A live look over bay point, where we have plenty of cloud cover, all of us waking up with mostly cloudy skies this morning and some of us definitely seeing more rain than others. But it is shifting south and eventually all of us are going to get wet. This is where the focus has been so far this morning. This is where we will head to first, where the action s weve got light to moderate rain pretty much covering the north bay, but it has shifted just a little bit. A little earlier, we watched pretty good rainfall along highway 101, still over sonoma, napa, vallejo, some areas picking up 0. 2 in the last six hours. Mount st. Helena has picked up an inch. This is great news. Of course not the best day to be outdoors. Napa, along highway 29, you may find it a little troublesome. A little hazardous if you do have an Early Morning drive, this to be aware of. I do expect a lot of soccer and baseball games will be canceled for the Morning Hours at the very least. Along the east bay, along i80, it is a wet commute, from hercules through berkeley, emeryville, oakland, light rain. Looks like its stretching into around orinda t you may have light rain outside your door and along the peninsula, bay bridge, golden gate, crossing into San Francisco, through daly city, light rain. Again, just a very light rain at this point, but it will pick up over the course of the next hour or so because this system, a nice, distinct band over the north bay and rolling through the central bay and then down into the south bay. I think its going to take until about 11 00, maybe even noon time before san jose begins to see some very moderate, maybe even heavy rain at times. Heres a snapshot of what i do expect for today. Anywhere from a quarter inch for the san jose, south bay area, half inch or so for the central bay, more like an inch for the north bay and more than that expected for the hills. The steady rain, going to come between now and noon as it moves its way through. Then well be left with scattered showers for your afternoon. Ill track it for you on the future cast model. Also, a winter storm warning for the sierra as snow continues to fall there. Ill have a look at whats happening in the sierra, a look at temperatures for today, coming up. Its been a while since ive had to break out the hat and the rain coat and all that stuff. Its pretty welcome, a nice sight. Were here at the Farmers Market in San Francisco at the Ferry Building. For a lot of the farmers here, they definitely say this rain is a welcome sight. Now, todays rain is part of a band of storms that, if you remember, kind of rolled into the bay area on tuesday. That really opened the door to a series of storms. Today, tomorrow are expected to deliver the greatest rain totals. Now, as weve been saying, a lot of the farmers here say the rain is definitely welcome. They want to see the rain in what they say has been a very topsyturvy weather year. Our winter crops bolt. They go into flower mode and we lose the crops. It should be wintertime. Its been spring and winter. Now its winter and spring. Reporter with the statewide drought, any rain obviously is a very welcome sight. Were hearing that this storm could deliver up to 3 inches in the north bay. Still, its just a drop in the bucket. For example, San Francisco is at about 42 of its rainfall total for the year, so they would need 12 inches of rain here in San Francisco to make an average year. One final note, we are hearing the rain is starting to result in some minor cancellations. We just got an email from the department of Emergency Services for San Francisco and the tsunami walk that had been planned for today has now been canceled. Were live in San Francisco, christien kafton, ktvu channel 2news. Well, some people in Southern California are waking up to damage caused by a strong earthquake. The 5. 1magnitude quake hit just after 9 00 last night and was centered near barea in Orange County. The quake knocked items off store shelves, as you see there, and did cause scattered Power Outages to about 2000 homes. It happened about an hour after a magnitude 3. 6 quake hit the same area. The quake was felt as far south as san diego and as far north as ventura county. Pretty intense. I was sitting in a car waiting in a parking lot and the car started shaking side to side. I felt like the car was going to flip over. Right after the quake hit, there were water main and gas main leaks in the area. Dozens of after shocks were reported throughout the night. There are no reports of any major injuries. The earthquake triggered a rock slide that triggered a car crash in Orange County not far from where the quake was centered. The entire roadway ended up covered with rocks, then a car hit the rocks and overturned. The people inside the vehicle were able to get out and were not seriously hurt. Its still going, still going a little bit. Earthquake i felt it. A baseball fan at dodgers stadium shot this video right after the earthquake and posted it on youtube. The quake hit during the 6th inning of last nights dodgers game, in which they won 54 in 10. Today, an east bay marine will be remembered. 