Road near union avenue. Live with a closer view of the fire fight. Good morning. Reporter good morning. The smoke is strong here. If you look here , you can see its so much black smoke. Really an inferno raging down below. Weve been told this fire is definitely not under control. It has grown to 6 alarms since it has first erupted at about 5 15 this morning. The good news is that were hearing theyve gotten everybody out of the building. But, again, thats still not still not sure. Its just their belief. To get more information on injuries, were joined by fire marshal jim polizi. What can you tell me the status of injuries and whats going on here . Well, we know of four injuries as of this interview. One serious, one moderate and two minors. All four have been transported to area hospitals. How many people were evacuated and how do we know really everybody is out . Were in the process of getting an accurate head count. The building is a fourstory 75 unit apartment building. So getting an accurate head count, finding where the people are is very important to us. As you can see, the fire activity is very extensive. They are doing interior operations right now as well as doing additional searches and rescues for the other floors. Do we know how this started . You guys got the call. How did this start and was it chaotic in trying to get everybody out . From what i understood, the First Arriving units were greeted with people evacuating the building. And they could hear alarms which is a good sign. As far as the cause, thats not determined. We havent even been able to get in there to start the investigation. Are you fighting this from the inside . It is still actively burning. Last report, they were doing ana degrees i have been interior fire attack. Doesnt appear from now, theyve opened up with the area ladder. Probably going to be a combination of interior and exterior. If they go 100 defensive, which means everybody comes out of the building, that would be determined by the commander. Thank you so much for this preliminary information. You can see a lot of people are standing around here just because this is such a huge fire here in redwood city. Woodside road is jammed with fire engines and police cars. An area to avoid. For more information, we go to sal. All right. Thank you very much. We just heard a report that fire has just gone to a defensive fire. You heard the fire marshal say theyll be fighting it from the outside until they determine its safe. The fire is blocking woodside road. Thats one of the major roads in the area. You might want to think about using other roads. Jefferson gets you through. Avoiding that whole area in general. The freeway now, you can see some of the smoke from highway 101. The traffic is looking normal in the area. You look at the south bay. The heaviest traffic is on northbound 280 but also 85. Earlier accident northbound 87 north of 85. That crash is on the shoulder. Traffic on the nimitz freeway is busy. Also want to mention highway 4 is getting slow. We have a live picture of it through bay point. 680 southbound is going to be a little slow. The bay bridge, we had earlier problems on the span. This morning we have about a 25 to 30 minute delay. Busier than it normally is. At this time we had an earlier stall gone. But give yourself a little extra time. Lets go to steve. All right, sal. Thank you. Clear skies, sunny and warm. Very quiet week. Even the coast is on upper 70s to near 80. Could be a little hint of a wind shift instead of being east or northeast turning more westerly. I havent seen it yet. Well ease into that. A little cooler by the coast. Santa rosa and napa. 57. A few upper 40s and 50s. Fairfield 47. Two days ago San Francisco made it to 78. Yesterday made it to 80. If the west wind kicks in, this wont make it. Every observation showing component of easterly breeze. The higher clouds are diving to southern california. A little haze. Slightly cooler coast. Upper 70s, low 80s, not changing too much. Things are on hold for another couple days. Back to the desk. Thank you, steve. Also happening now, they are still talking in the bart labor dispute. The he negotiations that began yesterday morning are still going on. Bart trains will run today. We dont know if the sides are getting close to a deal. Tara joins us live. Reporter we know were in the 21st hour at this point. And the two sides did meet facetoface in the basement, then went out for coffee. And we noticed there was a huge tray of pastries being delivered. If we take a look over live to our left. If we could pan over to our right, we notice that it looks like the lead negotiator is walking up the sidewalk right now and he has coffee. So they are all wanting to get caffeinated so they can continue these talks. They are coming around the corner right now. You can see them all walking over here to my left. So looks like lets see if we can get any comment at this stage. How are negotiations inside . Moving along. Are we close to a deal . Looks like they are headed back in again. After taking a small breakfast break. If we can take a look at our video from last night, we can talk to you about the fact there is a gag order in place. We really dont know how close or far apart these two sides are. Just before 2 00 this morning, hes back after a quick trip this week. And Union Leaders arent happy about it. More progress was made when his replacement spear headed talks the past few days. Last night a federal mediator stepped out and made this announcement. Negotiations have been continuing. The parties are totally engaged. Some progress has been made. And the parties have authorized me as they have on the two prior nights to advise that on their interest and for the good of the Public Interest, trains will be running for today tomorrow. Union leaders warn these talks could still breakdown. Obviously, not the news anyone wants to hear. Especially after 150 days of these intense negotiations. Weve been dealing with this all summer long. And the possibility of going on strike this week. Everybody would like a resolution here. Tara moriarty, ktvu channel 2 news. Thank you. Were going to be covering more on that fire in a moment. First, we want to take you live to president obama talking about the 11th hour agreement to reopen the government. Thats not a surprise that the American People are completely fed up with washington. At a moment when our economic recovery demands more jobs, more momentum, weve got yet another self inflicted crisis that set our economy back. And for what . There was no economic rational for all of