Reportedly. Chp is on the way to check it out. Not a big backup there just yet. Lets go back to the desk. San Francisco Police are investigating an accident that killed a man in a wheelchair. Police say the car hit the man at about midnight in the area of market and octavia which is known as the most dangerous intersections in the city. He was transported to the hospital where he died and the driver of the car stayed at the scene is cooperating. Market and octavia is the same intersection where a Security Camera was installed because of safety issues. Now on november 1st police began issuing warnings in 30 days anyone caught driving dangerously or illegally will face a 238 fine and receive a mark on their driving record. In 2011 concrete barriers, extra signs, and signals were installed at that intersection to discourage illegal uturns. City leaders are hoping the camera might finally do the trick. This proposal is called measure c. And it tightens gun control. Now its a controversial issue so that is why the city Council Voted to put it on the ballot. Heres what measure c does. It would require a gun owner to tell police within 48 hours if their firearm is lost or stolen. 9 requires gun owners to it requires gun openers to lock up their guns. It also prohibits the possession of ammunition magazines that have more than ten rounds. A local gun store u. S. Firearms is against the measure. It will not stop shootings and instead it will generate lawsuits against the city. Heres what one resident had to say about all of this. I would agree with that. But i still feel safer. I think if you know if they are locked up. Just from that perspective. And i think the city makes reporter the National Rifle association is threatening to sue if measure c passes saying it it infringes on a gun owners constitutional rights. This is being led by the mayor who says he wants to from protect the community and keep weapons from winding up in the wrong hands. Voters will have their chance to cast their ballots tomorrow. The roommates of paul ciancia says he sent a text to his family friday morning that he was going to commit suicide. His family called the police to check on him at home. But they got there about 45 minutes late after ciancia had left for the airport. Right now ciancia is surrounded by armed guards. He is heavily sedated in a hospital after being shot four times by police. After fridays shooting at lax they are releasing information about how many guns are brought into airports. Just a week before that deadly shooting 39 guns were seized at airport check points nation wide. Of those guns 32 were loaded. Besides guns the tsa has intercepted knives, stun guns, and grenades preventing them from being taken on the planes. I certainly hope it wasnt anything with malicious intent. It was just a mistake and a one off kind of situation. Most people are saying they forgot they had the weapon in their carry on baggage while others tried to disguise them as ordinary objects trying to get them through. Today the family of a santa rosa teenager fatally shot by a sheriffs deputy is set to file a federal lawsuit against the county. Controversial shooting happened two weeks ago in santa rosa. 13yearold andy lopez was killed while carrying a toy gun. The civil rights lawsuit claims the Sheriffs Department encourages the use of deadly force even when there is no threat to public safety. The Sheriffs Office says in response this investigation is still in its early stages and calls the lawsuit premature. There are new developments in the fight to stop one of the biggest evictions in San Francisco history. The examiner reports the city has suspended a permit for renovations to an Apartment Building on market street. The building was being converted into office space after the city says it was not zoned for residential use. That are demanding the Coliseum Authority give them a two year Lease Agreement and no longer deal. The scene is clear but ktvu katie utehs has been there since 4 30 this morning. You have been seeing other close calls between cars and pedestrians. Reporter definitely near misses. Anybody who has driven through the intersection or walked through the intersection knows how precarious it can be. Heres what happened over night. The man in the wheelchair was coming from the direction where im standing. Crossing octavia. Through the crosswalk. And the man was driving the driver of the vehicle that hit the man in the wheelchair was coming from octavia toward 101. He hit the man in the crosswalk and his wheelchair knocked on to 101 and the victim also knocked on to 101 as well. Heres video of the scene as san Francisco PoliceDepartment Investigators photograph the wreckage. That is around 3 00 this morning. Police say the man crossing in the wheelchair died at the hospital shortly after he was hit around midnight. You can see it took several officers to load the custom wheelchair into a police truck. They have not released any other details about the victim. The driver of the car stayed on scene. I spoke with him briefly but he did not want to be interviewed on camera. From what i saw he appeared to be wearing a Security Guard jacket but seemed seemed