residents being asked to evacuate before rivers of mud and dirt comes streaming down right now, here's the main message to everyone. if you don't have to go out, don't stay off the roads, stay off the bridges and away from those beaches. there are several school districts also around the bay area that closed early and also changing plans for tomorrow. we do have some power outages as well. right now about 25,000 customers are in the dark as pg any crews scramble to get the power back up. we've got live team coverage for you all night, chief meteorologist bill martin standing by and starts us off, bill. we got a good storm going out there. now. i know it was slow getting here unless you're in the north bay when you have warm front drops some significant showers over an inch of rain in parts of the north day, two inches and others. the really heavy rains coming down now, but you've got to remember this storm. we talked about it last night. this thing's kind of about the wind, right? i mean, it's an atmospheric were were you bet, but the wind gusts are significant. the ground is wet, and i've already seen some in my neighborhood. i've seen some limbs down things like that. and so overnight in the next couple of hours, i suspect next 2 to 3 hours. i expect we're going to see more power allergies and things like that, as a strong wind comes on shore. you can see where the rain is right now and again these areas. really representing significant rainfall rates, and that's the key to these things. rainfall rate here is over an inch an hour. that's the kind you see over an inch of rain and hours. it doesn't mean it's going to rain for an hour, but that rainfall rate that's wipers on very high as high as they'll go and in some cases needing to pull over to the side of the road, because you cannot see and we've all seen that before. there's a cell around here down around hayward about 75 inches or 750.75 inches now are still significant. so what's the story on the afternoon commute will coming in today? i did notice right away that there's not a lot of people on the roads. i mean, people did listen, which was smart. the windy conditions combined with the rain, the heavy rain, definitely making it now seen. it's a good place to be right now is at home. but what i'll say and what i've noticed, really over the last three hours is this system this is the meat of this thing. right it's moving. it's moving through doesn't mean it's through. there's somewhere behind it. but the really heavy dynamics, the oranges and the reds like mike said. that's the heavy rain. that's that narrow band is moving pretty quickly. not last week. remember last week saturday, we had that big rain in san francisco. the record rainfall five inches in oakland. the whole thing that one was barely moving, it slowed down almost stopped. this one is progressing, so that's some good news doesn't mean we're not going to have issues. it just means that it's moving, and that's always a good thing. strong heavy winds and wind warning in effect, basically for the entire bay area. flood advisories still up san francisco county that flood advisories been dropped, like come back. we'll look at the full forecast for you. all right. we'll see you in a bit, bill. thank you. well, the first part of the bay area to get hit the north bay. we spoke with our evan sernoffsky at for it was really coming down. then he's live now in santa rosa for us tonight. we're all eyes are on creeks, streams and evers. evan, how's it looking this hour? julie for the last couple of days, we've been watching that bomb cyclone off the coast of california over the last couple hours here in santa rosa. that bomb has detonated. it has been coming down super hard. we're feeling strong winds and this creek behind me, the santa rosa creek is incrementally getting higher and higher, and that's what forecasters and officials are closely watching. because in the next coming hours and days, it could flood here. wednesday's powerful storm soaked the north bay, causing flooding and toppling trees expect more down trees as well as power outages and power lines down. throughout the evening, and until tonight earlier in the day, a tree fell on eastbound lanes of highway 12 in santa rosa, closing the major thoroughfare crews cleaned up. officials say heavy rains and wind will continue into thursday when many north based streams and rivers are forecast to spill their banks. paul lowenthal, with the santa rosa fire department said crews are on standby case anyone gets trapped in the floodwaters, and we'll be prepared to help some of our river communities in the event that there is an actual need. valley high tide in the heavy downpour caused flooding on the notorious stretch of highway one under u. s01. caltrans closed the road and had to rescue several drivers who got marooned in the waters. they had a couple of vehicles. motorists stranded . my boss rescued 81 year old lady. so she was really happy to get out of there. flooding began to recede after high tide, hopefully providing an escape for this dear, that was caught surrounded by water. mike. julie we're back here along the santa rosa creek. this is actually a tributary that flows into the russian river a little a few miles up the road. now forecasters have said the russian river along with other rivers around the north bay, like the napa river are expected to flood tomorrow. once this main cell sweeps through overnight. for now, reporting live in santa rosa evan sernoffsky. ktvu fox two news. yeah. the north bay got hit hard this morning. it's getting hard hit