This is the 101 northbound connector to 280. There was a big rig that got into an accident that is blocking the right two lanes. It spilled about 13 gallons worth of fuel. Only two lanes moving through so traffic is moving through slowly. As you can see traffic is backed up down to third street. Finally on the toll plaza, no major problems there. 810 minutes to get you across the span. Two men are dead after a shooting l. A. Last night. The first homicide in that city since 2012. Katie utehs is joining us live. You are in livermore and talk to a friend of one of the victims. Good morning, katy. Reporter good morning, dave. He showed up early this morning still in shock learning what had happened. He said that both men are young. One of them is a father. He was relieved to hear that police had detained a person related to this case possibly. The shooting happened around 4 30 last night near a park in the north side of the city. Livermore Police Say Three men got into a verbal argument and someone called 911. By the time offices arrived they found two men shot. One of them already dead. The second man died at the hospital. The Shooter Police believe fled if a vehicle. It is an isolated incident. It sounds like something occurred between them. Tragedy. You know. Violence that needs to stop. Whether too many guns or too much violence. A friend of the victim didnt want to go into many details as to what led up to the shooting but around 9 00 officers received a tip as to the possible shooters location. They detained a man near the spring town golf course but wouldnt release any additional details. Police tell us this is normally a quiet neighborhood and the neighborhood is no longer threatened. They say they have all detectives working this case, dave. Katie utehs, thank you for the update. Meantime an investigation goes on in oakland into the deadly shooting of a 14year old boy. 14yearold divon ellis was shot and killed about 8 00 saturday night as he was walking with friends on brookdale after. He was popular, he was a good student, and a talented athlete. The memorial has been created in devons memory. Family members and friends are calling on city leaders to do more. We are tired of losing our kids on the streets. 14 years old walking down the street getting gunned down like an animal. This kid wasnt no thug. This is what this kid was about right here. The neighbors that heard the gunfire they stayed with devon until the help arrived. They did what they could to comfort him. Oakland police are checking Surveillance Video aimed at tracking down the shooter. Today marks one year since 14yearold jenna was hit and killed. The family created a foundation called her smile to help others that have also experienced tragedy. Today there will be a gulf tournament at Franklin Canyon to raise money for her smile and a fundraiser at the high school where jenna would have been a freshman. Students are being encouraged to wear pink today which was jennas favorite color. This new report by the city of san ho soy that has startling findings about the bad conditions in the roads and how much it will cost to fix them. Janine de la vega is joining us live in san jose to tell us more. Reporter dave, we are here along the portion of Stevens Creek which looks like it has been fixed but that is is not the case at a lot of streets in san jose. An audit by the city found that 60 first of san jose 60 of san jose streets show need repair. More and more streets are falling into the worse condition category. Only 39 of san jose streets received maintenance within the last decade. To eliminate the potholes and cracks, the department of transportation estimates it would cost 504 million. While the city receives financing from multiple sources for road repair the auditor is recommending that the city develop a plan that includes a onetime funding source. That might include going to voters. There is going to be a Committee Meeting later today with city officials to discuss this issue and to see what is next. Dave. It obtained documents showing engineers decided to eliminate a backup drainage system on the bridge and according to that report, that change it allowed water to leak into the support structure of the bridge. The chronical also says although cal tran has spent 1. 4 million on taxpayers money to fix the leaks, the problem continues. Four people died, four others have major injuries after a head on crash in santa cruz county. It was reported about 8 00 last night. The car on freedom boulevard crossed into on coming traffic and collided with a truck. There were seven people in the car. The chp says none of them were wearing seat belts. The driver and two passengers were pronounced dead at the scene. A passenger in the truck died at the hospital. The chp also said it appears that alcohol or drugs might have been a factor in the crash. Time is 5 06. Here on mornings on 2 repair work expected to start today in San Francisco on a water main that burst yesterday morning. The 12inch water main broke about 8 30 yesterday morning on roanoke street between arlington street and san jose avenue. S streets fill the streets filled with water and mud and the water flow disrupted service on the j church line. Like a water fall or something. It undermind the earth. No one lost their Water Service in the area. The San FranciscoPublic Utilities commission is investigating the cause of that water main break. Right now 5 07. A big pay increase for people in one bay area city. The new law that takes effect today and what it will mean for the paychecks of nearly 50,000 people. Ended with a Deadly Police shooting. Los Angeles Police say a struggle over a gun led them to shoot and kill a homeless man. Bystander posted this video. They were responding to a robbery call around noon yesterday. They say they went to question the man when he refused to cooperate. They used a stun gun on him. Apparently