Theres slow traffic getting down to the sunol grade and then you will see traffic here on 880 southbound approaching highway 92 slow because of a minor crash right before the 92 interchange. But this little stretch here is not all that bad. San mateo bridge and dumbarton bridge are doing well, especially the dumbarton bridge. San jose, santa clara valley, northbound 101 traffic. The slowest is from capitol expressway up to 880. Then its pretty good after that. Finally, as we go to the bay bridge, this is a 20minute drive time from the oakland side to the San Francisco exit. In three hours from now, right here in the bay area, he will announce a new push for Renewable Energy. President obama has made the issue of Climate Change a priority in his administration. Happening now, preparations are underway for the president s speech in a few hours where he will announce a new push for solar energy and other Renewable Energy sources. Tara moriarty is live at the Fairmont Hotel where the president is waking up. The president is expected to make a big revelation about something going on at the white house. Reporter thats right. A big security sweep was just done on this street. You can see some of these officers are getting their instructions for the morning and a dog actually just came through and was checking out some of the parked cars here. The president is expected to reveal that the white house has gone solar and officials wont say how much the panels cost, only the project will pay itself off in eight years. Last summer, crews hit several snags related to retrofitting. The panels were first installed during the jimmy carter administration. But president reagan took them down in 1986. This is part of a coalition of solar businesses and environmental groups that petitioned the Obama Administration to bring solar power back. For all of the work were doing on Climate Change and making sure that we bequeath to our children, the grandchildren, the kind of planet that allows them to thrive and prosper, for all of those efforts, we know that weve got more work to do. Reporter solar panel reveal comes at the end of his fund raising blitz in Silicon Valley. The president is making his announcement at walmart because its one of several companies thats agreed to boost its use of solar power. There are expected to be protesters at walmart rallying for minimum wage. Well be talking to those workers in about an hour. The president s bay area trip is drawing both supporters and protest, now, supporters lined the streets of los altos yesterday, hoping to catch a glimpse of the president. Some parents brought their kids along to witness what they say is history. I think hes a brave, courageous man who has a difficult job. Hes our oifrt africanamerican president. I love i love his wife. The Political Economic system that we have in place right now is a major machine. It will take a lot to change its direction. It needs to change now. Several dozen protesters demonstrated outside the president s fundraiser last night at the san jose Fairmont Hotel. They want president obama to reject the Keystone Pipeline which would carry crude oil from canada to the u. S. Gulf coast. This is president obamas 17th visit to california since he became president. As hes done in the past, hes generating a lot of money during this trip. He held two fundraisers yesterday. In the first, he met with Silicon Valley executives in los altos. Some paid more than 32,000 to be at the meeting. The Fairmont Hotel event, the cost to get in 1,000, 2,000. Well be streaming his entire speech. Its scheduled to worst at 9 5 to start at 9 55. Well bring you a live report from the Mountain View walmart at 7 30. 7 07. A latenight fire in the Oakland Hills is blamed on a fireplace. It broke out around 10 00 last night on westover drive. When firefighters arrived, the roof was fully engulfed. The homeowner was burning wood in the fireplace when the roof caught on fire. Luckily no one was hurt. A new warning about whooping cough for parents in contra costa county. Weve told you about confirmed cases among students at morello park Elementary School. Now the School District is sending out a new letter today telling parents about more cases at that campus. We dont know how many. Whooping cough starts with cold like symptoms and then uncontrollable coughing. Students are urged to be tested if their cough continues for a week. A father in fremont is furious after he claims a teacher slapped his son. In just a couple of hours from right now, that teacher is due to return to class. Ktvus alex savidge joining us live now with more on what the father plans to do this morning, alex, to protest the teacher coming back. Reporter well, dave, good morning to you. And after a weeklong suspension, the district has cleared this teacher and cleared him to return to class later today at Patterson Elementary School in fremont. But there will be one man who is protesting that decision later on. That would be the father of 9 yearold Julian Rivera. And we spoke with him yesterday about what happened. He says what happened to his son was unacceptable. The boy was left in tears after he got a question wrong on a math test. He says his teacher, fred berg, grabbed his face and slapped him twice. This all happened last monday, april 28th. A Police Report was filed. The