hard again right now. evan you've been there for a few hours this afternoon. have you noticed that creek rise pretty rapidly, or is it staying about where it was when you arrived? julie. it's a it's a little tough to tell. one thing i've noticed is it's new, faster and the more water that's in a creek. the faster it's going to move and it's coming out into some vineyards. we saw a couple of miles up the road, where it's opening up and actually spilling into those areas. so we expect that this this creek is going to get only higher and higher as the night continues, and all of the other waterways and tributaries downstream. are going to get higher to evan sernoffsky in santa rosa for us tonight, evan. thank you. also in the north bay is evan just mentioned. we're gonna have more on the russian river at granville. it's now projected to crest tomorrow afternoon, with the highest levels expected friday morning flood stage there is 32 ft levels could hit 35, a half feet. causing moderate flooding in that area. the river will likely top its banks in both sonoma and mendocino counties, and the overflow could reach highways 1 75 and 2 22, and we could see some of the highest water levels for the russian river in nearly four years and san francisco still cleaning up after saturday's storm tonight, dealing with more rain, more wind. we are expecting an update from san francisco city officials very soon here but first, let's check in with ktvu is christian captain live tonight in the city and christian how their conditions right now there yes. so about 45 minutes ago, mike, we had a drizzle here in san francisco. if you take a look around me, you can tell this is a lot more than a drizzle. now the city doing what it can to try to prepare for this latest round of storms that are bearing down the city. right now. you can see that there is some flood barriers here at 17th and folsom, and they're preparing for any possibility of street flooding. meanwhile residents were also collecting sandbags at the city's public works operations center. the city is passed out more than 11,500 sandbags so far and is asking residents to only come collect those sandbags if they flooded in the past, or if they live in a flood prone area. that is to make sure that there are enough sandbags for those who really need them. and those who do not need them. say those who really do need them say with all the rain we've had so far, it doesn't take much more rain to cause more flooding. well i'm giving sandbags because i live in the sunset strict in the backyards big and the water is just blowing right in. meanwhile, the city has been scrambling from one rather related call to the next point lobos where it turns into the great highway that was shut down today near the cliff house because of a landslide, and since the holiday is over, people have been leaving their trees out by the curb the wind, then takes those trees and push them out into intersections. the wind also may have played a role in this branch that collapsed near washington and hide hitting some power lines on the way down. emergency officials are warning that this latest storm could cause more damage through wind rather than rainfall. if the winds are coming up in the trees start to hit wires and the wires come down. there could be power outages in san francisco. make sure one stay away from any downed wires. if we haven't heard about it yet, please call 911 for down wires because that is an emergency situation. also, make sure you have plenty of flashlights and fresh batteries on hand. although we did have some rain earlier was more of a drizzle and a light rain throughout today in the last 45 minutes or so. it's really picked up and it's very it's gotten very gusty, which again is the major concern that emergency officials have been warning about? what this latest storm? not as much of the rain because we saw so much rain in that previous storm. that concern this time is the wind associated with that storm with all of the weakened branches already all of the wet ground already the heavy winds could certainly wreak havoc throughout the city. so right now we're on standby. the city is on standby to try to figure out where exactly to respond as this storm develops here in san francisco, for now, we're live. christien kafton ktvu fox two news. definitely dumping where you're at a christian based on what you've seen today. what you've heard today, dpw crews ready to roll? i mean, they're on standby in case trouble does pop up. mike and you know you've covered storms like this in the past. so you know that they're they're not only ready to roll. they've been rolling all day. so they've been working with public works crews to make sure that those downspouts the catch basins are clear so that as this rain comes in, as the wind starts to move in, the water has someplace to shed and dump so they've been busy throughout the day clearing branches. making sure that those catch basins are clear as well. to try to make sure that as this storm develops , they can do as much work beforehand as possible. i can see the tree branches dancing behind you. as you said the wind is an issue during the storm, christian thank you, and we're going to stay in the city right now because the strong ways didn't break down the shower of glass onto a san francisco city street today, this was the scene like this morning at fox plaza, market and pork officials say at least one window broke and large pieces of glass fell down to the street. we do know that no. one i was injured, all right. our coverage of the big storm continues