Reporter more than 1600 homes are threatened so there are lots of concerned residents. 300 people have been evacuated and the red cross is helping them at a temporary shelter at carmel middle school. The spca is taking in displaced pets. There are no plans to close any part of highway 1. There are fire crews monitoring the fire, but it seems to be burning out as it travels close tore the ocean because it is being helped by the weather at least near the coast. I can only imagine the exhaustion the firefighters with the high temperatures and palo alto. They are a team down there in terms of just getting through. Can you tell us about the environment down there . I cant even picture what they are dealing with. Reporter yeah. And you can really feel the heat. We actually just ran into a firefighter from fremont. A captain from there. And he was telling me how he is just coming off of his 24 hour shift. How rugged the terrain is and how he laid down, you know, just hundreds and hundreds of feet of hose. It is very heavy. They were carrying 200 pounds apiece. It is very exhausting work. Our thoughts are with them. Hope they stay safe. Thank you very much for that report. Well firefighters are making progress with the sand fire in la county. The wild fire has grown to just over 37,000 acres but containment is also up this noontime to 25 . Conditions have improved enough to allow most evacuees to return home. It started last fire in dry brush. Lets check in with meteorologist Rosemary Orozco about the fire conditions on this tuesday. Hey rosemary. Reporter it is is a warm one. We are looking at temperatures 70s and 80s. Not too bad for the end of july. It could be worse. We have relative humidity down to about 20 as we get into the afternoon. The wind generally light. It is bearable at this point. We do still have a bit of a southerly flow and that will continue to push a little bit of smoke into our area. We have a spare the air alert in place for today with our sensitive groups in the inner east bay as well as the santa clara valley. Especially worth noting here that we may see again, just the smoke drifting overhead. It really could be anywhere. But moderate air quality expected for the rest of the day. We also have winds coming in from the north from that High Pressure over the pacific. The on shore breeze really started to lose that early on. Three people are in custody following a deadly shooting outside of a florida nightclub. Two teenagers were killed early yesterday morning in fort myers. More than a dozen people were injured with the youngest victim being 12 years old. Police say the teens were at a party at club blue when someone opened fire in the parking lot. Governor jerry brown signed a bill requiring newly purchased vehicles to have temporary numbered license plates as soon as they roll off the lot. As ktvu fox 2 news Jana Katsuyama reports, this new law could help the state elect millions of dollars in lost toll revenue. Reporter it is a law that will bring california in line with the rest of the nation. There can no longer be paper dealer ads. They will be required to have a temporary numbered paper license plate before leaving the dealer lot. Starting in 2015, our report found drivers were increasingly evading toll payments because cameras had no way to identify the vehicles with paper dealer ads instead of plates leading to millions of dollars of uncollected tolls at the toll bridges, the Golden Gate Bridge and Southern California toll roads. Now, new data obtained shows californias toll revenue lost exceeded 19 million knew to no license plates in the 201415 fiscal year. The new law also aims to help Law Enforcement officers who say criminals have been able to escape by using cars with no license plates. The status quo is a threat to Public Safety. Well, today, a federal judge in San Francisco gave preliminary approval to a 15 billion settlement in volkswagens diesel emissions case. Vw had already agreed to the deal to buy back and repair about 475,000 diesel cars. Under the deal, they could receive 5 and 10,000 each. The approval means attorneys can start finding out how much they would get if they chose the buy back option. Metering lights in alameda and contra costa counties are online. Two of the tires on her Subaru Forester have been slashed and because it is a four wheel drive, she is having to replace all four tires. Bart tells me the tires were slashed on seven different cars yesterday all in the same general area of the rock ridge parking lot. It has been a frustrating ordeal as you can well imagine for all of those bart riders. It is frustrating and rock ridge is usually a very safe bart station. But i assume for all ever us there affected last night, it is not a pleasant morning to wake up to have to deal with this. We understand there may be some Surveillance Video showing the vandals in action but it is not being released at least at this time. Thank you very much alex. Hundreds of court clerk ins Santa Clara County are threatening to go on strike as early