And Edward Snowden releases more. Well talk to chairman mike rogers and adam schiff. And our sunday panelist make their predictions for the year ahead in politics, entertainment, and more now on this fox news sunday. Its been a tough year for obama care with a disastrous website roll out and disappointing numbers but they face more problems on january 1st when they start seeing doctors under the new system. Former governor and doctor howard dean, and scott gottlieb. Dr. Gottlieb, what do you think happens on january 1 when folks who think they enrolled to go see their doctor. What the administration said to the Insurance Companies is they want the Insurance Companies to float people through the month, and if people think theyre insured, cover them through the the month and reconcile with the Insurance Companies later. Some people will go january 1st and theyre not going to be insured. Some will be floated, and some will have that dislocation in february. Mr. Dean, how much confusion will there be . Probably less than we think. It is based on what mitt romney did in massachusetts. It is a private sector plan. And i think it will work. It wasnt my favorite plan, but i think it will work. But there will be dislocations. I think the reason there will not be as many as most people think is most of the people signed up are healthy. There will not be a huge rush to the doctor. And i think well work through them and by march i think it will be running more smoothly. If you look at the demographic data, there is data that it is a less healthy population and probably older. You have to look at the the state level data. When you look at the state level data, a lot of people are signing up for more expensive plans, the gold and platinum or silver and everybody thought they would go for the bronz. You buy those because effectively what youre doing is paying higher premiums and youre only doing that if you think you will use the health care. I want to get to some of the i think that is true, but even, go ahead, but in general, not most people dont go to the doctor every single month. You to be fairly unhealthy to do that. Scott is not wrong about that, he is right, the data does show that less Healthy People are signing up, younger people are signing up less frequently than hoped. I want to get to some of the specifics, its not an enrollment issue, its not a website issue, its between you and your doctor and your Doctors Office and if you want access to health care and whether or not that is covered. One of his big promises is if you like your doctor you can keep your doctor. You say not only is that true, but for some of them you could have trouble seeing a lot of doctors. People may have to travel far distances to see a specialist. I found plans that dont have a single dermatologist that does skin cancer surgery. These are closed formularies. The out of pocket costs dont count against your deductible. People will be very surprised. This is really a throw back to the old hmo plans. People made that trade. You had an analysis, you said in san diego, there was seven pediatricians in the entire county in the network. Yes, about seven for a quarter million children in san diego. But we also found there was seven or eight cardiologists, a handful of many things. Governor dean, how troubled are you that the president s big promises of 2012 and 2013, if you like your plan, if you like your doctor, you can keep them . And specifically dr. Gottliebs point, the problem that you could have trouble finding any doctor in these plans. Yes, it is eliminated by possibilities and seeing people. A lot of people that signed up will know they limited themselves to closed networks and that makes their plan cheaper. But i do agree. And i dont think for the the most part that the obama people get the blame for this. In New Hampshire they had a network that excluded a ton of hospitals. They have to pass on these plans being offered, so governor, governor, if i may, isnt it the president s promise if you like your doctor you can keep your doctor. Youre telling me thats not true. For the most part it will be true, but it wont be true 100 of the time. You cant buy up to higher benefit. In most cases the the network of physicians is the same between the bronze, silver, and gold plans. So there really isnt a lot of choice you have a choice between Insurance Companies though. You know, you there is no different not in every state, 60 of counties in this state will insure. I want to get to this question that was true before obama care. I want to get to this question of cause. He said that generally speaking under obama care you will pay less for your health care than you did under the old season. Dr. Gottlieb, you said that folks maybe realized that premiums may be lower, but what they dont realize is that under a lot of these plans their deductibles skyrocket, and for months these are expensive plans, clearly some people will do well. If youre under the poverty level, you will probably end up getting a cheap plan. Anyone above that level could pay for for the health care they were getting before. Most of the people are people who had insurance and will forcibly being moved into the exchange and they really dont benefit from the subsidies. They will find these plans more expensive than before. This is a very interesting governor, let me just make the point. Particularly for people