School District also conducted its own investigation although those findings have not been released. Julians father said his son was traumatized by what happened. My son just loves school. Hes terrified to go back to school. If mr. Berg goes back to school, what happens to my son . He has so much of a promising feature now. He might not ever want to go back to school again. Reporter now, according to julians father, the teacher admitted to putting his hands the boy but says he didnt slap him. It was more like a pat on the face. District administrators say they feel comfortable with berg returning to the classroom and the district says berg has apologized for his actions. Still, according to one report, julians family is planning to file a legal claim next week. That that would be the precursor to a lawsuit. Julians father is planning to protest this decision to have the teacher return here to the classroom later today. He plans to be outside of the school as students begin to arrive after 8 00 this morning. Well be here to cover that protest this morning. Alex savidge, ktvu channel 2 news. More details now. California law does not allow teachers to physically discipline students. But laws in more than a dozen states do allow corporal punishment. A congressional bill to ban the practice nationwide was introduced in 2010 but was never voted on. 7 10. Petaluma police are looking for help in finding a man who used someone elses i. D. To rent a flat bed car trailer and then never returned it. Police gave us this picture of the vehicle. They say the man rented a flat bed car trailer and generator from cal west rentals last saturday. An investigation revealed he used someone elses i. D. This is a picture of the suspect. Police say he may have also taken rentals in oakland and southern california. The Real Estate Market in much of the bay area may be red hot but a new report says three east bay cities are not included in that trend. Uc berkeleys hoss institute singled out vallejo, antioch and richmond. The report says those cities are among the top 100 cities nationwide with homes under water. Meaning owners owe more than their home is worth. The study says one factor was the large minority pop lactses of those pochlations of those cities populations of those cities. The study calls for more federal action to help the cities to help refinance those mortgages to get to a more manageable amount of money. Reporter dave, caltrans Officials Say federal funding is key to getting local projects done on time and on budget. But the federal Highway Trust Fund is expected to run dry late this summer. One of the top transportation routes here in washington tells me this spells trouble for bay area projects, including highway 4 construction in antioch and improving the b. A. R. T. System. A lot of our transit systems very dependent on federal funding. If we lose this money look for a longer, slower commute to work. A reminder, starting this weekend if you drive in San Francisco and you usually take that last exit before the golden gate bridge, pay real close attention. On sunday, the northbound highway 101 exit is being moved. Now, its just temporary. Its part of the doyle drive retrofit program. Look at this animation here. You can see drivers going northbound on highway 101, youll encounter the exit 1,000 feet sooner than you are used to. If you miss the exit, you will be forced to go across the bridge and then pay the 7 toll to get back to San Francisco. This temporary alignment will last for about a month. But we told you. We did. We are from the carquinez bridge to the macarthur maze, only slightly up. 21 minutes between the carquinez bridge and the macarthur maze. There are no major problems along the way. If this were a wednesday or a thursday, well, yesterday at this time it was 38 minutes. Also move to the bay bridge toll plaza of, the drive is 20 minutes, also later than yesterday. Taking a look at the south bay, northbound 101 getting a little bit rough here as you drive out of the south valley coming up to the airport. I would use 85. Doesnt look that bad into saratoga and 280 is looking good. 280 you might be caught in traffic. If you are in the south valley, i think 85 is your way to get into the valley without too much hassle. 7 18. Lets go to steve. A very good morning. Mostly cloudy skies. The spca is caring for 20 pets rescued from a filthy house in monterey county. 18 dogs, including four puppies, along with two cats were rescued wednesday from a home in pacific grove. Police say the house wreaked the feces and urine and was cluttered with piles of clothing and garbage. The shelter says the animals were covered in fleas and have a variety of health problems. A hotel was bombed that was being used as a base for government troops. Reportedly the rebels blew up the building by tunneling underneath and planting explosives. A Human Rights Group says more than a dozen soldiers were killed in that blast. 