throughout the newscast and the rest of the evening, so stay with us here on air as well as online ktvu .com coming up, we'll take you to a hill in the east bay that looks quite unstable, the evacuations and work being done to save homes down below. that's up next . also ahead tonight. it's not just the roads that are rough right now. the storm is also causing travel problems at bay area airports, where flights are being delayed, canceled and diverted an update coming up also ahead. tonight's other top story chaos at the us capitol. here's a live look as lawmakers repeatedly tried to vote in a speaker of the house, six rounds of voting and still no decision, this afternoon as the brunt of the storm rolled in. ktvu cristina rendon live now in oakland along highway 24 with the latest on the situation there, christina, how's it looking? well julie. things have really started to pick up in the last half hour. i would say right at 4 30 is when we started noticing the rain coming down after a relatively calm morning and early afternoon, and within the last five minutes, things are really starting to pick up. it may not look like much, but behind me. this is where the entire skyline of san francisco is. typically, you'll be able to see the bay bridge in the background. we don't even see that right now, with all of the cloud cover that has come in as well as the fact that the sun is going down. but i will say within the last few minutes, right during our commercial break, we had a light set up. so that we could show you exactly what it looks like here, and the wind just knocked that down and it crashed under the floor, so we were unable to bring you some of those images behind us. we apologize for that. but earlier today we were out in hayward and i'll show you what we saw there. the city of hayward set up a sandbag station at the animal shelter. cars were lined up all afternoon trying to get those sandbags. people were either filling those bags themselves or they had a crew with the machine working to fill bags as quickly as possible. for people as well and then over on the lafayette walnut creek border early this morning may be a sign of things to come. there was a down eucalyptus tree that came down on pleasant hill road right before the merge with taylor boulevard, and that happened around seven o'clock crews working to fix that. and then there was also in the town of danville. a local emergency crews are working to clear those storm drains after last week's storm. they were just inundated with mud during last week's storm in there, prepping already for this next storm coming in tonight at hard time falling asleep knowing that a lot of rain was coming this way. it was kind of nice to see the weather report that rain intensity is going to be for you know a shorter duration than i expected. so we will actually see how things pan out with this storm. what you're looking at now is video we shot this afternoon in the oakland hills. we were on redwood road. a portion of that road has been closed off to the public because it's just too dangerous. we drove it ourselves. we saw patches of debris on the roadways and parts of the road. the corners. they're washed off as well. so that area hasn't even been fixed from last week's storm. and yet here we are receiving another round of rain. and as i mentioned things out here are slowly starting to pick up. we can see a lot of the trees around us swaying out here. the rain's coming down and those gusts of wind. that is what we're really feeling out here right now, as we monitor the situation, and i will say we're above highway 24 not a lot of traffic out there. it seems that people are heeding the warning to stay inside and they're taking this storm. seriously julie. well, that is good news. i know it was slow to roll in in the east side of but it really looks like it's starting to pick up now we can hear the wind all around you. take care out there. cristina rendon reporting live for us tonight in oakland, and late this afternoon, alameda county officials urge people who live on niles canyon palomares and kill care roads in the signal area to evacuate due to the risk of flooding and mudslides again. this is not a mandatory evac but urging people to pack up and go earlier today, we did get a new look at the damage left behind from the storm on new year's eve, which did cause alameda create to go over its banks. floodwaters left mud into berry behind on the road between signal, and fremont crews were out there again today to assess the damage and cleanup . what was there? the road remains closed between 2 38 and signal right now, more than a dozen homes in the east bay are under voluntary evacuation orders because of fears of the landslide. that's right. this is happening at seaview and seacliff drives in point. richmond workers were on the hill all day trying to shore up the shifting soil. ktvu is greg lee has a look now at the situation there. this is what we've been talking about, for some time now the potential for mudslides because the ground is already saturated 15 homes below this hill under voluntary evacuation orders as residents wade out the worst of this storm. the contracting crew wrestled with a tarp amid gusty winds and rain and the point richmond neighborhood their goal to keep water away from a hillside that's already saturated from the new year's eve storm thinking that this side maybe not so bad, but this side does much more dirt. and so that may go overnight. someone who hikes in the area sent these photos to the richmond mayor. they show the ground already shifting and cracks