A new audit finds that they are having trouble filling vacancies in the department. That the rate is at the all time high of 21 . We talked to the city leaders about their solution already in the works in a story new at 6 00. Long gone are the days of wanting to be the San Jose Police officer as the new audit would find the department that they had 50 vacancies to fill with nearly quadrupling the amount. That last Years Academy with nearly 1,900 applicants. Only 16 were hired. One would live in san jose. Theres got to be more residence than that, who they are willing and able to be San Jose Police officers. Reporter the auditor says that the problem lies in the department recruiting efforts, knowing that despite that 250,000 advertising budget only half was spent last year. Meanwhile the billboards for their jurisdictions are popping up in san jose. I dont know if it is shocking that they are trying to approach their wonderful residence. But on the other hand they would point out to me that we need to be doing much more. Reporter the other issues, only three people are dedicated to their hiring. Recommending devoting more staff, not to mention increasing and diversifying their pool. Especially when it comes to the female and minority officers. For example, 15 of the police force is asian american. 32 will make up the citys population. But the elephant in the room is whats missing from the report and the fact that their framework that was agreed to has not been implemented. They are referring to the measure settlement, ending the long standing fuse of the city overpaying in their benefits. However it will not be implemented until the other unions would finalize that greatly. It is a settlement and if it were put in to place would we be making these changes . Would we be looking at these recommendations . That is one thing we need to always ask ourselves. Reporter they were suppose to talk about the audit at their city council meeting, but since the agenda is so long that it will be taken up on october 27. Now at San Jose City hall, im allison smith. The man in his 20s was killed by the excavator south of san jose. Happening at the construction site on bruce way around 11 15 this morning. The bucket on the excavator apparently hit that man in the head killing him. Sky fox 2 flew over the scene as they were in the early stages of gathering evidence. Officials say that the worker was pronounced dead at the scene. They are talking to witnesses. The construction site will be shut down until they say that it is okay to continue work. The Sonoma County jail will face a new civil rights lawsuit, accusing guards of assaulting inmates. Family members spoke out today in support of the lawsuit with the letters from their incarcerated loved ones. The letters would all echo their similar behavior, describing how various individuals were beaten. One inmate said that they were wearing ski masks, no badges, despite the submission still attacked. He would just say mom, i knew that they were coming. They were going down the line. Everyone just kept saying they coming down the line. The saying they were coming down the line. He had no idea how bad the beatings were. Reporter 20 other inmates claim they too were tortured by deputies and supervisors that same day back in may during a fivehour period. The Sonoma County sheriff have denied all allegations of torture, saying that they were responding to a riot. A 15yearold boy was found guilty accused of killing his sister. Layla fowler was found stabbed more than 20 times in her home two years ago. The parents were at a Little League game at that time. A judge decided the case as they read the verdict that the father stormed out of the courtroom. Barney fowler doesnt believe his son is guilty. The boy was 12 at the time and told police that an intruder had broken in to the house. The copilot passed out this morning on a flight to San Francisco as they were coming from houston and was diverted, making the Emergency Landing in albuquerque. Officials say that the copilot was unconscious and unconscious, but stable. Just yesterday an American Airlines pilot died after experiencing the medical emergency on the flight from phoenix to boston. And his family says that he likely had a heart attack. A warning for San Francisco drivers, if you bought the muni buses, you could be caught on camera and ticketed. Governor brown has signed legislation making a test program a permanent edition to muni. City buses are now equipped with frontfacing video cameras. They take pictures of your license plates of vehicles illegally blocking redpainted dedicated lanes for muni buses and taxis. If you are caught on camera, a ticket will be sent to you by mail. This has been a Pilot Program since 2008. Muni says they are helping to reduce transit delays and some muni riders agree. Because usually people who block the busing, they kind of get in the way of where they need to pull in to get to people. That ends up blocking the road. Muni hopes to add another 22 miles of transitonly lanes over the next ten years. Tickets for blocking one of those lanes will cost you 110. Students and staff at the high school pitched in to help that athlete sideline with leukemia. Today they would march from the Regional Medical center in martinez to the medical county building on pine street. Where the board of supervisors members were meeting. They want to raise their pay to try to limit the number of the experienced nurses from leaving to private hospitals. Theres a 30 wage difference compared to nearby hospitals. We are wasting money on educating new nurses who once they receive training go off to other hospitals that are paying more and have better benefits. So in defense we become the Training Ground for the bay area hospitals. Todays supervisors would listen to about ten nurses as they would talk at their working conditions. After that they were in closed door sessions with one supervisor saying they believe that they might be getting close to a competitor offer. We have heard of problems with the new eastern span of the bay bridge. The latest issue is the strength of the massive cables. Tom vacar got a closer look at the bridge today trying to get some answers about the new concerns. Reporter theres no concern about the strength and the integrity of the massive cable everyone sees. There are concerns from some deep inside the bridge deck where the cables are anchored in to the bridge itself. This is the cable chamber. More than 17,000 individual wires were made to form 137 bundles, which created that one gigantic cable that holds the bridge up. Some water has gotten in here, but is that really a longterm problem . Reporter these cables appear to be bare metal, but they are coated with zinc a material that reacts with the water protecting the steel underneath it. The bay bridge resident says that there is evidence that water has leaked in here because on some of the cables, there is a white powdery residue. The zinc is doing its job. Water hits the zinc, it is oxidizing protecting the base metal. Exactly what it is suppose to do. Reporter there is no structural impact and will stop once the leaks are permanently plugged within the next few months. The real concern is long term. You dont want to year after year after year have these cables get wet. With no more water coming in, all corrosion stops. With no moisture here you dont have corrosion. So with that low humidity you wont have corrosion over the long term. Reporter nonetheless from day one it was assumed that some water might get in to this watertight, not water proof chamber from time to time. Thats why you have all these layers, the layers of the zinc cables itself, and then the dehumidifier to keep it dry in here. With proper maintenance this bridge will last the test of times. Glenn the bridge designer that ex even the bridge designer expresses his concerns. Tom vacar ktvu fox 2 news. A new commission will be looking in to the death of the inmate at Santa Clara County. The board of supervisors agreed to look in to county jails. That commission will have up to 25 members, including sheriff lori smith, District Attorney jeff rosen sheds of the county probation and public defenders offices. Calling for the rest of the commission to be announced a little later this month on october 20. The Blue Ribbon Commission comes after the death of 31 yearold Michael Tyree allegedly beaten by correctional deputies. In august he was an inmate. Three former guards are facing murder charges in connection with his death. Medical marijuana dispensaries are still in the process of shutting down in san jose. Last year they passed an ordinance that found at least 78 medical marijuana businesses were operating illegally in the city. And the businesses were deemed illegal and operating too close to schools, churches, rehab centers, or they would fail to pay marijuana business taxes. The city says that 67 of the businesses, they have closed, although that five of those have filed suit against the city. Dozens of closed businesses have submitted applications to operate legally in san jose. And california now has what is being called the strongest equal pay law in that country to help close the wage gap between men and women. Governor brown would sign that legislation. The fair pay act is a revamped version of their state law and that they would say it is outdated as employers, they now have to pay women and men equally for similar work.
