So temperatures will continue. Theyll be a lot of low to mid 70s. Itll be clear, good to go. A couple cold spots here, still some 30s, so its a cold morning, but well rebound pretty fast. Everything continues to be up and over. Theres a lot of energy out here. Unfortunately theres no sign until the middle of next week some of that coming through. In the meantime High Pressure is large and in charge and wind is out. So a colder morning, but a warmer avenue. Maybe a little patch or two of some fog, but not a lot. Lets start in the south bay this morning where traffic is starting to pick up, especially northbound 101 near east capital expressway, thats a typical spot. There were reports of some animals along westbound 280 this morning. Still unclear whether those are cleared. Well talk about that in a moment. Taking a look now at the san mateo bridge. Slow and go as you approach the high rise into foster city. This was very busy this past week, so things looking not too bad so far. About 15 minutes from hayward into san mateo this morning. Taking a look now at highway 4 as were moving on in contra costa county, traffic there is starting to pick up as usual as you approach 242 or 680, whatever you choose to go to, but traffic is starting to build up there through highway 4 and the Pittsburg Baypoint area. As we talked about earlier, traffic picking up northbound 101, also 580 westbound also very busy. If your commute goes from concord to san jose, times have increased now to more than an hour because it is very busy from southbound 680. Doesnt get there until you reach calaveras road. Lets go back to the desk. Thank you, brian. Topping news right now, university of california students are staging a large and potentially disruptive demonstration to oppose a potential tuition hike. Alex savidge is with them in santa cruz and the actions that are under way. Alex. Reporter well, pam, good morning to you. Yes, the plan out here was to shut down the u. C. Santa cruz campus or at least the entrances to the campus, and so far protesters have been successful in doing that. An alert just sent out by the university that says both entrances, including the West Entrance where we are this morning and the main entrance have been blocked by protesters. You see here about 100 or so people standing in the middle of the street and they will not let any cars pass through. This is obviously a protest over a plan to raise tuition throughout the u. C. System and students are angry about that. There was some talk about potentially taking over buildings here on campus later on today, but its unclear if that will happen. This anger and frustration being felt by many of the student protesters stems from a plan by u. C. President Janet Napolitano to increase tuition by as much as 5 over each of the next five years, thats if the u. C. System doesnt get a boost in state funding. Now, we talked a short time ago with one of the organizers out here about the message being sent with this week of action. I am seeking to protest the privatization of our university. Im seeking to protest the hikes theyre trying to price people as a university. Thats what im doing today. Reporter and this was the scene earlier this week on tuesday here in santa cruz as a group of protesters chained themselves together and blocked all the lanes of highway 1 for several hours. In the end six u. C. Santa cruz students were arrested for taking part in that demonstration and they were suspended from classes for two weeks. Again, this has been whats called 96 hours of action, basically four days of demonstrations and marchs here at u. C. Santa cruz and u. C. Campuses throughout the state to protest these planned tuition hikes, and again this morning both entrances, both of the entrances to the u. C. Santa cruz campus, they are blocked by demonstrators right now. So no one able to access the campus this morning. Well stay on top of this situation and let you know how it develops. All right, itll be interesting because they were arrests earlier. Thank you, alex. 6 05 is the time. Police in vallejo have made several arrests in connection with three homicides. The deadly shootings occurred between november of last year and january of this year. 19yearold Lorenzo Cortez was arrested tuesday at the Solano County jail on three separate counts of murder. He was already in jail for an unrelated assault with a Deadly Weapon case. Police also arrested a 17year old vallejo in las buenos in connection with the shootings. 