in a drainage ditch, raising the risk of a landslide. potentially a serious problem, particularly with the weather. we have coming the hillside was already saturated and if it if it in the drainage system is not working right now it's been compromised . oil geologist assess the ground. city officials made the decision to strongly recommend evacuations. eight homes on seaview drive directly next to the hill and seven homes on seacliff way the street below. officers posted fliers and asked people to leave, including lance l. burling and mary lou clark, who came to grab some essentials before going to stay with friends another night. these days? yeah you never know what's going to happen, and it's better to go someplace else safe. let it pass and then come back and put it all back together again, people. we spoke to supportive of the precautionary measure reminder it serves during a string of strong and potentially dangerous storms. are you kidding? we have gone. i mean, who's gonna sit in your house waiting for the mountain? do you have to be an idiot? but you have to we have. what we have to do is think about getting together all the documents and stuff that you have to take with you. meteorologists have been talking about this wind. in addition to the rain, those gusty winds atop that hill, creating some safety issues as those crews tried to get that tarp down, they will try to do that again as they look to mitigate this water in point. richmond gregory ktvu, fox two news alright right now we want to take you live to san francisco. we're getting an update from officials on the storm and what's happening there in the city speaking right now, let's listen in trees will be falling power outages will occur . floods will happen in the city and we want to do everything we can to minimize the amount of time that our emergency personnel is spending on life threatening types of situations . so a number of things going on and it's it seems like it's been a bit of a quiet day today with some consistent rains. but now we see the rainfall. it's coming down. it's coming down hard. um and it's not letting up anytime soon. we can expect, you know, mudslides and a number of other issues. and so we're asking people to just really use the 311 line for non emergency, non life threatening issues and 911 when there is a life threatening scenario, but here, along with a number of city departments, who have been helping to manage this crisis throughout the day, including our public utilities commission director dennis herrera as well as the department. of public works director carla short and a number of other folks that are joining us here today we will have an update now from the director of this emergency operation center, who is in charge of all of the coordination necessary to ensure that we deal with the challenges around safety due to this storm right now, let me introduce mary ellen carroll. thank you, mayor . so it has been a quiet day. we were all green, meaning everything was fine until about an hour ago. the storm we've been waiting for is here. um we've received, i would say since before an hour ago about a half inch of rain throughout the day. however that number is going to go up significantly over the next few hours. we have been able to maintain our overall response. throughout the day. we have had some localized flooding down trees, a few months, sides and sinkholes and we've been responding to those you see here is will remain active for the duration of the storm will be here over the night and will be monitoring and responding as needed. ah as the mayor indicated, the most important thing people can do is to keep themselves out of harm's way. which means to the extent possible. please do not travel or go outside. we advised that includes staying off the roads. if you have to be out and you encounter a flooded area, please do not drive through it. and please. obviously there's the latest out of the city of san francisco. some localized flooding at this hour down trees, but julie nothing major to report out of san francisco regarding the storm hitting the bay area right now, officials there saying it was slow coming in, but about an hour ago, it really started to pick up. they're expecting a lot more rain for the latest on what's happening, and if we're getting when we're expecting to see the worst of the storm, let's go back to our chief meteorologist, bill martin. for an update bill the worst of the storm pretty much across much of the bay area's right now into the next couple of hours. the heaviest rain bands the strongest winds and it's coming down marine county as you know, there's the system and it's got everything and then some tropical moisture right over the bay area now and then in here, you see this open cell cumulus or this colder air beginning to mix in. that's going to drop snow levels significantly by late tonight, early tomorrow morning, we do have rain falling heavily at times in the bay area if you're out and about or if you have waiting for someone to come home. it wouldn't be surprised if they're running a little slow because it's heavy. i mean the rain rates. i've picked up a rain rate earlier. that was up over an inch and our these oranges representing significant rain rates. look at santa rosa right now. clear lake. this is about as heavier rain is we're going to see in the next couple of hours. we do have some areas out here. they're gonna slide through, but they won't be as widespread. this is the widespread frontal passage. now what i want to show you here is this is in the last hour or so last couple