They want to discuss the on going labor negotiations and slated for 3 00 this afternoon. It will be closed to the public. Meantime we are moving into day four of this bart strike and you can see picket lines. No new talks are scheduled between the two sides. Late last night the unions made a counter offer to bart management. They said that proposal would allow for changes to work rules related to new technology and that had been a Sticking Point that caused negotiations to break down last week. The unions are willing to accept barts pay increase. A 12 raise over four years. So far for their part bart management strike Union Workers have ever ever many peep hoping that deadly accident over the weekend might push both sides to achieve some sort of a deal sooner rather than later. But again no plans for any new negotiations. No plans for both sides to return to the bargaining table. And no indications that the trains will begin rolling again any time soon. They include interstate 80 from the carquinez bridge to the bay bridge. 880. And 680 between the Benicia Martinez bridge and 580. That also applies to highway 92 in hayward. , highway 84 in fremont. People seem to have gotten the message to get here early if you want to get a eat. Now the first people started arriving here outside the fremont bart station at 4 10 this morning. The first bus filled up here quickly. Bart will have between 515 buses. Service begins from 5 00 a. M. And will run through a. M. But they may stop early if the buses become full. Many say they have tried the Charter Bus Service and it seemed to go smoothly. Driving out there can be im pretty sure it will be way more time and ferry is just a pain. So we decided to take the bus. Did you do it on friday . No, i took the day off on friday. In the morning the buses will travel directly to San Francisco but on the trip home some may transfer through west oakland. When you board the bus you may be given a round trip ticket to get back to east bay. Charter bus service will begin at 3 00 a. M. And run until 7 00 p. M. The loading zone will be near the is San Francisco transbay terminal. And again it looks like this third bus is nearly full. Again people are coming in. We did just see some bart workers on strike. A 29 person Bipartisan Committee from the house and senate are facing a december 13th deadline to develop a plan that both democrats and republicans will support. It also raises the debt ceiling until february 7th. This morning president obama is due to talk about the many glitches and problems with the Affordable Care act website and plans to address those issues. High waves are expected to hit the coast between sonoma and monterey counties both today and tomorrow. New jersey just made same sex marriage legal. Last week the new Jersey Supreme Court turned down governor Chris Christies efforts to block the same sex marriages. Bart is providingth free rides on charter buses to San Francisco in the morning from the fremont bart station as well as west oakland, walnut creek, dublin, pleasanton, san leandro and hayward. Bart will have 515 buses at each of the locations. They may stop earlier than that if the buses fill up. Many of the riders today say they tried the Charter Bus Service and they said it seems to go smoothly in the morning but they are worried about the afternoon commute. This is what one rider had to say. Had to get up about a half hour earlier and from what im hearing it will be quite a trip on the way back. So we will see. As we have been talking about with this being the beginning of the workweek, whether see more cars on the road and more people standing in lines at the charter bus as well as the ferries. First boat will leave here around 6 00. And take a look there is already a long line that extends from the dock to the parking lot. This line is only expected to get bigger throughout the morning. San Francisco Bay area ridership has jumped. 1900 passengers on sunday morning alone. Now it may not sound like a lot but according to sf bay that is double the amount they would normally see on a sunday. And sunday is typically the lightest day of the week for the ferries. And last friday day one of the bart strike ferry Officials Say they carried more than 7,000 passengers and that is more than double the amount for a typical friday. It would be interesting to see what the numbers are expected today. Here in alameda boats will leave every 45 minutes. The boats keep on coming. But parking as we take you back out here live you see the long lines forming. As we saw when claudine was out here on friday and during the last bart strike in july, you know the parking lot fills up pretty quickly. A lot of people are here early. The ntsb will be out at the site of a deadly accident. Ktvu Tara Moriarty is live this morning with the questions that investigators have surrounding the deaths of two bart employees over the weekend. Tara. Reporter yeah. Mow did this train operator not see the workers on the track . I am told by bart workers it is difficult to hear a train coming until they are right up on you. Combined with the freeway noise its understandable why they didnt hear it coming. Dozens gathered nearby at the walnut creek bart station for a candle light vigil for larry daniel and chris shepard. They were kaled by a train while doing track inspection. One was doing the inspection while the other was on the lookout. Radio transmission showed confusion about whether there was work going on, on the track. I know it will be difficult to go to work, whenever that is, and hes not there. I will definitely miss his presence. Reporter the ntsb will not confirm who was at the control since the strike began friday bart has said some managers have been operating trips to move employees and cars. Bart officials have also said that the train was running in automatic mode at the time of the crash. According to the chronicle, bart was training people on the train on how to operate and have the skills in the event of an extended strike. The ntsb arrived early yesterday. It began its investigation. It will be on scene here for four to ten days. The investigation though could take anywhere from six months to a year. Live from walnut creek im Tara Moriarty ktvu channel 2 news. San Francisco Police are searching for the gunman who shot and killed a man today in the citys mission district. It happened around 2 20. Near the intersection of mission and 16th street. The victim was shot in the back. He was rushed to San FranciscoGeneral Hospital but died some times later. We dont know his name and we dont know anything about a suspect. A man is in Critical Condition after being shot while riding in a car in palo alto. That happened just before 2 00 yesterday afternoon. The victim 26 years old was rushed to the hospital with life threatening injuries. The driver of the car was not hurt. So far no arrests have been made. Its 20 minutes until 6 00. The California PublicUtilities Commission will hold a hearing about a gas pipeline that runs through san carlos. They ordered pg e to reduce pressure after a pg e email raised questions about a quote san bruno like situation. As we move into day four of the bart strike with no new talks scheduled between these two kids zoo sides. Workers say they are not allowed to talk publicly. But late last night the unions did make a counter mashment. Mash count counter measurement. The unions are willing to accept barts pay increase of 12 pay raise over four years. So far bart has not issued a response to the latest counter offer. They are willing to restart negotiations with the federal mediator and they have been in touch with the unions. In the meantime striking workers have it will candles and also put up signs honoring those two workers that were struck and killed by a bart train over the weekend. And as incentive the first 300 drivers in walnut creek that are registered through that app will be eligible to get 25. This morning Oakland Police are investigating multiple shootings from last night. One happened around 8 30 ever. Police say two people inside a car were shot so far there is no word on their condition. A bit later two other people were shot at 73rd avenue and weld street. Police say a man was shot in the leg. He is recovering. A woman was shot in the neck but her condition had this point is not known. No word if the violence is related. Time is 5 47. Lets go to sal. Sal, you ready for this . It looks like its 7 30 out there and a busy 7 30 at that. Its backed up to 880. And backed up on 580 to 24. 24 begins to slow coming out of the tunnel and heading down to the 98024 interchange. Moving along and taking a look at highway 24 its moving okay. I want to show you the map system here. You can see highway 4 is definitely slow in antioch. As you just saw its not that bad in bay point. A minor crash. Not causing a major problem here. I moved the maps down 238 at the 580 interchange. To Castro Valley already showing slow traffic. Now lets go to steve. We have a lot of fog or its clear. That is one forecast it looks like it will be with us all week long. There is just no offshore breeze. Thick fog again. High pressure still in charge. I would say large and in charge. It will be warm inland. Storm track stays to the north. Cool by the beaches. Subtle changes inland. Near 80. San jose 74.
