We have been at the scene following the efforts to fully extinguish a massive fire at an Apartment Building under construction. You can see water still pouring on that building. I know 40 at the golden gate bridge. And speaking of San Francisco 60 degrees already. Very balmy. It will be 42. Clear skies. Temperatures 50s to 60s. Again very mild but windy pattern. Almost for most. Not for all but most. 26 coming right into oakland. It will be a warm day there. Fairfield north at 23. Very windy up toward brentwood. 33 sfo. So not bad for some but really windy for others. It will be clear and sunny and temperatures will be warming up. Windy and warm today. Lots of 70s. Clear skies. Temperatures low 80s for a few. 70nd and upper 60 70s and upper 60s for many. Drive times are beginning to increase all over the bay area. As we get toward the beginning of the peak if you will. 5 00 is usually pretty good. But here on 880 you can see more traffic. And im showing you the picture because the winds are very gusty. Our camera is mounted on top of a Tall Building here. And you can see what it is doing to the camera. Might even do that to your car. Lets talk about some of these commutes here or some of these drive times i should say. Grant line road to 680, 40 minute drive time already. 580 from high street to 980. And 680 from 242 to 24 looks good. Lets talk about the bay bridge toll plaza it is filled in now. The metering lights are there. This is a 25 minute drive time into San Francisco. Coming up next traffic update we will give you a complete round up of the south bay. Now lets go to San Francisco firefighters still pouring water on a huge fire that started 13 Thunder Showers ago. As you can see when the fire was really going, it gutted a large Apartment Building under construction. Ktvu Tara Moriarty is joining us live to tell us about how the winds are creating new problems for firefighters plus the important update we are set to receive in 60 minutes. Tara. Reporter in about one hour we are expected to receive an update from firefighters on the status of the fire as well as the street closures. You can see that the area is still blocked off heavily around where the fire happened. There are hoses that are still lying in the middle of the street here and the wind is really blowing. The conditions extremely dry. Firefighters are making sure they have all the hot spots out. Now we are being kept back an entire block from where the fire happened and screws are still going in and out of here. There is also a safety issue. This is one of the biggest fires that firefighter has seen in years according to the fire chief. Parts of the building on Fourth Street have already collapsed. And fire chief has said structural the building will most likely fail. People who live next door in the 200 unit Apartment Building, they were evacuated when the fire broke out yesterday at 5 00. Now the building that caught fire was under construction. It was full of lumber and other materials. All of that allowed the fire to build and spread. The workers got off around 3 30. So whatever was burning out about an hour own a half to smolder and get going. Once it did get going, it took off throughout the building. Reporter at some point arson and perhaps atf will be out here to investigate the cause of the fire. 150 firefighters tackled flames at one point. Only one firefighter received minor burns. Police expect street closures for at least another hour. And the people that live in this White Building if we come back here live its to the right of where the hoses are still going off there, those people were evacuated. They were the ones that went to hotels. A lot of them stayed with family and friends. We understand not a lot of people used the red cross. So they have wrapped up their operations. Take a look at this video shot by a woman that lives across the street from the fire. She was home in her seventh floor apartment when the blaze broke out. Pretty scary scene there. And viewers also sent us pictures. Bill was on a plane flying into the airport when he took his picture around 7 00 last night. And this picture was taken by another viewer as he crossed the golden gate bridge. And that huge fire created a terrifying scene for People Living dangerously close to the burning building. They had watched the Apartment Building up. Therefore shattered it was just like a lout expression just watching as it patrol syces. Patrols. He stands accused of raping a woman he was supposed to be protecting. Ktvu janine de la vega is joining us live with the passionate responses we are hearing from the citizens of san jose. Good morning, janine. Reporter good morning. People have strong opinions about this incident. They say if its true, its sad and an abuse of power. And it doesnt sit well that this alleged incident happened when the officer was on duty. 38yearold jeff graves posted 100,000 jail to get out bail to get out of jail. In Court Documents it shows that graves responded to a call where a husband and wife were arguing. The woman was a former hoe maid hotel maid. She decided to go there to stay the night. It says he raped her. We asked people if this effects their trust in police. Im sure it would make me slightly more hesitant to trust a Police Officer. I dont think overall it will really impede me from going to an officer if i really needed help. You would assume someone is a Police Officer because they want to do good and help people. Reporter sources tell ktvu some of the physical evidence in the case