New this morning the long awaited fourth bore of the tunnel is open to traffic. Cars started driving through less than three hours ago and we are live at the tunnel where traffic is moving smoothly. Reporter thats right. We can seat traffic here behind us. That bright shiny light there, thats the fourth bore. It opened at 4 25. Its a change that definitely will be noticed by drivers, particularly tariffers who drivers on the weekend. There will always be four lanes open in both directions going east and west through the tunnel. Drivers honked as the ore opened. The new bore means cal trans wont have to reverse the flow twice a day using the middle bore. This extra one bent will shave time off in the drive for people going reverse directions, people headed toward the city in the evening and those driving toward the east bay in the morning. Going to add a level of predictability to schedule. Right now on the weekends its not predictable as if they will have two tunnels open in their direction. You cant predict what will happen or where. At this point now people are able to know there are two tunnels in each direction. Reporter now 160,000 drivers pass through the tunnel every day. Three deputies responded to a report of a possible residential burglary. The Sheriffs Office sent us this photograph at the scene at cleveland near olive. When deputies arrive they saw a person with a gun. There was a confrontation and shots were fired. The suspect was shot and died from his wounds. No deputy was hurt in this incident. Its unknown at this hour if the suspect even fired a shot. Investigators with the da are investigating the shooting. A quick thinking san jose officer helped take several people into custody in the aftermath of the deadly shooting. The officer was near the parking lot of the west San Carlos Center strip mall when a man was shot around 7 30 last night. Marked patrol unit driving by the area heard gun fire, saw people scattering from the scene. Knew we were probably dealing some type of gun play. Several of those people were taken in to custody. Investigators say they are trying to determine if those detained are gang members. The victim was pronounced dead at the hospital. This morning an 8yearold is in the hospital suffering from stab wounds. Fairfield Police Arrested arrest a 38yearold and said she stabbed the boy and a man. It happened last night on scott street. She is facing a list of charges including assault with a deadly weapon, Domestic Violence and child endangerment. Its not clear what led to the violence or what her relationship is to the victims. The man she allegedly stabbed has been released from the hospital. After two strikes and months of bitter negotiations bart wants to head back to the baring table. Last night the board voted 71 to order the general manager to hire a new chief negotiator to work out an error. They say they never intended to include a provision to give employees six weeks of paid family medical leaves a mistake that could cost the agency 44 million. Very disappointing we are at this stage. Now on there will always be four lanes of traffic in both directions passing through the tunnel. Add a level of predictability to peoples schedule. Right now its not predictable if they will have two tunnels open. You really cant predict what will happen. The district said it needs to raise tolls. Yesterday the board reviewed four different optionseses to increase the toll. They focus on different ways to raise them but all have that same end result. By 2018 the toll will be 7 and the nonfast track will go up to 8. The first toll increase could come in april. An east bay voters have apparently rejected a measure inspired by the Oakland Hills wildfire a tax would help reduce the threat of wildfires failed to reduce or receive rather the two thirds vote necessary to pass. It came up 66 votes short. It was put in place in 2003 2003. Officials are hoping to put the measure on the ballot next year. An arrest has been made in an aassault captured on surveillance. Police arrested 28yearold timothy chase on friday morning. They say he is the man seen on november 11th stomping on a homeless womans head as she slept on the sidewalk. New this morning, under budget and ahead of schedule, the fourth floor of the caldecott tunnel is now open. That means no more manually switching the direction of that middle bore. Ktvus allie rasmus is live outside of the caldecott tunnel, where i guess its been smooth sailing so far this saturday morning. Reporter thats right. The fourth floor opened just after 4 00 this morning. Now, nearly five hours later, traffic is moving smoothly. There have been no accidents to report this morning. As you drive through the new bore heading from orinda to oakland, there will always be four lanes of traffic in both directions passing through the caldecott tunnel. While it wont do much to change the backup for drivers heading the regular commute direction, this new bore is supposed to shorten travel times for