Other areas will come down a little bit. 52 in San Francisco to start. 68 for a high today under mostly sunny conditions. 1 degree bump you up one from yesterday. Still a lot of fog. There looks like theres breaks to the north. Low to mid50s. El granada, fog and drizzle. There is a little bit of drizzle on the san mateo coast. Not much. Livermore at 60 degrees. But herein highs 22. It will still be warm to hot inland but i think hot. 60s and 70s again coast and bay. Heres sal. Steve, good morning. Traffic is moving along relatively well if you are driving in many commutes. Lets take a look at the east shore and the traffic is moving along okay. About a 50mileanhour drive time and 23 minutes as is 51 miles per hour. Thats your speed limit. Not drive time. Westbound, bay bridge, 30 minutes plus, drive time here getting into San Francisco. No major delays along the route. Highway 4 back to the east bay. You see some slow traffic in antioch and more slowing in the willow pass road area. 680 is also slow after 242. Now lets go back to the desk. Okay, sal. Thank you. Were continuing to follow developing news in san jose where an investigation is underway after a man was found dead early this morning in the middle of the road. Ktvus janine de la vega has been live at the scene since 4 30 and joins us with why police are calling this death suspicious. Reporter we have been told the co coroner coroner is 45 minutes away. Thats what police are waiting for. They dont know how the man died. This is a rural area of san jose. Were up against the foothills. Theres scattered homes and horse stables and just around the bend on peercy road is where the man was found face down. Police say a passing motorist called 911 after spotting the man lying half on the sidewalk and half on piercy road. He had visible injuries. He was unconscious and not breathing. He died at the scene. Police are calling this a Death Investigation with suspicious circumstances at this point. There are tire skid marks in the road. They are trying to determine if he was hit by a car and left in the road. Its possible the skid marks could have been on the road for a long time and are unrelated. Right now, we dont have much information as far as how the male died. We have homicide investigators out here conducting an investigation into his death. Theres some speculation it may be a hit and run. But again, we dont know that right now. Reporter homicide detectives are on the scene and officers have tried to make contact with neighbors earlier. But no one was answering the door. They are going to try to see if anyone saw anything suspicious or heard anything. As i mentioned, the man is lying face down. Once the coroner arrives, they can determine if theres other injuries, like a stab wound or a bullet wound. If they do determine that the man was hit by a car, the traffic Investigation Unit will come out here. We just dont know yet. We are unsure yet of the mans identity. We have just been told hes a latino man in his mid30s. He was wearing work boots. We dont know if hes from the area, lives here. Family and friends are remembering and 18yearold woman who was shot and killed by a sheriffs deputy in half moon bay. Hundred of people turned out for a vigil to remember Yanira Serranogarcia last night, then marched to the sheriffs substation demanding justice. Deputies say Yanira Serrano garcia was shot tuesday at the moonridge housing complex on miramontes. Family members say she was suffering from depression and had not been taking her medication but say officers did not need to use deadly force. They could have tasered her, could have at least done something better. This is the second officer involved shooting in San Mateo County this year. This shooting is being investigated by the Sheriffs Office and the San Mateo County district attorney. The deputy who opened fire has been identified as men true. Hes a nineyear veteran of the department. Hes been placed on leave which is customary with officer involved shootings. 7 06. Caltrans is reporting another big problem with a major bay area bridge. This time, the trouble is on the new carquinez bridge which is just 11 years old. Ktvus Tara Moriarty joins us live to tell us how this problem is tied to other bridges. Good morning, tara. Reporter well, good morning. You know, it started with a clanking noise that inspectors could hear when they crossed over the bridge on the vallejo bridge. That was two years ago. Upon further inspection, caltrans found cracks and broken spots in the seismic joint. Caltrans says it uncovered the problem on the 11yearold span during an inspection may 15th. It released photos revealing the problem. One of the northern joints mince is damaged and slipped off the bearings. Also a plastic stirrup is cracked and the steel bearing plate beneath it damaged. Drivers hope repairs are done soon and done correctory. I hope they do it properly. It gets kind of frustrating when you hear that tax payers are going to pay for a repair or upgrade. Get going. Get it fixed so we can keep coming. Reporter last thursday, caltrans crews installed temporary wood pieces to stabilize the joint. Officials say theres no safety risk for drivers and permanent relars begins in the next few month. The cost of this project has not yet been darmed live from crockett, Tara Moriarty, ktvu channel 2 news. In the mean time were learning more about the about the repair job underway to fix the latest problem with the new bay bridge. Caltrans says it will cost about 1. 