Were getting an offshore breeze. Look for 50s for temperatures and a few 60s, especially down towards santa cruz and monterey. Heres sa. I want to alert you to the toll plaza delay. Its backed up for about a 20, 25minute delay. Thats not the problem. The problem is 101 and an earlier crash in San Francisco thats slowed traffic on the upper deck of the bay bridge heading down south. The traffic is better now that the accident has been cleared. I would still recommend if you are in San Francisco as an alternate to use highway 280 there. But the traffic on the bridge is going to slow people down because when that happens, they slow the metering lights down there. I want to mention the east bay traffic here. As you can see traffic on the commute on 680, a little bit slow. Not being so much affected by the fire we talked about. But highway 4, 16minute drive time from lone tree to loveridge. A fire continues to burn at this hour inside a large warehouse. The fire started before 1 00 this morning. When crews thought they had it controlled, it flared up again. Well get to that in a minute. Now that the sun is up, i wanted to show you how bad the smoke is. You can see firefighters are still actively fighting this fire, if we take a look, its going in a southerly direction. Residents are being told if it bothers them to shut their windows. Its pretty cold out here. That shouldnt be a problem. Investigators say an alarm went off. The owner has had a bunch of false alarms so he told authorities not to come in. Now investigators are looking into maybe the homeless broke in. The flames broke out in a large warehouse on stanwell avenue. It quickly grew to a fouralarm fire. This is a telecommunication building. The facility is 50,000 feet. Other, the fire has been burning for such a long time. Weve had to relax some of the waters so the engines can go get fuel. Weve been burning for that long that the engines need fuel again. Reporter no one has been hurt that authorities know of. The fire was never threatening any homes. This is mainly an Industrial Area located next to buchanan field airport. We have yet to see if the fire will impact operations. You can see the smoke still very strong again. Its blowing mostly upward. But some of it is making its way southward. Its definitely visible that the sun is here. Atf will be assisting in this investigation, given the scope of the fire. C. , into the deadly asiana crash in San Francisco. Three people were killed. 180 others were hurt in that crash in july at sfo. The ntsb wants to know what caused the plane to crash into a sea wall while trying to land. Now, the ntsb hearing into the Asiana Airlines crash has been underway for about an hour and a half now. Kyla campbell joins us live from the ntsb headquarters in washington, d. C. Were learning about the systems that were sure to help the pilot. Kyla . Reporter for the past hour, weve been hearing from witnesses from the faa and boeing about this investigation. They say the asiana pilot had entered a higher altitude into the auto pilot while the plane was descending and that could have triggered the plane to stall. The ntsb has previously said that the pilots likely believe the plane was in autothrust mode but it was not. So they lost that backup plan. Also here today for boeing is the former chief pilot of the 777 aircraft. This is what he had to say he said pilots have the final authority on pilot operations but pilots like all humans do make errors. The ntsb says the point of this investigation of todays hearing is to make sure we find out what happened so it does not happen again. The ntsb has made it clear it does not place blame or find fault but they can use this investigation to enforce fine or punishments. But questions related to who could be at fault at this matter are not allowed today. They are taking a quick break. They will be back in about five minutes. The four pilots flying the jet when it crashed, they will not testify at this mornings hearing. The pilots were interviewed by ntsb investigators in the days after the crash. The Attorney Says her client acted within department policy. Richmond Police Arrested a 15yearold boy who they say was carrying a loaded oozy submachine gun. They say it happened in the Iron Triangle neighborhood. Police say the tiger was on 9th street pulling the uzi out of his waistband and Police Chased him to a nearby home. He was arrested after police found the uzi in the mattress in the bedroom. They dont know how the boy got the weapon or why he was carrying it. Yesterday, several thousand riot police used their shields to push back protesters and remove tents at their camp. But overnight protesters pushed police back from the key sites at the camp. The protests began late last 90 when ukraines president backed away from a camp that would deepen ties with the european unian. Its the biggest settlement approved by oakland so far related to the occupy protests. A tavern owner was arrested in november of 2011 during an occupy demonstration. Witnesses say he refused riot Police Orders to move and witnesses say one of the officers beat him with a baton rupturing his spleen. That is backed you for a 25, 30 minute wait as you dumb into sanfrancisco as you come into San Francisco. This is being affected by an earlier crash on 101 in San Francisco. You can see, theres about 30 people inside the room watching whats happening on screen intently. Were told that