Spectators and others want to know what the weather will be like, especially ocean beach where the race ends. Good morning, rosemary. Good morning to you. I think it will be a great morning for a run and will be a little breezy along coastline for the afternoon. In case you plan on heading that way, heres a live look at the Golden Gate Bridge and to the north where a mix of sun and clouds in the forecast for your day. Lets take a look at some of the numbers expected. As we get going this morning in San Francisco, 55 degrees and for those that will be heading out to watch baytobreakers, spectatorwise, youve got just gradual warmup coming our way, partly to mostly sunny skies, 57 at 10 00 a. M. , 60 degrees and breezy around lunchtime. Thats what you can expect there. Meanwhile in your neighborhood, concord, 57 right now and in livermore, 56 hayward. Widespread 50s in the area. Mid50s to mid60s. Your lunchtime numbers, upper 50s for the coastline, a few low 70s for warmest locations, and for the afternoon today, well shave off a few degrees. Notice nobody even getting close to 80 degrees this afternoon. Mid70s antioch, fairfield, santa rosa, 60s in oakland, 62 in San Francisco, and 70 degrees expect in redwood city. Our temperatures will continue to fall. We are eventually going to go below average and in the extended forecast, the slightest possibility of a few showers. Ill pinpoint that, coming up. We are less than an hour from the 103 baytobreakers, one of the biggest in recent memory. There are worldclass runners, joggers, zany costume and the centipedes. Christian, it looks like things are already busy there. Reporter absolutely. Just spent the last couple of days you saw me last talking about the tortillas flying a notch. Depending on you warn me if im going to get hit take a look. The crowd is starting to fill up and racers are beginning to take their positions. Just about an hour from the start of the race. The show really begins at 8 00. This is one of the general running corrals here. The elite runners started to arrive in the area. In all, 40,000 runners scheduled to take part with another 100,000 spectators expected along the route. Coming along, you can see what our route will look like. The route will take runners up howard to ninth street from there to hays and the hay street hill and Golden Gate Park to the great highway and yes, i did just get hit by one of those flying tortillas. Were joined by one of the runners here, Charlie Haggerty. He tells me this is his port running of the bay to breakers. Lets talk about how its changing. How is it different than it has been in the years past . Its a lotbetter organize with the grounds set up. You have to have it to be on the course. Its a lot better organized. Reporter do all the rules take away from the fun or make it more fun . How does it balance out for you . The best is moving the start time to 8 00 a. M. That really helps the runners. We dont need a lot of rowdiness. Just let people have fun. Reporter thats one thing its known as a moving party as it moves through the city. This year, theyre crack down on alcohol, something they have done in the years past. Does that make a difference in terms of how the race progresses . I dont see that because i try to tail the elite runners. I know people are in their backyards all the debris and Everything Else that goes along with it. You can have beer at the end of the race. The hay street hill is where we find ally rasmus, live this morning with some of the notable changes that people will see during the race. Ally . Reporter thats right, mike. Were at the foot of the hay street hill at hays and scott. An hour from now, well see some of the 40,000 or so runners in bay to breakers make their way westward down towards ocean beach. Now, you cant see it from where we are standing but if we take you to the other side of the hill, an alcohol checkpoint. Alcohol is not allowed during the race so runners coming through the checkpoint will have to open their bag and have bags and containers screened. If they have alcohol, they have to dump it out on the shot. This is next to alamo square park and has enclosed the park. It has gone up for the first time this year in the race. We talked to a San FranciscoPolice Sergeant about the changes. In the past, a lot of spectators and run isers have have problem in the park as far as broken glass, grass, and thing have been destroyed so park and rec wants to preserve that so people in the community can enjoy it yearround. Reporter its known for its costume, sometimes the lack of costumes of the runners, and we will do our best to avoid showing nudity. People who live on the race route have complained about the mess and drunken revelry so the fence, security changes and alcohol checkpoints are some improvements they have tried to put in place and will have seven red cross checkpoints to help anyone who may need their blisters tended to or anyone who may be a little dehydrated, just in case people get alcohol through and get a little disoriented because of it. If you could turn the camera over here a thousand more portapotties are on the race route. Organizers have put these up along the 7. 