondary concern was to get the processing line shut down. Reporter that processing line was shut down according to firefighters and then crews stayed out here for a while longer just to monitor the situation but all of the firefighters have now left the refinery according to the chief. Chevron said in a statement this morning, it notified Contra Costa Health services about the fire. But the fire and the smoke didnt pose a threat to people in the surrounding areas. There was no need to order anyone to stay indoors this morning. Chevron says its now working on figuring out exactly what caused this earlymorning leak and fire. Were live in richmond, alex savidge, ktvu channel 2 news. All right. Well, people who live near the refinery. Theyve been on edge since this fire back in august of 2012. It sent 15,000 people to the hospital seeking medical treatment for breathing problems. The refinery was partially shut down for several months after. This. A leak in a pipe started that fire two years ago. Police are looking for heartless thieves in fremont. Someone stole 100,000 worth of computers. Investigators believe another valuable belonging may have been stolen, the company cat named tasha. The cat has been missing since the burglary. If you have information about the cat or the computer theft, call police. Oakland city officials are considering joining a radio Network Already being used by cities and Police Departments throughout the east bay. For years, Oakland Police have complained that the radios often fail. It even happened during a visit by president obama two years ago. Both the police and Firefighters Union support switching over to the Regional Radio system which consists of more than 40 Government Departments in Alameda County. 8 06. Oakland police are clearing up an in accuracy involve an inaccuracy involving mayor jean quans car crash. Last friday, a Statement Issued by the city claim Police Investigators found neither driver was using a cell phone at the time of the crash. Well, now that police say that investigation was inconclusive and they cant determine if either driver was using a cell phone. Police also say they havent been able to determine which vehicle caused the crash but that one of them did run a red light. Theres new information about a body found at the scene of a fire just outside of vacaville. Crews found a partially burned mans body seven days ago as they were putting out a fire and later determined it was a homicide. Investigators now say they need help identifying that man. The Solano CountySheriffs Department released this photo of a tattoo on the mans back. It shows a dog smoking. If you recognize that tattoo, get in contact with Solano County sheriffs. Weve been reporting on the drowning of a 9yearold girl in menlo park. Christien kafton just talked to one of the neighbors about the attempts to save the girl. What have you learned . Reporter its just a heartbreaking story. I spoke with the 11yearold girl who witnessed this whole thing and she was the one who called 911. She saw one of the leasing agents go in the water after this 9yearold girl seriously upset this morning and obviously a heartbreaking moment for everybody here. Were actually here by one of the two pools at this apartment complex. This is one of the pools. Theres another pool thats further inside the apartment and that is where this incident happened inside the sharon green apartments. At that pool, we found a childs shoes, a towel, and a soft drink. And again, we spoke with the mother of that 11yearold girl who tells me it was her daughter who saw the girl at the bottom of the pool, saw the mother at the pool side frantic and the 11yearold called 911 and alerted adults and authorities. Police tell me that the 9year old girls mother and a friend were at the pool but were not right next to the girl when the 9yearold went. The water reaching for a ball. Weve learned that one of the leasing agents from the Apartment Office jumped into that pool fully clothed, trying to rescue that 9yearold girl. Officers say when emergency crews arrived on scene, they immediately began cpr trying to revive that 9yearold and rushed her to Stanford Medical Center where crews continued their life saving efforts but ultimately those efforts failed and the girl was pronounced dead. Neighbors say they are in shock and say the pool is very popular with kids. Theres kids and parents watching them most of the time or au pairs. Theres people there watching them. I dont know what happened last night. Investigators say this appears to be an accidental drowning but the investigation is still underway. We can tell you that both pools at this complex are locked and there are signs posted that say children under the able of 14 need a age of 14 need adult supervision. The signs say theres no lifeguard on duty and detail instructions for cpr in the case of an emergency. The 11yearold girl said one day earlier she noticed the cpr signs and said she hoped nobody would ever have to use those signs. Unfortunately, thats not the case and they did try to use cpr to rescue the 9yearold girl. So far, police not releasing the name of the girl, saying they are still notifying her family. San Francisco Police are still searching for a woman who robbed an 8yearold girl as the child sold candy for a school fundraiser. It happened monday afternoon near eddie street. Surveillance footage shows the woman inside a nearby store. The stores owner says the woman did not have enough money to buy a beer. She was watching three little girls who went up to the counter to sell their candy. Investigators say the woman waited until one of the girls was by herself to go up to the child and ask for her change so the woman could catch a bus. Grabbed the childs arm twisting it until she left go of the bag of money and took the bag of money and fled on the muni 24 line. Police say the 8yearold girl was not seriously hurt. Transit officials are working with police to see if bus Surveillance Video will contain clues leading to the woman. The Oakland Unified School district plans to buy Identity Theft protection for all of its employees. Five School Employees claim their identities or finance am accounts have been hacked. The files that remain there are expected to be moved by friday. The School District says no student records were compromised. The preliminary cost for this protection about soo,000 for two 150,000 for two years of coverage. A very important hearing scheduled for this morning affecting the future of the city college of San Francisco. Accrediting commission for community and junior colleges they want a judge to throw out the lawsuit filed by the city of San Francisco to keep the school from closing. San francisco supervisor david campos is calling on city leaders to help the thousands of undocumented children from Central America coming into the u. S. He joined immigration advocates on the steps of city hall and introduced a resolution asking the city for financial help for the children. He says they qualify for aid under the citys sanctuary city policy. 