of hours. a large trade now i don't know this is a trained weather observers large tree fell on a motorist. this was a four o'clock out near pacifica wind gusts up to 44 miles an hour there, isis suspect as we go into the next few hours, we're going to hear more and more trees down and as it gets darker, as you know, people are driving around on roads, back roads, skyline boulevard. places like that. you're not going to have good visibility and you could easily bounce into one of these because there's gonna be a lot of branches down at least branches and then we got point from storm reports here. wind damage this was at 2 30 blocking all lanes of highway one. there is again the front. this is i think we're really in the heat of it right now. if you're in san jose, you're going well, bill. what's going on? it's nothing big yet here yet, but give it a little bit san jose light up here and it's starting to now imagine you guys are already seeing some heavier rainfall, but that orange area represents significant rainfall and you're going to see quick razors on the creeks quickly rising water on the street and this flood rains, things like that, and so before we call urban small stream flooding so most certainly that's what's happening. if you look up by yukiya, they're getting a little bit. it's raining there, but that big orange area that bullseye has moved on a little bit. let's back it up a little bit. and you can see it's slow getting here. this was the warm front right there. and then here comes the cold front. this was about three o'clock. this is about four o'clock in my life. i got to tell you. we talked about this last night. right? i said. we said the model was agreeing right? four through about eight o'clock, the heaviest rain and that's what we're seeing behind it. it's rain, but it doesn't look as significant in terms of rainfall rates, and that's where we get in trouble. so what i just say this is really a big storm. the wind warning is verifying. i think with the wet ground and the trees and branches would have you. that's an issue. we're going to be seeing more of in the next few hours and then some localized street flooding, more rain to come, but this is in the heart of it right now. all right, bill. thank you for the update there, and, of course, more weather coverage coming up a little bit later in the newscast live. look here, though, out at washington, d. c at the floor of the house. six votes down. still no speaker of the house, but just minutes ago, everyone was ordered back in. we'll have an upda on wh scrambling to pick a leader in the house. that's right. lawmakers did three rounds of voting earlier today three yesterday for a total of six and california congressman kevin mccarthy. still not the speaker , lawmakers took a break and return to the floor a short time ago. fox news caroline shively walks us through what happened today and the work behind the scenes to settle on a new speaker of the house. allies of republican kevin mccarthy are pushing hard, but a few holdouts in his party won't budge. despite multiple votes. there are still no house speaker at this hour. a speaker has not been elected. the house is back in session, and republican members are still trying to figure out who should lead them with a slim majority. every vote counts yesterday, our colleagues on the other side of the aisle were tweeting your bags of popcorn that they had out. they love it. it's not a good look. you're not a good thing because the united states of america in his quest for the speakership gop leader kevin mccarthy is struggling to find enough votes to move him across the finish line. mccarthy's critics believe he won't change the status quo in washington and isn't tough enough to dig on democrats in the 4th and 5th round of voting . mccarthy's loudest opponents nominated byron donald's of florida this country needs leadership that does not reflect this city. this town that is badly broken. former president trump is voicing his support from mccarthy urging republicans to unite writing quote republicans do not turn a great triumph into a giant and embarrassing defeat. the president needs to tell kevin mccarthy that sir, you do not have the votes and it's time to withdraw. no one knows just how long this could take. but an advisory went out to democrats hinting that members should be prepared to be here all week and possibly into the weekend in washington. caroline shively fox news all right back now to our weather here in the bay area. the warning went out early. don't drive today if you didn't have to, especially tonight, and it looks like people listen as we give you a live look at the golden gate bridge, smooth sailing for those crossing the bridge on 11 both in the north and southbound direction, even myself coming into work today. usually i get bumper to bumper traffic going through berkeley, emeryville, but it was actually an easy ride in let's give you another look, though in the east bay, not 80, but 8 80. this is right by the coliseum again, the name it's pretty smooth sailing both in the north and south bend directions of a 80. just a quick mention here. bart did see whether related problems today with 20 minute delays and limited service system wide. really of course, be careful if you are taking bart later tonight on those platforms and stairways because of the rain, they can be very slippery. the governor's office of emergency services has sent out personnel and equipment to help with today's storm response, governor newsom this morning signed a statewide emergency declaration provides the oas with