Siting numbers from july 26 to january 26 to august 12, 4,658 civilians stopped. 30 were black. 8 of the population. 36 white. 60 of the population. What we are demanding is equal Law Enforcement that the error rate be the same. And that the yield rate be the same. The yield rate is their biggest concern. The numbers show 38 of whites stopped were released with no arrest or citation. 66 of African Americans were released with no arrest or citation and 56 of latinos were released with no arrest or citation. 56 of the time black folks are stopped they are stopped for no reason. Reporter 19 of African Americans stopped were searched. 13 of luteenose were searched and 4 of whites. The Police Department isnt getting adequate training or there is a culture of racism that exists within the city. Comparisons to the population, that is the weakest possible measure of bias. Now that we are in drought and we need to measure every drop of water. Reporter the lake is losing 7500 gallons per second into the american river. Models estimate 225 gallons per second are evaporating but that is based on a Nineteenth Century method. He says the method is likely way off. There is 25 error. Reporter only recently they figured out evaporation happens early fall. About now . About now a. Reporter once you know how much is evaporating what do you do . Some proposed coating the lake in oil. At one lake in range they are using plastic los angeles they are using plastic balls. Just knowing how much water is lost to evaporation will be a big help for California Water managers.