as next month. The clerks for the superior court system say they havent had a pay raise for years and are threatening to walk off the job if they dont get a better contract. They make about 55,000 a year in one of the countrys most expensive areas. Groups are hoping to close a state law loophole allowing landlords to close some rents. The group held a rally outside a Real Estate Auction in the Mission District over a man in danger of losing his apartment. Christopher holdens partner recently passed a way and his landlord is using the death to increase rent almost 50 . The problem is that only his partners name is on the lease meaning under law, the rent can be raised to market value. I havent had enough time to grieve really. When somebody close to you dies it takes six months to a year to really finish grieving so i have had to gain the strength to try to figure this out in the meantime. The San Francisco Apartment Association says if rent control rates were passed on from person to person, landlords in building owners would not be able to support themselves and do things like building maintenance. The San Francisco city council would waive zoning restrictions to reduce waiting lists for shelters. It is estimated 2,000 people are homeless in sonoma county. We need to bring the housing we need. The interim services we need. All the things an everyone come together and wrap our arms around this issue and create change. Santa rosa also wrote a let tore Governor Brown asking him to declare a state of emergency on the homeless issue. Now to todays segment 2 on a new kind of Summer School in the east bay. It is a rigorous fiveweek program called smash which is designed to help underrepresented minority students. Reporter as Paul Chambers reports, it requires commitment and is an example of the work being done. The academy was created to level the Playing Field to make the tech world more diverse. Those enrolling in a Summer Program have to be committed for three years. We went to the berkeley campus. Reporter it is a hands on college prep program. I encourage you to find out what keep of the bugs are. Reporter for stem. We dont see a lot of people of color. We see white, asian, males, predominantly. Reporter and that culture is changing thanks to level Playing Field institutes free summer math and science honors academy. We learn computer science, biology, physics. A lot of courses we dont have at our everyday high schools. Reporter being part of the program is is a major commitment. It runs over three years for five weeks each summer. From sophomore through senior years of high school. And dont call them students. They are scholars for a reason. We want to identify them as more than just students. They are on a College Campus to be prepared to become college citizens. Reporter the scholars are given a taste of college life during the five week academy. They live in dorms, on campus, around the clock. There are classes from 8 00 in the morning to 4 00 in the afternoon with a lunch break. We are coming here to learn. And to grow. We have College Success course so they can learn some of the skills involved with being successful in college. This is a great program. I knew in my heart, we would have fun. But it is still going to be educational. Reporter besides academic aspects, the scholars have access to mentors, they learn about networking and public speaking. Perhaps the most important take away, the environment which they are taught. Most of the instructors are people of color. Nearly half of the scholars are girls. The academy stresses diversity to uplift underrepresented people of color. 49 of the scholars are latino. 26 africanamerican. 8 multiracial. 6 southeast asian. More than 80 qualify for free or reduced cost lunch. These people of color you see around us, the environment we are building is to sort of change that and see the leaders we are building and the future come toward more color in stem. Us getting in the setting and learning these new things, we are leveling the Playing Field. And we are going to get there. Reporter and that they are. After 13 years of smash, the success rate is through the roof. Just ask the parents and the programs founder. 100 of our scholars have graduated high school. Half of our kids go to top 1 colleges and universities. They keep saying we cant find people of color to hire. Well, this program is preparing those students of colors to take their place within society. Reporter smash is on ucla stanford just this year. Uc davis and moore house were also added. Look for the story in the news station. There was a tearful vigil for a teenage girl kidnapped two weeks ago. People gathered where 15year old pearl penson was last seen. One person heard a gunshot as she was dragged away. 19yearold Fernando Castro kidnapped her and he was killed in a shootout the day after the abduction. I wake up. A Supreme Court judge approved San Franciscos review and approval process for an arena built in the Mission Bay Neighborhood near the new ucsf medical center.