families of the passengers who were on board the ash plane that crashed are expected asiana plane that crashed are expected to arrive but they are not here yet. This remote viewing area was set up by Asiana Airlines and the ntsb because its required by federal law to provide access to the hearing to families who couldnt actually travel to d. C. To attend. There are support staff here from the ntsb. Theres also people from the red cross, Asiana Airlines and also from other airlines. Now, the ntsb told us that those other airlines are leer to learn about what happened the day of the crash. There hadnt been a fatal plane crash since the asiana one since 2009 on u. S. Soil. So with the asiana crash, its important to get any information they can use to improve safety. The red cross, as i mentioned, is here on stand by to help families involved in the crash who want to watch the hearing. Today we have some nurses on hand. It will be a long way. If someone needs to talk to a nurse, we have one here and then we also have some people onhand to provide emotional support if someone needs to take a minute from the information they are learning today. Reporter the ntsb told us that four to ten members of families are supposed to watch the family here in burlingame. Were told they are local. But no passengers who are on the plane that day are expected, just their relatives. Again, im sure they have a lot of questions about what was happening behind the scene that day. Police are out there searching for the shooters in two separate killings. Ktvus Claudine Wong talked to police. You are back now with details on the investigation. Claudine . Reporter well, two investigations are underway in these latest shootings as they search for the people responsible. We gotta tell you they say resources are stretched pretty thin. The Vallejo Police department five detectives and one sergeant who are assigned to all of these cases. It doesnt just include homicide. But when you take a look at just the numbers of homicides, we are seeing more than we have in several years. Lets take you through the recent shootings and what we know about what happened. The first one happened yesterday about 3 40 in the afternoon. There was a shooting outside of the kings supermarket on fairgrounds drive. Police found there, found a man in his 20s suffering from gunshot wounds. He was pronounced dead at the scene. You can see from the video a large crowd had also formed and that crowd had police calling in extra help. At 1624 fairgrounds, there was a hostile crowd. Reporter now, that actually calmed down without any other problems. At 9 30 last night, more calls came in for shots fired on the 700 block of tuolumne. A sr gent was on sergeant was on scene. A man in his 20s suffering from multiple gunshot wounds. He was pronounced dead at the scene. This happened outside of a Recording Studio where police say a rap party was going on. About 20 people were question requested at the scene and the questioned at the scene and at the station overnight. No one is in custody for the shootings. Vallejo police say they are doing the best they can with few resources. Were stretched thin. Our resources are stretched thin. We have great professionals. Were doing the best we can. Reporter detectives yes, our hole department has been depleted as far as the resose resources but were doing the best we can. Reporter the latest kills put the homicide nate for 2013 rate at 24 for 2013. In 1994, it looks like they had 30 homicides. We still have three weeks left in the year. There are 70 officers in the val Police Department right now Vallejo Police department right now they are actively looking to hire more. They would like to get up to 110. New questions about the death of a patient at San FranciscoGeneral Hospital back in october. 57yearold Lynne Spalding was found dead in a San FranciscoGeneral Hospital stairwell october 8th. She had been missing 17 days. Well, two months later investigators and her family were still waiting for answers. Critics including the lawyer for the spalding family says the medical Examiners Office is badly understaffed and backlogged. The delay isnt doing anything, any good for the city and county of San Francisco. It just makes us look more incompetent. The National Association of medical examiners this year downgraded the offices accreditation from full to provisional. They cited a belowaverage turnaround time for autopsy reports. Now, on tuesday, San FranciscoSupervisor John Avalos called for a hearing into the medical Examiners Office. A member will be held today in san jose for the south bay for a teenage ehit and killed last week while riding his bike. 17yearold Anthony Garcia was heading home last sunday night when a car hit him. Family members say drivers have a hard time seeing pedestrians and cyclists because the lighting in the area is bad. A vigil for garcia is scheduled from 7 00 to 9 00 tonight at the Oak Hill Cemetery in san jose. His funeral is tomorrow at saint martent parish in sunnyvale. So far this year, there have been more than two dozen cases of cars hitting pedestrians or cyclists in san jose. 7 39. Livermore Police Detectives say a respected golf pro and instructor may have molested kids nationwide. 