In general, we will be doing more, pay as you go. There has to be public expenditure, based on taxes. We have to belly up to the bar and start spending money. Reporter no one should underestimate how much opposition this will face from taxpayers and taxpayer groups. But make no mistake. Now to the latest in san jose flooding. 3800 people remain under a mandatory evacuation order. But city officials are allowing many evacuees to return home. Ktvus alex savidge has more on the cleanup. Reporter in san joses rock springs neighborhood, the flood damage is simply overwhelming. This area is still technically off limits. But today, some evacuees returned to see what they could salvage. Very frustrated. And i worry a lot of things. You know. Have to buy everything again. Other things in the house. Annie tranh has three boys, including a 2monthold baby. As the water rose on tuesday, she and her family raced to escape their apartment on nordale avenue. They have been saying staying with relatives ever since. But tran says her children just want to sleep in their own beds again. They ask, when can they come home . And they asked about a pillow and blanket and stuffed toys, everything gone. Reporter today, more than 80 members of san joses Neighborhood Cleanup Program walked through the flood zone, searching for people who need help gathering belongings and cleaning up. A lot of mud in the streets. A lot of cars that are abandoned that have flood damage. And yeah, its sad. Its sad. You see some people still here that are starting to clear out their house. But anything we can do to help them out. That would be great. And today, the city dropped off 16 dumpsters in this area, to help get trash and debris, cleared from the streets. Reporter and another challenging aspect of this cleanup operation, crews are going to have to tow away hundreds of cars like this one, that are flooded this week and no longer drivable. Reporter the city of san jose now is trying to tally up the damage from this weeks disaster. That will help to secure state and federal funding. Two overnight shelters will stay open through the weekend at James Lick High School and evergreen valley high school. And theres an Assistance Center that will open up on saturday, at the shir cawa community center. Despite the major relief effort, though, many evacuees are getting frustrated. We need a place to live. For a long time. Not a shelter. Reporter in neighborhoods like this one, the cleanup will take weeks if not months. Im leigh martinez, outside of the james slick high school, one of the two Evacuation Centers set up for evacuees. At least 150 people will still need Emergency Shelter this coming week. And were told that this location is going to be closing tomorrow. And the people here are going to be relocating to a new shelter that has not yet been announced. One family has spent three nights at this shelter. The couple says theyre concerned about housing. They say they dont know this apartment is going to be livable and if so, when . They pay 1400 a month to rent a studio. Now, theyre worried they may not be able to find Something Else affordable. Red cross case workers will be coming in today to talk to evacuees about their housing and possible legal options, regarding paying rent and insurance claims. They need to clean up their houses if they can. If its cleanable by themselves. And we have cleanup kits. And they may need other, you know some of them may not be able to go back. Now to new information this noontime, about the discovery of 18yearold jada jenkins body. A man walking his dog on the trail came across the body at about 5 30 last night. Thats about 11 miles from where her car crashed january 21st. The Alameda County coroner this morning confirmed the identity. Investigators say Severe Weather hampered the search for her body. The Alameda CountySheriffs Department notified her parents last night. This has been a very long two months for her family. As well as for us. We have been very invested in this missing case, both professionally and emotionally. More importantly, her family has not been able to sleep, worrying about where she is. Reporter right now, an autopsy is being done to determine the cause of death. Investigators say they do not believe foul play was involved. The Alameda County sheriffs deputy who was hit by a bus wednesday morning at the santa rita jail has passed away. Alameda county Deputy Mike Foley was hit by an inmate transport bus. A friend of foleys was driving that bus. Before becoming a sheriffs deputy, foley, who was 60 years old, worked for 30 years at the Concord Police department, where last night, his former colleagues remembered him as a mentor and friend. He was absolutely that guy that when you came in, as a rookie, that you looked up to because he he would go to calls and he would help you out. He was the example. He was what i think anybody that. H a chp officer was killed is set to go to court this morning. 23yearold Alberto Quiroz is suspected of being the motorcyclist that officer lucas shalieu was chasing on wednesday. Officer shalieu was on a chp motorcycle when a car crossed in front of him. His motorcycle collided with the car, chellew was killed. The department was led to believe the raid only targeted gang members. Federal Officials Say they did inform the Police Department ahead of time that immigration detentions were, indeed, part of the raids plan. The chancellor of cal state university, is urging undocumented students who were approached by immigration officials to immediately Call Campus Police first. In a memo to the president at all 23uc campuses, chancellor timothy white, wrote that Campus Police will act as liaisons, providing students with guidance and resources. Lockheed martin is moving hundreds of jobs out of the bay area. The defense contractor Just Announced it will move 650 jobs in its Missile Program from sunnyvale to florida. They work for the fleet ballistics program, which designs and engineers Nuclear Missiles for the navys submarine fleet. Lockheed says it will help the company take full vage of its other engineering and manufacturing facilities. Moving all the jobs is due to be completed by the year 2024. The agency is coming up on funds also. And passengers could soon see some changes. Reporter at first, its a seeming contradiction. Bart is saying commute ridership is autopsy. But offpeak, and short commuter ridership is down so much its dragging the whole system down. Reporter bart riders say theyre surprised to hear that it is down. Trains are even more crowded. I remember even late last near. There is fewer ridership. Reporter despite that perception, bart says it is down 5 . Weekend ridership, 9 . What is happening is this worst Case Scenario for riders. In the sense that transbay ridership is up. Its the weekend ridership or the rides that are not transbay, and the weekend that are down. Reporter already short for the first half of the year. And practicalling a 15 to 25 million shortfall going forward. Bart will be surveying to make up for the best way to make up for that shortfall. They were pretty clear yesterday. They dont like