18yearold Angelica Johnson was arrested in pasadena and her father john johnson was arrested in vallejo in connection with one of the shootings. Police are still actively investigating all three homicides. Time now 6 05. One person recovering in oakland this morning after being shot on a freeway during the evening commute. Ktvu fox 2s Tara Moriarity is in oakland now. So where is the investigation standing now, tara . Reporter well, you know, investigators say that this shooting happened before the accident, and as of late last night we know that no arrests had been made. This all unfolded around 4 00 yesterday afternoon. We know that the chp shut down a portion of the freeway as a crime scene. It happened, again, in the eastbound lanes of 580 near the 980 interchange and broadway exit. Two cars involved in the crash sat facing the wrong direction, a black one and then a light sedan smashed up and riddled with bullet holes. Drivers were at a standstill. What im going to do in the interim . Im going to stop at the Grocery Store to bide myself some time and to get off the freeway. Reporter now, traffic was tied up for hours. Only one lane was open, but all lanes were back open after 7 00 last night. Officers say that the sedans driver suffered a nonlife threatening gunshot wound and was taken to the hospital. Another driver was determined not to be involve in this shooting and was allowed to leave. The other person who ran from the scene, that is the person that police are looking for right now. A federal Appeals Court upheld that ordinance that bans gun magazines that hold more than 10 rounds. The ordinance was approved by voters in 2013. Now, the nra, the National Rifle association, theyre among those who oppose the ban. They say it infringes on the rights of gun owners to protect themselves and their homes. Opponents can now ask the 9th circuit to rehear the case with a full panel of judges or they can take the issue to the u. S. Supreme court. New this morning ringling brothers and barnum and bailey circus will announce today officially that the curtain is coming down on its famous elephant act. The circus owner tells the Associated Press that due to growing concern about the treatment of the elephants, these acts will be phased out by 2018. Now, if they can collect 12,000 signatures by the middle of april, the city council there could vote on a plan themselves or have the public decide instead. The raiders are teaming with the San Diego Chargers to build this privatelyfinanced 1. 7 billion stadium, and while both teams say they prefer new stadiums in their current cities, the chargers are locked in to buy that 168acre site in carson no matter what happens. Well, a Real Estate Group behind a development known as the monster in the mission is pitching a new plan to expand affordable housing. Maximus Real Estate Partners is the group behind the plan to build a 10story high rise in mission and San Francisco. Some say its too expensive for the area,. The group is agreeing to fund the creation of 41 units of low Income Housing within that development and to build a new playground for Marshall Elementary School next door. Opponents say theyre waiting to hear all the new details of the new plan before weighing. In. After 10 years of planning, a big mixed use housing and redevelopment in San Francisco is closer to being built. The city has awarded permits to construct the buildings on an entire block near ocean beach. Heres a map for you. The developer plans to demolish three commercial bills including the closed roberts at the beach motel on slope boulevard and 46th avenue. This happened last night about 8 30 at cedar boulevard. Fire Officials Say the driver tried to go across those tracks but didnt make it in time. The front end of that train, it was damaged, but no one was hurt. This is a different situation, a shocking attack on the u. S. Ambassador to south korea. A man with a knife slashed his face. Im bleeding here. Im bleeding here. Right there, thats ambassador mark lippert. He was at a breakfast meeting in seoul, south korea. Suddenly he was attacked by a man with a knife screaming that north and south korea should be unified. He needed 80 stitches on his face, a knife wound on his arm damaged some nerves. Heres the man held as the attacker. He was arrested at the scene. He said he did it to show his opposition to joint military exercises between the United States and south korea. The five years ago that same man threw a piece of concrete at the japanese ambassador to south korea. There is concern this morning in californias multi billion dollar Wine Industry about a tiny pest that could wreak havoc on grapevines. An inspector discovered a glassywinged sharp shooter. Its a small bug, barely larger than a grain of rice, but it could devastate tens of thousands of acres of valuable vineyards. Experts say it flies farther than many other pests. It literally sucks the life out of the grapevines. It could bring the industry here to its knees. It could change the industry as we know it. Our eyebrows definitely go up. That isnt something we we have yet to imagine what kind of damage that can cause. The sharp shooter was discovered last week in a shipment of plants in navado. It was captured an the entire cargo was sent back to ventura county. After the truck was thoroughly inspected. But so far no other insects have been