But overall a lot of sunshine and warm temperatures. Theres the signature of High Pressure building in. Sunshine, warm temperatures. A little wee bit of fog. A little breeze for a few. But sunny, mild, warm, 80s for the interior, 60s, 70s, closer to the water. Were still looking at a commute thats not all that bad but we have slow traffic and crowded conditions. Starting off with the bay bridge toll plaza, your drive time here is a steady 20 minutes unless you are in the carpool lane, of course. But for the rest of you if you are driving alone, westbound 80 is going to be a little bit slow into San Francisco. That drive time between San Francisco and oakland is about eight minutes. So the noncommute direction doesnt look bad. This is a look at oakland, northbound and southbound. Not a bad commute here. Southbound 880 between downtown oakland and hegenberger taking less than five minutes. Weve even had some clearing up on 880. We had an earlier crash on 880, a couple of them 880 near 92, 880 near whipple. But fortunately, the traffic has become is improving a little bit. Its backed up out of san leandro. But the crashes are gone. Were hoping that will bring improvement. 580 westbound still slow out of the altamont pass. You can see the red road sensors getting into livermore. Back to the desk. Police in richmond are searching for two gunmen who opened fire at a busy shopping mall. Two people were wounded. It happened earlier yesterday evening in the mall parking lot off macdonald avenue. Alex savidge has been talking to investigators and joins us live. Reporter good morning to you, tori. This shopping shepter center was crowded with people when the shooting happened. The two victims were walking out of the stores when there was gunfire. You can see there are quite a few cameras on many of the stores. This shooting happened before 5 30 at this Shopping Center on macdonald avenue just off 80. There is a target store here a number of other stores and banks as well. Bullet casings could be seen throughout the parking lot as police investigated last night. Those two young men who were shot were told are in their late teens to early 20s. A lieutenant told me one of the victims has critical injuries still and is at the hospital. The second victim is in stable condition. Police say the two victims appear to have been targeted. Police are thankful no innocent bystanders were hit here, especially given just how busy this Shopping Center was. Right at the time when it is the busiest, the banks are closing and theres a lot a couple of Convenience Stores, food stores. So generally, a lot of foot traffic. So were really interested in getting closure to this case. Reporter and coincidently, richmonds police chief, chris magnus, just happened to be driving by when this happened. He heard the gunfire and came to hel the First Arriving officers what he saw. Police dont know the motive for the shooting. Detectives will be back out here this morning to talk with witnesses and check for Surveillance Video. And Richmond Police will be putting extra officers on patrol in the area just to reassure area this is a safe place to visit. Investigators released this Surveillance Video april 9th. They say is shows the suspects using the victims credit cards at a Convenience Store about an hour after the robbery at the bank of America Branch on fremont boulevard. The drakes bay company celebrating a victory in the battle for survival. A judge issued a preliminary ruling saying the California Coastal commission abused its authority when it took steps to shut down the farm. The judge ruled the Commission Must now conduct an Environmental Review of the case. Environmental groups want the farm restored to a pristine wilderness state. The Oyster Company has lost several appeals in the case. The peeking case involving effrencarrillo appears to be going to trial. The two sides are expected to about back to court to see if they reach a settlement or go to trial. The press democrat reports that carrillos lawyer said he would rather go to court than reach a plea deal. He was arrested last year after a woman reported 911 outside of her window. Police found carrillo nearby. He was wearing only his underwear and socks. The San Francisco city gardener accused of running over a woman in a city park is due back in court. The 58yearold man faces charges for the tragic incident in holly park last september. Police say he ran over and willed a 35yearold woman in his city pickup truck while she was sunbathing on the grass with her baby. The baby was not hurt. The man has pleaded not guilty to the charges. A woman in a wheel chair suffered minor injuries after she was hit by a cab in San Francisco. It happened about 3 00 yesterday afternoon near leavenworth and mcalister street. Police say the woman was in a crosswalk when the cab clipped her wheelchair. Firefighters say the wheelchair may have been prevented the womans injuries from being worse. The cabdriver was cited for failing to yield. 7 09. A loud critic of Ride Sharing Companies has resigned from the San Francisco cabdrivers Association Board of directors. The decision came of a vulgar and sexist titles appeared on his youtube videos. The cabdrivers association issued a statement saying they distanced themself from johnson and his videos. This is johnsons youtube channel. The controversial videos have been removed. A new report is out showing rents here in the bay area reaching record levels. But how high can it go before the bubble burst . Janine de la vega joining us live from san jose to talk about that, about these new numbers and what people are saying about it this morning. Good morning, janine. Reporter were talking to people as they catch caltrain and are commuting to work and most of them tell me that they rent rather than own a home. But they say that its hard to afford beeth. The latest figures show that apartment rent has increased 10 in this First Quarter compared to last year. The mercury news is reporting that real facts, which collects apartment rental data, found in the First Quarter of 2014, the average went was 2043. And then went you to 3057. In oakland, its