8 17. A wellknown immigration activist and journalist detained by u. S. Border agents in texas has now been released. He traveled to texas to join a vigil for the thousands of undocumented children flooding across the mexican border. He was detained at an immigration checkpoint at an airport. Hes from the philippines, has lived and worked in the u. S. Illegally for more than 20 years, including working as a june illist for the journalist for the chronicle. Hes been ordered to go before an immigration judge at a later date. After he was released he says in the New York Times article, he said im released because im a low priority and not considered a threat. According to a court order stemming from complaints by neighbors about noise and traffic, the recycling center was supposed to close and leave safeway by june 30th. So far, its refused to do it. Good morning. 26yearold Alix Tichleman was just in a santa cruz courtroom for a continuation on an arraignment hearing from last week. Want to go to some live pictures from outside of the courthouse where tichleman just pleaded not guilty as expected to manslaughter, possession of heroin and prostitution charges. We also understand this morning that a judge has just denied a request to reduce her bail, meaning it will remain at 1. 5 million. Now, tichleman is suspected in the death of 51yearold forest hayes as the two were aboard his yacht last november. Prosecutors say she injected the man with heroin and left him to die on his yacht. Investigators say theres surveillance camera of her stepping over his body several times, finishing a glass of wine, closing the blinds and gathering her belongings before she left. His body was discovered by the captain the next day. Authorities in milton, georgia have reopened a case where a nightclub owner, her former boyfriend, died of a heroin overdose. She was not charged originally saying it was an accidental overdose. But they are reevaluating. Heres tichleman making that 911 call. Why do you think its an overdose . Because theres nothing else it could be. Accidental or intentional . I think definitely accidental. Now, tichleman who admitted to being a highpriced call girl and had several Silicon Valley clients was arrested earlier in a prostitution sting on july 4th. Mountain view police sill searching for a man sexually assaulting a 20yearold woman over the weekend. It happened sunday night before 11 00 near pioneer park on church street. Police say the woman was walking home when the man grabbed her from behind and groped her. After a brief struggle, the man ran away through the park. The mountain strew police say if you saw anything, please come forward. Oaklands city council is scheduled to vote today on a coliseum lease extense for the oakland as. The tenyear deem must be approved by the citi council and the board of supervisors. Last week, most of Oakland City Council was against the extension. Alameda county supervisors are set to vote on the issue in two weeks. Anyone caught wasting water could soon get fined. Lets bring you up to date on some of the top stories 20 minutes ago, the woman facing charges for the Drug Overdose death of a google executive in santa cruz appeared in court and she pled not guilty to all charges. The court denied bail for 26 yearold Alix Tichleman, a former highpriced call girl. Shes accused of injecting google executive forest hayes with a lethal dose of heroin and then leaving him to die. Weve learned more about the drowning of a 29yearold girl at a menlo park apartment complex swimming pool. A young neighbor tells us she saw the victim and was the first person to call 911. Were told the victims mother was poolside but was not right next to her when the girl went into the water to retrieve a ball. And early this morning, firefighters rushed to a fire at the chevron refinery in richmond. This happened about 2 00 a. M. They had it under control about an hour later. Ktvus alex savidge has been out there all day, youve been talking with richmonds fire chief about the big response for the firefighters. Good morning, alex. Reporter good morning to you. Richmond firefighters left the refinery a short time ago, more than six hours after this fire first started. They had been out here, crews had all morning long, monitoring this situation. This was not a large fire by any stretch. But, of course, firefighters werent taking any chances because this was a ruptured fuel line that caught fire early this morning. Now, there wasnt a whole lot of smoke being put off by the fire and thats the reason there was no coliving nearby. Crews from the Richmond Fire Department and chevron firefighters were called out after 2 00 this morning for the fire on the Northwest Side of the refinery. Chevron said this morning in a statement the fire was burning in a nonoperational area of the facility where there was Maintenance Work going on. Richmonds fire chief told me this was a threequarter inch processing lining leaking heavy line leaking heavy oil. Although chevron Officials Say it wasnt a pipe leaking. So theres conflicting information. It took firefighters about an hour to control the names. There was no one hurt out here. Chevron said in the statement that it notified Contra Costa Health services but this fire didnt pose a threat to people in the surrounding area. And richmonds fire chief talked to me by phone about why there was no order for people to stay indoors. There wasnt really any impact. The fire was of such a small magnitude. There was no smoke coming off the plant, basically, no product coming off the plant. Everything was contained within the area where it occurred. Reporter after firefighters knocked the flames down this morning, they shut down that processing line that was that was the cause of this mornings leak and then crews stayed out here on the scene to monitor the situation for several more hours. But again, richmond firefighters have just left the refinery a short time ago. Chevron says its launching an investigation into this mornings fire to figure out what caused that leak and the subsequent fire. Live this morning in richmond, alex savidge, ktvu channel 2 news. All right. People who live near the refinery, theyve been nervous since this fire back in august of 2012. It sent 15,000 people to the hospital seeking medical treatment for breathing problems. After that fire, the refinery was partially shut down for several months. Investigators determined that a leak in a corroded oil pipe caused the fire two years ago. 8 49. Where to draw the line. The San Francisco board of supervisors is poised to put pressure on the federal government to end a decades old ban on gay and bisexual men donating blood.