23yearold marine andrew silva was riding a motorcycle early Tuesday Morning in fremont when he was hit by a suspected drunk driver. A memorial now sits at that crash site at fremont boulevard and dakota road. Police say the suspect had been drinking four glasses of whiskey before the crash. Hes been charged with Second Degree murder. A enemy moral run is just starting in union city in silvas honor. Proceeds will go to silvas wife and 2yearold son. The event starts at 2 00 in union city. Mount mikes will contribute 20 of its sales this weekend to the family. Public services for silva are planned for next week. A march scheduled today to protest the death of alex niato. Police say officers fired after he pointed what they thought was a gun at officers. It turned out to be a taser. Updated, a story now we first broke on ktvu. Com. 49ers quarterback chris culver is scheduled to appear in court on april 11, following his arrest in a suspected hit and run. The 25yearold culver walked out of the Santa Clara County jail last night after posting a 36,000 bond. Police say he was driving a white mustang in the morning when he allegedly hit a bicyclist on tulley road and south 7th street in san jose. The driver was attempting to make a uturn, didnt make it, ended up coming up onto the sidewalk and striking the bicyclist. The bicyclist suffered minor injuries. An attorney for the witness says the mustang then took off, clipping the witness car while leaving the scene. The witness then followed culver and eventually blocked his mustang. Investigators say culver then got out and confronted him. Police later found brass knuckles in culvers car. The 49ers player was booked on felony charges. The 49ers issued this statement. The 49ers organization is aware of the recent matter involving chris culver. We will remain in contact with chris and the local authorities as we continue to gather the facts regarding this situation, as this is an ongoing legal matter. We will reserve further comment at this time. This is the latest incident involving culver. He apologized before last years super bowl after stating in a radio interview that he would not welcome gay players to the locker room. Culver has been trying to make amends by working with gay rights organizations. Culver is expected to compete for a starting job this season with the 49ers. Washington Authorities Say the official death toll from the landslide stands at 17. Some of the most powerful democrats in california are now calling for his resignation. The state senate took the unprecedented step yesterday of suspending yee, as well as ron calderon and roderick wright, caught in their own political scandals. The three men are banned from serving, with pay, and cannot resume office until and unless all criminal proceedings are completed. Governor jerry brown and nancy pelosi say yee should step down for the good of the state legislature and the democratic party. The people of San Francisco and this area have treated him with great respect. I think out of that respect, he should step aside. Yees attorney released a statement which partially reads suspension is the right step for now and is appropriate in a system that presumes the innocence of the accused. 26 people were arrested in the federal investigation. 18 of them appeared in a San Francisco court yesterday to determine if they needed Court Appointed attorneys. Defendants included raymond chow, the former chinatown gangster with suspected ties to leland yee. Former San Francisco school board member, and alleged associate of chow, who says the public should not jump to conclusions. The charges read like something out of a big crime movie, but when you learn the facts and really separate them out as to whats important, it usually turns out to be something less dramatic. Accusations against some of the defendants include murder for hire, gun and Drug Trafficking and the sale of fraudulent credit cards. Yee faces federal weapons and corruption charges. He is due back in court on monday. A roller coaster of emotions today for family members of passengers aboard the missing malaysian airliner. Government officials this morning offered them a sliver of hope. Earlier in the week, officials announced that the aircraft went into the indian ocean and that all lives were lost. But in this mornings news briefing, the acting transport minister said that despite great odds, they are Still Holding out hope they will be able to find survivors. The best we can do is pray and that we are sensitive to them, that as long as there is even a remote chance of a survivor, we will do whatever it takes. About 90 minutes ago, Chinese State media announced that several objects found in the search zone were just garbage in the ocean and not from the missing plane. Hundreds of seasonal firefighters are now being hired in preparation for what could be a long fire season in california. Dry conditions and limited water supply could mean an increase in wildfires across the state. Calfire says so far this year, there have been more than 800 wildfires statewide. Im going to show you that coming up in a moment, but first, lets take care of today. A live look over the oakland estuary, where it is cloudy, a little foggy, very moist out there and visibility, tough in some cases and in some areas. In other areas, the rain still coming down. Giving you a look at this system, a very distinct band of rain moving over the north bay. Over the course of the morning, weve watched it slowly shift. Its going to continue to shift south, so im not trying to leave out the south bay, but the action isnt happening in your neighborhood just yet. Perhaps a few light scattered showers, and im seeing some over the Santa Cruz Mountains. Where it is light to moderate at times is over the north bay. I want to point out some of these oranges over the hills. So that is to be expected. Weve had light to moderate rain fall along 101 from santa rosa, petaluma and novato. Light to moderate rain around napa. Mount st. Helena has picked up an inch overnight, so thats great news there. As we shift in along the peninsula, weve got light rain falling