shaken but coherent. We spoke with commuters and they are not surprised someone was killed at this intersection. Even bicyclists run the red lights you know. It is a busy intersection. Reporter investigators close the onramp for nearly four hours this morning. We watched many drivers come down octavia toward the freeway and slammed on their breaks. And now police are trying to determine exactly what led to the deadly crash. Back out here live there are also new red light cameras to tell you about. And those are to catch people who are making right hand turns off of market. Now violators could receive a 238 ticket. We have new information now about the alleged gunman in the deadly shooting at lax. 23yearold paul ciancia was shot four times by police on friday after they say he shot and killed a tsa officer at pointblank range and also wounded three or people. Friends say before going to the airport ciancia sent a text to his family saying he was going to commit suicide. They called police whom went to the house to do a welfare check but they arrived 45 minutes after he left for the airport. A woman who knows the accused shooter and does not want to be identified spoke to cnn about what might have caused ciancia to open fire. All the nsa findings that came out this year he was upset about it and said tsa abused their power. He is heavily sedated in a hospital and being watched around the clock by an armed guard. Tougher gun control may be coming to sunnyvale if a new measure passes by the voters tomorrow. This is very controversial there. Janine de la vega is live. Tell us more about this. Reporter we just spoke to a man who says he has had several break ins in his neighborhood. He plans on voting tomorrow but he feels that measure c isnt necessary. The city of Pleasant Hill will debate gun regulations tonight. A vote on an ordnance requiring a police under this proposal gun stores would not be able to set up shop, close to homes, parks, or schools. Store owners would also have to go through a criminal background check. The existing firearms dealers would be exempt from this new location restriction but they would have to submit employees Background Information to the Pleasant Hill police department. A marin county School District is hoping that newly installed Security Cameras would deter crime like vandalism on its campuses. The School District is just the latest School District to install surveillance cameras. As we mentioned this isnt anything new. The School Districts in the bay area and across the country but what is making this unique is the growing trend that surveillance cameras are being installed. Here in novato the School District will you can vail the cameras similar to these. Bart of the reason install the cameras is which is increasing throughout the years. And overall keep kids safe. The district says all the cameras will be installed along the exterior of the campuses. Mainly along hallways and corridors and not in classrooms and bathrooms. We spoke to the principal here who says after all these years cameras unfortunately are needed now. Its an unfortunate thing but yes, we are having surveillance cameras put in. We have vandalism problems that come and go. And they are costly. They are costly to the School District. Costly to the sense of community we have. Now over all the district says it has spent more than 120,000 to install the 48 new cameras. Last year the district says it has spent 177,000 on Security Cameras on a couple of its high schools. Within the next two weeks barts board of directors will hold am special meeting to vote on a new deal with its unions. It would keep bart trains running for the next four years. We have new information on the desperate search for a missing man in San Francisco. Now police hope a surveillance photo from a Mcdonalds Restaurant can provide an important new lead in this mysterious case. It was taken on halloween at the mcdonalds on 16th street. Investigators say that man used a credit card belonging to 23 yearold paulo netto. A brazilian student visiting. Several days earlier his mother and sister in brazil received a panicked phone call from him. Saying he was in trouble and that some people were following him. And he was hiding from those people. Netto has been missing for a week. His family is in San Francisco and hired a private investigators to look for the man in that photo and help out in the search. Time is 6 47. A New York University student who was trapped for two days between a parking garage and a dorm he is recovering now. 19yearold asher was found last night. Look at this. He was wedged in the space that is only two feet wide. He disappeared Early Saturday Morning after someone pulled the fire alarm in his Apartment Building. When his friends couldnt find him they searched door to door. They asked Security Guards to go up on the rooftop of his Apartment Building and look. When they looked over the edge they saw him wedged between those two walls. They would not have found him for who knows how long and he would probably be dead right now. They broke through a cinder block wall to rescue him. Hes listed in Good Condition now. He was taken to the hospital for treatment.
