More than two hours ago. Then less than an hour ago, the chp tweeted that cleanup is under way and other lanes will open around 1 00 this afternoon. Lets go to meteorologist Rosemary Orozco who is tracking the storm with how much more are we going to get, rosemary. Yeah much the rain has tapered off considerably. We will get to the radar. I have a sixhour time lapse on this. At 6 00, you could see, wow, it was really coming down. Most people got caught up in it during the morning commute. If i put it in still motion to show you what is going on right now, you can see mostly cloudy skies. Im sure a little bit of drizzle falling off and on below the radar beam. Able to pick up a little bit of green on the east bay shoreline. Along i80. Wet through richmond and emryville and highway 13. Then it stretches over to areas along highway 24. Perhaps right around orinda. We will continue to just the on and off right stuff for today. More than an inch reported in many spots, including santa rosa. An inch and three tenths. 83 for oakland. San jose so happy to see. 91 reported at the airport thus far. I will continue to track this. For the rest of the day, i will show you the futurecast model. You can see foreyourself not a lot going on. Cloudy skies and moist air in place. That means we have the possibility of a few light scattered showers. In the afternoon commute, were looking good. There are several police cars trying to stop traffic from going through the water. There is an urban and small stream flood advisory for the area. An inch and a half of rain has fall then modesto. The rain was a problem throughout the morning commute, especially in the south bay. Crashes that occurred this morning caused a lot of backups on the freeways. The driver of one truck told us while traveling near 10th street, a car cut him off. He hit a puddle and went over the guardrail. Another car was involved. Both drivers were not hurt but one of the drivers was trapped in the car because it landed on its side. I lost control of the car after hydroplaning and jump the guardrail. What happened then. I was shocked i was still breathing. The chp responded to crashes all morning long. One slammed into the Center Divide near the vta railway. Fortunately no one was injured there. These crashes are happening because motorists are not slowing down on the wet roadways. One of the messest morning commutes was on the eastbound bay bridge. You can see all five lanes of 80 eastbound across the bay bridge now reopened. Just in the last couple of minutes since weve been standing here the first street onramp and essex street reopened. On 1st street, i can see backed up traffic there. Guys, the damage has already been done. Highway patrol investigators say the empty big rigged slammed into the side of the bridge. You can see by the heavily damaged cab of the truck why investigators say its lucky that the driver was able to walk away from the wreck. Overnight rain had soaked the road at the time of the crash. And the driver tells investigators there was another vehicle that drove away after causing the crash. Were hearing that there might have been another vehicle that cut him off. Reporter the truck jackknifed, blocking four of the eastbound lanes on the bridge just 100 yards past the 1st street onramp. Commuters were stuck in long backups. Alex chavez and his family were caught in an hours long traffic nightmare. My daughter had a sleep study. So after around 6 30, we have been here ever since. So youve been sitting on the road trying to get home for three hours. Yeah. And we live in the modesto area. That is even farther for us. Reporter clearing the wrecked big rig was just the beginning. One of the 50 gallon tanks was ruptured, spilling fuel all over the lanes of traffic. We showed how slick the road was. There is diesel road all over the road. Its like ice out here. Im able to slide around. In the 1, 2, 3 lanes there is oil on there. It is slick. There needs to have dirt laid down and then swept away. Ept away. Reporter you heard what the driver told chp. He says another vehicle cut him off. Chp is looking for anybody who might have been in this area around 5 00 and may have witnessed this accident. If you were driving in the area at that time, they want you to contact them. Guys. In a letter to congress this morning, the fbi says it is reopening its investigation into clintons use of a private server while she was secretary of state. This comes after the discovery of new emails. In just the past ten minutes, the an official says the newly discovered email did not come from her private server. Donald trump mentioned the investigation this morning while speaking to his supporters. She lied to congress. She lied to the fbi. She made 13 phones disappear, some with a hammer. Very proud that the fbi was willing to do this. Really. Very proud. Hillary clinton has yet to comment about the investigation. She ignored questions prosecute reporters while waiting at an iowa airport about the announcement. We just learned new information about an overnight homicide that happened in the east bay. In a rather unlikely place. What police are saying about the investigation and what the victim was doing moments before being gunned down. A major bust of heroin and cocaine that investigators say used amtrak to transport the drugs. Details of that story coming up after the break. We just learned new information about a deadly shooting in el cerrito that happened overnight. It took place in front of a home not far from the golf and country club. In the past few hours, henry lee learned the victim was a man in his 60s and he was shot and killed on his front porch. Henry is lee with what else he has learned. Reporter im on mira vista avenue in the quiet el cerrito hills neighborhood. An unlikely place for a murder investigation. It started around 9 00 last night. I learned that the man is 62 years old. He drove home from a social event about last night. A short time