Its backed up for a 30, 35 minute delay before you make it onto the span. Now, remember, traffic all over the bay, some damp roads and also everyone is back from the holiday. 580 through livermore is slow. 680 down to the sunol grade is. 680 from pleasanton all the way down to fremont is a huge mess. I would think of an alternate route. Westbound 580 is better than 880 this morning. Again, traffic is slow all over the place. I do want to mention that b. A. R. T. Has major delays. This is because of some earlier problems on the system. As we go through the maps, i want to show you. B. A. R. T. , major delays because of a person that was hit at the el cerrito station. They have bus service to get you to North Berkeley. If you can get yourself to North Berkeley, that would be much better for you. The other trains are running but they are delayed. Back to the desk. Thank you, sal. New this morning an earlymorning Apartment Fire in hayward forced more than two dozen people out of their homes. Some of them even jumped out of windows to get to safety. Katie utehs is live in hayward where she talked to a family who narrowly escaped. Reporter the bottom unit is where firefighters say a man turned on his oven. He may have fallen asleep. Then at some point flames quickly took over his apartment and then the one above it. This video taken by a neighbor shows the flames shooting out of the windows and walls of the whitman green apartment complex on whitman street. Firefighters received the call for help shortly before 3 00 as residents ran outside to see what was happening. A dog died in the ground floor unit where the fire started. All of the residents made it out unharmed. About 27 people are displaced this morning. We spoke to a family who narrowly escaped, the mother, father, their 3monthold daughter and the mothers brother. This man says his sister woke the family as their unit filled with smoke. When i was on the railing, like, i was about to jump, i noticed, like, from the the fire was starting to glows outwards. It was getting worse. I had to jump. Reporter he has a scrape on his arm and a knee injury. His bra in law landed awkwardly from his jump brotherinlaw landed accuse lardly awkwardly from his jump. They will need to purchase new bottles and baby supplies because everyone in their apartment is ruined. Red cross is on scene helping the people displaced. Happening today in walnut creek, a homeless encampment is due to be cleared out today. Its over an underpass near south california right near the traders joe. Brian flores is here to tell us why the community is split over this. Reporter good morning. As you can see, to my left and to your right, this is one of a few homeless encampments located here on walnut creek. This one, as you mentioned, on south california boulevard near newell avenue. This is one that is scheduled to be removed by Walnut Creek Police sometime later today. I want to go to the scene from last night. As you can see more of the video of belongings left here. As you mentioned, there are two sides to this. You have homeless advocates concerned about where the homeless will end up when they get cleared out. With the winter months quickly approaching. There is concern of a lack of resources on where they can go. The advocates are warning that county shelters will not be able to accommodate the people that are forced to leave. On the other side of this is the Business Owners here. Some have complained on a daily basis for months. Sometimes years of public drunkenness and other oishes. A committee was formed last week on possible solutions. At this point, it doesnt appear anything was set at this point. As you take it back out here live, this encampment scheduled to be cleared out sometime later today. I have some calls into Walnut Creek Police. But its unclear when that is scheduled to take place. But just a few minutes ago, the countrys president says it will likely end up being closer to 2500. With the storm now gone, the people in the philippines are trying to recover. Many are turning to local media to search for Family Members and loved ones. They are desperate for food and water. In china, eight people were killed after typhoon haiyan swept through. It had been weakened to a Tropical Storm by the time it hit that country. But winds reached 60 Miles Per Hour and up to 15 inches of rain was reported, causing flooding and destroying crops. The local government is estimating up to 700 million in damage to the countrys biggest industry. 