found. The marin sonoma invector control district is seeking approval for a new property tax. The agency says it might run out of cash in several years if voters dont approve a tax hike. The district has faced public criticism in recent years for overspending. It was cited in 2013, marin county civil grand jury report for having the highest unfunded Retiree Healthcare liabilities among local agencies. The district says it has since reigned in costs and cut services as much as possible without impacting services. Your time now 6 16. Some people in one oakland neighborhood are concerned this morning about a vandalized speed limit sign. Take a look. Now, the sign is on damuth street. Some of the neighbors see it say its a prank, but others say its dangerous and the city should take some action. Maybe just rip it off maybe . We have to get to the bottom of this. One car had to pull over to the right shoulder because it had some damage this morning. So 580 westbound this morning a mess. If youre going to the dublin interchange going onto southbound 680, also a mess. Doesnt get better until sanol. This is the other trouble spot this morning along the east shore freeway. Appears to be a multicar accident near richmond this morning. This is off the cutting boulevard off ramp. Traffic backed up all the way to near hercules. So if you take that part of the east shore freeway this morning, be aware of that. Taking a look at the commute into San Francisco this morning, things are looking good, as you can see through hospital curve there, but there are reports of a headon collision 6th and brandon that is blocking the on ramp onto southbound 280. Crews are working that scene as well. Thats, again, sixth and brandon in San Francisco of a collision there. Finally bay bridge toll plaza, metering lights came on about 45 minutes ago. Some of the other passengers in the other cars suffered injuries as well. The only passenger on the bus was actually not hurt, but the bus driver does face a misdemeanor charge. Tonight is the last night the bay lights are or installation on the bay bridge will be illuminated for nearly a year. A Goodbye Party is being held at 7 30 tonight at the embarcadero. The 25,000 l. E. D. Lights will turn off at sunrise tomorrow and theyre being removed so the caltrans can perform maintenance on the bridge cables. Dog owners are pretty angry at new restrictions for their pets at the Golden Gate National recreation area. [ chanting ] they had this rally outside the offices of the National Parks service. Theyre upset about a new Park Service Plan that would limit where dogs can go off leash. The park service says the plan gets a balance between people, pets and the resources of the park. A draft on the dog rules is due early this spring. Speaking of dogs, three puppies who were found abandoned in a trash bag at a Pleasant Hill park, they will soon be up for adoption. Look at them. Thieves broke in at around 6 00 p. M. And police are noticing these burglaries are now happening in the evening hours. Police posted this photo on twitter showing all the people who turned out at a Community Meeting the chief held last night. He wanted to get the word out about the increasing number of home burglaries that have occur in the city recently. Its gone up 49 from 2013 to 2014 and take a look at this map. This shows january to march of this year. Theres been nearly 40 burglaries. Police say the thieves are also hitting Mountain View and sunnyvale, all affluent cities. One homeowner we spoke to say that two homes in her neighborhood were recently burglarized. Were concerned because there is a spike in burglaries, but we do have good neighbors, and we do look out for each other, and we have confidence in our police force too. Reporter the mercury news reports that instead of electronics, thieves are going after cash and jewelry because they are harder to trace. Police want residents to be vigilant and report suspicious activities, but they need the communitys help in order to catch these criminals. A Community Meeting will be held again tonight, this time at the los altos youth center. Its on North San Antonio road in the same complex where the Main Police Department is, and, pam, dave, you know, one of the things that the residents told me who i was speaking to earlier says, you know, this is all scary, but she refuses to live in fear. Plalt police say there are several similarities and nine car burglaries that happened tuesday night. Most happened downtown, including three at the high Street Parking garage. Others were on nearby streets including webster, hamilton and University Avenue with two more on el camino reale. Police say in each case the thieves smashed car windows and fwrabbed backpacks, bags or briefcases that were inside of people walking by. Police are reminding drivers, dont leave anything valuable in the car. According to the San Jose Mercury news, the owner of usa liquors in