5 million to fix the steel rods that anchor the new eastern spans massive cable system. Recent tests found those rods could be jolted in a quick quake possibly threatening the stability of the entire bridge. Were gonna try to pick upry rod up and move it toeferrer, sand it down sand then go re move it over and sand it down and. Once the project is complete, the bay bridge will be able to withstand a major quake for the next 150 years. Its day four of the muni sickout. Muni tells ktvu it expects to have nearly all buses, trains and cable cars back on the street this morning. At least 555 of munis 600 vehicles are expected to be in service. Thats more than 90 which is a big improvement over the past three days. Coming up at 7 30, ktvus alex savidge will tell us whats next in this labor dispute. Meantime, this sickout has frustrated many San Francisco commuters who had have to deal with long delays and crowded buses. Its created a huge spike in business for ride sharing biswanaths. Phones have been ringing off the hook since monday morning. One woman used uber to get from downtown San Francisco to the Inner Richmond district. The only reason im doing this is because of the sickout. The ive paid 60 in cab fares to get what is it . Five, seven miles . So yeah, its a major inconvenience. Every big ride sharing km is reporting a huge jump in business in San Francisco this week. Other Bay Area Companies, including google, hue bit packard, chevron and intel, join apple among the top 30 u. S. Companies with the most money held offshore. Tax payer watchdogs say facebook and yahoo are also among the fortune 500 Companies Using accounting tricks and taking advantage of loopholes in the tax system. They are storing billions of dollars offshore and avoiding paying taxes here in the u. S. Now this is legal. But even apple has said its time to reform the u. S. Tax code so these loopholes dont exist. Some in congress have pitched bills to make that happen but so far no action on capitol hill. I just wrappedded you an interview with one of the researchers who put out the report. He says American Companies are able to avoid paying 90 billion in taxes each year. Bowe bergdahls hometown in idaho has canceled a planned celebration for his return. Local leaders have been swamped with calls and letters, mostly from veterans complaining the city was honoring a soldier who they say deserted his post. Some soldiers within his unit believe bergdahl reached out to the taliban. There was an american looking for someone who spoke english so he could talk to the taliban. We knew he had already walked away but now we knew that he was he was attempting to contact the taliban on his own accord. A now classified 2010 Army Investigation reveals that bergdahl had walked off the afghanistan base, at least once before he was taken by the taliban. Bergdahls fellow soldiers say he left out of boredom. Men who take viagra may be putting them at risk for the deadliest form of skin cancer. A new study shows a link between the blue pill and melanoma. Viagra users who took part in a study in 2000 had no report of capsers at that time. But a cancers at that time. Lets take a look at what we have now with the eastshore freeway between the carquinez bridge and the macarthur maze. The traffic time is only the drive time is only 24 minutes. I say that because its not that much farther up than what it would be if there was no traffic. When you get to the bay bridge toll plaza, the traffic is backed up for just a little bit of a delay. Its a 30minute drive time into San Francisco. We have weve been looking at weve been looking at busy traffic between 580 and livermore. Theres a lot of fog there. Subtle hints it will be cooler inland. It will be warmer through the interior on the weekend. Some inland locations might hit 100 degrees on the weekend. Well tackle that tomorrow. A lot of fog out there. Sometimes really cool. Areas of fog, coast and bay. Some inland, that burns off pretty fast. Fog near the coast. It will be warm inland. Well get a big spread on the temperatures from about 59 to 96. Its that time of year. The fog and low clouds not going anywhere. Theres less coverage to the north. Theres still plenty out there. 