didnt do much. That is when police say the man grabbed an officers gun. I had my phone out, video taping the whole thing when he fell and then the officer hollered hes going for my gun. And so after that but he on the ground. Some requestioning the use of deadly force in this case. San Francisco Police will hold a town hall meeting about last weeks Deadly Police shooting in the mission district. It happened when two plain closed officers responded to reports of a man with a knife. The man was trying to steal another mans bike. Reportedly the officers told the suspect to drop the knife but he wouldnt do it. That is when the officers shot and killed him. Airport Officials Say the Hawaiian Airlines flight was still gaining altitude when the plain hit a flock of sand piper birds. They told passengers what happened and out of precaution returned to the oakland airport. Crews spent several hours inspecting the plane. The flight resumed and passengers made it safely to maui. The system on saturday if you were about from San Francisco and then along pacifica down to santa cruz and san jose you had pretty good rain. Mostly sunny but the sierra had 12 feet of snow. Central california and Southern California had rain. This one will give us a lot of cloud cover and some rain. 30s and 40s and 50s. The loan outpost for napa is 30. Livermore is in the low 40s. So there are a couple of spots where there are a few breaks in the clouds. Southwest 16. South at concord. Not that strong anywhere else. But it might be breezy at time. Two american astronauts have completed a tricky space walk outside the International Space station. They are on the adjustable. Astronauts terry installed two sets of antennas and 400 feet of cable. This new equipment is needed to add new docking parts to the space station. The actual ports will be sent up later this year. Its carrying two all electric satellites into orbit. They will help with commercial communications down here on earth. The chp released video of a Helicopter Rescue this weekend. It started saturday afternoon in point rays national park. A 24yearold man fell about 80 feet down a cliff side near arch rock. Now he ended up in the surf. The chp says he managed to drag himself out of the water on to a rocky out cropping. That is where he was joined by two Good Samaritans that went out to help him. The chp helicopter lowered a marin county fire captain down on to the rocks and got all three to safety. The man that fell was taken to the hospital. He suffered major injuries. Memorial service is set for today for bay area journalist dori maynard. That memorial will be held at the chapel of the chimes in oakland. Dori maynard was president of the Maynard Institute founded by her father robert maynard. The former owner of the oakland tribune. She was a tremendous woman who i knew personally. Known for her tireless work to increase diversity in journalism. Dori maynard died last tuesday in oakland at the age of 56. Landmark east bay theater gave away pieces of its history. The uc theater on University Avenue in berkeley opened in 1917. It closed down in 2001. For years it hosted older, classic movies and midnight showings of the rocky Horror Picture Show with full audience participation. The theater is owned by the Berkeley Music Group which plans to open the theater as a live music venue. All the old seats were up for grabs yesterday. Antiquity. Nostalgia and old stuff is better than new stuff i suppose. The plans call for the new music venue to open later this year. It should accommodate up to 1400 people. Do you remember this man . Because of him an annual south bay race has a new tradition. Military veterans including some from world war ii lined up along the third mile. It is a touching memorial in honor of joe bell. For last years race the 95year old bell put on his military uniform and stood outside of his home. He was on the race route. He waved to all the racers. That small gesture was captured on video and touched the hard of racers around the world. It was just so spontaneous and genuine and heartfelt. A world war ii veteran. There are not too many of them left. And it gave you an extra boost and incentive to finish that race with your chest held high. It was a wonderful gesture and joe bell died in january so in his honor the Race Organizers created the memorial mile and invited veterans of all ages to come out and support the cause. They also stopped by joe bells house to take a picture and pay their respects and his family says bell would have loved the community spirit. Big name celebrities surprised participants at the 15th annual chicago polar plunge. Guess who was out there. Lady gaga and her fiance. They joined thousands of people yesterday for that icy challenge. Actor vince vaughn was out there there is vince right there. Over all not too bad as you approach the highrise into foster city. Take a look at the maps. South bay looking great. No major problems out there. As we go toward the east by and the Livermore Valley. 580 his is the typical traffic. No major surprises there this morning. Finally east shore freeway things are looking okay. About 18 minutes to get you from the carquinez bridge to the mccarthur maze. 5 30, lets go back to the desk. A 27yearold man is waiting to be extradited from arizona to Sonoma County to face charges in the brutal killing of an 84yearold woman in penn grove. Victor silva of marin county is one of two men arrested over the weekend in connection with olga dinellis death. Silva was arrested after a wild chase. Investigators say he was with an unidentified woman. The chase got up to speeds of 130 miles an hour. Officers say the two also fired shots at other cars and fired at an officer that was putting down spike strips when the two suspects crashed. The woman pulled out a gun and officers shot and killed her. On saturday deputies also arrested 27yearold John Martinez