Good morning, in richmond some guests have been evacuated after a tanker trailer from a gas truck rolled over on to its side. It happened at about 3 00 this morning on the carlson boulevard onramp to eastbound 80. Firefighters say there is a small leak. Right now both the on and off ramps have been closed but the freeway is open and no one was hurt. This mornings commute looks good on the peninsula, 101 and 280 perhaps trying to get down there looks good. 5 01, back to the desk. Following developing news now in palo alto firefighters are on the scene of a house fire, janine de la vega just arrived there on scene. Reporter yes, we are on the avenue off el camino, the fire is out but you can see there is still smoke rising here from the roof. This was an abandoned house. We were told by police it has been abandoned for the last year, they have had to evacuate surrounding homes in the area just for safety reasons of course you can see still a lot of fire response here because you know it is still smoking and they still want to make sure that all the hot spots are out. Lets go to video we took earlier. This fire broke out at 4 00 a. M. Basically a motorist driving by on el camino spotted some smoke and called it in to 911. Police came out to check it out and found this fire at the same time and found a house fully engulfed with fire, now to get more information i am joined by the battalion chief from palo alto fire. Can you tell me where you are at as far as fighting this fire . Well, we are able to make initial knock down on the fire and we pretty much have it almost extinguished. We do have hot spots that we are trying to put out we are setting up operations to hit those, it is not safe for crews to go in so we are remaining in the defensive mode. Do we have any idea how this may have started since we are hearing from police it was an abandoned house . We dont have any idea, we have investigators underway and it is under investigation. I hear a building inspection, too, i am not sure was it not safe for them to be inside and attacking it from the inside. Thats correct, we determined it to be a defensive fire where we stay outside the structure, the inspector will evaluate the status of the building and whether or not and when it is safe for us to go inside. Okay but no injuries, no damage to any our structure. No injuries reported by our personnel. We have yet to be able to determine whether or not there is anyone inside because it is unsafe to go in but the building appears to be scheduled for a remodel and that that is why we have fencing around the building and so this appears they were preparing for that. Again fire crews will remain here for at least the next hour to make sure the hot spots are out and as you heard you know it is still not deemed safe to enter so they want to make sure there is nobody inside the house, one of the things that happens in other cities is sometimes there are transients living inside, we have no idea if that is the case here but we will stay on top of this and bring you updates. 5 04 this morning. Fire crews still on the island after two small fires last night caused traffic jams on the bay bridge. They were first reported at 8 00 last night. 4 acres of the westside of the island burned in steep brush. There are few hydrants there and the water pressure is low so a fire boat was called in to spray water on those flames from San Francisco bay. Firefighters say the wind was a major factor in this fire. It is a very light breeze here that helped fuel the fire and bring it a little bit up the hill here but a greater breeze and a windy day would have moved significantly rapid. The fire did not cause major injuries or damage but it just sent up a large plume of smoke that distracted bay bridge drivers, causing a big traffic jam out there for several hours last night. Fire crews are still out there, watching for any flareups. Meantime in larkspur a fire burned several acres yesterday afternoon near marina vista avenue, this was under control in an hour as firefighters fought it on the ground and from the air. No one was hurt, no buildings damaged. The cause of that fire is under investigation. Pg e crews have begun shutting down a pipeline in san carlos. The judges order comes after internal emails surfaced about the pipeline safety. Line 147 runs under britain avenue between 280 and highway 101. Tara moriarty joins us now from the newsroom with more on these safety concerns. Reporter many people we spoke to in san carlos said it bothered them that pg e wasnt stepping forward to shut off the line, at first they said it would reduce pressure but yesterday pg e did shut down the line after a judge issued an injunction, the mayor and the city declared a state of emergency friday, that is after officials discovered internal pg e emails questioning the safety of the 20 inch 4 mile gas line, pg e said it had to consider how other gas lines would be affected but it says that customers wont be impacted. It is unfortunate we had to sort of pull the alarm so to speak, go to court, get an injunction from a judge to have them come out and do what they are supposed to be doing. Pg e insists that the pipeline is safe but after the disaster in san bruno that killed eight people and destroyed homes people in san carlos say they want proof, not promises that it is safe, no word yet on how long line 147 will be out of service, san carlos will decide whether its state of emergency should continue in 30 days. Taxpayers in santa clara county, you will soon help pay the rent of convicted felons. Starting january 1st the county will give a thousand dollars a moin rent money to former inmates sentenced under californias three strikes law and will continue for a year, the county supervisor says that money will help former lifers get back on their feet and also keep the public safer at a fraction of the cost of keeping those inmates in prison. Next month the convicted killer may