increased to 2066. Those numbers are an average of 1, 2 and 3 bedroom apartments. The paper says the main cause for the increase is the job growth. Even though theres Housing Construction underway, its not happening fast enough. A lot of the jobs fueling the high prices are in the tech field. Im staying with my parents to look out and they are really, really high. For two bedrooms they are around 2,100 which is like ridiculous. Reporter kind of like a mortgage for an apartment. Well, people are moving to the bay area to take jobs, and the mercury news says bay area rent prices could slow Economic Growth, if they get too high. Intelligence officials either didnt know about the meeting in yemen or they werent able to send a drone there in time to strike. The meeting reportedly included the al qaedas second in command. One east Bay Community is taking a dramatic step to avoid running out of water during the summer. Yesterday, the city of livermore announced it is imposing a mandatory cutback of 50 for outdoor use. The city says its previous call for voluntary 20 cutbacks resulted in a reduction of only 4 . If customers fail to conserve, the city says there can be no water left for irrigation by july and august. Bay area Water Districts say cutting back on outdoor water use is the biggest opportunity for savings. One sprinkler leak can waste up to a thousand gallons of water a day. Were asking our customers to make sure that you have no leaks and your system is running at full capacity. The city wants a 15 mandatory cutback. Other cities include dublin, san ramon and pleasanton. There may be mandatory cut backs in those cities as well. That will be discussed at a meeting tonight. First time vie later of livermores new water restrictions will receive an vig notice. After that surcharges or penalties may follow. After multiple violations, the city says it may completely cut off water service. The drought is causing doubledigit increases in the cost. Sof produce. General motors plans to ask a federal bankruptcy judge to protect it from old liability claims linked to faulty ignition switches. The Bankruptcy Court split gm into new b. M and gm and old gm which is called Motors Liquidation company. The automaker wants the Bankruptcy Court to decide if the new gm is responsible for problems that started under the old gm leadership. That would include the ignition switch problem even though the new gm is making the repairs. Google has updated the privacy policies. San francisco supervisor david chu has proposed a law to allow people to rent their apartments if they are permanent residents and live in the apartments three quarters of the year. A tiny puppy is lucky to be alive this morning after firefighters made a huge effort to rescue it from a drain. Firefighters in st. Louis, missouri spent three hours yesterday trying to pull a teacup chihuahua from a pipe. They worry the dog could be swept away since the pipe connects to the public sewer system. But thanks to skillful hands and a lot of patience, the puppy made it safely back in the arms of the owner. It was nice out. The sun came out. I just walked him and he tried to jump over the hole. He didnt make it. After the ordeal, a worker put a cap on the pipe and the dog whose name just happens to be storm was taken to the vet to be checked out. Wow. Some east pay homeowners are fighting to preserve what they call the last big open space in san ramon. Lafferty Community Incorporated wants to develop the preserve near interstate 608 and crow canyon. It is blanking to build 740 Single Family homes, condos, townhomes and Single Family units. But people who bought their homes in the area say they were promised no more than 200 other homes will be built on the 450 acres of open space. A coalition of people signed petitions showing their opposition to the project. They say the planned development would crowd up the neighborhood schools and cause traffic and parking problems. Police in berkeley investigating a possible assault or kidnapping of a young girl found wandering the streets of berkeley. Brian flores has been chasing the story for the past two hours. You are back now. You just talked to police and you have new details about this really strange case, brian. Yes, it certainly is, dave. Good morning. We understand this young victim possibly 16 years old, being treated here at Highland Hospital in oakland. We dont know the extent of her injuries but we understand shes in stable condition this morning. Were still working to confirm some of the details were hearing about. We do know the Berkeley Police and ambulance were called to the corner of piedmont and ashby in berkeley, roughly before 6 00 a. M. When they got there, they saw a 16yearold girl there. We talked with Berkeley Police. There are unconfirmed records that this girl was found naked and pepper sprayed. I just got off the phone with Berkeley Police and they cannot confirm the details. What they did say, there were two residents nearby there who called 911 saying this girl was screaming uncontrollably on the corner of ashby ashby there in berkeley. I just got off the foep with berkeley phone with Berkeley Police. This say this is a suspicious circumstance. They cannot confirm it was a Sexual Assault. It may also be a kidnapping. They are mott sure. They were they are mott sure. They were reluctant to give us details because they said if too much information is given out, it may hurt the investigation. They will release information as necessary. Unfortunately no suspect description or car that may have gotten away. They are working to gather those details. Happening today the battle over medical marijuana moves to the east bay city of martinez. The city council there will debate a possible ban on growing medical marijuana outdoors. Supporters of the ban complain that pot gardens are a magnet for thieves. They are often in the clear view of children. However, medical marijuana users say banning would be discriminatory. They created a Facebook Page encouraging people to be at tonights meeting. Theres a new study out that states using marijuana a couple of times a week, thats enough to change the structure of your brain. Scientists at Northwestern University say smoking marijuana less than four times a week affects parts of the brain involved with emotion, motivation and sometimes of Mental Illness. This is one of the first study oses on the studies about light use of marijuana. We have video of the ferry that capsized in south korea. Right now, we have confirmed four people have died and nearly 300 are still missing. Its 11 30 at night over there right now. And military dive teams are working in the dark trying to find survivors in 40degree waters. The ferry carried 500 people on a field trip. They were headed to a Resort Island when the ferry apparently hit a reef or some rock. The u. S. Is now sending a ship to assist in the rescue and relief efforts. 