over the city of San Francisco through daly city. Its shifting along the coastline here, through pacifica, into montara, half moon bay. If youre not seeing it just yet, you will be shortly because we are, again, with a lot of light drizzle and light rain falling over the Santa Cruz Mountains. So this is what we are seeing over the next hour or so. Checking in at 9 00, looks like the model may be a little fast, but not too bad. As we get into 10 00, its creeping a little bit farther south. San jose, youre still mainly dry. Takes all the way until about 11 00, maybe the lunch hour before the rain becomes steady in your area. Meanwhile, tapering off over the north bay, although i will leave in scattered showers, on and off periods of rain for most of saturday. Lunchtime, you can see fairly widespread continuing at the lunch hour. How are we looking by dinner time . An oakland woman who says she was a victim of the sex trafficking industry when she was just a teenager will be honored today for her courage and strength. Monica anderson says she was just 15 years old when a group of men kidnapped her off the streets of oakland. They took her to a house in sacramento and that is when the twoyear ordeal began. Most of this falling in the hills between santa rosa and areas like napa. But sonoma, you could be picking up pretty good rain here falling around the american canyon, falling along i80. You can see just a light, steady rain all the way down into south San Francisco, daly city, off to the east, light rain falling in oakland, as well as all the way into orinda, as well as martinez, be knee sha, and light rain falling over santa cruz all morning long. Folks still coming out this morning, not a whole lot of people like you would expect to see on a saturday morning. The rain certainly keeping some people away. But the rain also definitely a welcome sight for a lot of the farmers here that produce the groceries and the produce that we see out here. This is part of a band of storms that moved in earlier this week. Storms rolled in on tuesday and it really opened the door for these series of storms, today, tomorrow, as rosemary has been explaining, expected to deliver some pretty sizable rain totals. Its definitely a welcome sight for farmers who say they want to see the rain. They tell me they dont want to see too much too fast. The rains not going to be too heavy, which can cause damage, especially at this point. If youve got fruit trees, you dont want rain thats really, really hard, especially not for the young fruit and anything thats in bloom. So you want water, but not too much. Right. We wanted water months ago reporter yeah, so the department of Emergency Management here in San Francisco has already canceled one event, the tsunami walk that had been planned for today. The Rainy Weather just made that untenable today, so they decided to cancel that for today. The trout that weve had this year of course means that any rain that we see is welcome and this storm could deliver as much as 3 inches of rain to the north bay. Certainly that is a welcome sight. But its still really just a drop in the proverbial drought bucket. Just to give you an example, here in San Francisco rain right now, we stand at about 42 of our annual average. It would take 12inches, a full foot of rain by july for San Francisco to come up to its annual average. So like weve said, any rain, welcome. Its just not enough so far. New this morning, Sheriff Deputies in Contra Costa County are still trying to figure out if weather or speed were factors in an Early Morning crash. The driver of this honda crashed into this house on Hilltop Drive and renfro road just before 6 00 this morning. This new video shows where the car ended up. The accident also knocked down a 50foot section of a chain link fence. The man was air lifted to the hospital. Authorities have not released his name or any details about his injuries. Bart is no longer experiencing delays from this mornings problem in the transbay tube. According to its website, the problem has been fixed. It did not go into details about what went wrong. Earlier this morning, some passengers were experiencing delays of about 20 minutes. Service had been affected in both directions, but is now running as usual. Worker safety on bart may mean longer waits for passengers. Bart is implementing new safety rules in response to a deadly accident last october in which a train being used to teach management replacement drivers struck and killed two engineers near walnut creek. The chronicle reports bart will spend some 5 million in hiring 40 new track maintenance workers, but bart officials are warning that with the new safety rules and protections, they will likely mean longer and more frequent train delays for riders. A new report finds San FranciscoGeneral Hospital is in need of significant security and safety upgrades. The report was ordered by mayor ed lee after a patient, Lynn Spalding, was found dead in the stairwell of that hospital last year. Ken pritchett has more on the report and what steps have already been taken. Reporter 57yearold Lynn Spalding went missing from her sf General Hospital bed in september. 