31yearold Andrew Michael nesbitt is behind bars charged with 65 felony counts. Investigators accuse him of sexually abusing several male students between 12 to 17 years of age. Nesbitt was arrested saturday morning just before he was to receive a press prestigious golf award. Yeah, with last night, the Council Voted in favor of a proposal that restricts pot clubs. Dispensary owners say the restrictions are basically a ban because it really only allows them to operate in about 1 of the city. It does prevent medical marijuana dispensaries from operating within 1,000 feet of a school or a lie prairie. They also need to be at least 500 feet away from any drug rehab facilities and 150 feet from a home. One local dispensary owner we talked to agrees there needs to be regulations on those clubs that arent acting responsibly. Too close too school. They shouldnt be there. If they market to children, they shouldnt. There are quite a few dispensaries that follow very, very strict, selfregulated guidelines. He also says he and many other dispensaries operate in a responsible way and are good neighbors. They have cleaned up trash where they work and provide a Critical Service to patient who truly need marijuana as medicine. The city of san bruno may move another step forward after that pipeline disaster three years ago. Welcome back. Pg e still doesnt know what caused yesterday mornings underground fire in oakland. It made a lot of people think about the deadly san bruno pipeline disaster. We first had this on mornings on 2 yesterday. The natural gas fire burned for three hours. Six homes were evacuated near golf links road and fontaine street. At first pg e blamed it on a rupture in a fourinch steel line about 6 feet down. But investigators have not ruled out the possibility of a problem with two connecting lines. Its too early to speculate what caused this incident in oakland. But overall, pg e is taking a closer look at pipelines throughout our service area. Gas and water were shut off to 20 homes. The pg e lines were all inspected in april of last year. The San Bruno City Council was expected to take the next big step in redeveloping the neighborhood that was devastated by that 2010 pg e pipeline disaster. The council was likely to approve plans to rebuild ten more times destroyed in that fire when they meet at a meeting last night. A san ramon developer has offered to pay more than 4 million for the property in the crestmoore neighborhood. We are still trying to find out if that plan was approved. Paul walkers last completed movie is expected to debut this friday. Its called hours starred walker as a father trying to keep his newborn arrive during hurricane katrina. Lets go back to the desk. We have developing news from concord. Theres still a lot of heavy smoke coming from a big Early Morning warehouse fire in concord. This one started just before 1 00 a. M. And when the fire crews thought they had it under control, the flames flared up again. Ktvus Tara Moriarty has been out there in concord since 4 30 this morning. Tara, you think they may have tracked what caused this fire. Reporter Bank Officials are out here. And thats important because this property is a foreclosure. So now all of that will be part of the investigation as to how it this fire started. You take a look behind me, you can see the smoke is actually really bad right now. Its very difficult to breathe. Its very toxic smoke. We know that an alarm triggered before the fire broke out, the owner told police not to come because he had so many false alarms in the past. This is gonna be something thats part of the investigation. These firefighters have been dousing this fire for seven hours now. They have actually run out of fuel a few times. They couldnt pump water. The battalion chief asked them to turn on additional pumps to raise the pressure. That wasnt enough. Then then te asked for then they asked for more pressure and they said were maxed out. Were talking about 5,000 gallons of water a minute. The flames broke out at quarter to 1 00 in the large teledmuncations Telecommunications Office off stanwell avenue. Some of the burning that you see is intentional because we cant go into the building with our hose lines like we normally would. We have to fight the air from the aerial tracks. Grooves present a problem there. So what were trying to do is let the roof burn away so we can get water in but not let it burn so hot that it destroys the structure that are holding the walls up. No one was han no one has been hurt. This is mainly an Industrial Area located next to buchanan. The smoke, it looks like its beginning to dissipate, the smell of it and the taste of it are its very rancid. We understand we got a tweet actually from kevin bee this morning saying he could smell the burning plastic in san lorenzo. A lot of smoke particles in the air. Thank you. 8 04. Happening right now, the rescheduled ntsb hearing in washington, d. C. Into the deadly Asiana Airlines crash in San Francisco, three people were killed and 180 others were hurt in that july crash at sfo. You are looking at some home video of that crash. The ntsb want tsds to know wants to know what caused the plane to crash into a sea wall while it was trying to planned. Kyla campbell joins us live where one factor is looking at the impact of cultural differences. Kyla . Reporter the ntsb did ask boeing about cultural differences and heres why the ntsb released information as the hearing began saying that a student pilot on that plane told investigators he had considered aborting the landing but it was a difficult decision because it goes against