anything that is a service reduction. They want us to explore options that havent arent go to impact the riders. And just have that big picture. And looking toward the next fiscal year. Bart is saying they could be looking at a 25 million to 35 million shortfall. Christien kafton, ktvu. Part of barts fleet of the future, reportedly weighed too much. The new issue is causing a challenge for bart, which now has to recalculate how much the cars will weigh with the new passengers. Bart says it is working with them. One engineer says heavier cars could put stress on the systems infrastructure. The cars are actually part of the demand imposed on the system. But the real concern is focused on the capacity or ability of the system in this case, aerial structures, to support those weights. Reporter and bart says starting next month, an engineer will begin inspecting the elevated tracks. For the roadways, its been a growing problem. And, of course, that means taxpayers will likely have to pay for it. Ktvus tom vacar has a look at how much its going to cost to fix californias aging infrastructure. Reporter in the future, the bay area may get some additional lanes on highways. And extensions sorail systems. But lots of new roads . Theyre not in the future. Were spending 90 of the mu money we think well have available over the next two decades just to take care of the system we have. Reporter all of the potholes only adds to a huge backlog of infrastructure needs. We have a 20 billion backlog just to repair our local roads. Same for public transited, same for the highway system. Reporter whats the best we can hope for . Squeeze more capacity out of those systems we have. Reporter and if we do nothing . Backlogs worsen, geometrically. Not in a linear fashion. Reporter this has led to bay area voters, through taxes and tolls, approving new local projects. Such as the third or fourth and caldecott tunnel. Bay area voters have passed measures that have passed 70 million. Reporter every year, californians buy about 16 million in gasoline and diesel. If opec were to cut production, the price would go way, way up. And wed pay it. We always do. But what if we added money for ourselves . So many cents per gallon to fix the roads . Would we be willing to do that . Currently, we pay about 57 cents a gallon in state and federal gas taxes. Dime a gallon . Dime a gallon would be reasonable. Quarter gallon . I think our gas prices already fluctuate for unknown reasons. We would pay it. Its a necessity to have gas. Reporter ms. Claytons proposal would be an extra 50 cents per gallon, provided that all goes to road work. If they fix the roads, it would be better for us. Plus, the wear and tear on my car and the tires as well. So of course i would. Reporter that would generate an extra 8 billion a year. Thats enough to clear out the states entire maintenance and repair backlog in about seven years. And not too many years after that, new projects would again return californias road system to the envy of the world and the economic benefits that it all brings. Tom vacar, ktvu fox news. California senator Kamala Harris toured the dam yesterday. As crews worked to repair one of the two damaged spillways. Cues are using concrete and rock to harden. The spillway prompted the evacuation of 200,000 people. Senator harris says it shows the urgent need to deal with infrastructure across the area. Protecting valuable farmland, ahead of the next rain. As we showed you, the rain has filled storms and creeks, filling hundreds of miles of levees. Now, working with engineers to put more rocks on the levees to prevent flooding. But they worry it could trigger several more breaks. And a new challenge because of the recent rain. The countys Vector Control has started its fogging operations because of concerns over standing water, which can be a breeding ground for mosquitoes. Officials say theyre concerned about the spread of west nile virus and other diseases mosquitoes can carry. Environmental regulators are telling oakland officials they must remove debris from the ghost ship warehouse fire that was dumped near san leandro bay. It must be properly disposed of, at a landfilt. Another agency tested the charred materials and found no dangerous areas at leeflt for now, i least for now, they say they not planning to take regulatory action. I was dog Muhammad Mohammed al doing muhammad ali impressions. Ive never trained someone who is fighting for their life. But pe petibone isnt the only one fighting for his life. Everyone in this class has been diagnosed with parkinsons disease. June of 2016,. November of 2008. Reporter parkinsons affects movement, causes tremors, difficulties in speech and writing. According to the parkinsons foundation, more than a million americans are living with parkinsons. 60,000 more are diagnosed with it each year. Nothing cure its it. No cure, nothing halts the progression. The only thing is to have a reasonable diet, take rest when you need it and take your medication. Reporter and thats what the people we talked to say brought them here. If theres no knockout punch, theyd like to at least get in a few stings. You can either stay status quo or empower yourself. My neurologist suggested tai chi or ballroom dancing or rock steady boxing. The boxing immediately had an appeal to it. Reporter this type of exercise, specifically for parkinsons patients is fairly new. Its the combination of balance, power, handeye, footwork, all of these things coming together. They say if you dont use it, you lose it. Makes you use it. Reporter rock steady was started 10 years ago by a former prosecutor in indiana. Since those early days, there have been more indepth studies. We followed several people new to the program over a 9 month period, and tracked their safety through the program. No one was hurt. They were getting better. Reporter that study turned into another study that tracked 88 people with parkinsons for two years. About half of the people that we tested were boxers on a regular basis on rock steady. And the other half were people who exercised elsewhere. Reporter what they found in that study was that boxers did better. Boxers walked faster in two years and could reach further. And she said boxers had a higher perception of their quality of life. Its an amazing thing to witness. And were just kind of getting started. Reporter rock steady east bay in concord, opened its doors a few months ago. It is one of 227,000 affiliates across the world. With an estimated 10,000 boxers participating. The regiment is mostly found in boxing gyms but also in private gyms, ymcas and in this case, a crossfit facility. There is a sixmonth waiting list to get training from the coach. Emotionally, you get community and support. Theres a certain amount, where youre sometimes afraid to let people know. And now it makes me feel like its okay. This is the only parkinsons exercisespecific program im in. Reporter glen petibone believes in the program. I can see that im doing better than when i walked in. Thats a huge victory with parkinsons. Reporter and he says with this fight you take your swings wherever and whenever you can.
