The way that system works in canada, for example, people who are fluent in english and have higher educational degrees are given preference to legally enter the country. What this does is it lets everybody compete individually. What fairer way can you do than have a situation where everybody has a same level right to get into this country if they qualify . To get more analysis on this bill we spoke with the bills pen, professor at university of San Francisco. He says switching to a merit based immigration system here in the u. S. Could create more competition for jobs for College Educated americans. A proposal to put in a skills based, merit based system really is going to compete with high skilled american workers. What is being proposed, actually, is green card status, lawful status for merit systems so this does benefit silicon valley, it benefits other industries, but there is a good question that needs to be asked. Is there a need for this kind of system. Under the current proposal current green card holders would continue to have permanent legal status. This would apply to people applying for green cards in the future if this bill becomes law. The it has been the norm going back to 1965. Senators cotton and perdue along with the president saying that the system is due for an overhaul. Its unclear however what kind of support this bill will have in the senate. Much like with the healthcare bill, the senate would need the support of at least 60 members to even begin debate on it. We have reached out to californias senators, senator feinstein and Kamala Harris to get their reaction on this proposal. We have not heard back from them. Thank you. The u. S. This afternoon the coast guard has suspended its search for a 19yearold swimmer who went missing last night in the waters over ocean beach in San Francisco. His friend called for help after seeing the teen was in distress. Alex savidge joining us live with the search. Reporter good afternoon to both of you. A search was carried out here but no luck. The coast guard was out throughout the night patrolling the waters here off of ocean beach trying to find this teenager who went swimming last night but never made it back to shore. Appears that the friend knew that the person in the water was a good swimmer and kind of assumed they were okay but then realized after some time that they werent coming back in and were in distress and it sounds like thats why the call came in so late. So as soon as you think someone might be in distress, let us know so we can get out there and start a search. Reporter after looking for this young man for more than 13 hours, the coast guard decided to call off the search just before 10 00 this morning. There is controversy in one south san jose neighborhood over costly citations on setting over illegal fireworks. Residents say they never did it and theres no video or photo evidence of them in the act. Reporter amy gonzalez says she hasnt touched fireworks in 30 years so you can imagine her shock when she got this notice in the mail, not junk mail, a citation from the city of san jose for 500 for lighting illegal fireworks on june 12th, the night the warriors won the championship. I couldnt believe it. I dont follow basketball, but i knew it was happening, was not outside, nobody in my family was outside that night. I was in working at home. Reporter gonzalez feels worse for her neighbors. They were slapped with two fireworks citations, one for 500 for june 7th and then another for 700 for july 4th. I feel so sad. I feel, why no evidence but they just sent out a citation without evidence. We have a legal standing for the way we issue our citations and our city staff followed the protocol. Reporter a spokeswoman for the city of san jose says other than videos or photos for proof, if more than one witness complains about andreas, the resident can get cited. Since late may the city received more than 1000 online complaints issuing 160 warning letters and 45 citations. Mistakes can be made. I cant say if that was the case in this instance or not. I can say, you know, this is a former San Jose Police officer that citations arent given out just kind of, you know, without any really good cause. Reporter calls to the fire deputy chief were not returned. City Council Member rally says raul perez says citations are given all the time without evidence. The residents plan to fight it saying its unfair. They must first pay the fine and then attend a hearing where their accusers must also attend. It seems like a backwards way of doing it. They are assuming we are guilty and we have to prove we are innocent. Reporter fox 2 news. Turns out this cow does have a doppelganger and that is a rock legend or maybe the other way around.
