It is extremely hot outside. Because of that, calfire says they are going to have a tough time fighting this fire. In a few moments we will have a live report from San Bernardino county. Right now we want to take you to some live pictures there from this fire. You can see that structure right there has been destroyed. Its one of several that have been consumed. Yeah, we dont have a firm count exactly how many structures have been burned. 24 hours ago, cristina, we had live pictures of homes and buildings being burned by this fire. 1300 personnel. We saw an air tanker. The air attack very important today. Obviously still very dangerous fire conditions there . Have you noticed the fires that are breaking out, the humungous ones are in the south. Thats a function of the drought. El nino did not deliver at all this past winter. So the explosive growth. Of course, the weather conditions a big factor. Also the drought. Extremely dry. Taking a look at the temperature pattern out there and the fog, just limited to the coastline closer to Santa Barbara in that area. Taking a look at the one center close to the fire zone, it is already 94 degrees. Winds sustained at 11 miles an hour. That means you could have gusts approaching 20 Miles Per Hour. Of course, the terrain and access always challenging. Look at that humidity down to singledigits around 7 . So thats a big concern for the fire crews in this area. As far as the plan for today, take a look at the highs. Topping 100 degrees. Winds variable around 5 to 10 Miles Per Hour and humidity levels at 10 to 15 . We are down to singledigits in the fire zone right now. That will continue to be a big challenge for the fire crews. We had so much rainfall here in the bay area, northern california. Its helping us out a little bit in terms of of course, we have fires and the growth out there, but things very dry to the south. That fire has gone from a few acres to thousands of acres in a few hours. You talk about the humidity at 70 . Whats the number we would like to see . 100 . If you go to ocean beach they are at 7 . Yeah. That one site. They could be down to maybe 3 or 4 in some parts of the fire zone. You wish you could bring in the marine layer and transport that fog. You appreciate the work the firefighters have been doing. When you are in gear, trying to put this out in 100 to 105 degree temperatures, you got to feel for them. I mentioned 1300 personnel on scene. Eight air tankers. Eight choppers. The aerial attack underway. But the damage already being done. More than 24 hours after that fire first kicked up there near interstate 15 in San Bernardino county. Mark, thank you. We will check back with you in a bit. And moving now to another wildfire. This one in lake county. It is now 40 contained. In just over an hour the man accused of deliberately setting that fire and others will appear in court. Damin pashilk faces 17 arson related charges. The clayton fire has burned 3900 acres, destroyed 175 buildings and is threatening 380 others. Ktvus alex savidge explains what crews are now doing in the devastated town of lower lake was residents start to return. Reporter there is a lot of work that has to be done before evacuees can return. Fire crews are still going through some of these burned out areas and making sure there are no more hot spots. Nothing else that could reignite. We have been seeing calfire crews coming through and trying to pull out belongings from some of these burned out homes and businesses to save whatever they can for people once they return. There is also the issue of power. Pg e trying to get power restored in this area. I want to bring in Bryce Bennett with calfire. Talk to me about how soon all of those evacuees might be able to return to lower lake. Its hard to say. We have so many different agencies working on so many different things. Water, sewer, the power lines. Everything. We need to make sure its safe for the public to reenter this area. All those agencies working together to get it done as quick as we can. We dont have a timeline quite yet. Reporter you feel comfortable though, although you never want to get too comfortable, you feel fairly comfortable with where the fire is at this point . Yes. The fire is under control for 40 today. Crews working around, looking at hot spots. We want to get the hot spots taken care of. Today a probability of ignition of 100 . That means one single ember could start this fire back up again. Crews arent going home yet. There is a lot of work to do. Reporter now standing at 40 containment. Thank you very much. Bryce bennett with calfire taking some time today. Again, the scene here in lower lake is one where you have repair work, restoration work happening. Pg e crews are on the ground here. They are trying to restore power to about 700 customers who are without power here. Pg e says their goal is to get the lights back on to all of those customers before evacuees can return to this community. Alex savidge, ktvu, fox 2 news. On ktvu. Back now to our developing story on the blue cut fire raging in San Bernardino county. Right now more than 80,000 people have been ordered to evacuate. Victoria is live in the community of feeli in this afternoon. Reporter it has been devastating. This is a Small Community here. We are on hess road off the 138. You can see what the fire did to this community. Crews will be coming through with cadaver dogs to sniff for anyone who might not have gotten out because the fire blew through so quickly. This fire doubled in size overnight, growing now to more than 30,000 acres. This has really been challenging for firefighters to get a hold of because of the dry conditions and the wind