this. Over the past four years, our economy has been growing. Our businesses have been creating jobs. And our deficits have been cut in half. We have some members who pushed for the shut down say they were doing it to save the american economy. Nothing has done more to under mine our economy the past three years than the kind of tactics that create these manufactured crises. And you dont have to take my word for it. The agency that put americas Credit Rating on watch the other day explicitly cited all of this. Saying that our economy remains more dynamic and resilient than other advanced economies and the only thing putting us at risk is and im quoting here. Repeated brinksmanship. Thats what the Credit Rating agency said. That wasnt a political statement. That was an analysis of whats hurting our economy by people whose jobs it is to analyze these things. That also happens to be the view of our diplomates who have been hearing from counterparts internationally. The same folks who pushed for the shut down and threatened default claim their actions were needed to get america back on the right track. To make sure were strong. Probably nothing is done more damage to americas credibility in the world are standing with other countries than the spectacle weve seen the past several weeks. Its encouraged our enemies. Its embolded our competitors and depressed our friends who look to us for steady leadership. Now, the good news is well bounce back from this. We always do. America is the bedrock of the Global Economy for a reason. We are the indispensable nation the rest of the world looks to as the safest and most reliable place to invest. Something thats made it easier for generations of americans to invest in their own futures. We have earned that responsibility over more than two centuries because of our entrepreneurs. The productivity of our workers. But also because we keep our word and we meet our obligations. Thats what full faith and credit means. You can count on us. And today, i want our people and our businesses and the rest of the world to know the full faith and credit of the United States remains unquestioned. But all my friends in congress, understand that how business is done in this town has to change. Because weve all got a lot of work to do on behalf of the American People and that includes the hard work of regaining their trust. Our system of Self Government doesnt function without it. And now that the government has reopened and this threat to our economy is removed, all of us need to stop focusing on the lobbyists and the bloggers and the talking heads on radio and the professional activist who profit from conflict and focus on what the majority of americans sent us here to do. And thats grow this economy. Create good jobs. Strengthen the middle class. Educate our kids. Lay the foundation for broadbased prosperity and get our fiscal house in order for the long haul. Thats why were here. That should be our focus. That wont be easy. We all know that we have divided government right now. Theres a lot of noise out there. And the pressure from the extremes affect how a lot of members of congress see the daytoday work thats supposed to be done here. The American People dont see every issue the same way. But that doesnt mean we cant make progress. When we disagree, we dont have to suggest the other side doesnt love this country or believe in Free Enterprise or all the other roderick that seems to get worse every single year. If we disagree on something, we can move on and focus on the things we agree on. And get some stuff done. Let me be specific about three places i believe we can make progress right now. First, in the coming days and weeks, we should sit down and pursue a balanced approach to a responsible budget. A budget that grows our economy faster and shrink s longterm deficits. At the beginning of this year, thats what both democrats and republicans committed to doing. Senate passed a budget, house passed a budget. They were supposed to come together and negotiate. And had one side not decided to pursue a strategy of brinksmanship, each side could have gotten together and decide how do we shape a budget to certainty to businesses and people who rely on government. Provide certainty to investors and our economy and wed be growing faster right now. The good news the legislation i signed yesterday now requires congress to do exactly that. What it could have been doing all along. And we shouldnt approach this process of creating a budget as an ideological exercise. Just cutting for the sake of cutting. The issue is not growth versus fiscal responsibility. We need both. We need a budget that deals with the issues that most americans are focused on. Creating more good jobs that pay better wages. And remember, the deficit is getting smaller, not bigger. Its going down faster than it has in the last 50 years. The challenge we have right now are not shortterm deficits. Its the longterm obligations that we have around things like medicare and social security. We want to make sure those are there for future generations. So the key now is a budget that cuts out the things we dont need, closes Corporate Tax loopholes that dont help create jobs. And frees up resources for the things that do help us grow, like education and infrastructure and research. And these things have not been partisan. This shouldnt be as difficult as its been because we already spend less. Our deficits are half of what they were a few years ago. The debt problems we have now are longterm. And we can address them without short changing our kids, short changing our grand kids or weakening the security that current generations have earned from their hard work. So thats number one. Number two, we should finish fixing the job of our let me say that again. Number two, we should finish the job of fixing our broken immigration system. There is a Broad Coalition thats behind this effort of comprehensive Immigration Reform from Business Leaders to faith leaders to law enforcement. The Senate Already passed a bill with strong bipartisan support that would make the biggest commitment in history. Modernize our system. Make sure everyone plays by the same rules. Make sure folks who came here illegally have to pay a fine, pay back taxes. Meet their responsibilities. That bills already passed the senate. And economists estimate if that bill becomes law our economy would be 5 larger two decades from now. 1. 