the authority and powers to rapidly deploy aid storm impacted communities to protect lives and property. we anticipate that this may be one of the most challenging and impactful series of storms to touch down in california. in the last five years if the storm materializes as we anticipate we could see widespread flooding. mudslides and power outages in many communities. the governor activated the state operations center to its highest level. cal o es has dispatched helicopters , fire trucks al is also activated its emergency operations center and deployed cruise across the state to address flooding, mudslides and rock slides and the department of social services is taking steps to ensure that the homeless and other people in need have access to the services that they need. this afternoon, santa cruz county authorities issued mandatory evacuation orders for some communities prone to flooding during big storms. ktvu south bay reporter jesse gary live tonight. in one of those communities. all right, jesse are people packing up and headed out. yes some of them are mike standing at the entrance to the lake and neighborhood. this is sandwiched between two creeks . one is in front of me and one behind me in the distance beyond the tree line and as the mud that's kicking the ground there behind me shows and proves this area is subject to flooding whenever there is heavy rainfall . so this afternoon, officials used a break in the weather to spread the word about mandatory evacuations. new year's eve, this whole area flooded. most of the roads became impacted, and we're not drivable. so we're asking people to leave now before it runs into those conditions again. making sure you're aware of this whole area has been put under evacuation order. so we're asking cal fire is assisting santa cruz sheriff's deputies and enforcing mandatory evacuation orders that went into effect wednesday afternoon. around one o'clock 22 zones in the county are affected, including the lake and neighborhood. two days ago, the unit block of lake and drive at holahan road was unpassable using wheels. some people resorted to watercraft to travel through the water. the mandatory evacuation evacuation orders take effect immediately and are indefinite due to the chance for continued rainfall. still, some residents are refusing to leave just yet. as soon as he gets to the porch will probably leave, but i'm going to try to save our home first. this is all we have to talk to her. and you know, i told her make sure that she's secure and you know, i've gathered some of the neighbors and some of the constituents to make sure that we bring some sandbags here, but you know, i've tried my best to make sure she goes to a safer area. earlier in the day. the first round of rain caused roadway flooding on southbound highway 17 caltrans crews worked to clear drains clogged by mud and debris. chp officer stress motorists should slow down traveling along the steep, curvy mountain roadway. back here in watson ville. you heard bill martin talking about how the rain was about to fall? well the drops are getting a lot bigger had to put the hood up because it's starting to rain a lot harder, and this is exactly why they wanted to try to get people out of this neighborhood and the other neighborhoods before what you're seeing starts to come. we're live in. watson, ville jester, gary ktvu fox news will head back to you. you know, the heavy stuff is coming right towards you. all right, jesse. thank you. san jose did issue an emergency declaration and an evacuation order earlier today, mayor matt mehan and emergency officials this morning announced an evacuation order for homeless people living along the city's waterways. the order requires them to be at least 150 ft. from the water or in shelters. mayor mehan says there may not be widespread flooding around the city, but the danger still exists. especially for the homeless. we don't anticipate widespread flooding. what we're really worried about right now is just the waterways. andorran housed residents who are near the creeks and rivers where there is where there is a serious risk. the mayor also says the city has more than 2000 shelter beds available peninsula where residents who live alongside creeks are bracing for potential flooding from this rainstorm. this is san mateo's laurel would neighborhood people there had to deal with the torrential river of waterrm lasw many have sandbags and drainage systems ready for the storm that is passing through right now. neighbors are hoping that the storm won't be as bad. my theory is that most of the stuff has come down off the hill. and so what? we're going to end we've cleaned it out, so i think we're going to get a heavy duty flow and i'll be watching it constantly to make sure that we can keep it going. residents tell us they hope the drainage system will work to move any mud and debris away from their yards and homes. it's a little tricky, they say, because the runoff from the hills has to cross their street before emptying into the drain. some bay area parks are closed for safety reasons. today and tomorrow all east bay regional parks and san mateo county parks are going to be closed many of the locations in the golden gate national rec area. we're also closed in san francisco and marin that does include mirror instance and beaches, as well as alcatraz and many parks in sonoma county were also closed today. the storm is also forcing some bay area schools to close the south san francisco unified school district announced classes will be canceled tomorrow. sports and other after school