in this area, which is just starting to kick up again this afternoon. It spread those flames really quickly. Officials called the growth of this fire explosive and said this seems to be the new normal for fire conditions this year. They plan to hit the fire hard today with helicopters and with air tankers. In my 40 years of fighting fire, i have never seen a fire behavior so extreme as it was yesterday. Rapid rates of spread. We have had spotting up to a half a mile ahead of the fire. We have a red flag warning for the next several days for hot and dry conditions. Yesterdays actions were totally defensive on the incident. We were doing a lot of structure defense and we are trying to get ahead of the fire to protect the affected communities of keenbrook, liddle creek, wrightwood. Reporter firefighters from across california have been brought into fight this fire. We know we have crews also from northern california. Right now more than 1300 personnel are working to contain it. It is zero percent contained. Crews are assessing the damage. They dont have a count of how many homes with burned. Structures have been lost. That includes a mcdonalds on the cajon pass and the historic summit inn restaurant. More than 34,000 homes have been evacuated, and that amounts to roughly 82,000 people. I was able to get up this morning and get some eyes on it from the air. In a word, it was devastating. A lot of homes lost yesterday. There will be a lot of families that come home to nothing. If there is a bright side, a Silver Lining, there are some homes that were saved. Reporter back out here live, you can see the wind blowing and the smoke in the air right over the hill. Here is the community of brightwood. The Sheriffs Department is asking folks if they are asked to evacuate, that they dont delay. Pack their things, pack their animals and evacuate immediately. Live in phelan, fox news. And a quick question. We heard the firefighter in your report talk about how some homes were indeed saved. Is there a lot of structure protection still going on in other communities outside of phelan . Absolutely. Just driving down this road here, the 138, we see firefighters stationed at many homes in this community. Again in wrightwood they are trying to keep the fire away from those homes. Even in this community in phalen, we see some success stories. Some homes have been saved. They are just torched. One more for you. Flying drones has been a problem for calfire and they told people not to fly the drones around fire scenes. Have you had any reports over the last 24 hours of aircraft, because aircraft is critical on this blue cut fire, any reports of drones in the area . Reporter no. So far no reports of drones being able to hamper these fire conditions. Really its been the folks that have decided to stay back in their homes and not evacuate. That has been the biggest problem for firefighters because they cant get in. They cant do their job because they are worried about protecting the folks who have reduced to leave. Thats why the Sheriffs Department is asking folks to evacuate if they are asked to do so. Thank you so much. Reporting live from San Bernardino county. The red cross says more than 1,000 disaster volunteers are headed to louisiana to help with flood relief efforts. Its killed at least 11 people. Its damaged at least 40,000 homes. Their next door neighbor, you can get a sense of how high the water was just by looking at the waterline on the house. You see the debris line on the window here. If my photographer keeps panning that way you can see it feels a bit apocalyptic when you drive through the middle of the road. There is a car stalled out in the road. A note from State Farm Insurance on it. So its just interesting. Backtoback stories. They could use the rainfall in Southern California where its completely dry. Obviously, excessive rainfall rates over the past few days for parts of the south targeting portions of louisiana. You can pick out the local radar. Daly city, portions of San Francisco, more sunshine breaking out over downtown San Francisco and for the rest of the bay area. Inland it is warming up already. Walnut creek 84. Livermore 82 degrees. San jose 8. Santa rosa checking in at 71 degrees. So patchy fog near the coast and bay. We are tracking this area of High Pressure offshore. Its strengthening and weakening over the next few days. Today cool coast. Patchy fog. Warm to hot inland. Lots of sunshine there. And then well just monitor some minor temperature changes over the next few days. But today take your pick. We have a big range out there. Santa rosa will go with 81 degrees. Triple digits to clearlake. The heat a factor there. Out towards vacaville 100 degrees. Around the rim of the base 70s to 80. Inland brentwood on the hot side. Upper 90s. San jose 91. Morgan hill 84. And San Francisco 65 degrees. Still some patchy fog especially for the western half of San Francisco. 