When a suv pulled in front of her in east oakland saturday night. Two suvs collided and the impact sent the sergeants car up onto the sidewalk. She sat dazed and pinned inside her car. The suspect, unconnected to the collision, walked up and fired a single shot. I just got shot at. Reporter clark went hit by gunfire. As for a motive, he may have been inspired by recent killings of Police Across the country. He did make some statements when he conducted that act that would lead me to believe it is part of that story. The overall narrative thats going on nationally. Reporter as a result of this and other incidents, police have been pairing up on patrols, but sergeants work alone. All right. So obviously Oakland Police happy to make an arrest in this case. I know you were at that News Conference and they also made an announcement regarding a recent homicide . Reporter thats right. Police have arrested four suspects and all four have been charged with murder in a separate case. This is the july 9th shooting death of anthony stevens. The fifth suspect Tyrone Terrell is still being sought. Tips from the community helped police in both cases. I like to highlight today most importantly that even though our trying times with our strained relationships with the community and Law Enforcement through the country, the citizens of oakland have stepped up in both of these cases. Reporter that captain thanked the community for stepping up in the arrest of the suspect and the sergeants shooting and the other case. All these arrests come as the city of oakland is still searching for a Permanent Police chief amid a series of misconduct case, including that sex exploitation scandal involving a young woman. In that video we saw the mayor of oakland there, henry. What did she have to say . Reporter she said that she addressed the recent controversies regarding the department and the mission of officers trying to fight crime. I also remain deeply sorry for the recent events that have damaged community trust, and that is why its so important that we stand in front of you today to demonstrate that we are so committed to the mission of this department. Traffic conditions on a busy freeway in the east bay back to normal this noontime after that deadly accident involving a pedestrian this morning shut down every lane. The Highway Patrol blocked all lanes of northbound 880 before four this morning in oakland. This is the nearby 66th avenue offramp. Investigators say a man was struck by a car after he walked into the fast lane of traffic. That man has not been identified and the chp is trying to figure out why he was walking on the freeway. The driver of the car was not injured and stayed at the scene and is cooperating with investigators. There could soon be several projects to help ease Traffic Congestion along the bay bridge corridor. According to reports, transportation officials have approved 30 million to provide some shortterm solutions. The metropolitan transportation commissions plan includes things like adding double decker buses, creating more designated carpool pickup areas and adding more ferry service. Monterey county now, the soberanes fire has destroyed more homes. It grew slightly overnight to 27,000 acres. Its 10 contained. One of the Biggest Challenges for firefighters is access. Ktvus janine de la vega has more on the conditions as firefighters push to increase that containment. Reporter it has been a grueling beak for firefighters. They are at the mercy of the wind and the heat. They are back out on the fire lines today hoping to make progress. The fire grew overnight and has now burned more than 27,000 acres. Crews worked overnight and through the morning using bulldozers to stop the flames, but containment remains at 10 . The flames ended up consuming more homes. The total number that has been destroyed has climbed to 34. Homeowners are increasingly worried. More neighborhoods have been evacuating and those in surrounding areas are wondering if they will be next. Firefighters are trying best to protect structures. The work is hot and hard. Reporter firefighters say they are being mindful of safety, especially after word spread that a bulldozer operator died when the bulldozer rolled over steep terrain in the fire. The current climate of mistrust between some members of the community and police is well documented. But in one city in the east bay there has been a unique approach that has been around now for nearly a decade. There are conflicting reports about how a man from pittsburg died after fleeing from police and fighting with cops. Authorities say the 32yearold who had an outstanding felony warrant for drug offenses and was on probation refused to pull his car over tuesday afternoon when police tried to stop him. He drove to a friends house and ran into the open garage. Officers chased him inside. Thats where the stories differ. Police say martinez fought the police and even bit an officer and kept fighting even after being tased. However, a witness said martinez had two officers on top of him and could not move when he was pulled behind closed doors and out of sight. They dragged him in the house and continued to beat on him after he was already apprehended. Reporter what makes you think he was beaten . I could hear it. I could hear tasers going off. I could hear them smacking him. Pittsburg police say martinez lost consciousness, was revived, but later died at the hospital. The Police Officers were wearing body cameras and say the video backs them up, but so far that video has into the been released. A San Francisco man is in jail after his neighbors say he fired several shots in their home leading responding officers to a surprising discovery. It happened a mile from the cal palace. Police say 25yearold Alexander Morales neighbors called to report the shooting. When officers arrived they talked him into peacefully surrendering, and then they found an arsenal of weapons in his home. We have always tried to end things peacefully, and this was an incident where, once we found out that there were assault weapons, we obviously back up and take a different approach where were not going to storm the house and lead officers to get shot or suspects to get shot or anything