activities will also be suspended. district officials say the decision to close was made out of an abundance of caution. the san mateo faster city school district has also canceled classes for tomorrow, as well as the portola valley school district, cabrio unified and the san mateo union high school district. all classes are expected to resume on friday. thousands of pg and e crews are right now on standby as the storm moves across the bay area right now there are about 25,000 outages reported around the bay area. the highest number of being along the peninsula with more than 16,000 customers affected those numbers could go up as the storm does role in told us in the last hour that they have 3000 workers ready to handle emergencies caused by the storm. those folks are going to be situated throughout our service area, which is northern and central california here in the bay area's spots like the peninsula, north bay and san jose area or are spots that we expect the most impact. we do use technology to help us pinpoint where to expect the most outages so we can have the right number of people in the right place at the right time. pgd has said that it does set up . it did set up sites from bakersfield to the oregon border to get supplies and trucks out to cruise even quicker. it says it has $700 million worth of inventory on hand, soldiers. over the weekend. 89 russian soldiers were killed when ukrainian forces fired six rockets from an american launch system and hit a barracks full of soldiers today . russia blamed those soldiers for using their cellphones in defiance of a months old ban. factor allowed the enemy to locate and determine the coordinates of the location of military personnel for launching a missile strike. with the loss of russian forces. there are multiple reports of a possible new russian draft. an announcement could come as early as tomorrow. ready for anything coming up the training going on. there could be life saving during this powerful storm and the rain is here. that means another round of new snow up in the sierra how much we can expect and how the drive will be to get there. and it's raining pretty hard out there right now. we are definitely sort of in the apex of this storm system. with the wind and the rain. all have the details and what you c big surf and dangerous conditions. this was the scene in pacifica this morning, and we know right now the conditions are even worse as bill mentioned just about 20 minutes ago reported wind gusts there in pacifica in the forties right now search and rescue crews on standby north of the golden gate views, tom baker tells us the marin county search and rescue team ready to respond to any problems from the storm. swift water rescue and urban search and rescue are critical parts of dealing with major flooding. in marin county they had 36 people signed to do just that. this time around. flooding may be more widespread and deep since the ground is already thoroughly saturated, and tonight's high tide will make things worse, says rescue team member canfield , fire department battalion chief dave glenn. the tides are today are supposed to be 6.2. but with the storm surge they're saying it could be a foot to a foot and a half higher and the water that runs into creeks has nowhere to go because it flows into the bay and the bay is higher. the water has nowhere to go, so that's when it comes out of its banks and causes flooding. that's why swift water and urban search and rescue teams are staged throughout the county, and we have a seven of these throughout the county. we also have six rescue inflatable boats throughout the county. and they're staffed with the rescue personnel that are trained to rescue people with them. water rescues happen not just in streams but flooded streets. inundated neighborhoods and creeks overrunning their banks. 10 15 years ago, we had swift water running through the streets of sense, elmo and it was like a river. it was going so fast down there. the problem with that is there's all kinds of debris flowing down the river, the street whatever the trees were trash cans, basketball hoops, different stuff like that, so a lot of that stuff is dangerous for the rescuers and the people because we get caught in it, so we have to look out. for that reason. the houses is also a major concern. the winds are supposed to be really high later stepped in into tonight. they're saying 20 to 30 miles an hour gusts up to 50. so the trees are saturated the roots of saturated so the trees my fault down, too, and that could cause a lot of different problems, despite all their training when they're in swift water or in collapsing buildings there in as much danger as the people they're trying to rescue yet they go on and do it. tom baker, ktvu fox two news. if you're planning to head to the sierra right now, there are no chain controls on interstate 80 or highway 50. still caltrans says it is a good idea to always carry chains when you're heading to the mountains. officials are also encouraging drivers to limit non essential travel as the weather is expected to get worse later tonight. and again we have a flood warning for basically the entire bay area at this hour that stays in effect through 10 o'clock tonight, the heaviest rains happening now i wanted to show you this live camera shot and you're like, oh, bill. i can't see anything here. but you know if you look you can see the wind blowing sideways or the rain blowing sideways essentially look at those downpours. so it's happening right now. this is the peak of the storm based on what we're looking at on the radar