7 36. This morning, the red cross providing shelter to dozens of people left homeless after a big Apartment Fire yesterday in San Francisco. It started late yesterday afternoon at dolores and 14th street near market streets. The fire caused really thick black smoke. You can see it across the entire city. Firefighters manage tonight get it under control in less than an hour. And no one was hurt. But investigators still dont know how or exactly where the fire started. Were not sure if it started on the roof. Thats what we initially thought. It could have started in the upper unit. Were not sure about that yet. Many People Living in the 30 unit building were not allowed to go back home last night, since there was no power inside the building some of them did find a temporary shelter in the parking garage of a whole foods market. The store set up chairs, offered them free snacks for those forced out of their homes. Whole foods gave them 15 twist cards to have a free, hot dinner. Pg e is hoping to have the power back on in that building sometime this morning. 7 37. Cadaver dogs are being brought in to search the site of a large fire in san jose where about 30 Homeless People were living. Some of those people tell ktvu that they cant find one of their friends and hope his body will not be found underneath the rubble. Yesterday afternoon, demolition began on the burned out building on park avenue. The fire began sunday afternoon and what used to be a Television News station. People living inside the vacant building say it was chaos trying to get everyone out. This beam with yellow caution tame around it is where firefighters say they will focus their investigation. This is where they believe the fire started. Yesterday accelerantsniffing dogs were brought in to try to find the path of the fire. Today the cadaver dogs and thermal Imaging Equipment will search for possible cims victims. Good news for sunday drivers in San Francisco. Free parking on sunday is coming back. The muni board voted to stop charges for meters on sunday. Cash fares on muni buses are going up 25 cents to help make up the millions of dollars of muni will lose for the sunday parking meters. San joses police chief is due to meet today with the Santa Clara County sheriff about a plan to get more officers out on the streets. County supervisors approved a plan to temporarily help San Jose Police while the Police Department deals with an officer shortage. Now, the idea is to have sheriffs deputies help out in san jose on a contract basis. Still no timetable, though, on when this plan might take effect. For the first time ever, San Jose Police are being featured on the Reality Tv Show cops. The taping started last night. It will continue to for ten weeks. Two camera crews are riding along with the Police Patrol units. San jose Police Spokesperson said many of the officers quickly volunteered to be part of it. Shes hoping publicity from the tv show will help in recruiting more police officers. 7 46. A hearing is scheduled to set a trial date for the man accused of kidnapping and murdering 15 yearold sierra lamar. She disappeared on march 16th, 2012. Reporter because the shooting happened in such a busy Shopping Center, Richmond Police will be doing extra patrols to reassure the public that this is a safe place to visit. We also understand that detectives were the Richmond Police department will be going over surveillance foot acage from the area foot age from the area. Police are hoping that will help get them a description on two of the shooters. The two victims, friends, were walking out of the of one of the stores here out of one of the stores here when the two shooters approached and fired. It happened at the Shopping Center on macdonald avenue. Bullet casings could be seen throughout the parking lot. The two men shot were in their late teens and early 20s. We were told by a Police Lieutenant that one of the victims has critical injuries. The second victim is in stable condition. Coincidently, richmonds police chief, chris magnus, happened to be driving nearby when the shooting happened. Our chief of police who is not too far out of the area and he also heard the shots and gave that information to responding officers. I believe he was headed towards the local city hall for a meeting. Reporter police say they dont know what the motive was for this shooting last night but detectives will be back out here later this morning. Yesterday, women who say they were sexually assaulted at uc berkeley were joined by Jackie Speier and barbara lee to tell their story. 31 students and alumni have filed complaints against the university claiming nothing has been done to investigate this assault claims and the problem Jackie Speier says is nationwide. One student said she was advised to wear sneakers to be able to run faster from her assailant. Speier says one in five women will be sexually assaulted during their college career. 6 of men are also victims. If customers pail to conserve water, the city says there could can be no water left for irrigation by july and august. They say cutting back on outdoor water use is the best opportunity for savings. The city of livermore also wants a 5 mandatory cutback on indoor water use. The city council will debate a possible ban on growing medical marijuana outdoors. Supporters of the ban complain that pot gardens are a magnet for thieves.
