traffic is going to be okay on highway 4 westbound coming up the concord no major problems here. the wind is definitely going to get your attention. on highway 24 that traffic is looking okay. if you are hitting the road this morning be careful. wind advisories are in effect. those wind advisories are some key areas. let's go to jade hernandez. >> reporter: within the past half hour we have checked in several different places here in oakland from the oakland hills where we are live this morning to mount claire, to piedmont to back again and the wind has died down and whipped back up and done the same over and over. i want you to take a look at what we caught the two highway patrolman picking up. a huge branch had fallen in the roadway and blocked both ways. the officers told me this was the first call this morning. luckily for the drivers in this area they were able to pull that tree branch off to the side of the road. officers called cal tran to clear it completely. there is several wind advisories this morning. let's take a look at one of our traffic cameras on the san mateo bridge to show you where one has been issued. a wind advisory for the san mateo bridge was issued 20 minutes after midnight. and then a second one was issued for the dublin area. high winds were reported in the altamont pass area as well. now you're taking a look at what it sounded like an hour and a half ago. law enforcement agencies in several different cities report hearing different calls. several other police departments including al mya da, berkeley, and fair -- alameda, and berkeley and fairfield say they received several calls this morning. we try talking to a few early risers this morning but many of them were unable to talk top us on camera about the winds overnight but many of them did notice the difference when they went out either on their walk or run this morning. reporting live jade hernandez. a san jose family is demanding justice in a horrifying hit and run case that critically injured a teenage girl. it happened early sunday morning. investigators say the 18-year- old was crossing the intersection with her boyfriend at about 2:30 in the morning when she was run over. police say the girl was pinned under the vehicle and she was dragged for hundreds of feet before that driver spread away. the family of erika luna is passing out fliers in their effort to catch that driver. >> it's breaks my heart my center has to go through that. i don't want want anyone to have to go through that. >> police are looking far light gray or silver minivan or possiblely an suv. maybe a dodge caravan. the victims family is offering a $2,000 reward for information. ceo cal train is one of the highest paid bosses in california. cal train gets ready to shut down stations, raise fares and reduce services. kraig debro is live in san francisco to tell us how much cal train ceo is taking home. good morning. >> reporter: good morning, dave. it's more than the c, eo open bart and transit. the it pushes off a few minutes from now where it stops in the future will depend on service cuts being considered. cal train is declaring a fiscal emergency. it's the highest paid transit boss in the state. michael jay scanlon earns $46 $468,000 a year. now if fiscal emergency is declared, it will make it easier to imemployment new service cuts add a 25-cent zone charge. those steps might be taken as a way of closing a $30 million budget deficit. here's what scanlon said about finding money for that deficit. quote we have a very serious financial crisis looming. i think we have looked under every rock for money. end quote. >> i think it helps to send a message to everyone else that works in cal train or everyone that rides cal train that they are really looking at everything to improve the service and get everything on track. >> reporter: i'm sure even if scanlon would cut his salary in half it wouldn't solve the budget deficit. the agencies administrator payroll increased 17% in three years. some people are defending scanlon says it's performance base. some came in the form of bonuses to offset the high cost of peninsula housing. we still have to talk to passengers here. we almost continue to try to reach him. reporting live in san francisco kraig debro ktvu channel 2 news. today california could take a major step toward resuming executions at san quentin. at 10:00 a.m. the federal judge that halted executions five years ago will tour the newly remodeled death chamber. the state spent $900,000 to update the chamber after judge jeremy fogel ruled it was out dated. nearly 700 inmates are on death row. that includes richard allen davis. >> only 2% of murder suspects even rise to the level of a death penalty case. those individuals who are sentenced to death are truly among the worst people in our society. however, not everyone wants to see executions resume in san quentin. a small group of protestors gathered outside the gates last night. they are among those that argue the death penalty is both inhumane and expensive. our channel 2 website has a section on death row. if you are starting your commute get and terrifying stories from drivers. we covered the testimony of rhonda smith that said she called her husband to say goodbye when he car sped out of control. >> i'm sorry. i know he could not help me but i wanted to hear his voice. >> smith survived. toyota has since installed a break override system to prevent accidental acceleration but still faces scores of lawsuits and today's report could certainly have an impact on those cases. reporting live from washington, d.c. alison burns ktvu channel 2 news. well we have an update. bounce houses are now banned in any walnut creek park. that was the decision of a walnut creek commission after they said the popular childrens entertainment poses a liability hazard. the city had required a permit and proof of insurance. workers said they were often ignored. they added the bounce houses are damaging the grass in city parks. a man on a jet ski is credited for saving another man that almost drowned. but now the rescuer could face a $500 fine. this video from january 22nd shows jacob trip was hit by a rogue wave that was 25 feet high. other surfers in the water the proximity of the man on that jet ski was the only reason he survived. diablo school board will vote on closing schools. the final decision may be made. the school board will be presented with a new option and that may end up postponing a vote. the school district has held several