people driving off peak, or noncommute directions. Were talking about drivers heading towards San Francisco in the evening and going towards the east bay in the morning. The new tunnel also has a number of safety improvements, including a better ventilation system to clear out smoke in the event of a fire in the tunnel. State of the art emergency communication systems, Fire Suppression systems, everything in this, just state of the art. Were really, really proud of this. This is what a tunnel should be. I cant tell you how happy this makes me to have this extra bore. I think its going to be marvelous. Its just beautiful. Reporter the fourth bore project cost 417 million. It was paid for mostly with federal stimulus funding and a halfcent sales tax increase approved nearly a decade ago. 160,000 drivers pass through the caldecott tunnel every day. Now, back out here live, earlier this morning, the third bore was closed as cal trans did lane realignment work. Now it appears the third bore is opened, but from where were standing, looks as though the second bore of the caldecott tunnel may be closed. Weve called cal trans and the chp to find out why the second bore is closed and how long it will be shut down. Were still waiting to hear back from them. Allie rasmus, ktvu, channel 2news. After two strikes and months of bitter negotiations with its employee unions, bart wants to head back to the negotiating table. Last night, the transit board voted 71 to order the general manager to hire a w chief negotiator to work out an error in the tentative agreement with its two largest unions, atu and sciu. Bart says it never intended to include a provision that would give employees six weeks of paid family medical leave, a mistake that could cost the agency 44 million. Very disappointing that were at this stage. I think we went through, the public went through so much, and now its still up in the air. You must stand behind what you sign. This was hard negotiations. It was not done overnight. The bart board is scheduled to vote on the contract next week, but it is unclear if that will now happen. Both the unions and the transit agencies say they will do everything they can to avoid another strike. New this morning, Santa Clara County sheriff deputy shoot and killed an armed suspect. It happened a little after midnight at a cleveland avenue near olive. That is in an unincorporated area of san jose. Deputies say they were responding to a report of a residential burglary in progress, but say when they arrived on scene, they encountered an armed suspect and then a confrontation followed. That subject produced a weapon, deputies fired at the subject, subject was pronounced dead at the scene. The weapon was located next to the deceased subject. No deputies were hurt. Its unclear if the suspect fired a shot. The Santa Clara County District Attorneys Office is now investigating that shooting. And a quickthinking san jose officer helped take several people into custody in the immediate aftermath of a deadly shooting. The officer was near the parking lot of the west San Carlos Center strip mall off west san carlos street and dana drive when a man was shot around 7 30 last night. A marked patrol unit driving by the area actually heard the gunfire, saw people scattering from the scene, knew we were probably dealing with some type of gun play here. Several of the people were taken into custody. Investigators say they are now trying to determine if those detained are gang members. The victim was pronounced dead at valley medical center. This morning, an 8yearold boy is in the hospital suffering from stab wounds. Fairfield police have arrested 38yearold lythia lynette bouie and say she stabbed the boy and a man. It happened last night just after 5 30 on scott street. Bouie is facing a list of charges, including assault with a deadly weapon, felony Domestic Violence and felony child endangerment. It is not clear what led to the violence or what her relationship is to the two victims. The man she allegedly stabbed has been released from the hospital. New information just into our newsroom about a bank robbery in san rafael. Police told us they have made an arrest in the case. This is Surveillance Video posted on youtube. Police say it shows the suspect holding up the Citibank Branch in terra linda yesterday. No other details are being released at this time about the arrest. The cal Football Team is preparing to face the colorado buffaloes today in boulder, while it deals with the shakeup on its roster. Cal has suspended an unidentified player for starting a locker room fight that sent a teammate to the hospital. Freshman runningback fabiano hail suffered a concussion in the brawl. The philippines major Disaster Agency says the death toll now stands at 3633. Most of those deaths occurred on two islands. Another 1200 people are listed as missing and more than 12,000 people are hurt. The United Nations says it has distributed food to more than 100,000 people. And today, California