was found on graves bullet proof vest. This is the first major scandal new police chief has had to deal with. It is a blow to the department. Officers have been fighting for better wages and benefits. That and low moral has led to many retiring or leaving to two to work for many cities. This afternoon the man connected to the shooting of a San FranciscoPolice Officer is due in court and we are now hearing that the shooting might have been a result of friendly fire. This is Surveillance Video of 50yearold Jeffrey Ruano being arrested early sunday morning at a san jose gas station. His arrest followed a nine hour man hunt that started when officer adam shaw and his partner pulled ruano over in San Franciscos mission district. During that traffic stop, ruano started backing up toward officers. That is when shaws partner fired a shot at the car. Both officers say they did not see a gun. Based on that, it appears it is possible that he may have been struck by friendly fire. Officer shaw was hit in the shoulder. The mother of a 23yearold novato man who drowned after running from police has filed a lawsuit against the ross Police Department. Anthony donaldsen junior ran from police after he was stopped for drunk driving. He jumped into a creek. Donaldsens body was found three weeks later floating in the creek. The Coroners Office declared his alcohol level was three times the legal limit. 6 11. The contra costa Fire Department could soon charge a fee for responding to some medical calls. The Contra Costa Times reports the department is considering a fee to reduce a budget short fall of more than 10 million. The 400 fee will be charged when First Responders. There are about 19 outages that pg e is working on. The biggest ones in martinez and pacifica. More than 250 customers are effected. Another outage in elle sir roadway toe is expect elle sir roadway toe are effecting 65 customers. But there are conflicting reports from the malaysian military that the flight may have veered off course heading west. At a News Conference in malaysia this morning there was a Testy Exchange between a reporter and Malaysia Defense minister. Searching east, we are searching west. We dont seem to know what you have seen on radar and its taking you until now. This is utter confusion now. I dont think so. I think its far from it. The only confusion is if you want there to be confusion. Vietnam announced today it is suspending its search and rescue activities until malaysian authorities until they can clarify what they have known about the last location about the flight. A murder in reno is being connected to a they say that same dna was found on womens killed here in the bay area in a four month period. The fbi is forming a task force with San Mateo CountyLaw Enforcement agencies to investigate the new leads. They also plan to contact old neighbors and friends of the victims. Its all part of a swat Training Exercise being led by vallejo police. It begins at 8 00 a. M. Swat teams from all over are participating and members of the parks security staff will also be there. San joses rotary club is expected to hold a News Conference to announce the return of fourth of july fire works. The club will help raise donations for the event to celebrate the 100th anniversary. San jose has canceled its fire works show since 2009 due to budget cuts. Officials say the lack of a citywide fire works display for several years has led to an increase in illegal firefighters on the fourth of july. Time is 6 18. The crash itself doesnt appear that serious but it was in the fast lane for a bit. As you drive through fremont and hayward, your drive is mostly going to be good with slow spots. We continue to follow the huge fire in San Francisco that burned for hours last night in the Mission Bay Neighborhood. On the left news chopper 2 live over the aftermath there. Firefighters have been on scene all night pouring water on hot spots. Now right now firefighters are dealing with strong winds as they try to put out the hot spots. Tara moriarty is live from the fire scene near at t park with new information about a press conference. Yeah we are out here where we understand there are at least five ladder trucks. I just spoke to one of the battalion chiefs. They are so actively spraying water. There are hoses all over the streets surrounding this area. We are on mission bay boulevard. If you look behind me you can see where the building caught fire is, and you can see the ladder trucks all it will up in blue. There are still a lot of folks out here near the building that caught fire and this was one of the biggest fires that San Francisco has seen in years. Parts of the building have already collapsed and the fire chief said the building will most likely fail. The building that caught fire was under construction. It had lots of lumber inside. It did not have fire alarm or Sprinkler System installed. A all of that all of that allowed the fire to spread. The people that lived next door were evacuated. Julia young describes the chaos. I saw the smoke starting in the corner and all of a sudden it just flames engulfed the whole building. And so our fire alarm started going off in our building. I grabbed the dog and just ran out. At some point arson and stf will be out here to investigate the cause of the fire. They do expect these closures for a half hour. Again a press conference is supposedly going to happen in a half hour. We are hoping to learn more information. The people that live in the White Building to the right of where