korean culture to give orders to a superior. Boeing officials said they do try to consider other cultures when creating standards and designs. But they said there is a big difference between design and execution. Then the hearing switched over to those automatic alerts and warnings on the boeing triple 7 aircraft. There was a stick shaker warning several seconds warning the pilots that it would probably stall. The ntsb says the pilots believe that the auto thrust was on so they probably waited for it to kick in. However, it was not engaged. This hearing is going on for another nine hours. At some point we expect to hear the officials from the city and county of San Francisco speak up at some point. Ken wayne just told me a few moments ago that debbie hersman, the ntsb chairman, she will be giving a News Conference at 1 30 pacific. Thats 4 30 eastern. Right before the dinner break. Another issue set to be addressed during a hearing today is the response by local firefighters. The authorities had said that a 16yearold passenger died when a responding fire truck ran over her on the runway but how she got out of the plane and onto the runway is still not clear. The safety board has been studying video from cameras on the fire trucks to try to get some answers. As kyla mentioned, ken wain is in washington, d. That march is set to begin at 3 30 on drake avenue before it heads to the marin city sheriffs substation. More than 100 people marched in santa rosa yesterday protesting the Police Killing of 13yearold andy lopez. They pounded on the doors of the Sonoma CountyDetention Center yelling at deputies inside demanding justice for andy lopez. Deputy Erick Gelhaus shot and killed 13 andy lopez in october after mistaking an air soft pellet rifle for an ak47. Yesterday, Deputy Gelhaus went back to work. Im here because i believe that our community has failed to be open to everybody. Now, the protesters started yesterdays activities at city hall. They tried to bring white crosses into the chambers. They were meant to represent people who were killed by police in Sonoma County. Two people were arrested. Now, several investigations are underway into the shooting of andy lopez. The attorney representing Deputy Gelhaus says gelhaus understands the publics frustration. The Attorney Says her client did act within department policy. 8 09. Richmond Police Arrested a 15 yearold boy who they say was carrying a loaded uzi subman gun. It happened monday afternoon in the triangle neighborhood. Police say the teenager was on 9th street when police say they saw him pull an uzi out of his waistband. Police chased him into a nearby home. Officers say the teen was arrested after police found the uzi under a mattress in the bed under the bedroom. Investigators say its still unclear how the teen got the weapon or why he was carrying it. Federal and bay area Law Enforcement agencies have teamed up to a launch a new mostwanted website. The official search for a san jose pilot and his family missing in the rugged back country of idaho has now ended. But family members and friends of dale smith say they plan to keep searching using a private aircraft. After that, i think things will calm down. High pressure is here. It looks like california. It will get stronger by sunday and monday, if anything. Cold, sunny, a little warmer, breezy to blufrtry at times. Thats mainly the Oakland Hills to San Francisco. 50s, few upper 50s. Heres sal. Another injury crash in the same spot where we had a crash a couple of hours ago. It may affect the bay bridge getting into San Francisco. I will tell you why. Here the bay bridge is maybe about a 15, 20minute delay. But most of this traffic filters on the 101 and now on 101 in San Francisco. We have another injury crash, southbound 101 at cesar chavez. Second one of the morning in the same spot. Traffic is quickly beginning to back up on 101 southbound and also on 101 northbound in the same area. Please give yourself extra time. Were also talking about the east bay traffic which has been very slow from 238 all the way down into the fremont area. 41minute drive time between those two spots. As we look at the east bay, 24 westbound, ten minutes from la fayette over to the tunnel. And then highway 4 is finally improving. I want to show you a drive time. Pleasant hill to the caldecott has said, about 12 minutes. 238 to san lorenzo, 34 minutes. I stand corrected, our computerized system says its getting better. 34 is better than 41. But not much better. This is a look at 280 northbound as you get up to highway 17. Thats slow. Lets go back to the desk. Happening now the rescheduled ntsb hearing in washington, d. C. Into the deadly Asiana Airlines crash in San Francisco is underway today but right now they are on a lunch break. You see the seal of the national tration safety board transportation sast board. Thats where they Transportation Safety board. Thats where they are meeting. Three people were killed in this crash. 