Healthcare workers will take donations in support of the victims of the typhoon. Those items can be dropped off between 1 00 and 4 00 p. M. Some users say they are having trouble with connecting their new devices to the Playstation Network, which lets them play online. People are also running into errors when they try to download and install an important update that allows users to unlock remote play, screen shots, and online multiplayer. Sony is apologizing for those problems. Well, we have a followup to a story we reported on yesterdays mornings on 2. Investigators are trying to figure out what kind of bird got stuck in the engine of a jet at the san jose airport. The American Airlines plane was headed to dallas when the bird strike caused it to make an emergency landing. None of the 139 passengers were hurt. The plane had just taken off when it hit the bird at 900 feet. It was pretty scary, yeah. It was a huge noise and we didnt know what was happening, but then the pilot gave us some information. Airport Officials Say bird strikes are a problem, particularly this time of year, with migrating birds. The airport has used traps, sirens, has even shot birds to try to reduce the number of bird strikes. And heres a breakdown of bird strikes at bay area airports. From january 1st through the end of july, the faa reports 35 incidents at sfo, 44 at oakland, and 46 at san jose. But Officials Say that influx of migrating birds over the past few months caused numbers to rise, with 97 bird strikes at san jose through the first week of november. This morning, a group of hackers in San Francisco will try to use technology to stop gun violence. The group high ground hackers says recent shootings, like the one at lax, washington, dc navy yard and Sandy Hook Elementary School were linked to mental illness, so they want to createc servicing apps that will target the mentally ill and their families and friends. The hackers Say Technology should be used for more than just making money and could help save lives. The parents and spouses of victims in the Sandy Hook School shooting are working on ways to stop mass shootings. Mark bardens son daniel died inside his first grade classroom in sandy hook. Barden is one of the parents behind sandy hook promise, a nonprofit that is developing programs and tools for parents to talk about and prevent gun violence. Barden says giving the tragedy a positive outcome is something his son would have wanted. He could have done a lot of good in this world. So its up to us and were going to try to honor his life by doing that same good work. The group says it believes that the key to stopping gun violence begins at home. They say parents need to talk to their children about whats going on in their lives and recognize any warning signs. Well, it was all the buzz on social media, across the u. S. 5yearold miles spent much of his life fighting leukemia, but yesterday got to live out his superhero dream. Ktvus rob ross shows us how the city united to help make the little boys wish come true. [ cheers applause ] reporter the day was right out of a 5yearolds dream. Miles, a little boy surviving cancer, wanted to be like his hero, batman. The boy transformed into batkid and went off to fight crime. In the morning, he saved a damsel stuck on the cable car line. And then he stopped the riddler from robbing a bank. And he received a heros welcome wherever he went. Its a great story. Im proud of his family for doing all this and im proud of the bay area for everybody coming together just to, you know, make this kids wish come true. Batkid reporter the story touched people. They wanted to be a part of it, so they cheered at union square and danced on cue. Reporter it was all part of a plan to warn batkid that penguin had kidnapped the giants mascot and sped off to at t park. Batman and batkid saved lucille and was rewarded with a key to the city, and also a more practical chocolate key to the city. This man came dressed up as robin and brought his son, about the same age as miles. I wanted to come support miles and witness this great thing thats going on right now. This is awesome. He fought through cancer, he beat that, and i think it just goes hand in hand that he is a fan of not only batman, but superheroes in general. Teachers at miles school say hes been preparing for his big day for a while. Miles was very well aware that he was going to be having a wish of becoming batman. He just couldnt didnt understand the scope and how big it was going to be. Well, teachers say hes been collecting batman costumes and backpacks since preschool. And im claudine wong. It is an historic day for the caldecott tunnel. For 50 years, the direction of the middle bore was switched twice a day to accommodate the flow of traffic. But not anymore. Allie rasmus is live at the tunnel, where the fourth bore opened a few hours ago. Good morning, allie. Reporter good morning, claudine. You can see the fourth bore right behind us. Traffic is moving very smoothly, as