later, neighbors and his wife heard gunfire. She heard the shot as did others in the neighborhood and was unfortunately found out that it was her husband who was being shot outside. Reporter now, the victim died at the scene. His name has not been released. He is an intellectual property lawyer who works in downtown San Francisco. His family members this morning requested privacy. A house next door to the victims was hit by a bullet but no one there was hurt. Officers have little to go on. They dont have a motive and they dont know if the shooter was waiting for the victim or if his work as a lawyer had anything to do with this. Homicides are almost unheard of in el cerrito. Neighbors are shocked. They are rare. Fortunately they dont happen frequently. There is an unsolved case at this point. We definitely need people to be aware, to call in suspicious vehicles because it is possible that they were parked in the area and casing for somebody. It is shocking and alarming to hear about homicide in our neighborhood. This is a quiet residential street that is normally very quiet. I am alarmed. A San Francisco man is under arrest and another man has serious injuries after getting into a fight with a knife. The man was stabbed yet in an altercation with a 50yearold man who was heard shouting moments earlier in the plaza. The victim was stabbed multiple times. His injuries are considered lifethreatening. The suspect suffered a wound to his hand that they believe was caused by his own knife. He is being held on suspicion of attempted murder. Prosecutors have expanded their case against a former employee of the boys and girls club of sonoma valley. They have charged this man with lewd acts against a third young boy. He is facing a max numb of 15 years to life sentence if convicted. He is expected to enter to a plea on november 3rd when he returns to court. Federal prosecutors broke up a drug ring that was using amtrak to move large amounts of cocaine and heroin to chicago. During the past two years, prosecutors say the drugs were in automobile parts and pool filters and had tracking devices so they could be monitored throughout the country. The investigation found that the dealers also used fedex to send drugs to chicago. It doesnt surprise me that drug dealers would take advantage of whatever avenue they think they could ship their stuff through. Several suspects were arrested this week. New charges have been brought against two Oakland Raiders fans from new york accused of seriously beating a 55yearold maryland man during a football game. Scott smith and andrew nappy were indicted on charges of conspiracy to commit assault and reckless endangerment. Authorities say the victim was punched in the head and knocked unconscious during the game in baltimore earlier this month. There are hope for raiders fans hoping to keep the team in oakland. The casino mogul behind the move to las vegas is threatening to kill the deal. He has agreed to pay 650 million of a 1. 9 billion stadium in las vegas but he wants to own the stadium and rent it out to the raiders. He tells the news agency that he will walk away if he doesnt like the final terms of the deal. A representative is downplaying the comments saying the project is, quote, moving along very well. Santa clara mayor lisa gilmore says the 49ers are not cooperating with the city audit of the finances. According to reports, the mayor says the 49ers have refused to turn over requested documents. But 49ers say they are cooperating with auditors. The purpose is to determine whether public funds have been used to subsidize stadium operations which would be a violation of the voter approved measure that led to the construction of the stadium. The chp has been handling a fair number of crashes. But officer schultz, you said to us that people overall seem to be taking it easy. You havent had as many accidents as you might have expected. True. Normally on rainy days such as today, weve had a small amount of collisions. But nothing nothing where we thought it may have been. So its good. Its nice to see people are taking warning to what the Road Conditions are. Reporter we are going to see more rain in the bay area over the coming days. What are the biggest mistakes that drives make when the roadways are wet and there is heavy rainfall. The biggest mistake we see are people driving too fast, they dont allow enough time in the morning for the different weather conditions. Theyre following vehicles too closely. And they may be a little distracted. Theyre in a hurry in the morning. We just want people to slow down a little bit. Give a little extra time. We would rather get to where theyre going. It may take a few extra minute snooze one of the other things that officer schultz was saying is even when the rain is not actually coming down, you can still have very dangerous conditions. Says the small cessna was headed for oakland when the pilot decided to divert to alameda and land on a decommissioned runway. The Fire Department rushed to the scene. The pilot landed safely. Now to San Francisco where the man shot and wounded by police on tuesday is facing attempted murder charges. He is accused of driving a stolen car to San Francisco. When authorities tried to pull him over, investigators say he dragged a chp officer with his car while trying to escape, forcing other officers to shoot him. He is still in the hospital in serious condition. The injured officer is expected to recover. Questions are being raised today about active Shooter Training for staff and students at San Franciscos schools after last weeks shooting outside of a high school in the excelsior district. Officers responding to that shooting at the june Jordan High School were met with confused staff members. They told officers they did not need to search the school because there was not an active shooter on campus. There is not a specific mandate for active Shooter Training. A suspected car thief is in custody. The suspect was