7 24. A team of seven u. S. Military experts due to arrive today in nigeria to help search for hundreds of girls kidnapped by a terror group. The seven experts arriving today will join a u. S. Team of about 60 counterterrorism officials. They are already advising nigerian officials on the search. Investigators say the search will be harder, though, because the kidnapped girls have been separated into small groups. Possibly hidden in neighboring countries. However, a few girls escaped the mass kidnappings. Cnn obtained this cell phone video showing the damage. The girls who got away say the militants rounded them up and then lied to them and said there was nothing wrong. People here in the bay area are starting campaigns to help nigeria and those girls and raise awareness about the kidnappings. We talked to a nigerian immigrant who moved here and is now a College Professor in the east bay. Shes talked to her family members in nigeria who describe a very nervous atmosphere between those kidnappings and deadly bombings. I have four girls. So every day that i go to sleep, i wonder how those moms and dads sleep. A wellknown Womens Organization in nigeria has been pushing for Government Action since the kidnappings occurred, and a group here in the bay area called the global fund for women has been sending money to the region as part of a relief effort. Now, a protest march is scheduled for tomorrow in San Francisco. Another one is planned monday in palo alto. We have all of the details for you on our channel 2 website under hot topics and ktvu. Com. 7 26. The civil trial over access to a beloved beach in San Mateo County is now underway. Martins beach is part of a 53 acre piece of land, six miles south of Half Moon Bay t was a favorite spot for families and surfers for decades. All of that stopped four years ago when a wealthy landowner blocked access to the beach by closing the only road leading to the beach because it was on his private property. Many lawsuits have followed. Surfers argued it was a violation. California coastal act. The landowner has been ordered to testify next week. For example, if you look at the traffic time at the bottom of the screen, its taken almost 30 minutes to drive from 238 thornton avenue to fremont. Most of that time is in hayward and union city. Now back to the desk. 7 33. Happening now the preparations are underway for president obamas bay area speech on Climate Change. Hes gonna make the change in just a couple of hours. He says Renewable Energy is vital for both the environment and the economy. The president will outline his plans during a speech at the Mountain View walmart on showers drive. Happening today in just one hour, the napa mother charged in last years brutal killing of her 3yearold daughter is set to return to to court. The attorney for saw raw krueger will ask a judge to release her on 1 million bail. Prosecutors plan to be in court to fight the motion. Krueger and her boyfriend, ryan scott, are accused of killing 3 yearold Kayleigh Slusher in her napa apartment and hiding her body in a freezer. Police in oakley are trying to figure out what led to a fight between two men that left one of them dead. Officers responded to reports of a fight on amador avenue just before 4 00 yesterday afternoon. They found the man dead outside of his hole. The victims name home. The victims name has not been released. Investigators have not said how he died but it was during a fight with another man. Police detained the other man involved in the fight. The fugitive firefighter suspected of killing his girlfriend has now officially been relieved of his duties. The calfire office in Sacramento County says Orville Fleming has not shown up for work. The official reason hes being let go is for his failure to report to duty for five days. Hes still on the run. Hes accused of killing sara douglas in the home they shared in sacramento. He may be hiding in the santa cruz mountains. Police in Scotts Valley looking for a man they say harassed a 16yearold girl last week. The teenager said she was waiting at a bus stop when an east indian man in an older red car stopped and asked if she needed a ride. The girl said she missed her bus so she got in the car. She said the man drove a short distance, then pulled over and tried to kiss her and pulled at her shirts. She also said she got out of the car and ran away. She said the man what in his late 40s, about 56 to 6 feet tall. Heres the sketch here. If you recognize that person, contact Scotts Valley police. Were following some new developments about the legal trouble of 49ers player Chris Culliver. Brian flores live in the newsroom to tell us about this lawsuit recently filed and the connection it has to Chris Cullivers hitandrun charges. The man who filed this lawsuit says this incident was actually pretty scary, considering that he had his family, including Young Children in the back of his car. As for Chris Culliver, he will have to play defense off the field. Marc santos has filed a civil lawsuit claiming Chris Culliver threatened them after he followed them from a crash scene. Santos took photos of this. They say Chris Cullivers mustang sideswiped his suv. Santos says he saw what happened, followed cullivers car to a dead end street where he attempted to block him from leave, all of this while santoss wife called police and the kid were in the back seat. Santos spoke with us over the phone and says this about the incident. We went down into the court to turn around and now hes coming with the front end of his car charging towards us. He did it about twice. And at this time, you know, i even rolled down my window and i said, i got kids in the car, you are gonna hit me again . Whats wrong with