drivers make their way from orinda to oakland. Its been open for about four and a half hours now, and excuse me, five and a half hours now and there have been no accidents or problems to report on the new fourth bore of the caldecott tunnel. They opened just after 4 00 this morning. This is what it looked like inside the tunnel as ktvu cameras drove through. This new bore means cal trans will no longer have to manually reverse the flow of traffic twice a day using the middle bore. While it wont do much to help drivers in the regular Community Directions it, is supposed to shave time off the commute for drivers going in offpeak directions. Were talking about people heading towards the city in the evening and those going to the east bay in the morning. From now on, there will always be four lanes of traffic in both directions passing through the caldecott tunnel. People are able to know there are two tunnels in each direction for them to use, four lanes each, no hassle with the merging, no wondering whether or not theres going to be two tunnels at the end of your journey. May save you time. Reporter the fourth bore project cost 417 million. It was paid for with federal stimulus funding and a half cent sales tax increase approved by contra costa voters nearly 10 years ago. State highway and toll funds also helped pay for the project. Back out here live earlier this morning, cal trans had the third bore closed so they could do some lastminute lane realignment work. But it appears just in the last half hour or so, thats been open. The second bore was shut down for a little bit. Thats also been opened. Right now, for the first time this morning, all four lanes, all four bores, excuse me, of the caldecott tunnel are open to traffic in both directions. Yesterday, the golden gate board of directors voted to charge commuters 2 a day every weekday if they are parking at the larkspur lot. A district spokesperson says the district faces a fiveyear, 142 million shortfall and is looking for ways to raise revenue. We have very limited funding sources, dont have a sales tax or general sales tax. I think its wrong. I think we should be doing everything we can to encourage people to use public transport. The new fee begins on january 6th. Happening today, the World War Ii Aircraft Carrier Museum uss hornet celebrates two anniversaries, the 70th anniversary of the carriers commissioning and the 15th anniversary of the museum. More veterans will be there today to talk about their experiences. Members of the apollo 11 and 12 missions to the moon and back will also be there to speak. The hornet was the prime recovery ship for those missions. There is also a fundraising gala tonight at 6 00. The coastguard has suspended its search for a woman who reportedly went overboard on a cruise ship in hawaii. The ship was three days into a roundtrip princess cruise from hawaii to San Francisco. The search for the woman was suspended yesterday. Crews searched more than 10,000 square miles since wednesday. A cruise line spokeswoman says a witness and security video shows what appears to be the passenger going overboard on her own. Tonight, students at Mission San Jose high school in fremont will honor a classmate killed in a crash. A candlelight vigil for 17year old jason park is set for 6 00 tonight at the central park performance civilian on pa say yo parkway. Park was in an suv when it slammed into a tree on october 27th. Two other Mission Students in the vehicle including the driver, suffered mileanhour injuries. One of the students was arrested on suspicion of vehicular manslaughter and drunken driving. A suspect has been arrested and an assault captured on Surveillance Video in San Francisco. Police arrested 28yearold timothy chase of oakland on friday morning. Officers say hes the man seen here november 11th stomping on a homeless womans head as she lay sleeping on a sidewalk. He did speak to our investigators about the assault, about the crime that occurred. Investigators say chase confessed to the crime. Hes charged with seven counts of aggravated assault and with force and is being held on 350,000 bail. Police reached out to the unnamed victim this week and say she is not in a hospital and is refusing services. The lawyer for the 16year old charged with burning teenager Sasha Fleishman say he is not homophobic. Thomas did not enter a plea yesterday morning in court. The Oakland High School junior is accused of setting fire to a skirt fleishman was wearing while sleeping on an ac transit bus. Thomas Attorney Says his client feels bad about what happened. Remorseful. He has written heart felt letters to the family of the young man burned, expressing his extreme regret. Police have said thomas admitted to setting the fire because he is homophobic, but the attorney denies that and says he will fight to keep thomas from being charged as an assault. Well, two people are recovering this morning after getting hurt in a crash involving a stolen car. That accident happened last night