Com and our mobile app. Developing news from the sierra where a wildfire burning south of yosemite has forced evacuations in the town of mariposa. Governor brown declared a state of emergency. Cal fire says the Detwiler Fire doubled in size and has burned almost 20,000 acres. Authorities say the flames are now threatening some 300 homes and at last check the fire was only 5 contained. Today they issued evacuation orders for mariposa and several nearby communities. Here is a map that shows the Detwiler Fire. It is burning 50 miles east of modesto. It has forced the closure of highway 140 in mariposa which leads to yosemite. We were not prepared for this whatsoever. I havent seen these conditions in a long time. It is a wind driven, slope driven, fuel driven fire. So far there are no reports of any injuries. The cause of the fire is still under investigation. Chief meteorologist bill martin is here. Bill, hat got to be hot up there. We heard the fire chief say there is a wind problem. How bad is that problem and how much is it contributing . The wind was up there today. Right now the winds arent blowing that hard, but a 20,000 acre fire, you are looking at live pictures, it is going to create a its own winds. The prevailing winds always matter but in this case this thing is generating its own winds as the cooler air from the surface flows into the fire. So the center of that high is a giant heat low, and the air is rising so the air finals all around a it. It creates a lot of turbulence. You can see the plume of smoke. The temperature is 92 right now in the fire zone. 12 humidity. The winds are all over the place, 5 to 10 miles per hour. But what i wanted to note, which is always, i think, creating some of worst fires, you still have oaks, you still have the wild oat, the dried brush so were sort of in this area right in here. So what you have is that transition zone between oaks and pine trees and weeds. So youve got every fuel imaginable available to the fires. Thats how it gets to 20,000 acres. Now, the weather today did cool. The weather tomorrow will be a little bit warmer. The fire conditions are not horrible like they were a couple of days ago. But leading into this fire, remember what we had . Two, three days of big heat. Thats what were finding more and more. Its the setup heat. It doesnt matter what day the fire starts. Its the heat getting to that fire. Three days of 100 degrees, everything is dried out. We take that live picture because it is so impressive. Its kcras chopper. You see that smoke plume. Its blowing through that inversion. Thats what that cap is. It wants to press it down but the heat is so impressive that the cumulus cloud is popping through. You can see that brown. Thats dry wild oat which burns immensely quick. Then you see the oaks and the pine trees. We had a gentleman earlier saying this thing is fuel driven with all the ingredients for a hot fire. Firefighters in the south bay lowered their containment estimate of a small wildfire that burned monday in saratoga. Today they changed the figure from 75 to 50 and say crews are working to complete the fire line. However, they say the eden fire is not threatening any structures and it is not expected to spread. It turns out, though, flames werent the only thing firefighters have been battling in the saratoga foothills. Investigators say a drone forced a firefighting helicopter to land before being confiscated. The owner could face misdemeanor charges. New details tonight about barts plans to better protect their rideers from crime. Today barts police chief outlined the steps that he is planning on taking to keep riders safe. Reporter bart stations and trains have traditionally been some of the safest places in the bay area, but a big spike in crimes and bold mass robberies has upset that calm. Compared to the first five months of last year crimes on bart this year for the same period are up. Assaults, robberies, and rapes up 41 . Auto thefts, petty thefts, burglaries and arson up 14 . Most notably there have been two recent mass gang robberies of patrons at the coliseum station. Bart has highquality Surveillance Video of the crimes but will not release it to the public for fear of tainting any prosecutions. Randy and his family were victims of one of those robberies involving 47 robbers. He says the video should be released. I think it is one of many steps bart needs to take to start protecting the passengers. Reporter he says there were several times the groups misdeeds on and off the train should have been responded to by bart police, police who already were readily familiar with some of the perpetrators. The individuals who assaulted us and robbed us, there were multiple repeat offenders. The police knew who these individuals were. Officially approved today by city leaders. What this does is set up a onestop shop so that we have a centralized place in order to regulate this to make sure that we do this safely and appropriately. Reporter in the past several departments including fire, public health, and building inspection oversaw the medical Marijuana Industry. While those agencies will remain involved in the permit process sheehy says it will be streamlined through one office consisting of three workers and a 700,000 budget. The cost of running the office is recovered by the fees that are assessed on people who are selling or growing or the whole Marijuana Industry basically supports its own regulation. Reporter there are currently 30 medical dispensaries in the city. All are expected to apply for a local