millpedas says Angelina Reyes promised to give her half of her winnings by signing a handwritten contract. But she says she told the store owner she would give him 50,000 after she won the 1 million and signed a piece of paper that she didnt read. Her lawyer is calling the owners claim a ruse. Another big storm is expected to dump as much as eight inches of snow across the eastern half of the country before the weekend. There are already storm warnings up in parts of new york and the governors of of new jersey, west virginia, alabama and mississippi have all declare states of emergency. Most federal government offices are closed in washington d. C. Forecasters do have some good news for people who have been dealing with a series of storms since december. They say this could be the last big storm of the season. Well, airlines have Ronald Reagan grounded have already grounded more than 2000 flights today because of the bad weather in the eastern half of the country. We just checked, that now includes 18 flights to or from San Francisco and two at monetta san jose. Those flights scheduled before noon today. No oakland flights have been affected by the weather. More than 17,000 flights have been cancel, though, because of of the bad weather since saturday and more than 50,000 flights have had delays of 15 minutes or more during that time. Time now 6 40. Testimony will resume later this morning in the trial of boston bombing suspect dzhokhar tsarnaev. Now, yesterday jury members heard emotional testimony from victims. They also saw graphic images of the after dr. Parikh math of the bombings near the finish line of the 2013 Boston Marathon. Tsarnaevs lawyer said she wont sidestep his responsibility for his actions. But the defense also says he was lured into violence by his older brother who later died in a shootout with police. My only question is, you know, what kind of a punishment hes going to get. I think he should spend life in prison contemplating what he did, if he even has a conscious. Tsarnaev is facing the possibility of the Death Penalty on 17 of the 30 charges against him. The trial is expected to take several months. Attorney general eric holder says investigators did not find any evidence disproving former officer Darren Wilsons claim that he shot Michael Brown in self defense. Michael browns death, though a tragedy, did not involve prosecutable conduct on the part of officer wilson. The investigation did criticize the Ferguson Police force, though, for targeting minorities. The report found that African Americans were disproportionately subjected to baseless traffic stops, citations and arrests. Last night police in ferguson arrested at least four people who were protesting the decision not to seek charges against wilson. Our time is 6 41. Hillary clinton says she has no problem with people seeing the emails she wrote during the time she served as secretary of state. Late last night clinton tweeted, i want the public to see my email. I asked state to release them. They said they will review them for release as soon as possible. Now, clintons tweet follows the revelation in recent days that she used a personal email account for government business while secretary of state. That means her emails were stored on a private mail server in her home rather than a more secured government server. Republicans are call thag a scandal, saying it shows clinton was trying to avoid scrutiny. But a u. C. Berkeley professor we spoke to says clintons predecessors at the state Department Also used private emails for official business and that it was permissible at the time. I think its important to remember that the formal changes in the law and their implementation took place after she left office. The House Select Committee investigating the 2012 attacks on the u. S. Consulate in benghazi, libya has now issued subpoenas for some of clintons emails. The committee sent letters to internet companies, ininstructing them to preserve records relevant to the investigation. Time now 6 45. Today is the start of a historic kidney transplant at California Pacific Medical Center in San Francisco. Doctors will perform the longest series of kidney transplants ever done on the west coast. Six people will get donated kidneys. Three of the kidney transplants take place simultaneously today, three more will happen tomorrow. Its all because of this woman right here, a sacramento woman, she offered to donate one of her kidneys to anyone who needed it and that set off a chain of transplant matches that will change a lot of lives. I lost a son to cancer 13 it will be 13 years ago in june, and i recently lost my husband about 14 months ago, so i know what it feels like to want an extra day and not being able to have it. What an incredible story. Doctors say theres a 98 chance that each of the kidneys that will be transplanted will be working normally a year of after the surgery. Thats great. Yeah. 6 46 is the time.