at third street and barrett avenue in richmond. Police say the driver of the stolen vehicle took off on foot after crashing into the other car. He was captured a short distance away. Police say one victim suffered moderate injuries and was taken to the hospital. The other victim had minor injuries. East bay voters rejected a measure inspired by the Oakland Hills wildfire. The latest unofficial count shows a tax that would help reduce the threat of wildfires failed to receive the two thirds vote necessary to pass. It came up 66 votes short. It was brought forward to prevent fire storms like the 91 fire that killed more than two dozen people and caused a billion and a half dollars in damage. Officials hope to put the measure on the ballot next year. A south bay Police Department is now using social media to connect, help people connect with their lost and found items. Earlier this year, the Mountain View Police Department created this page on pinterest and swear they started posting pictures of many of the items from the lost Found Department, including bikes, rings, cell phones, and watches. Just after midnight, they responded to a possible residential burglary at cleveland avenue near olive, in unincorporated section of san jose. When the deputies arrived, they encountered who the chronicle now reports was an armed female suspect. There was a confrontation and the female was shot and killed. No deputies were hurt. And new concerns about the possibility of a third bart strike. Last night, the bart board voted to return to the bargaining table with the unions. Bart says an error in the tentative agreement about paid medical leave could cost the agency an additional 44 million. San francisco 49ers quarterback Collin Kaepernick is out a few thousand dollars after being fined 7875 for that grabbing of the face mask of panthers linebacker aj klein while trying to avoid a sack. The panthers safety was also fined the same amount for a hit against kaepernick in the Third Quarter of the game. Miami dolphins defensive lineman Jonathan Martin says hes looking forward to getting past the bullying and returning to the gridiron. Yesterday, he met with an independent investigator hired by the nfl. He refused to tell reporters what was said during the seven hour meeting. However, Minority Leader Nancy Pelosi says it would pull the plug on Affordable Care. That idea that it was helping consumers was sort of the trojan horses underbelly is poisonous. Homer rivera has been on a waiting list for seven years and has been on dialysis for the past year. The husband and father of three tracked down a donor on his own and paid for her to come in from tennessee. Then he got a call from the hospital. I was infuriated, upset. All this planning thats gone into this and all of a sudden my date is canceled. The strike is planned for next wednesday, which was the day of riveras previously scheduled surgery. He says he has no idea now when hes going to get the kidney he needs to survive. Officers across the bay area are casting a wide net to catch drunk drivers with a dui crackdown. They are teaming up in daly city, coma and burlingame to pull over those who may be impaired. Saturation patrols will target areas that have seen a lot of dui crashes or arrests. San jose and heyward will also have crackdowns into the early morning. Google announced plans to invest 80 million in solar facilities in california and arizona, the latest effort by the Mountain View company to partner with Renewable Energy companies. Yesterday was payday for city of richmond employees, but the citys direct deposit system is not working, which means none of the workers could get their money automatically. So on thursday, the city had to scramble after hours to make things right. They financed the employees and several folks from Human Resources really spent most of the night here working to make sure that those checks were printed out so they would be available. The city has yet to figure out what caused the problem, but the city is also pledging to fix it before the next payday. An Animal Protection group says it saved 13 cats from alleged hoarder in monterey county. The spca rescued the animals and also found several other cats dead. The home was reportedly cluttered with trash and cat waste. The yard was full of junk and had a pool that was black with algae. Veterinarians are checking out the rescued cats. The cost of providing your family with a thanksgiving meal will be a little less than compared to last year, according to a report released by the American Farm bureau federation. That report shows the average American Family will spend about 49 on their thanksgiving dinner, 44cent less compared to last year. A spokesperson from the federation says falling turkey prices are responsible for the dfnlgt. A minnesota farmer is getting his turkeys ready for their moment in the spotlight. John berkle raises 70,000 turkeys a year and this time around two of those turkeys will be headed to the white house.
