Reporter chief suhr says he will ask for tasers. Hes implementing changes. Meanwhile three separate investigations are underway in to the shooting. Five officers involved are now on administrative leave. Their names will be released later this week. In San Francisco, tara moriarty, ktvu fox 2 news. New at 6 00, the santa clara District Attorney today announced charges against 21 members of an oakland street gang accused in a string of sophisticated car breakins. A car jury indicted the suspects in connection with more than 50 car breakins across the bay area. Prosecutors say, quote, theres hardly a city in the entire bay area that this group didnt hit. The suspects are believed to be members or associated of the ghost town gang. They allegedly rented cars and then roamed mall parking lots where they would break in to cars and steal things like ipads or other electronic devices. The suspects are all facing felony vehicular burglary charges with gang allegations. We learned today one of the suspects arrested is also accused in the Armed Robbery of one of our news crews and another tv crew back in july. 23yearold Michael Jones pleaded not guilty to robbing. At the time the crews were reporting on the deadly shooting of kate steinle. Police are trying to identify several burglary suspects who broke in to a home on mantis drive. Surveillance video shows the owner driving out of the garage followed by a suspect knocking on the front door. When no one answers you see two more suspects get out of a red suv. Police say they broke in to the home on september 9th and took an undisclosed amount of money and jewelry. Detectives are looking for as many as four suspects including the suv driver. Now to the investigation in to the deadly San Bernardino shooting. Today this photo emerged shows syed farook and Tashfeen Malik going through customs after arriving at the airport last year. The couple had been radicalized for some time and put a lot of planning in to the massacres that killed 14 people and injured 21 others. As Jonathan Hunt reports now, the couple even took target practice at a nearby gun range just days before the attack. Reporter investigators revealing more about the couch involved in the San Bernardino mass shooting. We have learned and believed that both subjects were radicalized and have been for quite some time. Reporter the fbi saying 19 pipes that could have been turned in to bombs were removed from their house last week. Officials say as evidence of some preplanning for the attack, and they say the shooters participated in target practice within days of the shooting. 14 people were killed and 21 were injured wednesday after county employee syed farook and his wife opened fire. A somber return to work remembering those killed in the deadly rampage. They werent politicians. They werent celebrities. They werent Law Enforcement officers. They werent soldiers. What really bothers me most is that none of the 14 who perished had a chance. If they made it to either of the two trauma centers, we would have done what it would have taken. They dont know if anyone else was involved in the planning of the attack and at this point theyve seen no evidence of any planning from any planning outside the United States. Authorities to bar all muslims from entering the United States following the San Bernardino attack. In a Statement Released today, trump said the u. S. Should implement a, quote, complete shutdown of muslims entering the united until our countrys representatives can figure out what is going on. That proposal came under intense criticism from fellow republican candidates including jeb bush who called trump unhinged. And in a tweet, democratic president ial candidate Hillary Clinton condemned the proposal, saying, quote, this is reprehensible, prejudice, and divisive. Donald trump, you dont get it. This makes us less safe. Right now in the south bay dons of people are holding a vigil to remember the victims of the massacre in San Bernardino. The vigil began an hour ago in san jose. It was organized by the employees international union. 10 of the 14 victims in San Bernardino were members of the seiu and work at the inland regional center. Its an unspeakable act and we need to come together. Muslims, jews, christians, people that dont believe. Violence is violence. Speakers at the vigil included leaders in the christian and muslim communities. Seiu is Holding Similar vigils for the victims across the state. A helicopter flew within 30 feet of the drone. Azenith smith with the renewed concerns about the dangers of drones. These things are small, theyre difficult to see and if they do hit an aircraft, they can create a significant amount of damage. If a bird hears an airplane coming or feel the movement of the air, they try to get out of the way. The drones dont have that sense. Reporter thats because those operating a drone are on the ground, not aware of whats flying above. Thats what happened saturday after a 2andahalfpound drone came within 30 feet of a chp helicopter in martinez that was going 100 miles per hour. How close you got to the drone . Might have got under the rotor. Reporter the young man flying it too high and out of sight meant no harm. According to the faa, in all of 2014 the administration received 238 reports from pilots of drones flying in their air space. In 2015 just through mid august the faa has received 650 reports, also triple from last year. The airplane is very concerned with the increasing number of reports were getting from pilots about small drones flying near aircraft. Some of these are occurring thousands of feet up or in arrival and departure corridors. Reporter concerning since regulations require drones be operated below 400 feet must be in the operators line of sight and away from people and manned aircraft. Also if drones fly within 5 miles near an airport, users must alert the airport operator or control tower. At drones plus in sunnyvale, the manager has sold 15 drones a day. First educate yourself about the faa guidelines and absolutely follow them and at the same time its like flying a manned aircraft. You dont take your eyes off of the sky. You dont take your eyes off where youre going. You always look at your drone. The faa have investigated two dozen illegal Drone Operations and in some cases individuals could