It holds a lot of moisture, and a series of systems, one today, and another saturday, looks like an all day rainer. The projections are just crazy. Some of these projections, santa rose. 6 inches of rain. Kentfield, ross will get more than that. Sanford down toward boulder creek, Santa Cruz Mountains. Oakland 2. 60. I have seen 2. 25 between now and sunday at sfo. 40s and 50s. This is a mild system. A southeast wind, so snow levels going to go up over the weekend though a winter storm warning starts tonight and takes us into saturday. All this cloud cover is heading our way, and the enhancement is blowing up with the rain. Its on its way. Evening commute looks like a mess. Morning commute should be fine. The traffic is backed up for a 5 minute delay and 10 minutes onto the bridge itself. Its not that bad getting into San Francisco. We are also looking at interstate 880 and the traffic here is going to be moderate. A little bit of slowing getting up the high street. Big problem, 580 as you come up near the isabel exit, this crash is there, and traffic has been very slow coming in on the alta month as. 7 03. Altamont pass. A huge Police Search is underway in Mountain View for a stone car suspect. Janine de la vega just arrived on the scene. Good morning. Reporter yes, good morning, so far what we know is that no streets are closed off yet, and they dont think that there is any immediate danger to the public but there is a k9 search going on. Theyre doing a yard to yard search. Just north here of of montecedo aver. They told us to stay away from the area because the exhaust fumes were messing with the scent that the k9 was picking up. Heres what we know. For the last hour there has been an active search going on. Earlier this morning, officers spotted a stolen vehicle. Three people were inside. They were able to catch up with two of them. Theyre now in custody, but one of those people, a man ran away, and that is what theyre doing now. Trying to find where he is, and now that its daylight thats surfacing, they do believe that they will catch him within their finger. No immediate danger for within their perimeter. No immediate danger. If you can stay inside your homes, please do. No indication that the person is armed. They want to take all precautions as they can. While the water is definitely needed, some places are concerned now about the possibility of flooding. Ktvus alex savage is live in san rafael, with the precautions before the weekend rain hit. Reporter things have been dry in san rafael throughout the morning, but things are about to change in a big way. Were going to get a whole lot of rain, and its going to come all at once basically this weekend, and thats why here at san rafael fire station number two, they have sand, and they have sandbags and they have the shovel. All ready to go for people to come down here and get sandbags to put near their home, if theyre worried about flooding. The battalion chief here at the station told me a short time ago, this pile was much bigger earlier on this week. Clearly a lot of homeowners have trying to be ready for the downpour thats expected this weekend. We have a little preview of whats to come as a storm blew through during yesterday mornings commute. Most areas picked up less than an inch of rain yesterday. Later today, though, things get worse. The forecast calls for several inches of rain to fall in most areas. Some areas will get more rain in 2 days than they did during all of last year, and with so much rain falling after such a long dry spell, firefighters here in marin say they are worried about the possibility of mud slides. It will be interesting to see what happens with the long spell of dry and then getting a large dump of rain to see how that affects us, but anywhere usually backyards, clogged drains, what we have is if anybody sees any leaves or anything in a drain or anything like that, let us know or the department of public works, if we can get ahead of the clogs, that will be ourest issue. Across the bay area, crews are clearing out drains and making preparations to avoid flooding with the huge storm. The santa clara Water District is working to clear debris to make sure the rain can flow freely once it arrives this weekend. As we come back out here leave, this is the picture in san rafael at fire station number two. Firefighters offering up sand and sandbags and they know this sand will be in high demand later on today. Likely this will be a busy fire station. Theyll have the sandbags available here at station number two and also station number five and the battalion chief tells me with the storm set to arrive later this afternoon, theyll be getting another shipment of sand coming in at some point today. When officers arrived, they say they found the man with at least one stab wound. He was taken to a hospital locally with a life threatening injuries. No arrests have been made, but police say the suspect and victim knew each other. The napa county coroner has released the body of 3yearold homicide victim caylee slusher to her fathers family. The little girls family is an inmate at san quenton prison. The childs mother