5mile race route and theres about a thousand more portapotties this year than last year, a 25 increase. People head into the city may want to take public transit. Bart has special transportation. Trains began rolling at 6 00 a. M. And longer than normal. Muni is offering an express service before and after the race, 2, which is a change. People can board at the west portal and castro stations. The postrace stop is 47th and folsom. Caltrain will run a special train during the race and three others. Check ktvu. Com street closures and the muni lines affected by the race. Lets take you outside. A lot of people may have driven in to the city. If youre heading in now, youre cutting a little close, but heres a look at traffic. You have no problems through the bay bridge toll plaza. For those who may be coming in from marin county, heres the Golden Gate Bridge. It looks like things are moving smoothly now. If youre coming from the east bay or south or anything like that, heres a look at the san mateo bridge, where you can see traffic is moving just fine and the sun is out on this sunday morning. New this morning, chp is investigating a crash that seriously injured a motorcyclist just after 2 00 a. M. Southbound 101 near old oakland road. The motorcycle hit a car that was stopped in the middle of the lane because of a previous crash. Investigators said a third car hit the median and several lanes were shut down for about one hour. Police in san jose are asking for your help to find a 52yearold with developmentallydisabled man. Heres a photo of joseph twitchell. He walked away from hollys home care facility. Earlier in his life, he sustained a severe head injuries and suffers seizures and requires daily medication. He has the mental capacity of a 10yearold. He is white 59, 150pounds, and likes to wear baseball style caps. A young girl shot outside her home in oakland is in Critical Condition this morning. The chronicle is recording today is her ninth birthday. She was shot friday night while playing her younger brother in the front yard. Two gunmen drove to 66th near flores street and opened fire. A stray bullet hit her in the neck. A woman who live in the area for 28 years is shocked and startled. All of a sudden you hear this loud pop pop pop pop pop. For some reason, i thought its firecrackers, fireworks, or something, and when i came to the front, i realized somebody had been shooting. The intended target was a 47 yearold man who was shot in the leg and groin but is expected to survive. No arrests have been made in the case. Fremont police will have extra patrols at an Elementary School after a case of stranger danger. A 10yearold boy was walking home from hirsch Elementary School on friday afternoon when a man on in a car on carroll avenue asked boy if he wanted a ride. The boy got scared and ran home. The man is latino or indian, 30 years old, black hair, and the car was an older blue fourdoor sedan. Crews are making headway as several large fires are burning at the Camp Pendleton marine base. An estimated 40 square miles has burned. A fire in san marcos charred 2500 acres and is 80 contained. Camp pendleton said three fires burned 23,000 acres, 18 of that base, but there is good news. The commanding general lifted Evacuation Order for all areas. Now, many evacuees are returning home or what is left of them and one family cannot believe its good fortune. Flames surrounded the home but left it untouched. Family members built the house by hand two year ago and thought there would be nothing left. Three vessels responded to a canoe that was sink a mile off of coyote point. People in another canoe were trying to help. Sheriffs crews rescued eight people in all and brought them to shore. They were treated for minor injuries. Two more bodies have been recovered from folsom lake near sacramento following a speedboat accident last week. You learn about an animal we apologize. This is the wrong video we want to show you in a minute but first, lets talk about folsom lake. A body was spotted by someone at the lake. A short time later, a state park spotted another body. A few people went missing after a speedboat tipped over. Theyre trying to figure out what caused the boat to capsize. A massachusetts man is dead after a violent attack on a Northern California hiking trail. 69yearold Francis Gregory was killed friday on a remote trail north of red bluff, a city between chico and reading. A robber shot gregory and his friend after taking their money and belongings. Gregory died at the scene and his friend is still in the hospital with critical injuries. Police have not released any information about a suspect. Seaworld, as we have been talking about, is celebrating its 50th anniversary. In 1964, interactive theme park started educating and entertaining visitors, but according to seaworld, its the work behind the scenes thats really worth celebrating. Last year alone, seaworld rescue teams say they saved 23,000 animals. Some animal activists criticized the park but seaworld likes to refer to its employees as animal ambassadors. You learn about an animal and their habitat and the place they may be suffering in the wild youre going to be more likely to care for them. The goal of the rescue teams to rehabilitate the animals and return them back to the wild. The park said if it wasnt for their teams, many animals they rescued would not have a Second Chance at life. Happening now, as christian said, were about 26 minute from the start of the race, and 40,000 runners are expected and maybe another 100,000 or so just along that race route watching because its always fun to watch. Now, following complains about trash and rowdiness, Police Promise a crackdown on alcohol. However, People Living along that 7. 