50s on the temperatures. This is the key. 22. Yesterday was 8 miles per hour. Thats a big change. You can see a little bit of clearing up to the north. But i dont think it will make it too far south of San Francisco. Fog, sun, warm. A bit cooler for some. Still in the 80s. Above average. But coast and bay. A lot of 60s. Low 60s or low 70s. 80s to low 90s inland. Heres sal. Were still looking at a commute that is slow, especially in the south bay. Well start off with a look at some of the south bay commutes. Northbound 101 and northbound 208 are very slow. Northbound 85 is also slow as well getting into the valley. Weve had just a couple of things, northbound 85 at bascom avenue. There is a noninjury crash. Thats why traffic is slow. I want to take a live look at 280. Its slow. There it is. A live picture to confirm what we see on the maps, slowing. Although it does get better after you get past or get into the cupertino area. Lets say you trying to get up to Mountain View not Mountain View, but if you are trying to get up to the foothill expressway and sunnyvale area on 85 it gets better by the time you reach there. Lets take a look at the bay bridge toll plaza. 30minute drive time this morning. Its kind of holding steady. There are no issues on the bridge reported by chp. 7 31. Lets go back to the desk. All right, sal. Thank you. Commuters who rely on muni should have an easier time getting around today than earlier this week. Alex savidge, live in San Francisco with an update on how the commute is looking right now. Alex, good morning. Reporter well, brian, good morning to you. This sickout appear to be over. Muni says it will have normal service on the routes today, that includes the cable cars which will be back up and running today after being down for a couple of days. Disappointing people visiting San Francisco. Were here at the muni yard. A lot of the buses are gone. A muni spokesperson says the agency will have 555 out of the 600 vehicles in service today. Very good news for commuters. Yesterday, 160 muni drivers were out sick and the day before that, it was twice as many who remained off the job. This unofficial sickout began on monday and it all stems from frustration over ongoing contract negotiations. Now, the city charter doesnt allow muni employees to strike and thats why yesterday why Dennis Herrera filed legal charmers against the union accusing it of supporting what he calls an illegal work stoppage. But the president of the local transport union says his organization did not play a role in this sickout. That was frustrated operators who were out there feeling that the agency, seen the city didnt value their services. Any question to that, we really cant answer that. We department sanction it. Reporter as for the ongoing contract negotiations, an arbitrator is scheduled to meet with management and the Union Representing operators this coming saturday. Employees have voted down the latest Contract Offer. It calls for them to contribute more toward their pensions but members believe those costs will negate the raise included in the contract. Again, though, after several days of long delays for commuters, muni will have almost all of its buses, trains and cable cars up and running today. For the first time, we are hearing the 911 calls made following the brutal attack of a giants fan at documenters stadium in dodgers stadium in 2011. Bryan stowes friends call for the help after he was for help after he was beaten nearly to death. Katie utehs has more. Within the last halfhour, stows attorney told me, they are trying to get the 911 dispatcher on the stand. So far, the transcripts have only been read in court. Its a gutwrenching nearly ten minutes of 911 recordings. Hes still breathing and still has a pulse. He still has a pulse. But his respiratory rate is decreasing. Stows friend and fellow paramedic tended to him while they waited for the ambulance. You can hear what sounds like a chaotic scene. Stows attorney is trying to prove that the dodgers and former owner Frank Mccourt did not maintain Adequate Security on the day of the attack. He said there were two guards assigned to lot two where the beating took place but there werent at their post that day. Thank you. A San Jose Police officer accused of selling pot but thats not the only trouble hes facing. Ktvus pam cook joins us with a look at the cell phone video that we uncovered that has one woman claiming Excessive Force. Good morning. Hes a 20year veteran of the San Jose Police Department Arrested for selling marijuana. 