bho will not get the subsidy or a full subsidy, and those in the bronze plan, you have deductibles that are 5,000. You could have to go for an entire year and have to go until you reach 5000. Scott is right, there is a substantial number of people who will get subsidies. To them, it wont cost less, but it will be lower premiums. The deductible argument is such a classic republican argument. Have more patience, put more skin in the game, and then theyll be more careful about what they spend. And now theyre attacking the deductible. This is a republican idea. Have higher deductibles, and patients are more careful the idea of a high deductible plan is routine stuff that you pay for out of pocket, here a lot of routine stuff is paid for in full, and when the deductibles and copays hit you on the bigger items. Thats the problem with the plans is theyre not truly high deductible plans in the sense of how we think about them. Lets turning to another subject. I want to cover as much of this as possible. There has been a lot of talk and we talked about it briefly here about who is seening up and the fact that it may be older, sicker people and the the Insurance Risk pool isnt so good. Dr. Gottlieb, under the risk corridor provision of obama care. What are the chances that the federal government may have to bail out some of these Insurance Companies this year or next year because theyre gets more in benefits than in premiums. The cost will be higher than anticipated. What will help off set the losses is a 25 billion fund paid for with a 50 to 70 tax. That Reinsurance Fund will be use to offset some of the losses. So the the Insurance Companies really are going to take very big losses this year. People premiums will go up, but not as big as you think. The bigger issue is plans not in this market. Governor dean, we have a couple minutes left and i want to look at big picture with you. Back in december before the launch of obama care, you were quite critical and you said this. I think when they see what this looks like, this debate were having is going to look really stupid. After all of the problems with healthcare. Gov, when it looked like a million or a million plus people would sign up by the end of the the year, and almost six million will have lost their policies, do you think the critics of obama care will still look incredibly stupid. No. Scott and i debated before, i dont think what he is saying is based on partisanship. Most of what you see on the floor is nonsense. But when it was the website, which was, i think everybody would agree, the president called it a disaster, when you have 5 Million People who thought they would be able to keep their plans, and 6 million got canceled, thats not partisan, thats a fact. All of the hyperbole and socialist system and doctors quitting how about what i asked you about, governor . Yeah. The website was badly rolled out. Nobody disputes that and it needs to be fixed. I think the first year will be more successful than most people think. I think people will have insurance that didnt have it before. People will have access that is cheaper, not for everybody. Were going to see scott made a prediction here, i think he is partly right, but i think the numbers will be small enough so that the partisans will try to talk about all of these individuals, most people, the vast majority, will benefit from this. 30 seconds, dr. Scott . The numbers announced today, i was ready to say they must be close to 2 million, but it was 1. 1 is is million, so there was not the rush they expected. It is people that were insured and were knocked off. The young uninsured are not entering because it is too expensive for them. Joining me now are two key members of the committee, it is mike rogers and adam schiff. New york times has an extensive investigation into the benghazi attack on the front page. It reports, quote, no terrorists had any role in the assault. It goes on contrary to claims by some members of congress, it was fuelled in large part by an American Made video denigrating islam. I dont know it was an exhaustive investigation and we have gone through some 4,000 classified footballs, done the the postmortem on the event. What did they get wrong . That al qaeda was not involved. There was some level of preplanning, that was aspiration to conduct an attack, the individuals on the ground talked about a planned tactical improvement on the compound. All of that would directly contradict what the New York Times says was an exhaustive investigation. Tells me they didnt talk to the people on the ground. When you put that volume of information, i think it proves that story is just not accurate. There was one group that everybody says was involved. They say its really an independent radical islamic group, but it doesnt have linked to al qaeda. I dispute that, and i think the intelligence did they have differences . Yes. Affiliations . Definitely. Do you think there was a political motivation . Thinking this will clear the deck for Hillary Clinton in 2016. I dont know, but i thought it was interesting when people like susan rice would go out and speak about this when we have ana ongoing situation. We heard before that we have been able to determine it is not accurate. Does the times report in your opinion exonerate the Obama Administration from susan rice to Hillary Clinton . I think it adds valuable insights. I agree with mike