7 08. A woman from richmond, mourning the death of her uncle killed by the typhoon in the philippines. She says other relatives say the entire country is in chaos. Said its getting scarier. They need food, water, medicine. Cheryl tiu found out her 69 yearold uncle stayed behind in his Tacloban City home and he drowned. Hes one of the thousands believed to have died in one of the worse typhoons in history. She says communication has been spotty but she did get information from facebook, including how one of her cousins managed to stay alive when the storm hit. One of my uncles and my cousin had to save themselves by climbing up and staying on the rooftop. But were still waiting to hear from one of my aunts. Ms. Tiu says other Family Members are trying to fly in to help out. Few resources are available. Meantime, the local Charity Project pearls wants nonperishable food and supplies to send over fill he low peens philippines. Donations can be dropped off at senate State University in front of the event supply. They are also asking for toiletries, baby and inflant supplies. People infant supplies. People who want to help, be aware of a scams. Charity navigator says you should donate money to an alreadyestablished charity. Fake charities have been known to suddenly pop up after major disasters. You should avoid unsolicited telemarketers. You should specify how you want your money spent. If you want to help victims of the typhoon, say that. Police in rocklin say they arrested three adults and one teenager after they posted a photograph online. That photo showed them enjoying a fastfood feast they allegedly paid for with a stolen credit card. They spotted the photo, and then tined the suspects to the card. Union members at rekolgy could go on strike. The two sides are scheduled to meet. Two of the three contracts expired october 23rd. Another is set to expire in one year. New this morning, the project manager in charge of building the federal healthcare website told congressional investigators that he was apparently kept in the dark about serious failures in the websites security. Henry chow gave nine hours of closeddoor testimony to the House Oversight committee in advance of a hearing on wednesday. Traffic is very slow from the coliseum heading up to downtown oakland. Lets go to the maps. Traffic is slow all over the east bay. Weve had a lot of fender benders here and there. 24 Pleasant Hill, 80 westbound. A lot of people are taking the car because of earlier problems on the b. A. R. T. System. At ill at el cerrito del norte, a person was hit by a car. Southbound traffic is so slow, i would recommend to call off the meeting. B. A. R. T. And the caltrain also major delays. One of the trains has been taken out of service. Muni has no nagor delays major delays. Lets go back to the desk. Happening today, crews will start demolishing the eastern span of the old bay bridge. Were looking at a live picture of what were talking about. Todays work follows a week long delay out there while the crews made sure they had the proper equipment in place. Alex savidge is on yerba buena Yerba Buena Island is on Yerba Buena Island. Youve been out there this morning. Tell us about the work that could be a distraction for drivers. Reporter well, the chp is warning drivers this morning to make sure they keep their eyes on the road. You might be able to see some of the work going on. Although, a spokesperson for the bay bridge told me this morning that this demolition work that starts later today will most no danger to the public, although there could be pieces of both concrete and rebauer that may rebar that may call from the upper deck as crews tear apart the roadway later on today. The contractor in this case is taking precautions to contain all of that debris. Starting later this morning, workers will be using jack hammers and saws to remove a 1400foot section of the upper deck. Between the old spans two steel peaks. This project was supposed to start last wednesday. But the night before contractors realized their debris containment was not entirely in place, and now they are set with the safeguards and this demolition can begin. During this part of the project, crews will only be ripping up the roadway. They wont be cutting any steel from the cantilever. That work begins next year. The bay bridge spokesman told me drivers passing by probably wont see most of whats going on. This is work that will be heard more than seen. This is just the concrete roadway and the steel rebar inside that they will be mork working on working on. Reporter taking apart this section, should take crews about six weeks or so. This will create a gap so that contractors can bring in heavy equipment onto the bridge and more easily take down steel sections of the bridge. Again, that work, though, will begin next year. Also happening today, two powerful Technology Giants will go head to head in a federal courtroom. A new trial between apple and samsung begins. Its all about money. Janine de la vega joins us live from san jose to tell us what we can expect. Good morning, janine. Reporter goorl, tori. Well good morning, tori. Jury selection begins in the next hour and a half at the federal courthouse in san jose. Once chosen, that jury will make a look at 350 13 of samsungs at 13 of samsungs phones and tablets and then determine how much apple should be awarded because previously the court determined that samsung copied some of apples design. This is the second time they faced off in a federal courthouse in san jose. Last august, a jury found samsung infringed on several of apples patents to create more than two dozen phones and tablets. The juriarded them to pay 2 billion. A the jury awarded them to pay 2 million. We asked Technology Analysts if the jury will try to send a message about the amount they have to pay. Thats the goal. The goal is to set the penalty high enough toe