180 others were hurt in that crash in july. So far executives from boeing have said that the automatic mated controls on their plane are designed to assist the pilots but ultimately, the pilots have the ability to take control of any aspect of the plane. Weve learned that back in july, the pilot told investigators he was very concerned about trying a visual approach because the runways automatic Warning Systems were out of service due to construction. Well, many bay area people have a stage in whats happening right now in washington, d. C. Some of them helped out in the days after the crash. Ktvus janine de la vega live at a hee tell in burlingame right now where a few dozen people have come together. They are watching a live stream of that washington hearing, janine . Reporter yeah. Were told that about four to ten relatives of people who were on that plane that crashed are supposed to arrive. They are not here yet. I want to take you into the room where people have been watching the hearing as dave mentioned. They are on a break right now. There were about two dozen people watching here at the hearing to learn more. These are people from Asiana Airlines. There are representatives from the ntsb as well as the red cross. They all played a role in the crash. This remote area has set up by ash and the ntsb by asiana and the ntsb because they are required by federal law for families who cant attend the hearing. They had about 160 people who helped with the crash. They are on stand by in case families who come to watch the hearings get emotional. We have some nurses onhand. It will be a long day. If someone needs to talk to a nurse, we have one here and then we also have some people onhand to provide emotional support if someone needs to take a minute from the information that they are learning today. Reporter before the asiana crash there had not been a fatal crash on u. S. Soil since 2009. Theres much to be learned at the hearing. Thats why there are representatives from other airlines who are watching from the hotel to see how safety can be improved. Were told that theres staff here from United Airlines as well as Virgin America and more airlines are expected to come. Now, this is open to the public for anyone who wants to watch the live stream. Two fatal shootings within hours of each other have put the homicide total in in vallejo at the highest total in vallejo at the highest its been in almost two decades. Claudine wong is live in vallejo with what police are saying about the trend and the search for the people responsible for these latest killings. Claudine . Reporter weve been talking to Vallejo Police about this recent trend of killings. Certainly, its concerning. Now, back in 1994, the record was set for the highest number of homicides in the citys history. That was 30 that year. 30 people died from violent crime. Well, this year with these two most recent killings, the number stands now for 2013 at 24 homicides. Its been a tough year. It has been a very violent week. Lets take you to the most recent crime scene. This was tuolumne street last night about 9 30. The fourth homicide in less than a week here. A man in his 20s, shot multiple times outside of a Recording Studio where a rap party was being held. More than a dozen people were being interviewed. Just hours earlier, there was another shooting on fairgrounds drive. A man in his 20s killed there. Also shot, also pronounced dead at the scene. A hostile crowd had Vallejo Police calling in extra help and still no arrest in the case. Vallejo police say the homicide cases are a top priority. But there are five detectives in charge of all of these cases and they admit they are spread thin. It goes without saying that most communities are gonna be stretched thin in resources. But were never gonna use that as an excuse not to conduct a thorough, complete investigation. I think its safe to say with 24 homicides and the number of deathtives we have, they are working quite a few hours. Reporter how many detectives do you have . Currently five and one sergeant thats in charge of the investigations unit. Reporter as for what is behind this recent wave of violence, thats still unclear. The Department Says it doesnt appear at this point that these two recent killings are gang related. And this time of year, homicides arent the only problem. Robberies and burglaries are also on the rise. Police say they are trying to hire more officers. There are 78 officers from this department right now in this department right now. Approval has been given to get the force to 110. You just cant rush the hiring process. It will take time to get the staffing members up. Claudine wong, ktvu channel 2 news. New questions are being raised about the San FranciscoGeneral Hospital patient. 57yearold Lynne Spalding was found dead in a San FranciscoGeneral Hospital stairwell october 8th. She had been missing for 17 days. Two months later, investigators and her family are still waiting to learn the cause and time of her death. Critics, including the attorney for the spauding family, says the department is severely understaffed and backlogged. The delay isnt doing anything, any good for the city and county of San Francisco. It just makes us look more incompetent. The National Association of medical examiners this year downgraded the offices accreditation from full to provisional, citing a below average turnaround file for autopsy report time for autopsy reports. 