and her boyfriend beat the child to death and hid her body in a freezer for three days. Day two of a bond hearing for retired tampa Police Captain accused of shooting a man in a Movie Theater after an arrangement of texting. The camera is panning around at a lot of different things, while in there live in the courtroom. The captain, the former retired captain, has pled not guilty to the killing of chad olson. Police say olson was texting in the Movie Theater during the previews and thats when the argument started and then escalated. If hes convicted, the retired captain could get a minimum sentence of 25 years in prison. Time 7 16. The fbi now joining the search for a missing 5 day old baby in southern wisconsin. Investigators say the babys 18 yearold mother called 911 early yesterday, said her son was missing from his bassinet. That phone call triggered a massive search. Dozens of Police Officers and federal agents are now searching the entire state looking for a baby named caden. Investigators continue to evaluate the information being compiled. At this time no suspects have been identified and no arrests have been made. Police say the babys young mother and father, theyre cooperating with investigators. Theyre also now questioning other family members as they continue to search for leads. Time is 7 17. Prosecutors in the south bay hope an unusual piece of evidence will help solve a cold case murder. Theyre trying to find out who killed kathy zimmer in 1989. She was found strangled in the backseat of her car in a short term parking lot at the san jose airport. Whats unusual in this case is the quilt that was covered her body. Investigators hope that someone will recognize this quilt or even some of the material used to make it. They say this is not reached out to the public before about the quilt because detectives at the time wanted to hold back some information that only the kill rer would know. A woman who says she was severely attacked 20 years ago because she stood up for her principles is running for congress in stockton. 65yearold Karen Matthew davis is the former clerk for stanislaus county. Challenging jerry mcdermy. She survived an assault by a group of tax protesters and now she has received a letter threatening her life. She doesnt know if its the same group. A deadly crash last night in the sierras killed a woman from the san jose area. Shes an unidentified woman. She was a passenger in a car that slid off the road on interstate 80 near sota springs. She was standing outside the car with a driver as a Good Samaritan tried to pull back onto the road. Thats when the driver of another car lost control and hit that woman. An investigation continues. An unusual snowstorm really slammed down portland oregon, and theres more snow on the way. 10 inches of snow fell in western oregon. Roads, schools, offices, closed. This big storm, the next one, is coming this afternoon. The National Weather service says the last time two big back to back storms hit oregon was five years ago. Now, that same storm caused a 27 vehicle accident further north on interstate 5. One person was killed. The freeway was closed for more than an hour at Battle Ground washington. That led to a back up of ten miles. Emergency crews brought in buses, so the people who were stuck in the jam would at least have a place to stay warm until the road was cleared. Coming up on 7 27. Dozens of Mountain View Police Officers searching right now for a car theft suspect. The search is focused on shore loin boulevard. Two other suspects have been captured. New this morning, police say drugs, alcohol or possibly both may have caused a deadly crash this walnut creek. Around 11 30 last night. A pickup truck went eastbound in the westbound lanes between civic drive and walnut boulevard. The female driver eventually slammed into a tree. She was taken to john mere Medical Center where she died from her injuries. Investigators believe she may have been under the influence at the time of the crash. A malfunctioning sign may be to blame for an overnight fire in san rafael. The fire started just after midnight at an empty two Story Office Building on bell ham boulevard. Firefighters say they had a tough time flighting the flames since it was burning in a remote area at the top of the structure. Thats when they found an illuminating store sign had some kind of electrical problems. No one was hurt. Your time now, 7 34. Happening today, an announcement in San Francisco later this morning about new legislation to mandate kill switches on your cell phone. Ktvus Tara Moriarty live in San Francisco now to explain why theres such a big push for the new technology, tara. Well, if youve ever had your cell phone stolen and tried to use a tracking device in order to find it, its very hard to find. Even if you track it down, police have so many cases of stolen cell phones, they simply dont have the time to track down every single one. Thats why state senator mark leno is pushing for the new legislation that would put a stop to that. It would require all smart phones sold in california or shipped to this state to have a Kill Switch Technology