the behavior doesnt o so the behavior doesnt occur. Reporter another trial could result in larger damages. Continuing coverage now of typhoon haiyan, that deadly storm that roared through the pill feens. The death toll is 1744 but its expected to grow. Our reporter lisa cohen is in manila now where the Recovery Efforts continue. Lisa . Reporter well, dave, Supertyphoon Haiyan has killed too many to count and has pushed tens of thousands of survivors to the brink. The official death toll, nearly 1800, again, as you mentioned, expect it to kline. A reporter just spoke to the philippiness president and asked him about that [inaudible] were still establishing the numbers, especially for the missing. But so far 2,000, 2500 is the figure were working on as far as deaths are concerned. Reporter four days since the typhoon riched through the philippines ripped through the philippines and the scope of the damage is not clear. In the hardest hit area of tacloban, bodies still litter the streets. Officials saying they have to focus on the living before they can begin to bury the dead. But thats created an overpowering stench throughout the city. People have been forced to cover their faces, their mouths and nose because the smell is unbearable. When the typhoon hit it triggered a massive storm surge, a wall of water that flattened entire neighborhoods. The u. N. Relief agency now saying more than 800,000 people are displayed. And theres not enough infrastructure left to provide shelter for all of them. Many people have been forced to sleep out in the open. Theres not enough food or medical supplies. Many are drinking are filthy water to survive. An estimated 2 Million People need aid. 300,000 of them are pregnant women or new mothers. The good news is, help is pouring in from around the world. More than two dozen countries are providing aid. A massive relief effort underway. But its still very hutch hampered by roads and communication lines that were all but destroyed. Dave, back to you. Thank you. Typhoon relief to the philippines is getting a boost from philippine airlines. The airline will start free airlifts of supplies, including medicine, toiletries and food. Several bay area organizations are accepting donations of the items. Local filipino groups are talking with San Francisco city hall officials about a major fundraiser in the city. Firefighters received the call shortly before 3 00 a. M. A dog died in the fire while the residents made it out unharmed. About 27 people, though, are displayed. We spoke with displaced. A lot of belongings left behind there. Backpacks, other items. As you mentioned, there are two sides to this debate. You have homeless advocates who are concerned. With the winter months quickly approaching, there is concern of a lack of resources 0 on where they can go lack of resources on where they can go. Reporter swee spoke to a homeless we spoke to a homeless man clearing out his stuff. He has a place to go. But his concern is for the other homeless. They are very nervous, concerned, scared, they dont know where to go. The gentleman im down there with is 63 years old. Other gentleman is autistic. Some have complained on a daily basis of public drunkenness, drug use and other issues because of the increase of the homeless population. Residents say its gotten worse over the years. Happening today crews will start taking apart the eastern span of the old bay bridge. These are live pictures. You can see it in the background over there. Drivers are being warned, be very careful about being distracted by the work going on. Alex savidge is on Yerba Buena Island, youve been out there since early this morning. Tell us about the work that is starting today. Reporter well, you just mentioned it. The chp is warning drivers as they come across the new bay bridge to make sure to keep their eyes on the road. This demolition work could potentially be a distraction. The work is Getting Started here. Well push into the old eastern span of the bay bridge. The upper deck is all of this work is going to be takes place today. Crews are going to begin using jack hammers and saws and they will be bemoving a 1400foot section of the upper deck. Its the section you are looking at right now. Thats right between the old spans two steel peaks. The project was originally scheduled to start last wednesday but the night before contractors realized their debris containment system was not entirely in place. Now they are set with the safeguards and the demolition work can begin. Its still possible that pieces of concrete or rebar could fall from the upper deck as crews begin to tear apart the roadway. But the contractor is taking precautions to contain the debris. The only direction any of this material will go will be down and youve got the bottom deck to catch that. But the contractor also has containment system out there to help kind of control and catch that debris as it drops. Taking apart this particular section of the upper roadway should take crews about six weeks or so. And what they are doing with this work is creating a gap in the bridge so that contractors can bring in heavy equipment and be able to take down steel sections of the bridge. Transit bus is due in court. 