Recreational Use permit which prepares them for the state permit. No one knows how many more wouldbe cannabis sellers would apply but if you look at the numbers in colorado last year there were 700 storefronts that sold marijuana. City leaders in richmond are debating a new way to try to help ease the lack of housing for the homeless. The mayor suggesting a Pilot Project that would put Homeless People in tiny houses on wheels. I will tell you this is the first time the council will hear the ordinance read to them as the full council. If passed, richmond will be the only city other than fresno to put Homeless People in tiny houses on wheels. It may not look like much but this tiny house on wheels could be a game changer for richmonds homeless population. It is a very quick and relatively inexpensive to provide transitional housing for a homeless person ferlts. Reporter the mayor says at the beginning of the year there were more than 100 Homeless People living on the streets, but that number could easily grow. Thats why city leaders are looking at options like the tiny house on wheels. This was not an opportunity for someone to put one of these in there and just put anybody in it. We want to put a person who is truly homeless in it. Reporter this tiny house was built by students at uc berkeley as a part of a contest. Although this isnt the house that will be used for richmonds Pilot Program the concept of a tiny house on wheels is the same. We were aware of plans to use tiny houses as Homeless Housing and are still keyed in to that program. Reporter the Pilot Program allows six of the homes to be constructed or placed in the city of richmond. If successful that number may increase. However, one potential drawback is where the tiny houses will be placed. They could be own a residential lot, they could be own a commercial or industrial lot, as long as the utilities are there to hook into. Reporter now before that happens were a ways out. Hat to go for a first reading, then a second reading. If it passes both hurtles then the counsel if it passes both hurdles, then the council can start looking into it. The Police Union Says wants additional training for officers so they can be better equipped to deal with the mentally ill. The push comes after a cop was charged in the shooting death of a mentally ill woman. Jesse gary has this wort. Reporter pastor scott has been helping homeless on the streets of san jose for decades. He has seen the unpredictable side of Mental Health issues. People literally go crazy. Sometimes they run up and down the street without their clothes on. Sometimes they even tack the people closest sometimes they even attack the people closest to them. Reporter recently San Jose Police officers joined their brothers in blue calling for federal funding to train officers to deal with the mentally ill. The Department Requires crisis intervention training but only onethird have done so and not all of those are patrol officers. It is important for us to realize that the very first person and the last person you are going to be calling is the police when it comes to a mentally ill type of situation. And it shouldnt be that way. There should have been the front and work. There should have been care. Reporter the officer involved shooting death last october was a catalyst for this debate. The woman, who had a history of mental illness, was shot and killed by Sergeant Hugh barry. Police Officials Say while trying to diffuse her Suicide Attempt danner swung a bet at the sergeants head, and he fired, killing the woman. One of the things officers want in addition to federal funding, access to Mental Health records when an officer is responding to a service call. The belief is the more Information Officers have, the better choices they can make helping to deescalate a situation. It can absolutely change the tactics in regards to how police are responding, and when they get on scene what maybe we can do different if we had this intelligence. Reporter critics site hipaa laws protecting privacy, but police and others say there are ways to improve encounter outcomes with those there to help. New details about the shooting death of a woman by a Police Officer in minneapolis. I dont know why the body cameras werent turned on. Thats one of the questions i share with the world. More information is coming out in the case of a Police Officer in minneapolis who shot and killed a woman after she had called authorities for help. Officer mohamed noor reportedly fired his gun from the passenger side of his police car killing 40yearold Justine Damond of australia. Noor and his partner were responding to a 911 call. She was in her pajamas talking to officers on the drivers side of the car but investigators say right before the shooting, there was a loud sound near the police car, and that moments later, officer noor, who was on the passenger side, reached across his partner and fired his weapon will you the car window, killing damond. Police also say the officers had not turd on their body cameras and that the dash cam didnt capture the shooting. I dont know why the body cameras werent turned on. Thats one of the questions i share with the world, is why dont we have body camera footage. The Minneapolis Star Tribune reports that officer noor had three complaints against him in his personnel file during the 21 months that he has been on the force. People flying out of mineta san jose airport now have a new option. The airport announced today the return of frontier airlines. The carrier discontinued service in 20 10.