meetings talking about closing three schools. tonights meeting begins at 7:30. it will be held in the school. a proposed ball lard measure to pay the school board members more money has been revised now. the original plan called for annual salaries of $50,000. the examiners reporting that number has been reduced to $25,000 a year to improve the chance of it passing. right now school board members are paid $6,000 a year. san francisco supervisors have to sign off on the measure before it can go before voters in june. it has been one year since the marin catholic baseball player has been hit by a line drive. he and his team held their first practice of the season yesterday. sanberg was pitching last march. that's when he was hit by a line drive. he had a fractured skull. he was placed in a medically induced coma. concerns were raised that the metal bat used by the batter that hit san -- was hit by sandberg was a metal bat. toddlers are competing in sports right after they learn to walk. fitness programs for little kids like this one in alameda are taking off across the country. basketball and hockey program are also very popular. one toddler soccer program has now 150,000 kids in 30 u.s. states. more than half are under the age of three but some wonder if this jump start into sports is really good for the kids mental and florida health. >> you do run the risk of burning them out but you also run the risk that some kids are now living a very pressured life at a very early age. >> however, many parents feel these toddler fitness programs teach them the value and run. it happened early sunday morning at tierra buna roads. allie rasmus is there to tell us how her devastated family is taking action. >> reporter: i just spoke with the young womans mother over the phone. she said her daughter is in critical but stable condition. she is heavily sedated but conscious and responding through eye contact to family members that have visited her at the hospital. doctors told the family she is lucky she is alive after what she went through. she was crossing the road when she was struck by a hit and run driver yesterday. you can see her friends and family posting these signs urging people to come forward with any new information they may have. this all happened early sunday morning. erika luna was crossing this street with her boyfriend when police driving a gray suv hit her and kept driving. luna was dragged down the street. her mother told us this morning that luna under went surgery to repair her shatter the pelvis and her family can't believe what happened. they say they are traumatized and can't believe someone would do this and not stop. >> it breaks my heart my sister had to go through that. i wouldn't want anybody to have to go through this to have to be hit by a car and dragged so far. >> reporter: now as we mention yesterday luna's family and friends canvassed the neighborhood with fliers. they are asking anyone that have seen the driver to contact the san jose police. they are considering this a felony hit and run investigation. the family is offering a $2,000 reward for information. back out here live just to show you what the neighborhood looks like out here. the intersection where this happened is a three-way intersection. on one side there is a freeway wall and across the street on the other two blocks there is what appears to be apartment buildings on either side. fourth you are down the street there is a couple businesses including a motel six. san jose police say they are seeking and trying to get some surveillance video from this neighborhood to sheafy they can get a clearer picture of the driver and vehicle involved in this hit and run. live in san jose allie rasmus. time now 6:33. at 10:00 this morning a couple hours from now facebook is expected to announce they are moving their corporate head quarters but not far. right now the worlds largest social networking site is based in palo alto. new information this morning at the man accused of stocking facebook founder mark zuckerberg. zuckerberg filed a restraining order last week against this man. now he is due in santa clara court later this month. he allegedly sent facebook messages to zuckerberg incluing one that said please help me, i'm ready to die for you. this morning that man is telling celebrity website tmz.com he just wanted to get zuckerberg's advice about a personal problem. he's accused of going to the facebook offices as well as zuckerberg's house in an attempt to contact him. today the san francisco board of supervisors is expected to consider a new tax credit aimed at trying to convince twitter to stay in the city as it expands its head quarters. it's the first major policy proposal from ed lee. the idea is to offer payroll tax exemptions from new employees hired by employees that locate to the market area. that's an area the city has been trying to revitalize. time now 6:34. police are searching for three men who broke into a home in gilroy, tied up the owner, and stole his guns. the owner said he was tied up for nine hours inside his home. investigators say the suspect was wearing ski masks and gloves. they stole guns from inside a safe and from the victims truck which was found burned in santa cruz county. the victim had to be treated for cuts and bruises. the city of sebastopol may seem like a great town but it has the highest number of car accidents. 38,000 cars pass through the downtown area to get to the highway. just two or three police officers though are on duty at any given of shawn elsburn. here at fourth and king the commute is just about to go into its heavy usage hour. 40,000 riders a day ride the system. fiscal emergency may be declared on thursday. that is as we are learning that michael jay scanlon earns $400,000 a year. if they had to hire another ce ceo they would have to pay the $will hundred thousand they now pay michael scanlon. according to a report in the san mateo times, that salary is the highest in the state. the time says michael jay scanlon earns $400,000. $688 a year. and that is by far the highest in the state according to the report in the san mateo county times. the revelation comes as cal train gets set to declare a fiscal emergency thursday. the move will make it easier to implement new service cuts including suspending service at up to 16 stations and adding a 25-cent zone charge. those steps might be taken as a way to close a $30 million budget deficit. here's what scanlon said recently about that deficit. he said we have a