4 trillion in new economic growth. The majority of americans think this is the right thing to do. And its sitting there waiting for the house to pass it. Now, if the house has ideas on how to improve the senate bill, lets hear them. Lets start the negotiations. But lets not leave this problem to keep festering for another year or two years or three years. This can and should get done by the end of this year. Number three. We should pass a farm bill. One that American Farmers and ranchers can depend on. One that protects Vulnerable Children and adults in time of need. One that gives Rural Communities opportunities to grow and the longterm certainty they deserve. Again, the senates already passed a solid bipartisan bill. Its got support from democrats and republicans. Its sitting in the house waiting for passage. If House Republicans have ideas that they think would improve the farm bill, lets see them. Lets negotiate. What are we waiting for . Lets get this done. So passing a budget, Immigration Reform, farm bill. Those are three specific things that would make a huge difference in our economy right now. And we could get them done by the end of the year. If our focus is on whats good for the American People. And thats just the big stuff. There are all kinds of other things we could be doing that dont get as much attention. I understand we will not suddenly agree on everything now that the cloud of crisis has passed. Democrats and republicans are far apart on a lot of issues. And there are folks who think my policies are misguided. Thats putting it wildly. Thats okay. Thats democracy. Thats how it works. We can debate those differences in good faith through the normal democratic process. And sometimes well be too far apart to forge an agreement. But that should not hold back our efforts in areas where we do agree. We shouldnt fail to act on areas we do agree or could agree just because we dont think its good politics. Just because the extremes dont like the word compromise. I will look for willing partners wherever i can to get important work done. And theres no good reason why we cant govern responsibly despite our differences without lurching from manufactured crisis to manufactured crisis. One of the things i hope all of us have learned these past few weeks is that it turns out smart affective government is important. It matters. I think the American People during the shut down had a chance to get some idea of all the things large and small the government does that make a difference in peoples lives. And we hear all the time about how government is the problem. Turns out, we rely on it in a whole lot of ways. Not only does it keep us strong through our military and law enforcement, it plays a vital role in caring for our seniors and our veterans. Educating our kids. Making sure our workers are trained for the jobs that are being created. Harming our businesses with the best science and technology so they can compete with companies from other companies. Plays a key role in keeping food and toys and workplaces safe. Helps folks rebuild after a storm. It conserves our natural resources. It finances start ups. It helps to sell our products overseas. It provides security to diplomates abroad. So lets Work Together to make government work better. Instead of treating it like an enemy or purposely making it work worse. Thats not what the founders of this nation envisioned when they gave us the gift of Self Government. You dont like a particular policy or a particular president , then argue for your position. Go out there and win an election. Push to change it. But dont break it. Dont break what our predecessors spent over two centuries building. Thats not being faithful to what this country is about. And that brings me to one last point. A simple message to the dedicated and patriotic federal workers who have worked without pay or forced off the job without pay these past few weeks including most of my own staff. Thank you. Thanks for your service. Welcome back. What you do is important. It matters. You defend our country overseas. You deliver benefits to our troops who have earned them. You guard our boarders and protect our sifsh i will rights and help businesses grow and gain foot holes in overseas markets. You protect the air we breathe and the water our children drink. And you push the boundaries of science and space and you got hundreds of thousands of people each day through the glories of this country. Thank you. What you do is important. And dont let anybody else tell you differently. Especially the young people who come to this city to serve. Believe that it matters. You know what . You are right. It does. And those of us who have the privilege to serve this country have an obligation to do our job as best we can. And we come from different parties but we are Americans First and thats why disagreement cannot mean dysfunction. It cant degenerate into hatred. The American Peoples hopes and dreams are what matters. Not ours. Our obligations are to them. Our regard for them compels us all. Democrats and republicans to cooperate and compromise. And act in the best interests of our nation. One nation. Under god. Indivisible with liberty and justice for all. Thanks very much. Youve been listening live to president obama pretty harsh words about the manufactured brinksmanship as he discussed it. Hes talking about the 11th hour agreement to reopen the government and raise the nations debt ceiling. But the deal approved by Congress Last night is only temporary. Just keeps the government running through january 15th and raises the debt ceiling through february 7th. Right now we go to Kyla Campbell live to breakdown what the president had to say and the big financial crisis, the next big financial crisis the u. S. Could be facing. Reporter the president did thank both parties for getting together and getting a job done. But he said there are no winners here. These last few weeks have inflicted completely unnecessary damage on our economy. We dont know yet the full scope of the damage but every analyst out there believes it slowed our growth. And now a new deadline both parties from the house and senate must have a detailed decade long budget plan by december 13th. That will give them one month before the new plan expires. January is the start of an Election Year and concern members of both parties wont want to Work Together. Democrats might not agree to cut back on spending. And republicans and tea party might not drop their fight putting us back in the same situation in just three months. Economists are already warning that Holiday Hiring and buying might suffer. They fear the next showdown could come with the new year. Live in washington, Kyla Campbell. Ktvu 2 news.