installed. That would allow people to remotely lock their phone or erase information rendering it inoperable. One smart phone user we talked to said he loved the idea. You can just kill it and youre done. Its easy. Reporter in the long run it might send a message to the criminal, right. Absolutely. If they cant use it, they cant use t they wont steal it. Reporter the Wireless Association says a permanent kill switch does have serious risks, including vulnerability to hackers who could disable devices and lock out not only your phone but phones used by the government. In 2012 it cost consumers 30 billion to replace lost or stolen phones. A probation officer will be with him at all times. The funeral this morning is open to the public. However, the family does not want the news media to be there. Last night, Oakland Police arrested 3 juveniles, suspected of a carjacking that happened earlier in the day. Several hours later, Police Spotted the stolen lexus. The Police Chased it, the pursuit ended at mcarthur boulevard when the car crashed into another vehicle. Three suspects were taken to Childrens Hospital for observation, they were detained after wards. The invest has started now at san jose State University by a special task force into an alleged hate crime. The panel met last night for the first time in front of a large crowd demanding answers about the racially charged bullying case. Police say four white students have been tormenting an African American roommate for weeks. The students allegedly put a bike lock around the African Americans students neck and hung a Confederate Flag from their dorm room window. That flag is used as a symbol of intimidation. Its used to threaten people, and staff. Nobody said, hey, wait a second, we need to look at everything thats going on now. We need to stop. The california dmv is cautioning car buyers about odometers being rolled back. Now, cars have actually switched from old odometers like this to new technology of digital ones. However, investigators say the new ones are actually easier to roll back, making it easier to trick people into buying an old car. A car facts Vehicle History Report revealed that the odometer had been rolled back, and thats apparently happening more frequently in california than anywhere else. Thieves are getting the help of a little device that plugs in under the Steering Wheel. Odometer fraud is a forgotten fraud. People think that it cant happen so theyre not looking for it. Now, the dmv looked into these devices and helped recently to arrest three men on charges of selling more than 200 cars with rolled back odometers. We have a new development involving a huge Police Search this morning for a stolen car suspect in mountain valley. Ktvus janine de la vega is joining us live. You have been out there for a while, so what happened just moments ago . Reporter yeah, in the last 15 minutes, the search was called off. The third suspect was never found. They dont believe hes a threat to the community. Police are patrol cars lined on montacedo avenue, and just as i mentioned a short time ago, they broke down the perimeter, police say at 4 this morning, they spotted a stolen car traveling with three people inside. Officers followed that car. After a few minutes, it stopped and the people got out and ran. Police chased them, and caught and arrested two of them. They did a yard to yard search looking for that third suspect using k9s. He was spotted several times but police were unable to catch him, and they decided to call off this search shortly after 7 30 00 a. M. There was no weapons involved with them. They were not in possession of any stolen property or anything, and there were no narcotics so we dont have any reason to believe that the outstanding suspect is any danger to the community at this point. Reporter now, there is a nearby elementary school, in this area but it was never put on lock down. The information and a description for that outstanding third suspect is here. He is a white male adultings believed to be in his 20s. He has brown shoulder length hair and was wearing black clothing and was carrying a black backpack. If you have any information, youre asked to call mown view police department. Theyre hoping after interviewing the other two suspects, that are in custody, which those two people are from san jose and campbell, theyre hoping to glean information off them that may lead them to the outstanding man thats apt wanted. Reporting live, Jana Katsuyama ktvu channel 2 news. Janine de la vega, ktvu. A man is fighting for his life after being stabbed in san jose. It happened shortly before 3 00 this morning on south market street. When officers arrived, they say they found the man with at least one stab wound. He was taken to a local hospital with life threatening injuries. No arrests have been made, but police say the suspect and victim knew each other. The bay area is bracing for the next round of storms as steve has been telling us. Ask while the water is definitely needed, some places in fact are concerned about the possibility of flooding. Ktvus alex savage is live in san rafael where the precautions are