be sentenced to death following a recommendation from the jury. The appeals process for Death Penalty cases is so long though naso, who is 79 years old, may possibly die of Natural Causes before he essex cuted, however, californias district attorneys and peace officers are trying to change that. They are hoping to expedite executions next year as soon as the state lifts its moratorium on lethal injection drugs. Happening today the first monday of october, that means the u. S. Violent street battles raged for hours in several neighborhoods in cairo early this morning. It was the latest violence between egypts Security Forces and islamist protesters. More than 50 people have been killed across egypt in just the past few days. Thank you. We want to give you an update on a story we told you about then. An investigation goes on into a fire there. Janine de la vega is there, so what is the new information you pulled together . I spoke to a chief who told me he thinks that this fire is suspicious, now the reason why is this is abandoned house, you can see there is fencing down that they had to tear that down so firefighters could start hosing it down and extinguishing the fire, they had to fight it from the outside because it was just too unsafe to enter, now firefighters came after 4 00 a. M. After somebody driving by spotted smoke in the area then they found this home here fully engulfed in flames, firefighters went into a defensive mode because it was unsafe to fight from the inside they were able to knock down the flames in 20 minutes. Now the inspector informed them the house had been abandoned for a year and scheduled for a remodel. While firefighters say it is too early to determine a cause they have questions. Suspicious . I would say yes at this point. Because. Because we dont have electrical power to it, there is no one around at this time and it just appears to have spontaneously ignited. Unable to enter the home they really cant determine if there is actually anybody inside even though it was abandoned. And speaking with the battalion chief he said you know sometimes it is common for this city as well as other cities for transients to keep warm in them, again we have no idea if that is the case here but once the building inspectors determine that it is safe for them to enter they will be able to determine if actually anybody was inside when this started. They are going to stay here for the next couple of hours. You can see right now they are putting out hot spots. And they are going to watch this, because, again, they dont want anything to spark up and there are People Living in the homes adjacent to it. Happening now some hotel guests had to be evacuated there after a truck rolled over, alex savidge is there this morning and they are talking about a small leak maybe. Yeah, they are concerned about that, as a precaution this hotel has been evacuated, they cleared out that. Firefighters are not worried about an explosion but are concerned about the fumes from a leaking propane tank on the onramp. We will show you how close that is to the hotel here as we pan over left and you can see right there that tank still on its side on the carlson boulevard onramp to eastbound 80. Let me show you the scene from this morning. This accident happened at 3 00 this morning on the carlson boulevard onramp, it is unclear how this tanker truck crashed but it rolled over on to its seed and crews believe those two tanks on board hold about 9000 gallons of propane. One of them sprung a small leak during this accident. Right now firefighters say they are testing air quality in this area. Test how large that leak is, we are sending crews in with air monitors that lets us know if anything there is flammable and lets us know if we have to do evacuations and what we need to do in order 20 make it safe and get that back on its wheels and get it off. Once firefighters make sure that tank is safe to move crews will move in and remove this truck from those lanes, but in the meantime this is obviously a traffic hazard in this area, both the on and offramps do remain closed right now but the freeway is still open. So far no one has been hurt out here. Crews are still on the scene on Yerba Buena Island after two small fires created a back up on the bay bridges. They were first reported before 8 00 last night and burned 4 acres on the westside of the island in deep brush, they did not cause injuries or damage but did send up a large plume of smoke affecting drivers and leading to that traffic jam. Fire crews still there watching out for flareups and as sal mentioned an offramp is closed. 5 36, the clock ticking towards another possible bart strike and a commute meltdown. Bart workers could be on strike by the end of this workweek. The 60 day coolingoff period ends thursday night, a possible strike could start friday morning. The heat is on for the two sides to reach a deal before the strike deadline. Contract talks between management and bart unions are set to resume at 9 30 this morning but they are still far apart on the big issues, salary and benefits, transit experts say a bart strike in okwo be a lot worse than the 4 day strike we had in july. The threat of another bart strike is prompting new action at the state capitol. One republican lawmaker is calling on Governor Brown to call a special session of the legislation to pass a law banning bart strikes. Now i know you will remember Governor Brown signed off on that 60 day coolingoff period back in august. California law prohibits a second coolingoff period. Governor says he does not plan to intervene this time around. Bart management says it needs money to replace its old aging train cars. They date back to the early 1970s. This week bart is showing off its socalled fleet of the future. Bart riders will get a chance to try out these seats you see here. They will be installed in the new cars, the first of 9 events to try these out are held today there.