driving a stolen 2003 crown victoria, a car that looks similar to Police Patrol vehicles. The pursuit ended when the driver crashed into several cars at hern avenue overpass. He now faces felony hit and run and several other charges. Emryville police are investigating a robbery that happened at the Nordstrom Rack store. They responded to a 911 call at the store. A man walked into the store and went to a rack of purses and ripped them off the security cable. He ran outside of the store, jumped on a bicycle and ran away. A Security Officer followed the suspect but the suspect pulled out a gun and the Security Guard ran in the other direction in fear for his safety. There was a robbery at the Buddhist Center on 17th street. One volunteer was distracted while another man grabbed a laptop. One robber pulled out a pair of scissors and threatened the volunteer when he asked for the computer back. 2 investigates reveals for the first time a rare bacteria has been found on bay area public transit. Researchers from San FranciscoState University collected samples from both bart seats and muni seats. On muni, they discovered a bacteria never before seen in the bay area. It is a bacteria previously found in the south china sea, in korean wastewater and one sick child in canada. We found this strain that was difficult to identify at first. We were able to identify it finally. And i had never heard of that one. Could that bacteria be dangerous . It could be. But you dont know. We dont know. Muni went over the findings with the Health Department and based on their analysis, there is no danger. Both agencies remind riders that they clean trains and buses daily. Reporter when you step into the english classroom at san lorenzo high school, it doesnt take long to find what she is happy about. Theyre made from metal and wood. And the metal has been torn. It has sections that will snag clothing. Reporter she says the chairs are 60 years old. And for three years, she has asked to have them replaced. They acted like i had asked for the moon and the stars. And i was told there are no chairs. There wont be chairs. You need to stop asking. And i said okay. So i did a gofundme. I got about 500 of it paid for. I paid for the other 200. Reporter she went online and bought 24 green chairs. Still in the wrapping from an Online School reseller. But the superiors said she could not bring them to the classroom. So now they sit outside on her apartment patio. It shouldnt be as hard for something as simple as chairs. Its just ridiculous. Thats all. Reporter the San Lorenzo Unified School District says why they applaud the fundraising, they are afraid to place the chairs in the classroom because of the purchasing protocol. These are things we get audited on. There are a lot of things that would trigger compliance issues from our end. It is not just simply the fact that it was not a district approved vendor. Wouldnt there be a liability issue with broken down chairs. Reporter several parents, a School Employee and Teachers Union expressed frustration with the strict policies. The school has no money and they cant accept donated chairs . That is ridiculous. We have dedicated teachers in our district who would do anything for the kids. This teacher is a hero. Reporter there are several steps that she would have to take to get the new chairs in the classroom. In the meantime they ordered 151 new chairs and tables that are set to arrive in two weeks. Depending on the success, they could hold another popup store in the future. October is Breast Cancer awareness month. Over the past few weeks, we have brought you stories about how cancer has affected lives in different ways. One of the biggest roadblocks to Cancer Treatment can at times be transportation, getting to a medical appointment. Thats why the American Cancer Society has a program where volunteer drivers provide rides to Cancer Patients for free. Rob roth spoke with drivers and a patient about this road to recovery. Reporter this blue honda is certainly no ambulance but it is something of a life saver. The woman behind the wheel is a volunteer driver for the American Cancer Society. I feel like i can help people right now. Reporter she is on her way to the san jose home of a woman battling a recurrence of Breast Cancer. On that day, the patient who didnt want to show her face had an important medical appointment ten miles away but she wouldnt have any way to get there if it wasnt for the drivers who help her out. They take me like family. I cant take myself. They are good. They feel like they are your family. Yes. A lot of patients hug me and they really appreciate what im doing. Actually this is rewarding. Reporter she is one of about 250 drivers in the bay area who using their own cars drive Cancer Patients to their medical appointments, wait and then drive them back home. The American Cancer Society calls it the road to recovery. You get the Immediate Gratification of seeing what you have done for people. Reporter this woman was once a cancer patient and now she is a volunteer driver. Telling them that i am a survivor, im a Breast Cancer survivor, they immediately feel like they too can survive this. And they dont you can talk them out of being so afraid. Reporter more than 400 bay area Cancer Patients received rides last year. Patients cant always impose on working family members. They are appreciative and hug you and thank you and you know youre doing them a great service. Reporter those at the American Cancer Society say what they really need are more volunteer drivers, especially in San Francisco, San Mateo County and the east bay. As we have been talking about recently, this is a warmer storm, not impacting the passes. But the next system coming in, the one on sunday, is expected to drop out of the gulf of alaska. This will be a polar storm. This is expected to impact the passes. So if youre getting up the hill today, youre not going to have any trouble at least when it comes to snow.