getting underway before the weekend rain hut. Theres big concern about flooding in marin county and across the bay for that matter. And people are getting gored up. This is the scene at san half fire station number two where we have a pile of sand and bags all ready to go, and clearly a lot of people are looking to be prepared for the possibility of flooding because the battalion chief told me this pile of sand was a whole lot bigger earlier this week. Now, yesterday we of course got a preview of whats to come as the storm blew through the morning commute that caused problems on the roadways. Most areas picked up less an than inch of rain, and it returns later today and the forecast calls for several inches to fall in most areas. Some areas will get more rain in just a couple of days than they did during all of last year. And with so much rain falling after such a long period, a long drive period, firefighters here in san rafael are very worried ant the possibility of mud slides. Sometimes the biggest slides are after a long period of wet, so well see what happens. But were prepared and were ready to do whatever we can to help people out. And all across the bay area, crews are clearing out drains and making preparations to avoid any sort of flooding with this huge storm system. Obviously they wont be able to avoid it all together. Down in the south bay, the Santa Clara Valley Water District is working to clear debris from the water ways in that area to make sure all the rain can hopefully flow frequently as it begins to fall this weekend. This is a story we told you about earlier this week. People living in their cars can park in a coned off lot on the southern tip of the Sonoma County fairgrounds. They can also get food, have access to showers and bathrooms. However, not everybodys happy about this. Some of the people who live near the parking areas say they were blind sided by the county. You dont know. I woke up monday morning and they got tractor work going on over there. I apologized four times last night that we did not have the time to reach out to them. This parking area cost Sonoma County about 170,000. Its being run by catholic charities. County supervisors say it was set up as a response to the recent cold weather weve had. The fbi has joined the search for a missing five day old infant in southern wisconsin. Investigators say the babys 18 yearold mother called 911 early yesterday to report her son was missing from his bassinet. That phone call set off a massive search. Dozens of Police Officers and federal agents are now searching the entire state for the baby named den. Police say the infants young mother and father are cooperating with investigators. They are questioning other family members as they search for leads. Time now 8 16 prosecutors hope a very unusual piece of evidence will help solve a cold case murder. Theyre trying to find the kill of kathy zimmer in 1989. They found her strangled in the backseat of her car in the shortterm parking lot at the san jose airport. Whats unusual is this quilt. It was covered her body. Investigators hope someone will see the quilt or recognize some of the material used to make the quilt. They say they didnt reach out to the public before about the quilt because detectives at the time wanted to hold back some of the information that only the killer would know. The family of an east bay man who was shot and killed by Concord Police is now suing the city. Last may, under cover narcotics officers served an arrest warrant for 21yearold Charles Burns in antioch. Police shot and killed him after a car chase. The lawsuit claims officers intentionally and maliciously killed burns who was not armed. The city of concord will not comment on the pending litigation. Time is now 8 17. The chp says the unidentified  woman was a passenger in a car that slid off the road on interstate 80 near soto springs. Light snow is forecast in some parts of the country, the big problem this morning is the power outages, an ice storm the past two days knocked out electricity to half a million homes and businesses in pennsylvania and maryland. This winter storm caused more outages in pennsylvania than superstorm sandy. Utility companies hope to restore power to most customers by the end of today, but electricity in some homes wont return until next week. Theres no television. Theres no radio. You know, were charging our phones in our car, and put the generator out. A section of the pennsylvania turnpike was shut down for hours after a deadly weather related crash near the state capital. Some schools until the northeast are closed for another day today because of the dangerous conditions. Facebook is promising to help a family of a Young Musician in missouri who died unexpectedly. My son passed away january 28 january 28th. 2012. And we cant access his facebook account. Now, john and lisa berlins 21yearold son jesse died in his sleep more than a year ago. State senator mark leno will introduce a new bill to mandate kill switches being placed on cell phones. You can put a wipe on it but there is the chance that it will be sold on the black market and theres virtually