42yearold son vu was taken into custody yesterday after Police Headquarters after 20 pounds of marijuana was found in a storage unit he was renting. Workers were cleaning out the unit because vu had fallen behind on his payments on the storage unit. Hes now on paid administrative leave and is scheduled to be in court later this month. The officers along with our internal Affairs Division and the drirgt Attorneys Office district Attorneys Office felt comfortable that the items and the amount of marijuana within the storage was enough to go ahead and charge the officer. Now, this is not the first time officer vu has been investigated. A civil lawsuit against him is now set to go to trial in august. The suit claims that vu used Excessive Force against a san jose woman. She claims the cell phone video shows vu responding to a call in downtown san jose. This was in 2008. The woman says officer vu twisted her wrist as she videotaped that incident. Now, vu is also the second San Jose Police officer to be arrested this year. Officer jeffrey graves was arrested back in march accused of raping a woman in a San Jose Hotel room while on the job. Tori . Thank you, pam. 7 36. Republican Neel Kashkari, who will face off against jerry brown is already in campaign attack mode. Governor brown took 54 of the vote in tuesdays primary. Neel kashkari had just 19 . But Neel Kashkari has come out swinging saying the middle class in california has suffered under Governor Brown. Governor brown, were gonna make you answer for our lack of jobs. Sources say the fbi found the gun with the serial number fired off in ryan chamberlains apartment along with materials that could be used to make a bomb. A judge has ordered him to undergo a Mental Health investigation. 30 minutes ago, Canadian Police announced that a gunman accused in a deadly rampage in Eastern Canada was spotted three times this morning. Do you see him . A woman posted this video that shows the initial chaos of the gunman roaming the neighborhood and shooting at police officers. He killed three officers and wounded two others. The suspect is in a 24yearold man seen here dressed in military fatigues and armed with several weapons. Just came outside. My daughter said there was police in the area. We noticed there was a lockdown on the street. They wouldnt let anyone in or out. Police have locked down the area and are warning people to stay indoors. A man fra ka tauty is face from catete is facing charges. He crashed his truck off railroad avenue. When chp officers arrived at the scene, they say lawrence was sitting in the back of his Truck Holding something that looked like a machete but was a metal file. When ordered to drop the object, he complied but continued to work towards him. They shot him with a taser and took him into custody. A vallejo man is launching a campaign to target dogs that appear to be dangerous breeds. On sunday, the man says his 6 monthold puppy was attacked by an unleashed pit bull while walking along the waterfront. Hes now urging the city council to pass a law targeting aggressive breeds. Since 1990, vallejo has required dangerous dogs to be registered with the city and muzzled in public. But for those rules to apply, the dog has to have been deemed dangerous. And in just a couple of hours, were expecting to learn more about a coalition of Community Groups opposed to proposed changes to where dogs are allowed in the Golden Gate National recreational area. Jackie speier, david chu and scott wiener are all expected at a News Conference being held today. Park officials are considering new restrictions on where taution are allowed dogs are allowed in order to protect plants and wildfire. The News Conference is scheduled to get underway at 9 45 at San Franciscos city hall. Federal authorities will file a new indictment related to the deadly pipeline explosion in san bruno. That blast killed eight people and destroyed 38 homes. The utility also faces 12 charges which it says are without merit. The u. S. Attorney plans to file a superseding indictment. The new indictment is expected sometime next month. An Investigation Underway in south san jose after a man was found dead. Its all taking place on peercy road near tennant avenue. In the last halfhour, the coroner arrived on scene. Thats who miss have been waiting for. Their investigation was on standby. They werent sure if this man who died here on peercy road was hit by a car or murdered. He was found face down just around the bend. Police say a passing motorist called 911 after spotting the man down on peercy road near tenant before 1 30 a. M. He had visible injuries, was unconscious and not breathing. He tie died he died at the scene. There are tire skid marks in the road. They are determining whether he was hit by a car and hest in the road. They dont know and left in the road. They just dont know yet. Hesing hes lying face down. Maybe he was hit by a car or maybe they will discover something else. Reporter homicide detectives are on the scene. Officers have been talking to neighbors asking if they saw or heard anything suspicious. The coroner will be able to examine the body and look for other injuries like a stab wound or bullet wound. If its determined he was hit by a car, the traffic Investigation Unit will be