19th avenue, areas to the west of that. Temperatures for tomorrow may cool off just a little bit. You can see the temperature trend. We will shave off a few degrees for thursday and friday. Looks like the cooling trend will continue into the weekend. So at least we are not talking about an excessive period of tripledigit heat in the bay area. Another hot day inland. Its nice to have those options in the bay area. The microclimate not much a factor today. Thank you so much. Well, coming up, a controversial plan to deal with the homeless in the south bay was just approved. Today on mornings on 2 ktvus alex savidge spoke to one homeowner who returned to look for her cats that she was forced to leave behind when she evacuated. Reporter your main priority when you came back in here was to tried to find all of your cats that you had to leave behind . Correct. Reporter you have found some of them . Correct. Reporter how many more are you looking for . Two more. I am looking for two more. And then i can carry on. Then i will be able to heal and rebuild my life. But until then, all of this stuff has to wait. Reporter why did you have to leave them behind . There was no time. The fire was already here in the backyard. The flames were huge. I do have four alive. Reporter after you find your pets, hopefully you find them all, then you have to deal with the destruction that is left behind . So i am going to take my time with that. Just heartbreaking. And in just about 40 minutes, the man accused of starting the clayton fire is scheduled to be in court. Still many questions remain as to why someone would intensionally start such a devastating fire. To better understand the mind of a serial arsonist, we talked to a forensic psychiatrist. Reporter the flames have turned lifelong dreams into a hellish landscape of burnt homes and emotional pain for lake county residents. Its ridiculous. Up all night. Reporter the arrests of Damin Pashilk charged with 17 counts of arson has sparked questions of how and why anyone could become a serial arsonist. Dr. John chamberlain is an expert on fire setting. He says a serial arsonist fits a range of mental profiles. One would be fire as a means to make a social or political statement. Another is someone with an intent to commit a crime. The kind of criminal element would be another profile where you have someone who is doing this more for monetary gain or to possibly hurt people. Reporter he says arson can also involve mental illness. The most common personality disorder, using fire for emotional release and empowerment. They feel very angry. They dont have very good methods of coping with their anger, with their stress. Reporter other factors are conditions such as schizophrenia or bipolar disorder. The most rare, he says, is pyromania. The classic in pyromania is the person feels very tense, uptight, anxious, stressed out, and the way that they have learned to combat that is to set a fire. Reporter investigators say pashilk had a prior criminal history. In january of 2002, he was sentenced to prison for five years on drug possession and firearms charges. He was an inmate firefighter for several months before being released. The lake County District attorney said he had been under investigation for more than a year. Fire forensic expert john dehahn says investigating wild land arson is very difficult. Its very challenging because of the effects of weather and terrain you dont have to deal with in structure fires. Reporter pashilks neighbor and friend says she doesnt believe he could have committed the crimes. I dont see him doing that. He wouldnt do that. He wouldnt put kids in danger like that. Those have to be 50 feet, if not more, at this hour. I remember 24 hours ago cristina sitting here with you as we watched live pictures when this fire started up. We noticed the wind. Once again from the live report, our reporter down there who checked in with us 20 minutes ago, she said the wind was picking up as well this afternoon. Yeah. Eight tankers hitting this hard as well as a number of choppers. You can see why they are laying that retardant on the ridge. Down below you can see some sort of community, homes, possibly a clubhouse of some sort down there. Thats the reason for those retardant drops. Mark tamayo, lets bring you in right now as we watch these live pictures of the blue cut fire. Still red flag conditions down there . Yeah, thats right, we have a red flag warning posted for today and through tomorrow night. A combination of the very hot temperatures, the dry conditions, and also some pretty gusty winds in that area. Easily around 15 to 20 Miles Per Hour. And this is just a little snapshot. Of course, this fire is huge. This gives you a perfect example. That fire likes to burn uphill. It seems like it wants to accelerate. I am sure fire crews saw the location of the property they are trying to protect and thats why you see those red lines around that area as a form of, hopefully, a barrier to protect that area from the flames which have been very aggressive since this fire started yesterday. Unfortunately, the weather not helping out too much for today. Temperatures already in the upper 90s, close to 100 degrees and very dry. We talked about the humidity down through 7 . So those flames still just extreme fire behavior in this region and we also touched on the drought conditions. They heard see much about el nino last winter. El nino did not deliver. Things just as dry as last year, if not drier. Mark, if i could chirp in real quick, when you talk about in Southern California, especially those santa ana winds, is this an example . No. Thats typically the north northeasterly winds that kick up in the fall. We have the diablo winds. Northeasterly winds. Thats not setting up right now. It gives you an idea that even without the winds you can see how rapid a fire can grow for this part of the state. We will continue to keep an eye on the changing conditions. We will take a look at the current temperatures in Southern California right now. Already 100 degrees in San Bernardino. This is the temperature contour. Let me clear that out for a second. You can see some of the winds speeds, at least the wind direction at the surface, and its more of a southerly wind. A southwesterly wind setting up. Strong enough to help spread that fire and that red flag warning in place right now right on through tomorrow night. Here we go.