doesn't mean it's going to stop raining after this new shoes. just not the heavy rainfall rates are right now and you can even see on these cars. you can see water coming up. off the street bridge brains pretty well. but there's enough water lining up on the street there that you're starting to pull water and that makes lots of sense. i want to show you this. just in the last hour we're seeing more storm reports. this is kinda again because it's the height of the activity. things start to come in. so let's come in here and take a peek down here just south of san jose mudslide blocking the road near lexington hills. we've got redwood city non thunderstorm wind gusts up to 46 miles an hour. we've got a tree across portola valley across the road. what? by walnut creek. we got a tree down at 5 37. so that's in near arrendel area, and that's the thing we're talking about. you know where you hit a critical tipping point and were kind of there right now. because of that, last storm, the ground saturated the trees. you know, the ground's wet root balls have started to move up on trees and then you bring in 25 35 45 50 mile an hour winds and that's what we're under under. right now, you can see the system will back it up a little bit. you can see us moving. the thing i take in the note here is it's moving right? the last system last weekend on new year's eve slowed way down this thing. the last thing you would want is for the it could still do it, but it's progressing nicely over the path of the last hour, so okay, let's look at the forecast model for tonight. here we go into the evening hours. about eight o'clock. that's some heavy stuff right there. but then you see it break out a little bit writes. not that the aerial coverage is much less. and then you kind of get an overnight break right and then you get another line of pretty strong storms that comes through tomorrow morning early and then you get a nice little break here. so again, these breaks i my whole thing. when i see weather like this is i look for breaks and we're seeing them. that doesn't help us right now. but it just tells you as we go down the road, we're going to be in a little bit have a better opportunity to drain off. so here is the wind gusting. this is you know, peak winds are going to slow. slow down by about midnight is just a map. you can look at the colors if you want and then watch what happens as we go into thursday morning, they died down a lot more. it's still breezy, though, right? it's 26 miles an hour. 18 mile an hour 19 mile an hour winds and then they really die down. but again, i think this is i mean, it's a rain event for sure. it's a snow event in the mountains, but it's definitely a wind event that's in with the rainy conditions, and we didn't mention mudslides, either with ground saturation and we're seeing slumping all over the bay area, so i'm glad i driving in like mike mentioned i was driving in, and i was looking around, and i haven't seen so few cars on the road. um during a commute hour in. i can't remember a time. so a lot of folks were smart and just stayed home. you got home by afternoon. okay, so here's i just want to show you the progression of storms. here's the next one comes in on friday. break the next one comes in on saturday after that saturday afternoon, a little bit of a break their sunday you see, it's separated storms. man doesn't mean that's going to happen. it just means though it potentially could happen. and quite frankly, if all this transpires in these keep coming russian river napa river all those rivers and we all we got were already going to have flood concerns on the russian river is gonna go a few feet above flood stage by thursday, but they will come back down quickly. but if you if we have that procession of storms, we're going to have hydro problems on the big rivers , and that's a whole another animal. in the meantime, it's going on right now. be safe out there. flash flood warning for basically the entire bay area right now for the next few hours, alright. the oakland chapter of the is now demanding a recount for the november oakland mayor's election due to a razor thin margin of victory. previously the organization said it would support a recount. how won the severe flooding and dangerous driving conditions . a powerful storm is now pounding the bay area and local leaders are urging people to take it seriously. we see the rainfall. it's coming down. it's coming down hard, and it's not letting up anytime soon. good evening, everyone. i'm julie julie haener mike mibach will get to bill martin in just a second here, but let's give you a live. look at to bill we go, and it's going to be a little rough few hours for a lot of cities out there, and you did mention something, but we were talking about it earlier was the idea that this thing is moving pretty quickly rolling through it is and that's i mean, not that it's going much quicker than pecked it, but it's not doing what the last one did, which slowed down quite a bit, so that system as it moves through slowly as given us a flood warning right now for basically the entire bay area that includes san francisco. what that's saying is we've got flooding. right. when you see a warning, it means it's happening right now. and so this is most likely urban and small stream stuff. but it's you know, on the afternoon commute on days like today, it can be a real problem. the wind when all said and done, i fight the wind is going to be the definition of this storm only because it's sustained winds extremely strong 34 miles an hour at sea level, higher and higher