5mile course say some booze always manages to slip through. They were trying that last year, pouring beer on the corner, but it didnt stop the flow of drunk people coming. Its like the most crowd bar in the neighborhood exploded five Million People showed up at your doorstep, basically. For security reasons, only bags 8. 5 by 11 inches or smaller can be carried on the race course. Besides police, private security is increased 20 this year. Wheels are not allowed, including strollers and skateboard. While police frown upon nude runners, expect a few of them to be involved in this race. Safety is also a concern so security, as we have said, has been increased following Boston Marathon bombings. There were two deaths connected to bay to breakers last year. A 28yearold fell from a party balcony and a 27yearold runner was never found after into the water at ocean beach after never finishing the race. A major security change is alamb moe square. The southern portion of the park will shut down. Its become a popular place to catch your breath and catch in tights, but residents complained about unruliness and open drinking. 21 people were arrested by police for public intoxication at the race last year. Now, besides the party and crowds, bay to breakers is known for crazy costumes, and while you can count on the standbys, a blog has a few suggestions on what would make a top costume. Strong winds continue to spread smoke throughout Orange County and Health Officials say the air quality is extremely poor. Some people can smell the smoke, even though the wildfires are not close to them. Its like being next to a campfire. Its very thick and hard not hard to breathe but you could tell, you could feel it in your lungs. You feel a heaviness in your chest, Burning Sensation in your throat and eyes, tightness in your chest. That means take it easy. A smoke advisory is for Orange County and portions of los angeles and riverside counties. A brushfire southwest of morgan hill is fully contained. It started friday afternoon near summit road in Mount Madonna area. No one was hurt and no buildings or homes damaged. Firefighters are not sure of the cause but say Drought Conditions spread the fire. We have new information about a fire in modesto that burned nine holmes it may have been started by Homeless People in the area. It started in grass but strong winds and hot weather caused it to spread to nearby town homes. The red cross is helping the people who are displaced. Construction costs continue to increase for the transbay transit center. Costs have increased by another 150 million. Now, last year, the cost of the fourstory bus terminal and underground train station went up 300 million more than anticipated. The trance bay joint Powers Authority said its doing its best to scale back the design and keep the project within the 1. 9 billion project. Mandatory water cutbacks are in pleasanton and people are not happy. The city send forcing a 25 cut. People who use too much water could face fines beginning at 50. This weekend marks ten years since some states started legalizing samesex marriage. As of today, 17 states, including california have legalized samesex marriage. Gay rights advocate in idaho continue to celebrate this weeks federal court ruling that found the states ban against samesex marriage to be unconstitutional. A plan for more housing and Business Development in marin county is causing concern among people who live there. It would add up to 920 Housing Units and 100,000 square feet of retail space and a ferry terminal. 450 people who live nearby gather to hear about the plan. Larkspur received money to create the proposal. Supporters said the goal of the development would be to increase transit ridership, increase Affordable Housing and secret new jobs. Some critics say financial incentives are the only motivation behind the plan. The plan itself starts to exist to justify the money that created the grant than to serve the publics interest. A public hearing scheduled for thursday night at 6 30 at hall middle school, the first and only public hearing held by city officials on the proposed plan. Work on barts Silicon Valley extension will slow down traffic on major south bay roadways tomorrow. Expect delays between lunde and schlessinger avenues. Crew will work below the intersection. It will open in 2017. Horses on leroy king carousel is back in service. It shut down for the last six months for renovations. The project costs 330,000. All the horses featured were disassembled, repaired, and put back together again. The refurbishment was unveiled yesterday. Since opening in 1906, it has to undergo many renovations.