that the intelligence indicates that al qaeda was involved, but there was many people that were involved. I think it paints a portrait that some came to murder, some came to destroy property, some came to loot, and so the came motivated by those pictures. There was some planning, but it was not expensive. I dont think its accurate to characterize this as a longterm preplanned core al qaeda operation or something completely unaffiliated. I think where the New York Times report adds value and is also efficient is they didnt have the same access to people who were aware they were being listened to. Sometimes the intelligence of what people say when they didnt know they were being listened to. So i think it adds some insights, but i dont think its complete and i dont think either paradigm is accurate here. Edward snowden has been on a big Public Relations offensive this past week. He gave an interview to the Washington Post in which he said this, the measure is accomplished, i already won, and he has a christmas message. Together we can find a better balance, end mass surveillance, and remind the government if it wants to know how we feel, asking is always cheaper than spying. Congressman shichiff, are yo moved by the the message . Not at all, and i think there is a real irony here that he is giving this message from one of the foremost big brother states in the world where he is living without any privacy because there is no right or expectation of privacy at all in russia. He kindled an important debate, but i think it came from a mixture of emotions on his part. I think he should have stayed in the United States and stood up for his beliefs if thats what motivated him. So i dont find his message particularly moving or appealing. Congressman rogers, in the Washington Post interview, he asks and answers who elected him to reveal these secrets, and he says it was the overseers of those programs. Dianne feinstein elected me, mike rogers when he kept these programs secret. He says he is doing the job that you failed today do. Yeah, well, this is somebody with a troubled employment history, ran to china and russia, he stole american classified documents, that because of their release puts our troops in danger, and to have valuable insight on the way our services operate. Thats who the messenger is, number one. Number two, the most recent court case that happened a few days ago laid out very si sictly the problem. It was initiated after 9 11. All of the members of these committees are fully briefed on these actions. Its important that act in the law. I think the most recent judicial ruling is important for one reason. It resubstituted fate in congressional oversight and the checks and balances in the executive branch. I want to talk to you about this because you could just wait for a judicial ruling and find them back and forth. Lets talk about the mass nsa Data Collection of billions of americans phone records, who they called, and how long the call lasted. You want to emphasize that. In terms of rules, we have one federal judge that called that practice likely unconstitutional and then on friday we have another it lawful and the governments counter punch to al qaeda. Do you agree with the 46 recommendations that say rather than the government hold on to these millions ofs, it would be better for a phone company of another private entity . I agree with that, some diminished the report saying its just the work of a bunch of professors. The acting director of the ci, a, transcending at min stragss, the two judges that you mentioned both appointed by the president to different parties, and contrary to what people might expect, the clinton appointee, and they said it was unconstitutional, find confidence in those rulings in the sense that those judges didnt find if i can bring in congressman rogers on the specific issue of who should old on to the records, because there is a general agreement they should be held on to by somebody. If i could just address that very quickly. The reason i think the program ought to be restructured is we can get the same National Security information we need without the government maintaining hundreds of millions of records. We can go to them as necessary as the task force found, we can have an exception where we get those records immediately. We ke go to the fisa court in advance, so we can protect the country and the the expectation of privacy and thats the course we ought to take. Were running out of time. Congressman rogers, since that recommendation came out, both of the intel community, but they say we dont like the idea of the Government Holding it b with but a private entity could be worse. It went beyond and looked at all of the oversight issues in thing and in the judges opinion. Another ruling directly disagrees. It was not a substantive ruling. He said this is probably going to get overturned why . 