called out. We dont know the mans identity. He appears to be latino and in his 30s. Hundred of people turned out for a vigil to remember Yanira Serranogarcia last night. Then marched to the sheriffs substation demanding justice. Deputies say garcia was shot tuesday as the moonridge housing complex when she came at them with a knife. Family members say she was suffering from depression and had not been taking her medication. But they claim officers did not need to use deadly force. They could have tasered her, could have at least done something better. This is the second officer involved shooting in San Mateo County this year. This shooting is being investigated by the Sheriffs Office and the San Mateo County district attorney. The deputy who opened fire has been identified as men true. Hes a nineyear veteran of the apartment. Hes been placed on administrative leave. Hundred of bay area commuters drive over it every day with no problem. But caltrans inspectors say they have detected a major issue on the carquinez bridge. It all started with a clanking noise that inspectors could hear when they drove over the northern end. Thats the vallejo side where they discovered the problem. That was nearly two years ago when they heard that noise. Upon further inspection, caltrans found cracked and broken parts in the seismic joint. Caps says it uncovered the problem on the 11yearold caltrans says it uncovered the problem on the 11yearold span on may 19th. A plastic stir rip is cracked and the steel stirrup is cracked and a steel bearing plate is damaged. So far this seems to be the only one that has a problem. Reporter last thursday, caltrans crews installed temporary wood pieces to stabilize the joints and then the permanent repairs begin in the next few months. New this morning, investigators in new york are searching for the cause of a massive fire that injured 34 people on staten island. The flames started at a townhouse at about 1 00 this morning and quickly spread to two other nearby hown toems. About 200 firefighters townhomes. About 200 firefighters responded to the scene. Authorities say 23 firefighters and 11 people who live inside the homes were hurt. Their injuries range from minor to serious but none of their injuries are considered life threatening. The cause of the fire is still under investigation. 8 19. Three homes have been destroyed after a military plane crashed in Southern California near the u. S. mexico border. Witnesses captured these images. The pilot managed to safely parachute out of the plane before the crash. No one on the ground was hurt. The jet had taken off from the Marine Corps Air station in yuma, arizona and was headed to el centro when the pilot lost control. It completely nose dived down. The victim has not been identified. But we do know he was 36 years old and from san jose. This unofficial sickout began first on monday and it all stems from frustration over contract dwoesh negotiations. An arbitrator is scheduled to meet with muni management and the Union Operators later this week. Employees have voted down the latest Contract Offer and it calls for them to contribute more toward their pensions but members say the cost will negate the raise included in the contract. Heres how muni is responding to that claim. This is a meditated agreement voted on by the membership. Once its voted down for the city charter, it has to do go arbitration. Thats the time for both sides to come together. We agree our operators deserve fare pay but at the sale time, we have an same time, we have an obligation to provide service to our customers. And thats why yesterday the City Attorney filed legal charges against them accusing it of what he calls an illegal work stoppage but the president of the local transport union said they did not play a role in the sickout. On sunday, the man says his 6 monthold puppy was attacked by an unleashed pit bull while walking along the waterfront. Hes urging the city council to pass a law targeting aggressive breeds. Since 1990, vallejo has required dangerous dogs to be registered with the city and muzzled in public. But for those rules to apply, the dog has to have already been deemed dangerous. In a little over an hour, were expecting to learn more about a coalition of Community Groups, opposed to proposed changes to where dogs are allowed in the Golden Gate National recreational area. The officers and the district Attorneys Office felt comfortable that the items and the amount of marijuana within this storage bin was enough to charge the officer. Vu is the second officer to be arrested this year. Officer jeffrey graves was arrested pack in march after being accused of raping a woman in a San Jose Hotel room while on the job. This is not the first time officer sun vu has been investigated. A civil lawsuit claiming he used Excessive Force against a san jose woman is set to go to trial in august.
