Everyone we have talked to described her as a kind and friendly person. It was neighbors who first noticed the flames shooting from the garage of this home on grove way in Castro Valley early tuesday morning. When firefighters arrived, they found the body of the 59year old woman who lived alone in the garage. Hours later, after an autopsy was performed, investigators discovered she did not die in the fire but that she was murdered and someone deliberately set the fire afterwards to cover up the crime. It is just so shocking. Just thinking about how or why it didnt make sense. Theyre just good people. Reporter the Coroners Office is not releasing the victims identity but she had long ties to the neighborhood. She and her husband lived in the home for 30 years before he passed away in april. They are survived by two adult daughters. By all indications, she is a wonderful lady. We cant find anybody who can say anything bad about her. She was a real caring person. You know, she had recently lost her husband. And the neighbors surrounding her were quite concerned for her. And kept an eye out for her. Reporter investigators dont know if this was a random crime. A burglary gone wrong or if the victim may have known the person who killed her. If it is random, Social Security absolutely disturbing and completely shocking. And its thats the scariest part. And were in fear because of that. Reporter and sheriffs investigators are reviewing several sources of Surveillance Video provide to them by neighbors. The sheriff said that some of the video has been particularly helpful but they are not releasing any information on a suspect or suspect vehicle in this case yet. Firefighters in oakland came to the rescue of a man trapped in a home on east 19th street. Right there near lake merritt. One man was trapped on the top floor of the victorian home. Neighbors spotted the flames and immediately took action to alert others. I live across the street. I seen flames coming from inside of the house, sparks going up. I immediately started knocking on the doors and telling people to get up. Its a fire. Its a fire. No one was hurt in the fire. Investigators are still trying to determine the exact cause. A small town in Mendocino County is mourning the loss of two young sisters who died in a house fire. The Sheriffs Office says the family woke up to the sound of smoke alarms just before 2 00 yesterday morning. Some of the family members were able to get to the roof of the home and jump to safety. Others crawled out. By then the home was fully engulfed in flames. Two children, ages 9 and 14 were unable to get out. The cause of the fire is under investigation. Firefighters battled a huge warehouse fire in santa rosa. It started near 101 south of the mall. It took crews about 90 minutes to put it out. It caused major damage to the warehouse that is used by a bookstore and several other businesses. There are no reports of any injuries. Investigators continue to look for the cause. The circumstances behind the retirement of haywards embattled chief. The firsthand account from a woman who works at the Coroners Office. The work she did following the oakland warehouse fire. Developing news out of the east bay. Police chief Diane Stewart has retired. Since August Stewart has been on paid administrative leave pending an investigation. She is reportedly facing allegations of favoritism towards a contractor who later became her husband. Ktvu obtained a letter that the chief sent to the Police Department today. I made the difficult decision to leave the city of hayward and the department at this time and to pursue the next adventure in life. Ktvus Claudine Wong has been following this story this afternoon and joins us live from hayward with more. Claudine. Reporter gasia and mike, ive been inside city hall talking to the city manager about this. It all broke this morning. The announcement came about 10 30 when he got a file from the chief. It was actually delivered by the city managers office. And then the joint statement came out from both the chief and the city manager reading in part that they believe it is in the best interest of the men and women for the men and women of the hayward Police Department and the community she has served to retire at this time and allow the department and the community to move forward under the leadership of the new city manager. Of course keep in mind this has been ongoing since this investigation has been underway since august. Lets take you through what has happened. The police chief, yes, has retired. She has done so with the city manager saying she recognizes and praises the chief to strengthen the top ranking with a National Commission and relationship building. But the question of was this investigation warranted. And did it find anything at the end of it all . Well, at this point, we really still dont know. Because this investigation and the results of it have not been made public. And when i asked the city manager about when information would be released, was it worth it, what they found, here is what she had to say. Well, its my obligation as leader of this organization to investigate any complaint that i receive about any employee. And i feel like i did, you know, the most appropriate thing i could, which was go through a fair and thorough investigation. Reporter so what happens now . The results of the investigation i asked about getting those released. They will be in a personnel file