nothing you can do about it. State senator mark leno has proposed the legislation to help put a stop to that. It would require all smart phones sold in california or shipped to the state to have Kill Switch Technology installed, and that kill switch would allow people to remotely lock their phone or erase information rendering it inoperable. In the long run, i think it would be a good thing to have. You know, and that way thieves know, you know, once its, you know, gone, or once they have it, its like its use less. Reporter the ctia, the Wireless Association says a permanent kill switch has serious risks, including vulnerability to hackers who could disable mobile devices and lock out not only your phones but phones used by the government. They estimate in 2012 it cost consumers 30 billion to replace lost or stolen phones. The investigation has started now at san jose State University by a special task force into an alleged hate crime. The panel met last night for the first time in front of a crowd that demanded answers about the rationally charged bully case. Police say four white students have been tormenting an African American roommate for weeks. Investigators say the students put a bike lock around the africanamerican students neck and hung a Confederate Flag out their dorm room window. That flag is used as a symbol of intimidation. Its used to threaten people and nobody said, hey, wait a second, we need to look at everything thats going on now, we need to stop. That task force is investigating ways to improve the Race Relations at san jose state. Time is 8 36. Funeral services will be held in oakland this morning for 17 yearold justice toliver. Shes the oakland teenager who police say was shot and killed by her younger brother at the familys china town district apartment last month. A Juvenile Court judge is allowing the 14yearold boy to leave his jail cell to attend his sisters funeral today. But a probation officer must be at his side at all times. Todays funeral is open to the public. However the family has asked the news media not to attend. Oakland Police Arrested three juveniles last night suspected of a carjacking that happened earlier in the day. Several hours after the carjacking, officers spotted the stolen lexus. Police chased it, and a pursuit ended at mcarthur boulevard and warner avenue when the lexus crashed into another vehicle. Three suspects were taken to Childrens Hospital for observation and were detained after wards. Time now 8 37. Uc Berkeley Police investigating a report that a male graduate student instructor sexually assaulted a 22yearold female student. Now, according to a crime alert released by campus police, the family student says she was sexually assaulted by the student instructor in his apartment at University Village in albany. Police say no arrests have been made because this case is still under investigation. The residents of berkeley are taking to the streets showing theyre fed up with violence and crime. Now, last night was the third time this church based group organized a march. They passed out safety leaflets and urged people to get involved. The walk through the uc Berkeley Campus area. Many of them recent crime victims have been students. I wish they would just build this up a little more. I didnt see a sign for anything like this in this area. I think they would come out. The crime at berkeley had been declining until 2012. The crime rate is up now. Especially strong armed robberies for cell phones and laptops. An Oakland Police officer may possibly lose his job after a bizarre incident that happened at a San Francisco restaurant. It happened early sunday morning at this ihop restaurant in the Marina School district ktvu has been told that kevin deli was off duty when he allegedly pulled out a gun inside a restaurant to impress a waitress. My understanding from the victim is that the firearm was brandished at her and towards the sky, towards the ceiling of the restaurant. Police say kelly admitted hed been drinking hours before that restaurant incident. Both oakland and San Francisco police are promising a full investigation. The time is 8 39 in the morning. Now, even though cars have switched from these old odometers to new digital technology, investigators say thieves are actually finding it easier to roll them back and deceive car buyers. The first thing that goes through your find is im in the middle of the highway and my trucks not running. Commander tom wilson is in the Investigations Department of the dmv. He says that little device plugged in under the Steering Wheel makes rolling back odometers even new digital ones easy, and its apparently happening more frequently here in california than anywhere else. In previous years we would get just a few cases trickling in and now it seems like the flood gates are open. Recent car facts study found that nearly 300,000 rolled back vehicles were on the road in california last year. Thats the highest number of any state. Now, the dmv says they helped arrest three men caught selling cars with rolled back odometers. Most of their business was done on craigslist. Now, on our web site, ktvu.