else. Officers say they found 55 weapons inside the home, including hand guns, assault rifles, even a bazooka. Morales is expected to face charges of assault with a deadly weapon, shooting into an inhabited residence, and possession of illegal weapons. The San FranciscoPolice Commission is asking for Community Input in selecting the next chief. They want people to fill out an Online Survey to give input about the recruitment process. There will be five Community Meetings next month to ask people what qualities they are looking for in a chief. One of the Police Commissioners was on mornings on 2 and told us that candidates from both inside and outside the department will be considered. We just want the best person. We just want the best person. I know there are pros and cons. In the end we will be looking for the best person. The department is changing. Its changing. We want to change the culture of the department. Tough incidents that shape what the San Francisco pd is. Its changing right now. What we do is want somebody to continue the new policing, the new way of policing we are doing in San Francisco moving forward. The information collected will be given to the Police Commission in september before any potential candidates are interviewed. Students and faculty at uc berkeley say there have been 19 reported vehicle breakins since the first of june. They have occurred in various parking lots and in most cases the burglars broke a window to get into the vehicle and take the valuables. Investigators now say a breakthrough this Dna Technology is offering new clues to a 20yearold cold case. In 1997, a mans torso was found south of byron, and now as ktvu reports, there is new hope that detectives may be finally able to identify him. Reporter on a desolate stretch of road surrounded by acres of open land a man walking his dog made the disturbing discovery may 27th, 1997. On the side of the road was a mans torso. Someone is missing a loved one. Reporter Sergeant Ray Kelly with the alameda Sheriffs Office says for two decades investigators had no way to identify the victim. A torso badly decomposed with no fingerprints, dental records or skull. We have worked with anthropologists and forensic artists to reconstruct people to see what they look like. But in this case all we have is a torso. Reporter now after nearly two decades Dna Technology has given the victim a face. Detectives say they received this composite picture which analyzed the genes in the victims dna example. It predicted probable skin color, eye and hair color, facial hair, and age. Detectives say they have had Success Generating composites and they hope the picture of their victim might help put a name to the man. Is it someone that you may have known . Is it someone you went to high school with . We dont know if our victim is from the bay area. He could have been dropped here from within the state anywhere in the country. A vallejo family is outraged after Police Officers shot their dog. The police are defending the shooting. Investigators say the officers were responding to a report of a domestic dispute when a pit bull ran towards them. They say when a tase dermot work an officer fired her gun and wounded that dog. The owners say the officers had the wrong address and the dog was on its own property but police say the original caller gave them an address that did not exist and they thought they heard arguing from the home where the dog charged. This particular officer articulated that if she did not discharge her firearm, she felt she would have been immediately attacked by the dog. I didnt hear them, police, is everything okay . I didnt hear them try to stop the dog. All i heard was boom, boom, boom. Police say a supervisor documented the incident and is working on a report that will be sent to internal affairs for review. Well, like many cities, oakland is grappling with the growing homeless population. And while city hall works on longterm solutions, there is an effort to deal with the issue in humane ways. One homeless encampment where some of the residents say an unspoken agreement exists with the city. Reporter in west oakland amidst the constant rumble of bart trains, a dozen Homeless People have pitched tents and tarps creating covered shelters they call home. Seans place behind the tarp is neat and well kept. He invited us inside. He says he found every item here on the street, including the fireplace. He recycles to make a living. [ inaudible ]. Reporter outside moses created this sign, homeless lives matter, to. He says its a tribute to the homeless who died on the streets. [ inaudible ]. Reporter moses describes this encampment as a village made up of family and friends. He describes the citys approach in dealing with the homeless as compassionate. Moses said things started to change last year. He called it an unspoken agreement between the homeless and the city of oakland. The homeless keep their sidewalk tidy and leave their garbage on a designated corner and the city picks up from the encampments once or twice a week. [ inaudible ]. Reporter he says police do not harass them as long as they dont cause trouble or break the law. [ inaudible ]. Reporter City Council Member noel guyer has gotten to know the homeless and worked out an agreement to keep the neighborhood clean of trash. We dont have enough housing for everybody. Certainly helping putting people in jail doesnt help. Reporter sundays he took off the three and a half years ago the number of homeless has doubled in oakland. He says moving them around does not work. And while we look for longterm solutions, Society Needs to find a way to help. He says every saturday he joins a team of volunteers who distribute plastic bags to the homeless and pick up their garage. We are all human beings trying to accomplish the same thing. Its just that some, their luck has run out more than others. We got to Work Together. Reporter moses says his luck ran out 13 years ago when he lost his job as an account manager in the corporate world. He has never lost his passion. [ inaudible ]. Reporter at one time moses says he had 200 relatives living in oakland. Now only ten family members remain. He says everyone else has been forced out by the high cost of housing.
