going to bars going to friends, homes. check out the super bowl. here is rosemary ruskell with your weekend forecast. rosemary. yeah i think we are going to have a bit of a mix going on for our bay area weekend outside our doors right now a beautiful one. with the clouds beginning to build up as the leading edge of a system that is expected to bring us a little bit of rain begins to approach the bay area. in fact, i had a little bit of drizzle falling on my windshield about an hour or so ago. meanwhile after a very cold starter, temperatures have rebounded. we're still running a little bit cooler compared to yesterday at this time 53 degrees in san francisco right now upper fifties and walnut creek. 8 55 fremont 57 over san jose. our winds are generally light where a little breezy in our hills as we check in over areas mount st helena reporting 90 mph reporting 23 big rock as well as middle peak reporting 20 mph here in the north bay hills, no wind advisory associated with this system and we're not expecting a whole lot of rain. i do think we're going to be cooler, though for tomorrow afternoon. here's a view of storm tracker to where it's still fairly quiet out there again, perhaps just a little bit of drizzle. following right below the radar beam, and as i stretch back just a little bit, we can see. still the front is to the north into the west, so this is going to be dropping in the system is going to kind of slide right down the coastline, and so we'll have an opportunity at a few scattered showers this evening. but right now, it looks like saturday morning will be the best opportunity for all of us to see a little bit more wet weather and i'll show you this with the future cast in about four o'clock or so notice. it's over the north bay now what starts to happen is it moves through the central and south bay into the early evening hours ? that kind of fizzles out, so do expect some scatter shower activity out there. maybe in time for the evening commute. it doesn't look like a lot, however , doesn't take a lot to slow down that commute. so that is what we're expecting a few scattered showers out there this evening. there is a look at tomorrow morning. definitely more widespread. if you have morning plans, you may need the umbrella if you're thinking about maybe a hike or bike ride. we wait until about noon time, because that's what is going on right about lunchtime. it moves out as it continues to push south. and we will be drying out with just a slim chance of scattered showers remaining in the forecast now, as far as rainfall amounts between now and tomorrow afternoon will call for a quarter inch or less so again , not a lot of rain, but we'll take it. we could use it, not a lot of wind, but it will be breezy, and it's going to be cooler is also going to get some snow, perhaps even in our hills, as the snow levels are expected to drop better details on that, plus what you can expect in the extended forecast coming up. shop for a couple in oklahoma. two cups of coffee ended up costing them $4000 and canceled trip to thailand. i learned years ago, prisoners warned that officer was violent , according to the we're learning more about the surveillance technology on board that spy craft that flew over the u. s u. s officials knew the chinese were trying to watch us with their massive spy balloon. now the pentagon believes they were attempting to listen to using multiple antenna to collect electronic conversations and solar panels to power collection centers. but the truth is, we think we know what they were going to collect. we don't know. that scares the #### out of me. the navy is still trying to find all the parts of the balloon shot down off the south carolina coast as the fbi pieces together the recovered wreckage in a lab at quantico. defense officials have said they took measures to block the balloon from gathering sensitive data as it floated across the country last week. it's not measure breach. i mean, look, it's totally violation international law, it's our airspace. and once it comes into our space we can do we want with it. the house voted unanimously to condemn china's actions, but members of congress are split on the u. s response. i think it should have been shut down over the pacific ocean, not the atlantic coast. you don't shoot down a spy craft after it's done spying. there was a non zero chance this balloon had been down over the united states would have been very costly to us lives and the collection that we did well, it was over the united states is going to pay. dividends china maintains this was a civilian weather balloon blown off course, a notion that american officials call ridiculous in washington. caroline shively, ktvu fox two paid to each eligible black resident in the city kts. christian captain has more on how a committee is making its case to the city to help right the wrongs of slavery. last month, san francisco's african american reparations advisory committee presented its first draft, looking at the idea of how a legacy of racism has harmed san francisco's black community and what can and should be done to address those wrongs, committee chair eric mcdonald says despite the city's reputation for being progressive, past policies have systematically disenfranchised black residents fundamentally what was stolen from black people in america. was a path towards financial will the committee points to past policies on housing redevelopment plans that decimated thriving businesses and majority black communities as well as inequities in policing and in education, all of which the committee says worked together to erode opportunities for african americans being segregated to certain parts of the city. they were met here and not given eligibility for certain kinds of jobs. they were met here without being able to start their own businesses. so all of these impediments to doing what every other merit american or in this case san franciscan wanted to be able to do the initial report. many have focused on one of the committee's recommendations that qualifying, african americans should receive one time payments of $5 million, but less has been made of the reasons behind the committee's work and where the city goes from here. okay for better for worse, whether it's the $5 million financial payment or any of the others. committee tell us how to do it and my and our responses. that was not our charge. our charge was to present the evidence. and justification for these proposals, noble, pierce says. in the seven decades he's called san francisco home. he's seen the inequity of opportunities firsthand. of course, reparations will definitely be a good idea. you know what i mean? all the promises that are people's head over the years. you know the old chicken and every part in the 2 20 acres and a mule and all of those lies, underwood says. for generations , black americans were limited in how they could act on an economic level. reparations he says, are an idea whose time has come in my saying that it's going to be a solution to fix all the social ills that racism created. no but do i think that it can help provide some economic equality is as a city and as a country? yes, most definitely. reparations committee says their initial proposal is the start of an important conversation. mcdonald says similar discussions have happened in the past. this committee is including language in their proposal aimed at getting the board of supervisors to take action one way. or another, even if something isn't obviously this is an extreme. we don't want to expect this. but even if there's something as we've read it, and it's all not feasible, we can't do it. but whether it's you don't want them to sit on their hands exactly and not take action. the committee is set to present their findings to the board of supervisors in mid march and present their final presentation in