face fines up to 1100. Controversy at an east Bay Elementary School over a teacher serving time for molesting students. The guy is already in prison, already been convicted. Why is the School District taking this action . Also, big waves at mavericks. New at 6 00, renewed controversy at a concord Elementary School that involves a former teacher now serving time for molesting seven students. Stood outside the officers of the mount diablo School District claiming the district is putting money ahead of the Emotional Wellbeing of children who they say were sexually abused by a teacher. They need to change whats wrong with the system. Reporter the controversy surrounds joseph martin. After two trials he was convicted earlier this year of 19 counts of molesting young boys from his classroom and sentenced to 12 years in prison. The parents of the victim are now suing the School District but rather than settle what could be very expensive cases, attorneys for the mount diablo School District are claiming what martin did was not molestation. They say his practice of touching the boys chest which is what convicted him was really a method of calming the students down. Ktvu legal analyst Michael Cardoza called the strategy unique. Ive practiced law for over 35 years. Ive never heard of a defense firm approaching a case like this. Reporter the School District declined to comment but victim advocates worry about the traumatic effects on the children who may have to testify again. Hundreds of parents in san lorenzo will keep their Children Home again tomorrow to show solidarity with teachers. More than 700 students were not in class today for a daylong sitout, and many of them rallied with parents at district headquarters this morning. Teachers are demanding a 6 pay raise but the district is only offering 1. 5 , saying it doesnt have the money. Some parents and teachers believe the district does have the money. I felt like we need to take a stand because these are our teachers. Unfortunately were 42nd in student funding at the state level. Thats an issue. Teach ers say they wouldnt encourage students to skip school but they appreciate the support. Because of todays absences the district will lose 28,000 in state funding and another sitin tomorrow could potentially double that. A california Catholic Hospital has a wednesday deadline to consent to a sterilization procedure for two pregnant women. Both women want to have their tubes tied when they give birth in redding. The aclu says it will sue the hospital if it doesnt reverse the decision by wednesday. It also owns st. Marys medical center. Under california law, hospitals can deny abortions, but not sterilizations. Now to the weather, and a high surf warning now in effect. Take a look at the conditions at mavericks just a couple hours ago. Sky fox saw several surfers taking advantage and catching waves out there. The window for the mavericks big surf contest is open till the end of march but theres no indication the competition will happen, at least this week. Weve been talking a lot about el nino. I wonder if that has any effect on how big the waves are. Would you surf those waves . No. Very few people would. They would have probably had that contest today or tomorrow but they had the big surf contest in hawaii. All the big wave guys are there in maui. How big were the waves today . Some of the guys were calling them 40 to 50 on the face. Yesterday in hawaii, that same swell is here today but in hawaii the biggest waves ever surfed by somebody who paddled in to it. Theyre saying its the biggest waves ever caught. I think theyre a solid 50. Which is un real. You bring up el nino. El nino plays in to this a lot. It really does in terms of producing a swell. The waves we just showed you are generated thousands of miles out in the pacific by the storms, by this turbulent pacific we have due to this warmer water and equatorial pacific. Warm water is inherently increasing instability. It helps to produce and enhance storms out in the aleutian islands. Westerly swells really get in there. They go purposeerpendicular to the coast. They go straight up if you hit the shore. Thats a pretty aggressive wet pattern for the Pacific Northwest here. For us we have showers in the forecast as we head in to wednesday night and thursday but its not going to be as much as theyre going to see north which is typically the case. Seattle is going to measure the rain in feet over the next week or so. Were going to measure it in inches. 55 degrees right now in San Francisco. This active pattern is not just active today and tomorrow and this week. Its going to be active for a few weeks. So as we head in to your tuesday were still underneath. Were south of the system so mild and muggy. Wednesday is kind of the same thing. Then wednesday night, thursday, the rain develops. And it moves in overnight wednesday in to thursday morning and through rainy days throughout the day thursday. So the model does it this way. 9 a. M. Tuesday, tomorrow night, wednesday morning. Then wednesday night. Then here it comes, this is what were tracking. Thats thursday morning. Overnight wednesday in to thursday morning, 3 a. M. Its raining. More rain showers follow around 2 00. And then more showers after that. Over the next five days the real rain accumulations are going to be up around Crescent City where they can see a half foot of rain and for us, santa rosa and areas south in the mur in county anywhere from an inch of rain. San francisco to san jose, about a half inch. Thats not bad but its not really a lot of rain over five days. But its a wet period. And all signs, all indications are from the big waivers along the coast to the rain in the forecast, bunches of snow theyve had in the mountains, theyre in to a progressive pattern. Thats great getting all that snow. This next system will produce another winter storm. Thats exactly what we need. The big el nino rains start happening in january and february. Right now anything we get now is gravy. The real stuff comes in january and february and march. Thats the most productive time for us. Whats the tallest rain youve suffered . About 2,000 Bay Area School children got in to the holiday spirit today with help from the San Francisco symphony. The symphony hosted a special holiday concert for the students at davies hall.
