Lets go to the bay bridge and take a look at your drive into San Francisco, about 20 minute drive time there. There are no major problems getting into the city but you will see some slow traffic here at the toll plaza, 20 minute drive time from the toll plaza, foot of the maze across the bay into San Francisco. Take a look at westbound 580, again another slow day here in the livermore valley. Most of this traffic here as you can see is slow right from 205 all the way into the main part of livermore and drive time here is up already to about 40 minutes between grant line and 680. 6 02, back to the desk. Muni is warning riders to prepare for another rough commute after many employees called up sick for a second day in a row and now the agency is issuing its own warning to sick employees saying they could face serious consequences even termination. Ktvus katie utehs live in the newsroom with the details. Good morning. Reporter good morning. Within the lastly half hour muni released a statement essentially warning operators that the sickout is considered a work stoppage and not allowed under their agreement. It also threatens termination for the people involved. As part of the operators and mechanics agreement with muni, the no strike clause says quote strike slowdowns or work stoppages are prohibited during the term of this memorandum of understanding. According to the release, the agreement is effective until the end of june. As hundreds of drivers called out sick for a second day, muni says half of its fleet will be on the roads today. Yesterdays sickout knocked the Transit Agency to 1 3 of its normal operating levels and caused delays up to an hour. Perhaps in than effort to stop the sickout, munis most recent statement says operators will be required to submit adequate version from their verification from their Health Care Provider in order to receive paid sick leave. The state says operators who take part in a sickout may be subject to discipline up to and including termination. Also of note, San Franciscos historic cable cars will be shut down again today. It is election day today. In about an hour voters head to the poll to cast baltz in several key races ballots in several key races. The Justice Department says monitors will be at polling stations in alameda and napa counties to check for compliance with the Voting Rights act. That prohibits discrimination based on race or language. Federal monitors have observed elections in Alameda County since 2011 to make sure that registered voters who have trouble speaking english can still cast a ballot. Some of the big races that will be decided today including the mayor of san jose and the primary election for governor. Coming up at 6 30, ktvu channel 2 reporter Christian Kaplan will have the new changes for voters and why this years election could set a record for low voter turnout. Time now is 6 05. Reporter good morning to you, brian, and late yesterday a couple of San FranciscoPolice Officers on patrol near crissy field spotted Ryan Chamberlains White Nissan Altima, parked in this area near the beach hut cafe. Those officers checked the license plate and thats when they moved in with guns drawn and they arrested the man who was sitting inside of that car. This is some cell phone video that was taken by an uber driver who just happened to be nearby at the time. 42yearold Ryan Chamberlain was taken to the ground and handcuffed and that put an end to this threeday man hunt for the well known Public Relations consultant and political consultant accused of building explosives in his apartment. The man who took video of this arrest yesterday told us he was surprised chamberlain was arrested so close to home. I figured surely this guy is going to get out of the city. I didnt imagine i would run into him down at the beach. Reporter and after chamberlain was taken into custody last night, the bomb squad came in and they used a robot to check his car for explosives. The fbi hasnt commented on exactly what was found inside and late last night that car was towed away from crissy field. Chamberlain had been on the run since Early Saturday Morning. Thats when the fbi raided his russian hill apartment. Chamberlain wasnt home at the time but agents say they found bomb making materials inside the unit. That prompted this nationwide manhunt but again it has ended and later on this morning the fbi is expected to hold a News Conference to offer more details on this investigation and the charges cha chamberlain will be facing. On facebook and twitter he appeared to defend himself. One message read no stashes, not armed and dangerous, no car rigged to explode. I explored some ugly websites a year ago. I was depressed, no one was ever in danger. That was apparently in reference to the fbi raid on his apartment in San Francisco. Authorities say they found explosive materials inside and thats what led to the search for him. Now, a letter in chamberlains name also talked about his depression. Just look for the link on the front page. Happening nude, the now, the coast guard is actively searching for a missing boater whose sailboat sank near the Golden Gate Bridge. It was discovered yesterday near yellow bluff on the other side of the bridge near sausalito. The man left from alameda yesterday morning, was headed for hawaii but his trip cut short when his boat sank for unknown reasons near the Golden Gate Bridge at 4 00 yesterday morning. Divers were able to confirm the name of the boat but the search continues for the man who was on board. We have no plans of discontinuing or putting this search on hold. Two boats and a helicopter are now assisting with the search efforts. The coast guard has not yet released the name of the boater but people we spoke to say they believe he has family here in the bay area and that his boat was only at the dock for a month. An executive for santa claras intel is one of six climbers believed to have been killed in the fall on mountain ranier mt. Ranier in washington state. 