17 days later, she was found dead of dehydration in a stairwell, more than two weeks alone, unnoticed. A tragedy that inspired this report by ucsf Medical Center on security at sf general. Its one urban hospital peer reviewing another. It gives great ideas and a path of options. Reporter department of Public Health spokeswoman Rachel Keegan says the report recommendations come as the hospital has already taken steps, such as having more senior sheriffs deputies on site. The report found an insufficient oversite of the Security Program at sf general and an absence of a quote, culture of security and safety. Among numerous recommendations, a fulltime security manager be appointed to oversee a more robust Security Program that includes a Security Operations center, or command post on campus. The Current Space is not adequate and does not meet the needs of the security staff themselves, nor of the campus and the patients and the hospital. Reporter in the spalding case, 2 investigates reported that hospital staff had the wrong description of their missing patient or did not appear to take her disappearance seriously. Keegan says a new program called code green is in place for missing patients thats already showing results, among other changes. For instance, we do now have daily security sweeps of all of our emergency stairwells. We do have an improved alarm system and camera system. Its unclear how much these recommendations will cost or how many can be made as a result. Ktvu did make attempts to contact a representative of the spalding family, but did not hear back. The doors could close for good this weekend at one of the most recognized movie theaters in the bay area. The century 21, 22 and 23 dome theaters across the street from santana row in san jose are scheduled to show their last films. There has been a petition to designate the theaters, built back in the 50s, as local landmarks, but the owners want to lease the land for redevelopment. Theres a call to keep just one of the domes. However, the issue remains in doubt. Century 21s last screening is tomorrow night at 7 00, with the blockbuster raiders of the lost arc. Tap water has been turned off at Mount Diablo State Park because of californias drought. Park rangers say spring Water Supplies are limited because of three straight years of dry conditions. That means theres no camp showers, faucets. Portable toilets have been brought in to save water. Campers have actually been coming to the park anyway and have been bringing their own water with them. He says a worker earning the federal minimum wage makes about 14,500 a year, but would earn more than 20,000 if the minimum wage is raised to 10. 10. A Southern California girl who made a personal plea to the pope this week has helped her father to be released from immigration detention. The 10yearold girl from Panorama City traveled to the vatican to ask pope francis to talk to president obama about immigration reform. She went as part of the california delegation. Now, the girls mother says a relative saw the girl on television and offered to help pay the rest of the 5000 bond to release her father. A judge will determine if he is deported. New allegations surrounding the Boston Marathon bombing. What Defense Attorneys are now saying about one of the suspects and his alleged ties to the fbi. Well, new video just came in showing objects found during todays search for the missing malaysian airliner. Chinese television showed one of the objects, which is colored in green. Lawyers for the lone surviving suspect of last years Boston Marathon bombing say the fbi once asked his older brother to be an in informant. The fbi is denying the allegation. The fbi say the two men planted two bombs at the marathon. Tamerlan later died in a shooting with police. Dzhokhars lawyers want any evidence turned over that could show tamerlan more responsible for the bombing. Yesterdays attack targeted the kabul offices of san rafael based organization roots of peace. The organization is working to improve agricultural opportunities in afghanistan. Officials say it appears the attack was part of a Taliban Campaign targeting westerners in advance of the Upcoming National elections. U. S. Lawmakers have wrapped up a hearing on last years deadly shooting of a tsa agent at Los Angeles International airport. While they are praising the Swift Response of police, there are still no conclusions about how to improve security for screening officers at check points. The hearing comes after two reports found the need to improve airport security. A tsa report recommended that armed Law Enforcement be present at passenger screening check points and ticket counters during peak hours. Many time, officials at Sacramento International airport are cutting 12 of its security positions. It is part of an ongoing effort to reduce spending. The reductions will be made in the Sacramento Sheriffs Department union at the airport and will not affect federal Security Check points. The airport must cut its budget by 15 over the next year and a half. Well, the thrills are back at Great America in the south bay. Today, the park officially opens for the spring and summer season. The park opens at 10 00 this morning. It will close at 8 00 tonight. The parks only going to be open for weekends for now, but starting may 26th, the park opens daily. Habitat for humanity is holding a Spring Cleaning tool donation to help stock up on supplies. The Nonprofit Organization is asking bay area residents to donate new or gently used tools. Starting today, a container will be located in front of the Orchard Supply harbor store in concord. Habitat humanity has helped build 400 homes in the area. New figures suggest couples are spending more than ever to throw the wedding of their dreams. A survey by a Wedding Planning site found couples spent an average of 30,000, up 5 from the previous year. Venue and catering expenses accounted for 13,000 of the budget. Other big ticket items included receptions, bands, flowers and wedding photos. According to Vice President joe biden, persistence pays off.