you. He just kept yelling. Santos said that Chris Culliver said racial slurs to him and his family. At one point, Chris Culliver came out of the car, brandishing brass knuckles. Santoss attorney talked about how athletes should be held to a higher standard and this lawsuit would still be filed if it didnt involve an athlete or a celebrity. Chris culliver was a strong candidate to be the starting cornerback for the 9ers. It remains unclear whether his legal trouble will affect his status on the team. The 9ers are not commenting because its a legal matter. Chris culliver and a spokesperson have not responded to the lawsuit either. Brian flores, ktvu channel 2 news. Thank you. Its been a year since Howard Jordan resigned and the city of oakland still has not found a permanent replacement. Sean whent has served since shortly after jordan stepped down. Yesterday, he stood side by side with mayor jean quan at a News Conference praising the recent cell phone kill switch legislation. Mayor quan would not say if went is the frontrunner to be on the job but says vie violence has gone violence has gone down with the interim chief involved. Theres been Crime Reduction. Now, the mayor says the city is conducting its final interviews and hopes to i a nouns the new police chief sometime next month. 7 39. The Social Security Administration Just reliesed the most pop law lar released the most popular baby names for 2013. Noah was the top choice for baby boys. Jacob which held the number one spot for 14 years slipped to number three. Liam is number two. For the girls the Social Security Administration Notes that the top baby names are not as popular as they used to be. For example, 18,000 baby boys born last year were given the most popular name of noah. Only 18,000. Compare that to 1950 when james was number one. There were more than 86,000 babies with the name jails that year. 1950, the most popular girls name was linda. A bay area teacher accused of slapping a student. The loss comes despite a more than 2 increase in its operating revenue and continuing costcutting efforts. People living in the area say it would turn this land into a field of dreams, creating jobs for People Living with high unemployment and Violent Crime. A latenight fire in the Oakland Hills is blamed on a fireplace. It broke out around 10 00 last night on westover drive. When firefighters arrived, the roof was fully engulfed in flames. New information now about a teacher accused of slapping a child at a fremont heamary school last Elementary School last night. The typier was placed on leave after that took place. He was supposed to come back today. Now we just found out district officials have said he will not be returning to the classroom. I want to show you a quick alternate on the maps. The traffic is much better, even if you have to slog through this traffic to get through the dumbarton bridge or put the trip or if you can. Bay bridge toll plaza, thats a 25minute drive time into San Francisco with no problems on the span. Its 8 32. Lets go back to the desk. The future is bright if we make the right choices. Were now just 90 minutes away from president obamas speech here in the bay area about Climate Change. As you can imagine, security is very tight. Streets blocked off around the Fairmont Hotel in san jose where the president is staying and just before 10 00 this morning, the president will outline his plan on Energy Efficiency. He says its vital to the nations future. Now, to highlight the message, the president will make the announcement at the Walmart Store in Mountain View. Thats where protesters are mobilizing right now to try to get their messages out. Happening right now ktvus Tara Moriarty joining us live. You are outside the store and you are around the demonstrators where i i can see them over your shoulder. They are worried about the hot issue of minimum wage. Tara . Reporter were right in the middle of this protest, actually. Were gonna walk with one of the protesters. Were starting off at the sayway, right next door to the walmart. We want to praise walmart for their green energy conservation, and i want to ask president obama to please consider the walmart workers that are struggling here, making way below the minimum wage. Were not making a livable wage here. Personally i make 12 an hour but walmart only gives me 24 hours a week an hour. So even though i make 12 an hour, i dont make nowhere near enough to take care of my basic needs. Reporter president obama has said he understands the struggle of families and the fact that people are worried about their retirements. Do you sort of feel like these worries are hollow . Im feeling that president obama needs to do more to show the american citizens that are struggling here. We build our wall street and now its time to concentrate on main street. The american citizens in the United States are suffering on main street. Were not being able to take care of our basic needs. Thats a human need across the country for all human beings. Happening today right now, the napa mother charged in last years brutal killing of her 3 yearold daughter. Shes due to return to court. The lawyer for sara krueger will ask a judge to release her on 1 million bail. Prosecutors also plan to be in court to fight that moths. Now, krueger and her boyfriend ryan scott they are accused