8 39. Detectives in livermore say a wellknown golf instruct ear is accused of instructor is accused of molesting children around the nation. Andrew Michael Nesbitt is in jail charged with 65 felony counts. Now, investigators say he sexually abused several male students between 12 and 17 years old. Nesbitt was arrested saturday morning just before he was to receive a prestigious junior glofl Teaching Award golf Teaching Award. Detectives say he may have abused students in alabama, michigan, mississippi and north carolina. Next week, the National Rifle association plans to sue the city of sunnyvale. They are trying to block a new gun control ordinance that will take effect in january. That was approved by voters last month. It requires gun owners to keep weapons locked up and to notify police within 48 hours if a gun is lost or stolen. Measure bans ammunition clips that hold more than ten rounds. It requires ammunition dealers to keep the names of buyers on record for two years. A local gun storeowner is part of yet another lawsuit, one that claims the ordinance conflicts with existing laws and also violates constitutional rights. 20 minutes before 9 00. A memorial will be held today in the south bay for a teenager who was hit and killed last week while riding his bicycle. 17yearold Anthony Garcia was heading home last tuesday night in san jose when a car hit him at branham and vista park. Relatives say drivers have a hard time seeing pedestrians and bicyclists because of poor lighting in the area. A vigil from garcia is scheduled from 7 00 to 9 00 at the oakhill cemetery. The funeral is tomorrow in sunnyvale. So far this year, there have been more than two dozen cases of cars hitting pedestrians or bicyclists in san jose. 8 41. A mother in hayward, mourning her sons death, saying his death points to the lack of services for the homeless. Mary archuleta says her son, joe white, was trying to get off the streets. Now, on sunday morning, he was found in a walkway near the safeway on foothill boulevard. The family was told several men had beating him and left him out in the cold. He later died at the hospital. His family said he was a loving son, a brother, father, and grandfather. I will let him come home and stay with me but then he would only stay a while because he didnt want to be a burden on me. The general manager of Lone Tree Cemetery is theying the family is helping the family with the funeral expenses to give joe white a proper resting place. Now, tonight in san jose, there will be a Prayer Service for the homeless who have died out in the cold. Over the past week, four men died in Santa Clara County from hypothermia. Church groups are saying there are not enough shelters for the growing homeless population. The Service Begins at 5 00 p. M. At center road and keys. After the service, blankets, jarkts and other items will be passed out to the homeless. San jose tries to crack down on medical marijuana dispensaries in the city. There are still remnants of that fire burning and hours late hours later, tara. Reporter thats right. Officials have just evacuated a Dialysis Center on the corner of this street because those patients have compromised immune system. Hazmat has been out there. There took air quality samples and they decided to issue an advisory at a voluntary sheltner place. Behind me you can take a look here. You can see they are still dousing it fire. You can watchy taste the burning plastic. Investigators are exploring the possibility that nearby Homeless People broke inside the building to keep barm. There was a Burglar Alarm strig triggered before the fire started. We also know this property was in foreclosure. Bank officials are here questioning the owner and firefighters. These firefighters have been dousing the fire for eight hours now. They have run out of fuel a couple of times. So they couldnt pump water. 70 firefighters were here at one point. The flames broke broke out in a large warehouse on stanwell off concord avenue. Some telephone equipment inside a telecommunications burned. One Business Owner said most of the stuff that burned were things that the Building Owner had piled up inside and outside of the warehouse. It seems like theres a lot of i dont want to call it junk, but stuff thats been piled up and neatly organized and then never touched and a lot of possibly valuable stuff, metal, wood, kitchen equipment, phone equipment. Things piled up there. It looks like hes hoarding stuff or storing it. Reporter no one has been hurt, that authorities know of. The fire was never threatening homes. Live from concord, im Tara Moriarty, ktvu channel 2 news. Its the ongoing controversy over pot. San jose has new restrictions on marijuana dispensaries. Ktvus pam cook is in our newsroom to tell us about the City Council Vote. Good morning, pam. Good morning. In the latenight meeting, last night the San Jose City council did discuss regulating the medical marijuana industry. The council did not vote on an allout ban of pot clubs but they did vote on stricter guidelines. Dispensary owners say the new restrictions are basically a ban because it really only allows them to operate in 1 of the city. It prevents medical marijuana dispensaries from operating within 1,000 feet of a school or library. They also need to be at least 500 feet from any drug Rehab Facility and 150 feet from a home. I think we all recognize that a medical cannabis collective next to a house is probably the wrong place. I think this is really an issue that belongs to the federal government and this is too much for the city to take on. Now, the council is hoping that eventually the state of california will step in to regulate the industry similar to the guidelines for liquor stores. Medical marijuana supporters some of the dispensary owners not happy with these regulations. They plan to start collecting signatures to put the issue on a ballot.