40yearold uday marte was based in singapore and the companys managing director in southeast asia. The American Civil Liberties union has filed a lawsuit against the Alameda CountySheriffs Office. The suit targets a Sheriffs Department policy requiring that every woman under 60 in its custody to take a pregnancy test. Susan harman is one of three women claiming invasion of privacy in the aclu suit. She was forced to take a pregnancy test after she was arrested during a protest of the oscar grant trial four years ago. And we all had to pee in a cup and did you know why you were doing that . They said its a pregnancy test and i said im 69 years old im pretty sure im not pregnant. A Department Spokesman tells ktvu the Sheriffs Office has not yet been served with a lawsuit and declined to comment. 24 million kids saw ads for ecigarettes during the last two years and that could lead them to trying electronic devices. Ads for traditional cigarettes have been banned from tv since 1971. A new report finds that 16 of teachers and some of the Largest School districts missed 18 or more days of school a year. The National Council on teacher quality says this could hurt students progress and cost the districts money. A move underway to make San Francisco the first city in california to require private schools undergo earthquake safety tests. City supervisor are expected to vote on the long debated proposal sometime this summer. It would require San Francisco private schools to join Public Schools in undergoing regular tests to make sure the buildings could with stand a big quake. Some private schools have expressed concern about the cost of these tests and the retrofitting that could follow. The csu system set to hire 700 new faculty members across all of its universities next year. This comes after the passage of prop 30 and a 125 million hike in state funding. Now, each Cal State University school will decide how to best use the money. The chancellor at san jose state says hes making hiring fulltime faculty a priority. Four people were injured during a bike ride to raise money for aids research in california. The chp says the cyclists were hit by a truck driver who was turning into a gas station. Bay bridge backed up for 30 minute drive time between the toll plaza area and San Francisco, 20 minutes of that time is just waiting to get on the bridge itself. On interstate 880 north and southbound, the traffic here looks okay, a five minute drive time from downtown oakland to the hegberger exit in case youre trying to catch a flight. This is your window of opportunity to get on the roads before everything gets filled up here on 101 and 280 and 85. At 6 31, lets go back to the desk. We are following that developing news once again problems on muni, day 2 of a sickout, another day of delays for thousands of commuters. We have now learned that only about half of munis 600 buses and trains will be out on the streets today. Ktvus Tara Moriarty joins us now from San Franciscos west portal neighborhood. Tara. Reporter we just saw a street car actually pull in and one is pulling out here in a minute as you can see and theres a sign here at the station which basically, you know, tells you how long you have to wait for the next train in. We know buses and street cars will not be skipping stops today. They are going to be stopping at every stop because the buses will be full and muni says it did receive a flood of sick calls last night. Right now about half of those muni vehicles will be out on the streets. Yesterday it was at only 1 3. A little bit better of a situation this morning. To avoid the crunch, muni says you should try to find a better mode of transportation today. Even tweeted out a bike map and walking guide earlier this morning. Cable cars will not be running, there are some bus shuttles to supplement those. Operators and mechanics as you know are angry about the results of an ongoing contract dispute. Frustrated riders complained they had to wait more than an hour yesterday to catch a ride. We spoke to one driver last night who did not want his identity revealed. What can commuters expect . They can expect it not to be back to normal. There will be quite a few that will still stay out even further. Reporter the mta says the new muni contract would offer raises that would push operator pay to 32 an hour, making muni the second highest paid transit workers in the country but workers say that is negated by the fact that the city would no longer pay their pension and the cost of living is so high. Now muni says next bus predictions may be inaccurate today so please dont rely on them. At least a dozen medical marijuana collectives in san jose plan to offer free pot to voters today. The Silicon ValleyCannabis Coalition says the giveaway is intended to boost voter turnout for several races including the mayoral race and seats on the San Jose City council. Voters have to show medical marijuana cards and ballot stubs or stickers that say i voted to get the free marijuana. Voters also being asked to attend Tonights City Council meeting where leaders will consider an ordinance that would place new regulations on medical marijuana collectives. Now, the law would not allow collectives to open within 1000 feet of schools, day care centers, rec centers, parks and libraries. Collectives would also have to be at least 150 feet away from homes. The regulations would also limit the hours collectives can operate. Time 6 34 and new this morning, a man in the hospital after being shot during a fight in San Franciscos mission district. It happened on 19th and Mission Street around 2 00 this morning. Police say when they arrived, they found a man who had been shot in the leg. Police say it all started with some kind of fight involving at least 15 people. The shooting victim is expected to survive. Police still looking for the gunman but right now they only have a vague description of what that person looked like looks like. Anyone with information is asked to call police. Well, tonight the Walnut Creek City Council is set to vote on controversial multimilliondollar development project. It involves 25 acres of land at the corner of i i ignacio valley and oak grove roads. The project is estimated to bring in 83 million a year in sales and while Developers Say it would revitalize retail, opponents say some 200 trees would have to be cut down. I like things the way they are. I would not want to build some huge shopping center. Weve heard from a number of Business Owners out there as well as Property Owners that these are the kind of things that they want for the business park. They want the amenities, the health club, the shopping, the restaurants. The city council will vote at 7 00 tonight. If approved, construction on the 195,000 Square Foot Shopping Center would likely start this year. The Richmond City council taking up new ideas on increasing the minimum wage. Tonight the council will consider pushing up the minimum wage to 13 an hour by 2018. That proposal includes an exemption for manufacturers that do less than half their business in richmond. Earlier this year the council gave preliminary approval to raise the minimum wage to 12. 