of killing kaylee slusher in her napa apartment and hiding her biding in a frezzer body in a freezer. Were following the legal troubles with Chris Culliver. Brian flores has more in a hit andrun crash and more that follows that. The man who filed the lawsuit said it was pretty scary, considering he had his family, including young chirp in the back of his car. This children in the back of his car. The family of mark santos has filed a civil lawsuit claiming Chris Culliver threatened them after they followed him from a hitandrun crash back on march 28. Santos says he took these photos of the damage of the confrontation in san jose. Santos says cullivers white mustang sideswiped his familys suv an Chris Culliver was driving erratically and hit a bike rider on tully and old tully road near the santa clara fairgrounds. Santos says he saw what happened and followed his car to a dead ofend treat where he attempted to block Chris Culliver from leaving. All of this while santoss wife called police and his three kids were in the back of the car. He came out of the car and then he came out with his brass knuckles. Thats when he was he kept yelling and he was still trying to leave, like he was trying to take off running. I just i my concern was my son. My son was right there with me. Santos adds that culliver said racial slurs. He appeared in court for the misdemeanor charges for the same hitandrun incident in march back in 2013 before the 49ers were in the super bowl, he made hoe he mow phobic comments but apologized homophobic comments but apologized. As we mentioned, its been a rough offseason for 9er players. It remains unclear whether this will affect his status with the team. Chris culliver has not responded to the lawsuit. Lets bring you up to date on some of the top stories we found out that a fremont teacher accused of slapping a student at Patterson Elementary School will not return to school. The boys father was there at the school this morning. Protesting. The School District announced the teacher will remain on leave while the Police Investigate that incident. The federal Highway Trust Fund is expected to run out of money by august unless congress acts. They chose this Walmart Store because of its commitment to solar energy. The president is expected to arrive here just before 10 00 a. M. Now, lets go to some video from president obamas visit here in the bay area the last couple of days. He will be announcing a series of executive actions that he says will create jobs, reduce Carbon Pollution and cut energy waste. As i mentioned, the president chose to speak at walmart because its one of ten Major Companies that have pledged to increase solar generation at their facilities. One of the initiatives being announced today is the department of energys plans to expand a program that supports training people in the solar energy at community colleges. The president talked about his commitment last night. We have this incredible vibrancy thats on display right here in this community. People from all around the world coming here hungry, striving, ready to innovate. The problem is that well waste that gift if we dont make the right choices. Reporter another initiative president obama will talk about is a 2 billion goal hes setting to update federal buildings to Energy Efficiency standards. Now, the white house, back when jimmy carter was in the white house, he had solar panels installed but president Ronald Reagan had them taken off. Prime minister will be announcing to the crowd today that, once again, solar panels have been installed on the white house. Something else that he will be reporting to the crowd is that there are 300 public and private sector commitments to create jobs and cut Carbon Pollution by using solar and Renewable Energy. That is what uc berkeleys plans to expand is being called. Pam cook is in the studio with a new research lab and what it means for the community. Richmond is hoping it means job. Uc berkeley plans to expand the Lawrence Berkeley National Laboratory but there are some concerns. The Research Facility will be on a plot of land that sits on 100 acres in richmond on meade street. It will be called the richmond bay campus. People living in their aia say it do in the area say it would create jobs for People Living with high unemployment and Violent Crime. But they want to make sure they are part of the plan. Something that our children can, you know, prepare for right now in school that they can have the right education and the right tools and jobs to be able to work there one day. The richmond bay campus is expected to employ more than 1,000 scientists, researchers and other staff. Its being called the largest in decades. The lab is managed by the university of california but it receives much of its funding from the department of energy. There will be a hearing in sacramento next wednesday on the funding for the expansion. Construction could begin next year. Sal, whats going on with the san mateo bridge . Yeah. San mateo bridge traffic affected by a crash on the high rise as they moved off the bridge getting out to the high rise. You can see how slow it is there. So this is very slow heading down to the bum bar on which is dumbarton, which is okay. When you go to the bay bridge, the delay there is about 20 minutes getting onto San Francisco side. 8 50.