15 judges, 36 rulings, they all held that it is lawful. Then you have hundreds of decisions that uphold the underpinnings that serve business records. That, i think, is an important distinction. I think the foundation of the legal argument is there, and what we have here is theyre going to take away the safety of what is well overseen, locked away in a vault. Checking a foreign number coming into the United States. And this is whats important. After 9 11, we missed a foreign call comes into the United States. They said how do we fix that. This is the way they decided to fix it. If it goes to the private companies you will have a government mandated team. It will be continued, as we should point out, the president on his hawaiiian vacation, studying the Court Decisions as well as his independent panels rulings and recommendations, and he will come out with a new set of guidelines. As a political tactic, chris, he is trying to change the subject and it supports and speeds into the concept he talks about so often. And it as grown in his administration, but he seems to think it is a worthwhile issue. My sense of it is people who lost Unemployment Benefits had them a long time. Its supposed today be a temporary measure and it has been extended for many people for a long time. I think its something that the democrats can make some use of, it portrays the republicans as hard hearted, which is a theme that many agree with, and theyre going back a long way. You are seeing ads have liberal groups pointing out people who will be cut off, and a lot of newscasts are talking of folks that are well intentioned, they have been counting on federal energy aide we we say has been going on for five years now. Its tough not to feel for them. It is also something that has voted on repeatedly by republican congresses and democrat congresses. And it has always been paid for. Let me point that out, Unemployment Benefits to extend it for another year would be 25 billion. Speaker john boehner says im willing but you have to pay for it. If the democrats want to, they will. I think the minimum wage is more of an side logical debate. I think there is debate if it is good for the economy or not. I think it is something you will hear the president talk about a lot. It polled extremely well. And it has not been raised in a very long time, and both of these things do nothing about the root causes, they merely cushion the effects. The real answers are investments in education, infrastructure, and doing something about longterm debt and deficit. Senator brown, if 2014 which happens to be an Election Year becomes a battle between two competing theyre pushing the inequality, and championing the the middle class, and the republicans are pushing obama care and all of the problems with big government, which side wins . It depends on where you live. I think it goes state by state. And i think the obama care disaster is contributing to a lot of what were seeing. Businesses are olding back, there is uncertainty with people. So there is a lot of indecision. The regulatory pack, and seeing it with obama care and what do we do and not do. They didnt do it, it wasnt a priority. And will they go and do it retro actively . We have done it before, past the threemonth proposal, and something that well move forward. As a republican, i made proposals. Its not a lifelong entitlement. Find a way to pay for it, and find a way to work it out. If youre going to a parttime job, and youre doing well and they want to hire you fulltime, too bad, they cut the benefits off. We ask you every week to email or tweet or facebook us. And i think i want to make this its an important point. The rollout of obama care has been bad, disastrous. The administration has been on the defensive. But we have to remember the status quo before the Affordable Health care was adopted, it was bad, not very popular. People were complaining about the increases in the cost, the unfair way in which they were treated by Insurance Companies, and in effect 30 to 40 Million People were not covered. They went to the hospital and they were cared for anyway and it was added on to our bill. What about the question that the Health Care System worked for a lot of people, so why not find a target, and its what the president promised but it wasnt true, that leaves everybody alone and targets the people in the individual plan, that were uninsured. In a way, thats whats happened. They have existing insurance from their employers or governments. It is a group that didnt have health insurance. It was in businesses where they didnt get it. And i tell you, president obama is going to be president for three more years. Even if the republicans win the senate in next years election the best thing that could happen now is for both parties to sit down and try to figure out how to fix the current system. Because that is the obama care answer to the problems in health care. Will that happen . Im not too optimistic about it, but the president ought to leave that kind of an issue. The best answer to income equality is a growing economy. I got into politics, as you know, because of john kennedy. Were on the verge of a year in which the american economy, in my opinion, is going to surge. And that will reduty income equality. The rich will get richer, but the poor and the middle class and it helps with the benefits because the economy will grow and a lot of people will be drawn into jobs. I think it is, next to obama care, this is the great failure of the Obama Administration to date. Instead of the robust recovery, which we had a right to expect by now, we had a sluggish economy with high unemployment, but it wasnt working by now. And let us hope that it does and mara, were beginning to seen signs of unemployment go down. I know its starts, and shoots of optimism and growth, but it does seem to be picking up. Yes, but we had these before, but the economy, i