those ladder trucks are, those are the folks that were evacuating and a lot spent the night at hotels with family or friends. Happening today a meeting at an Oakland Elementary School after a sevenyearold girl says she was sexually assaulted by a strange man on campus. In response to that attack, they have stepped up security. You can see the sign on the front door to make sure that people check in before they enter the campus. Administrators will be discussing this and other changes put in place with parents at a meeting later on today. Now just last friday Oakland Police rushed to this school on 28th avenue near international boulevard after a strange man got on to campus and inappropriately touched a seven yearold girl. That man managed to get away after officers got here. It could be the same person who attacked the sixyearold girl at the Saint College now elementary school. That crime was in january inside a gym bathroom. Parents and students are concerned security lapses led to the two attacks at neighboring schools. Our school has been us leafing our doors open like this one. And it has been letting people come in. Not even people from our school. Reporter and heres the description of the man police are now looking for who could be responsible for two sexual assaults at two separate schools. Hes described as a white man six feet tall weighing between 180 to 200 pounds. He has black hair and a mustache. We do understand Oakland Police may be putting together a sketch of this man and that could be released soon. This parent meeting regarding security changes it will happen later on today inside the cafeteria here on campus at the World Academy that will be preparing that will be for parents and students. Police are now confirming troubling details about the richmond schoolteacher accused of child sex abuse. Police arrested Ronald Guinto last week while he was teaching his new students. Authorities now confirm three former students told investigators guinto molested them during camping trips in 2012 and 2013. Guinto founded his own Youth Group Camp epic in 2010 while working as a teachers aid at the making Waves Academy charter school. He was fired from that school in november. In january he was hired by mera vista. He pleaded not guilty to charges of sexual abuse and kidnapping. Police are usualing anyone else who believes they were a victim to come forward. Time is 6 39. A 10,000 reward is being offered to help find a mother of five who was hit by a driver. Ward was killed. Her husband and another man were seriously injured. Police say the driver of the suv may have been drag racing and ran a red light before the crash. The city of San Francisco appears to be losing its campaign to reduce the number of People Living on the street. The city is spending 165 million a year on homeless services. A new report says all that money has not made a dent in the citys homeless popular during the past decade. A count shows 6400 adults still living on separate streets. The San Jose Police department is still reeling over news that one of its own officers have been arrested for rape. Ktvu janine de la vega is joining us live and she has been talking with fellow officers who say its disturbing because they want the public to know they can be trusted. Janine, good morning. If reporter good morning, brian. I have been talking to officers off camera who tell me they are upset over their fellow officers alleged actions. They know it reflects badly on the department. Jeff graves has been with the department for six years and worked the overnight patrol shift. He was bailed out of jail after being arrested for forcible rape. He went to a call where a husband and wife were arguing. The woman that was a hotel maid decided to spend the night at that hotel and graves took her there. And she checked into a room and fell asleep. But then graves knocked on her door, entered the room, and pushed her on the bed and raped her. People we speak to say its horrible but they are trying not to judge the whole department. Just trying to put some logic into it and say its an isolated situation its not something you would expect. It does reflect on the department. They are supposed to have a humoral standard. So i dont know. That is the initial thing to me. To think wow what a bunch of bums. But you cant do that. Sources tell ktvu some of the physical evidence in the case was found on graves bullet proof vest which he was wearing during the alleged incident. This is the first major scandal that police chief larry had to deal with. While he released a statement saying the incident was struggling and tugs at the departments integrity, he did not comment on camera. Many will be watching this case. California senator Dianne Feinstein is accusing the cia of hacking into the computers of the intelligence committee. She says it happened when the committee was investigating the cias detention and Interrogation Program of terrorist suspects during the administration of president george w. Bush. She says the cia suspected members of the committee obtained an internal cia report. The cia did not ask the committee or its staff if the committee had access to the internal review. Or how we obtained it. Incede, the chris instead the cia just went and searched the committees computers. We wouldnt do that. That is just beyond the scope of reason. The Justice Department is considering whether to launch an investigation in the matter. President obama is meeting with the new ukrainian minister at the white house.