16yearold Richard Thomas is accused of setting fire to sasha fleishmans skirt while the two were on a bus in oakland last week. Prosecutors are trying thomas as an adult in a suspected homophobia case that involves several felony charges. Thomas could possibly go to prison for life ifth convicted if convicted. In the meantime sasha is still in the hospital. The 18yearold High School Student is having skin grafts in the burn unit at st. Francis hospital in San Francisco. Now, sasha is identifieded a gender neutral. He identifies neither male nor female. Also happening today, two powerful Technology Giants will face off in a federal courtroom in the next halfhour. Last august, samsung was ordered to pay apple for patent infrangement infringement. Janine de la vega is live from san jose to tell us why they are back in a courtroom today again. Reporter good morning. Attorneys and potential jurors are starting to arrive here. Now, in the first apple samsung trial, the judge said it was unclear how the jury calculated how much to award apple and so thats what they are hoping that this second trial will accomplish. The jury will have to look at 13 samsung phones and tablets and decide whether or not apple lost money on sales because consumers bought samsung products instead. This trial focuses on products that are several years old and no longer sold in the u. S. Last year, a jury found that apple violated patents and samsung violated patents. The judge tossed out 450,000 of the ward saying the jury improperly calculated. We spoke to a Technology Analyst to get his thoughts on whether the award is likely to increase. Its kind of like gamble, whenever you send Something Like this back to the jury, particularly when its a Foreign Company going against a domestic firm. The risk of it going up is quite a bit higher than you might think. Reporter jury selection begins today. Several agencies are investigating the big scrap metal fire in redwood city. Sunday evens fire prompted shelterinplace warnings in three bay area counties. People living in parts of the san mateo, alameda and zlar counties were and santa clara counties were all sold to stay indoors to avoid breathing unhealthy air. The air Quality Management district is looking into dozens of complaints and the company could be facing stiff fines. Investigators are also trying to determine how the fire started. Only on 2 ktvu has learned that Oakland Police officers flew to chicago last week to find out new ways to reduce crime. Last year, chicago had more than 450 homicides. But this year, the citys Police Department says homicides are down 19 . Theres been a 15 drop in overall crime. The Chicago Police credits its procedural justice training. It teaches Police Officers how to treat People Fairly and let them know their voice is being heard. Six Oakland Police officers went to chicago to see how it works. I think as professionals and both in the industry and the professionals in our community as well, we should always look to examples of best practices where things are working. Police officers from stockton and salinas took part in the training. The Oakland Police say those who went to chicago will help train the rest of the Oakland Police department. 8 37. It was shut down because of a memo from a pg e engineer that raised safety concerns about the pipeline. Regulators want pg e to pay a 17 million fine for not notifying them properly about flawed records. Days after the San Mateo CountyCourt Ordered the shutdown, belmonts city manager requested and received a work and safety upgrade regarding the state of pg esic from. People in the philippines are trying to recover. Doctors in the city of tacloban are desperate for medicine. Well, a woman from richmond is mourning the death of her uncle who was killed by the typhoon in the philippines. She says other relatives are saying the entire country is in chaos. He said its getting scarier. They need food. They need water. They need medicine. Cheryl tiu learned her 69 yearold uncle stayed behind in his Tacloban City home. He drowned. Hes one of thousands believed to have died in one of the worse typhoons in history. She said communication with Family Members, its been spotty but shes getting some information from facebook including how one of other cousins managed to stay alive when that storm hit. One of my uncles and my cousin had to save themselves by hiding, you know, climbing up and staying up on the rooftop. But were still waiting to hear from one of my aunts. Tiu says other Family Members are trying to fly in and help out. But there are few resources available. Most people will probably have to leave the area for the time being. Last week, San Francisco voters rejected a highrise condo project planned for the same area. Todays chronicle reports the warriors will announce big changes today including a lower roof and more open space. The settlement would end the Justice Departments lawsuit seeking to block the airlines merger. We dont know the key tails of the details of the agreement. But according to the new york times, it may involve selling off takeoff and landing spots especially at Reagan National airport in washington.