think is poiszed to grow. I think it will make it harder to do things like raise the minimum wage. Well, some people will be more successful and some thats the way of the world. They need to grow and expand. They need uncertainty. When we come back, our panel looks ahead and gives us their predicts for 2014. Joe lieberman will help you win your oscar pool. Under the heading often in error but never in doubt, lets get to it. Obama care will continue to unravel. A lot of it has been undone, repealed, or is being canceled by executive fiat. It is already coming apart to a great extent. There is more bad news to come when the employer mandate forces a lot of people into the exchanges and they wont like what they get, so i think this is a murder the democrats will carry through the end of the year. I predict that republicans pick up seats in the house. But not the majority. Republicans take over the senate based on obama care, the poor economy, and lack of trust for the democrats. I want to ask you on your follow ups. Does scott brown, you just sold his house in massachusetts and went to New Hampshire, will he will running . Im making important decisions in the future and im not doing it today, so lets move on, joe . I will not be seeking the senate seat from New Hampshire. Any other predictions . Yes, i want to talk about the legislation in the senate sponsored by 50 members, and that is the sanctions on iran. I believe bipartisan majorities in both houses will pass suffer sanctions and iran will not walk away from the table. Thats the gud news. I think the the bad news is the tougher sanctions will not convince iran to find a diplomatic way to end their Weapons Project and i think there is a better chance that before the end of 2013 that the u. S. And israel will take military action to disable irans military program. Entertainment . Television will continue to be where the action is. There has been a prolip ration already. I note that Matthew Mcconaughey and Woody Harrelson are going to combine for a new hbo series. That gives you an example of where the action is in the Entertainment Industry and i think that will continue. Brit hume on the tmz beat, im impressed. I hate to make predictions. But i will make a silly one, fast and furious 8 will find a way to be made. We all like entertainment, but i like the sports part. What is the the last movie that you saw . Just a saw a wolf on wall street. I have seen like every movie ever made. Im a huge movie guy. No entertainment predictions. Some great movies and books will be coming out. Senator lieberman, maybe too much time on his hands, he has a lot of oscar predictions. Okay, great movies, the year turned into a great movie year. Blue jasmine, american hustle, and i think gravity will win because of the technologic technological brilliance feeling like youre out there in space. American hustle a close second. And Christian Bale gave a great performance. And judy densch . Yes, she has never won an Academy Award for best actress, she is one of the the best of our time, sent mental favorite, she gets it this year. I think he has too much time on his hands. Brit, economy . Economy is a force of nature that can plow through head winds and it has faced a lot in the current years pchtt i predict that the growth that we have begun to see will continue. And it will not only get us back to normal, but it will continue to improve, all be it not enough to significantly reduce our debt and unemployment. I made a similar prediction that gdp growth stays annually at 23 for 2013. Scott . Balm care crushes jobs, people are falling off of their rolls. The debt increases to 18 trillion and i think the economy replains flat. Im an opt mistoday about the economy. I think the economy will break out of the the Slight Movement forward to a really strong year. I think we will go over 3 increase in gdp. Unemployment will go down 6. 5 . I think the do you will go over 18,000 and the s p will go over 2,000. All of the the fundamentals are right. Housing movement. And were exporting more energy now believe it or not than were imports, and whats got to change is the psychology. By adopting a bipartisan budget agreement and i think they will realize they can help by avoiding another christ. It will be a big year for the economy. Were in the home stretch. It has been by and large a success. This year we introduce a new playoff system. It is not as popular as it has been and will be with the fans. Mara, and i know this is not your strong suit. No, but i have a political sports prediction, russia gets a big fat black eye for the Winter Olympics and its stance on gays and lesbians, and i think the president made a great move sending gay and lesbian athletes to the olympics. Before the baltimore game, i had the patriots not holding off so the patriots get to the super bowl and the red sox win the world series . Of course. I said that last year, the year before, and the year before. Senator lieberman. I will say that the uconn huskies men and women will win the ncaa championship. One of the most stunning trades every in nfl his, the Washington Redskins and Dallas Cowboys trade quarterbacks. Rg3 to the cowboys, tony romo to washington. The redskins get a first rate quarterback with good years ahead of him. I think some of these predictions are okay, that one has zero chance. The city of New Hampshire is part of red sox natuion.