so we wont get information specifically as to this. How much it cost taxpayers, how much they paid while waiting. We got numbers on that. We filed a request, ktvu has and we expect later this week we will get forth coming information. They do have to find a new chief. The city manager says that that search will begin. She is looking at some internal candidates to see if they will submit any interest applications there. But she will also look outside of the department. So a lot still unknown. At this time, this concludes it appears at least most of this investigation into the chief without much information about knowing what that investigation even found. Some of the work being done behind the scenes is to provide answers for families. A technician at the alameda Coroners Bureau has reached out to us about what it was like during the days following the fire. Ktvus amber lee has her story. I wanted people to know how hard the people at this office worked to help the families and the victims of the fire. Reporter victoria says she was called into work on the morning after the ghost ship far. For her and others at the Coroners Bureau, it was the start of several 15hour days. Her job, talking to families who wanted answers. The hardest ones were mothers and fathers asking if they would be able to see their sons and daughters. At a memorial. Reporter a question she says she couldnt answer. But there was something that she could do. Could do. We didnt know what to do except sit there on the phone and listen to them. I had a lot of parents tell me stories about their sons and daughter snooze down in the morgue, a team of doctors with the help of assistants and volunteers performed autopsies. They worked with utmost care and precision. The way that everyone worked together was amazing. Reporter she says the cause of death for most were smoke inhalation and most identified through fingerprints. I was heart broken when they would read off a name and i would think, i spoke with that family. And my heart broke. Reporter she says many victims had ids on them. And family members provided information that helped to identify the victim, such as tattoos and piercings. D piercings. We didnt want anybody to have to worry longer than they should have. Reporter normally the Coroners Bureau does four to six autopsies a day. On the monday following the fire, the staff did 20 autopsies. Victoria, who is 31 years old, the youth of the victims, roughly her own age hit close to home. Ome. I just think it was unfair. The way that it happened. Sorry. The actor best known as the father in the 80s sitcom growing pains died in los angeles. He suffered a heart attack while playing hockey with his 19yearold son carter. An investigation in milpitas has entered the second day as officials comb through a home for evidence of bomb making materials. Police served a search warrant yesterday at the home after neighbors complained about a strong chemical smell outside of the home. Inside they found gallons of chemicals that could be used to make explosives. A man was taken into custody. Charges could still be filed. The reason for the search warrant and the investigation is to figure out why the owner of the chemicals had them. That is being looked into. Whether or not charges will be filed will be determined later. Police say the suspect was living at the home with his mother and another woman and two children at the time the search warrant was served. There is new information about the Fatal Police Shooting of an unarmed 73yearold man in bakersfield. An officer fired several rounds at Francisco Serna near his home early monday morning. Family members say he was in the early stages of dementia and police did not need to use deadly force. But bakersfield pd says a neighbor had called 911 and erroneously reported that he was carrying a gun. And they say serna repeatedly ignored commands to show his hands. The fact that we thought we were dealing with an armed subject, approximately 20 to 30 seconds passed from the rp saying thats him to the first shot fired. They need to be held accountable because this is just happening too often to too many people. Eople. Last night hundreds of people gathered for a vigil outside of the home where serna was killed to express anger over his death. The l. A. Times reported that serna was holding a crucifixion at the time of the shooting. Pet owners in San Francisco should be concerned because there is a spike in dog nappings. One was caught on video. Watch as the thief takes the dog from outside of a whole foods store. It happened back in september. You can see the leash was wrapped around a pole. The dog napper unties the leash, takes the dog and walks away. A San Francisco news site report thats in some instances, police are vising pet owners in order to get their animal back, they should offer a specific cash award to the captors starting at 500. The city of sausalito will buy three license plate Surveillance Systems and place them around the city. Reporting that the city will spend 107,000 on cameras to take pictures of the license plates of vehicles entering and leaving sausalito. Police say when a crime is committed, they can check information from the cameras. That will help create a short list of cars possibly linked to the crime. The cameras will also be able to notify police if a vehicle on a wanted list comes into town. If youre planning to go to disneyland soon, get ready for more security.