30 an hour but it has not been brought up for a final vote. Seattle could soon have the highest minimum wage in the entire country. Last night the Seattle City Council unanimously approved raising the citys minimum wage to 15 an hour. Thats scheduled to go into effect next april but local businesses are threatening to sue to stop that wage hike. San francisco currently has the nations highest minimum wage at 10. 74 an hour. The competition is getting fierce among Bay Area Police departments looking to hire new officers. Many local Police Departments are now flooding the television airwaves with commercials and reaching out through social media. Police in fremont have set up a special Facebook Page to connect with potential recruits. The city also hopes to attract officers with starting salary of 81,000 a year. Whats different from other departments where they pay you a trainee pay or a candidate pay, we pay you your full salary. Fremont is competing with the bay areas three biggest city. In San Francisco the starting pay for Police Officers, 80,000 a year. In san jose its 75,000, in oakland, its 69,000 a year. Voters head to the polls today for primary elections in several key races. But this year record low turnout and a growing number of voters who cast their ballots by mail could make for very short lines at polling places. This is the first year the top two primary system will be used to decide statewide races as well. The two candidates who receive the most votes will advance to the general election in november even if they are both from the same party. Now, todays election could help determine who will challenge governor jerry brown in november. The Sacramento Bee reports Governor Brown is leading by a huge margin in every poll and has a 99 chance of being reelected to a fourth term this fall. Tea Party Candidate tim donnelly says hes cautiously optimistic he will come out ahead of fellow republican neel kashkari. The two candidates in a dead heat. Voters head to the polls in the south bay for the hotly contested mayors race in san jose. In less than two hours from now, the fbi is expected to release new information on the arrest of a former political consultant. Ryan chamberlain is suspected of building bombs in his apartment and leading Law Enforcement on a threeday manhunt. Ktvus alex savidge is live to explain how Ryan Chamberlain was captured. And chamberlain was found close to home, a couple of San FranciscoPolice Officers on patrol yesterday, late yesterday here near crissy field spotted his White Nissan Altima parked near the beach hut cafe where we are this morning. Those officers checked the license plate on that car and then they moved in with guns drawn and they arrested the man who was sitting inside the car. Heres cell phone video taken by an uber driver who just happened to be nearby at the time. 42yearold Ryan Chamberlain was taken to the ground and handcuffed and that put an end to this threeday manhunt for the well known Public Relations consultant who has been accused of building explosives inside his apartment. The fbi had described chamberlain as armed as dangerous but the man who took video of the arrest says he looked scared. I was rolling with my iphone, the cops said, you know, back away. The guy who is getting arrested was you know, looked at me and said help. Reporter after chamberlain was taken into custody last night, the bomb squad used a robot to check his car for explosives. The fbi has since said what was found inside hasnt said what was found inside. Late last night the car was towed away from crissy field. Chamberlain has been on the run since Early Saturday Morning when the fbi raided his russian hill apartment. Chamberlain wasnt there at the time but agents say they found bomb making materials inside the unit. Hes now being held on suspicion of possessing explosives and later this morning at 8 30, the fbi will be holding a News Conference to offer more details on this case and how exactly chamberlain was tracked down and captured late yesterday. Yesterday several messages were popping up on social media that appeared to come from chamberlain. On facebook on twitter he appeared to defend himself. One message read no stashes, not armed and dangerous, no car rig to explode. I explored some ugly websites a year ago. I was depressed, no one was ever in danger. That was apparently in reference to the fbi raid on his apartment in San Francisco. Authorities say they found explosive materials inside and thats what led to the search for him. Now, a letter in chamberlains name also talked about his depression. It read in part, i got real dark, i explored a myriad of ways i could put an end to what i was going through. At ktvu. Citizens. The socalled game over seuss bought Network Virus infected computers used to steal sensitive files. The hackers would then charge a ransom to computer owners in order to release the stolen files. Its estimated the group was responsible for more than 100 million in losses among americans and federal prosecutors say the leader is a man in russia. They say it is unlikely the russian government will cooperate in arresting him. Joint chief chairman general martin definitely may dempsey may pursue against sergeant bergdahl. Bergdahl may have left his post without permission when he was taken. The Senate Intelligence committee met privately with the department of defense this morning to discuss negotiations that led to bergdahls release. The Obama Administration swapped five prisoners from Guantanamo Bay for bergdahl who was a fiveyear prisoner of the taliban. They have issued a sigalert here for a motorcycle accident, also had someone on twitter drive by and say it looks pretty bad, a lot of emergency vehicles on the scene. The two left lanes are blocked and traffic is quick to back up, so thats why the freeway looked empty on that shot that i showed you.
