From here on the Altamont Pass through. This whole solid line of stop andgo traffic. Thats thats even unusual for this commute. Usually it slows right to about here and then thats it. Its a little bit slower than normal and then from here to the su know grade. Weve had slow traffic as well. Weve had a couple of fender benders in the hayward area that have been cleared. If you are driving to castro valley, it will be slow. Back to the desk. This morning, Vallejo Police are investigating the citys 18th homicide of the year. Ktvu channel 2 reporter, alex savidge is at the scene of the deadly shooting with new information from a witness. Reporter good morning. This 18yearold victim was shot through the neck according to a neighbor. He collapsed right here in the doorway of this apartment unit. He died right here. The shooter in this case who opened fire fired quite a few rounds towards this Apartment Building. You can see one bullet here that went through the front window. A few doors down, i want to show you how lucky another neighbor was. Look at this. The bullet hit the barbecue grill right that was sitting in front of his window. The man was inside when this happened. Thankfully the bullet stopped in the grill. There was a round that went through the windshield of a car that was parked here in this complex. The deadly shooting happened last night just after 7 00 at this complex on the 1300 block of santa clara street. Several shots were fired. Police say the teenager in this case was clearly targeted although investigators are not sure what the motive was here. What police are not calling the shooting while the police are not calling the shooting gangrelated, the lieutenant said theres been a few between gangs in this area. Its heated up recently. One neighbor said he heard the shots, walked outside, saw the victim on the ground a few doors down. I walked up to him. Im looking at him. My daughter is coming down there. My everybody coming down. Screaming. We look at him. He had blood everywhere. Nothing we could do about it. Get the police here. Reporter investigators have now put out a description of the shooter they are looking for involved in last nights homicide. What was the 18th killing of the year so far here in vallejo. Police are still talking to witnesses hoping more people come forward with information. As of right now, authorities are not releasing the name of this 18yearold young man who was killed here last night but police do tell me he lived in this area. Truancy is costing millions of dollars and is also linked to crime. Janine de la vega is live in santa cruz where the truancy rate is particularly high. Reporter good morning, dave. In Santa Cruz County, it ranks in the top three in the state when it comes to truancy. Its at 30 and earlier this year, Public Safety officials actually met to discuss how preventing truancy can translate into less crime. In a new report, released today, state attorney general Kamala Harris says attendants in schools and california is at a crisis level. Its causing sons qenses for our economy, safety and children. The department of education finds that one out of every five Elementary School children were reported to be truant in the 2011 2012 school year. A student is considered truant if they are absent or tardy by more than 30 minutes without a valid excuse three times in a school year. Studies find that students who miss school at an earlier age are likely to struggle academically and drop out. Many who are chronically truant end up in juvenile hall. Jails show theres a High Percentage of inmates who lacked a high school education. Here is the truancy rate in the bay area. Contra costa county ranks the highest at 29 . Alameda county and San Francisco are at 23 and Santa Clara County came in at 14 . Among those with the lowest rates are marin county and solano county, which just had a rate of 6 . And student attendance is based on the amount of funding that the district gets. In this report, it says that School Districts lost 1. 4 billion a year because of kids missing school. Sheriffs deputies say eight teenagers were found inside what was supposed to be a vacant house yesterday morning. Several were covered in blood. Officials say the blood came from a 16yearold boy who had injured himself while possibly being under the influence of lsd. Some substance that led us to take a stance that we had to provide medical care but at the same time protect ourselves. Deputies say the young man fought with him them and had superhuman strength. Police arrested the 16year old, his 18yearold girlfriend and an 18yearold man all on resisting arrest, being under the influence and assaulting emergency responders. Deputies say a 16yearold girl who hosted a party was sited under the ordinance. Her parents could be responsible. The vacant home is owned by her family. Property owners can be fined 750 to 1,000 whether they know about the party or not. To our continuing coverage of the deadly stabbing of the l. A. Dodgers fan at at t park. Yesterday, the family of Jonathan Denver went back to the ballpark on the last day of the 2013 season and passed out fliers, urging witnesses to that fatal stabbing to please come forward. Jonathan denver was killed after going to a giants game with family members and friends wednesday night. The only identified suspect, Michael Montgomery, was released friday night. This is a 30 to 45minute delay. In fact, the new bay bridge is a big hit with bay area commuters. More drivers are crossing it since it opened on labor day. But more cars mean slower commutes. Traffic heading into San Francisco. Many commuters say its a headache sitting through this traffic. But some also say it also shows how the bay area economy is strengthening. The San Francisco chronicle examined westbound bridge traffic for the first two and a half weeks. According to their numbers and backed by the metropolitan transit commission. On average, there are 1600 more cars on the bridge than this time last year. While it may be cause the bridge is generally nicer to look at, according to the Employment Development department, there were 93,000 people more employed last year, which would explain why you might have noticed traffic on other bridges. Last night they put flowers and notes at the intersection where the horrific accident unfolded on the corner of pine and