in richmond without incident. Olga dinelli lives with her brother larry on a ten acre ranch. Last thursday she was found dead inside the home which had been ransacked. Her brother was visiting friends for his 75th birthday when his sister was killed. Larry dinelli tells ktvu news that the two had little of value inside their 100yearold farmhouse. There is nothing here. There is no reason to kill somebody. It doesnt make sense. The whole thing doesnt make sense. Her brother says olga was vibrant and healthy at the age of 84 and enjoyed going out for church and shopping. He described her as a giving person who still had a lot to offer. Time is 5 31. Oakland Police Continue their search for whoever shot and killed a teenager in the fruitvale neighborhood on saturday night. Tara moriarty is in oakland this morning so the memorial is growing where devon ellis was killed. Reporter devon ellis was just 14 years old. You can see the memorial continues to grow here. Football with his name on it. As well as candles and some flowers left by friends and family. Devons mother was too upset to talk to us on camera but his uncle tells us his nephew was a talented athlete who was also doing well in school. Devon was walking with friends when someone opened fire. Family and friends are calling on city leaders to do more. There is a new report from the city of san jose it has shocking findings on just about how bad the roads are and how much it will cost to fix them. Janine de la vega is is joining us live from san jose. How bad are those roads . Reporter dave, a report out by the city auditor showed that 60 of the roads here in san jose are so warn out that expensive repairs are needed. The latest data from the metropolitan commission shows san jose ranked 79 out of 109 bay area cities for road quality. The city audit shows pavement conditions continuing to decline and more and more are falling in the worse conditions. Streets need to maintained to prevent potholes and cracking. But 39 received maintenance within the last decade. It would cost 504 million and the auditor is recommending that city officials develop a plan that includes a onetime funding source. About 48,000 people will see their hourly pay rate jump from 9 an hour to 12. 25 an hour. That raise is is because voters overwhelmingly approved proposition ff. A lot of businesses say they will raise prices too. The pay rise also applies to part time workers. That will cost the city at least 750,000. The San Mateo County board of supervisors is in the early stages of considering rent control. That could include putting restrictions on landlords raising rent. Leaders of nonprofit organizations say they are currently seeing the worst Affordable Housing crisis ever but rent control opponents say the best solution is to build more Affordable Housing. A 40yearold woman in pinole was seriously hurt after being attacked by her own pit bull. Emergency crews were called to a home on silverado drive around 10 00 yesterday morning. They found a woman with serious injuries to her face, her arms, and legs. She was flown by helicopter to John Muir Trauma Center in walnut creek. The pill bull is a family dog. He lives in the home. Lawmakers in sacramento are trying to make changes to a controversial voter approved measure that lowered the penalties for certain crime. They have problems with the power steering. Includes cars from the 2008 to 2010 model years. Hyundai says an electronic sensor in those cars can malfunction and disable the power steering. Apparently they still havent moved it out of the way. They are still trying to clean that up there. Definitely slow and go. I looked at the traffic sensors. Taking a look at the bay bridge toll plaza. We havent seen this for awhile. Traffic backing up to the maze. I havent heard much about the metering lights. I would say about 15 minutes, 20 minutes to get you across the span this morning. Obviously quicker if you have the fast track. And then take a look at the maps. South bay traffic looking really good this morning. No major problems out there to report of. And then this is the typical traffic. Westbound 580 near the Livermore Valley that is starting to pick up as well. 5 47 lets go to steve with our weather. Hey steve. We do have a lot of cloud cover streaming over us from a system that is mainly hugging the coast. Just off the coast for some. It will give us a lot of cloud cover and a few showers. Temperatures held up for most. Mainly 40s and 50s. The highs today upper 50s or low to mid 60s. There is our system. It is currently raining in protection know and bakersfield. Lots of reports of hail. Especially here on the san mateo coast. Take your pick. For others down in Southern California was rain and snow. For us 40s, 50s, there is the napa airport. I believe that will change next hour. Not much of a breeze. There is a little come pent of a delta breeze. Travis southwest at 16. That is about the strongest i can find. Statewide 18 in truckee. Upper 40s fresno and bakersfield. A lot of this is going to go parallel to the coast. There is the best bet for any shower activity but some of that is popping up over Mendocino County and lake county. A little line forming off the north bay. Some of this will skirt the area. Not a lot here. As far as the snow goes probably only 12 inches of snow. This system is closer to the west. For today a lot of cloud cover. Maybe a little bit of snow and scattered showers here. The end result was after tuesday. Sunshine and warmer temps. Today cloudy to mostly cloudy. Highs upper 50s and low to mid 60s. Everyone will be really close here. Too much cloud cover and the system will be over today. But we will kick it out of here by tuesday and looks like sunny side up and warmer temps especially by the upcoming weekend. May be some good skiing in march and hopefully that goes into april and we get to stay open for a couple of months here.