gough. San Francisco Police say zhu was driving at speeds up to 85 miles an hour for three blx before she rear ended the minivan at a stop site. A mother and her children were seriously injured. Three other people in a catering van were hurt. There will be a display case set up on the main floor of the high school to loner him to honor him at the high school. Tonight, Pleasant Hill may become the latest California City to impose restrictions on gun and ammunition sales. The city council is set to require an ordinance for drug dealers. Under the same proposal gun store workers would have to pass a criminal background checks and gun stores would not be allowed to open near schools, parks or daycare centers. Police say the ordinance would make this safer but critics say it would create an unfair burden on gunle doers. Mountain view gun dealers. People have already left the Construction Zone and now they are crowding on 680. There is a crash southbound 680 at treat. Its not in the lanes. Some of that slow traffic is headed towards san ramon. The victim, 18 years old. Ktvus alex savidge is live at the apartment complex where neighbors witnessed the saddened of the young mans short life. Good morning, alex. Reporter well, good morning, tori. This 18yearold victim has not been identified by police. But a lieutenant did tell me, the young man lived in this area. This was certainly a dangerous situation here for neighbors. This young man was hit through the neck with the bullet. But there were quite a few other shots that were fired through the Apartment Building that have hit any number of people in this area. The young man hit by the bullet, collapsed right here in the doorway. This is where he died. I want to show you some video that we shot this morning because just a few doors down from here, let me show you how lucky one neighbor was. A bullet hit his barbecue grill that he had in front of the window. Thankfully, it didnt go inside the apartment unit. There was a round that went through the windshield of a car parked in this complex as well. This deadly shooting happened last night after 7 00. This complex is on the 1300 block of santa clara street. Police say this teenager clearly was targeted in this case. Although investigators cant say at this point what the motive might have been here. Police are not calling the shooting gangrelated. A lieutenant did tell me this morning that theres been a feud in this area. Listen to what one neighbor told me after the shots were fired. He walked outside to find a disturbing scene. I dont know if they wildly shooting or disregarding and shooting, shooting up the apartment, bullet holes upstairs and this guy down here, he ended up getting shot through the neck out the other side. I believe he instantly died. Reporter now, police dont have a description of the shooter from last nights homicide. This was the 18th killing of the year. So far here in vallejo. Lieutenant told me this morning that they really at this point are looking for more witnesses to this crime to come forward to who really help them hopefully make an arrest in this case. Neighbors in this area say they are familiar with this kind of violence. In fact, in this apartment complex last month, a man was shot and wounded. Reporter dave, we dont have the particular attendance numbers for this Elementary School but what we do know is that Santa Cruz County ranks in the top three in the state when it comes to having the highest truancy rate. Its at 30 . In a new report released today, state attorney general Kamala Harris says attendance in schools in california is at a cry crisis level. Its causing consequences for our economy, safety and children. The department of education finds one out of every five Elementary School children were reported to be truant in the 2011 2012 school year. A student is considered absent or tardy by 30 minutes without a valid excuse. Students who miss a lot of school are likely to struggle more and drop out of school later. Parents need to collaborate on local agencies. Contra costa county ranks the highest at 29 for truants. Alameda county and San Francisco are at 23 . The lowest rates, marin and napa county which just had a rate of 6 . Denver was killed after attending a giants game last wednesday night. The only identified suspect, Michael Montgomery of lodi, was released from custody friday night. More drivers are crossing the bridge since it opened. But more cars mean slower commutes. Brian flores explains now in this live report. Reporter you mentioned heavier commutes on the bay bridge. Right now, the eastern span, traffic going into San Francisco right now, this is a typical morning commute. But some people say its become a headache now for the commute in San Francisco despite the fact theres the new bay bridge. Others say it is showing how the bay area economy is showing its strength. The chronicle examined westbound bridge traffic for the first two and a half weeks since it opened. According to their numbers and backed by the metropolitan transit commission. On average, there are 1600 more cars on the bridge than this time last year. The mtc says thats enough to fill an entire freeway lane for about 48 minutes. Does more car means thats a bad thing . According to the state eight Employment Development v, there were 93,000 more people employed in the bay area which could explain why you may have noticed traffic on other bridges as well. But, of course, the major setback is the commute times with the added features of the bay bridge. Commuter times were supposed to decrease. What the chronicle found out from toll plaza to fifth straight, it takes about 15 minutes. It was 13 minutes on the old bridge. Traffic running smoothly. That changes in the afternoon. What did you find out this morning . Reporter sources inside the Sheriffs Department told me that 58yearold jenny zhu has been arrested on charges of vehicular manslaughter. She did post bail last night. Were not sure how much the amount was. Shes not in jail here. We came to the outer sunset district to a home we believe was hers. She knocked on the door. She did not answer. Obviously people have a lot of questions for her, including the friends of kevin sand. He was the one killed in the car crash early friday morning. Police believe zhu is responsible. People left flowers on the corner of pine and gough.
