The victims was a Police Officer. I can confirm that one of the victims is a serving Police Officer. Due to the number of victims [ inaudible ] it will likely take 4 to 5 days. After this we will be in a position to formally name the victims. Reporter the Terror Threat is up to the highest level. The show of force is evident with military troops being deployed. What i say to citizens and visitors is you will see Additional Police officers on our streets. The key is to be calm and vigilant. Reporter they have confirmed they arrested the older brother and father. The father says his son is innocent. We have developing news from pelican bay state prison where a large fight sent Prison Guards and inmates to the hospital. It began with two inmates and a group of other prisoners turned against the guards were trying to break up the fight. Eight Correctional Officers were hurt and six were treated at the hospital and released. The other two suffered significant injuries. During the fight five inmates were shot and injured by Correctional Officers. No word on their condition. To other inmates were hurt and not by bullets. In South San Francisco police opened fire on a man in the middle of the street. He had a shotgun and ignored commands to drop that shotgun. Our reporter is in the neighborhood and people who live there heard the confrontation and the shooting. Reporter they sought and it was very dramatic. This is where the suspect was standing in he was shot at and you can see the trail of blood over here. He walked over here later and the windows shot out and as we walk over here we can see there are bullet holes riddled in this fence in this direction and that theyll that greenhouse a bullet made its way into that home and the woman says shes lucky to be alive. A neighbor concerned about a man that appeared unstable carrying a rifle while standing in the culdesac called 911 around midnight. Neighbor said they heard two rounds of gunshots. It sounded like fireworks. The second set sounded big. They were yelling at someone to put their gun down and get down to the ground. Reporter police say the man refused to obey commands. Shots were fired and the man was killed. It is unknown how many officers fired. There were many Police Officers on scene. Reporter one neighbor said she woke up when she heard gunshots. I grabbed my babies and woke up my husband and ran into the bathroom terrified scared. Reporter they live in a row houses riddled with bulletholes. Right next where the man was killed. We had three bullets that hit our house. She did not want to appear on camera but had bullets lodged in her fireplace. One hit in a second bedroom and that made a big pop. I was lucky that i was not in the bedroom at the time. Reporter investigators interviewed several witnesses and collected shell casings found in peoples homes and on the ground. A widower according to a neighbor his wife died two years ago after battling ms for years and he had been taking antidepressants to deal with the loneliness in the wake of his wifes death. Fox news in los angeles says she was a Los Angeles Police officer for two years and worked in the city of placentia for two years. A former oakland Police Officer appeared in court today accused of taping off a prostitute about undercover stings and paying her for sex. His preliminary hearing was postponed. The attorney was sick. The officer has pleaded not guilty to charges of conspiracy to obstruct justice and engage in in prostitution. Governor brown tried to rally activists. Napa high school says they have chosen eight new football coach. The school says it offered the job to the former varsity coach. The Football Program has been allegations of hazing. At least five players have been expelled. A couple of days ago the school said it might cancel the next football season entirely if they could not find a coach. They said all along that any replacement plan should add coverage and should be more affordable for people and this does the exact opposite. It would penalize older, sicker and low income americans. The report found the bill would cause 23 Million People to lose their Health Insurance by 2026 and many additional people would see skimpy coverage and hired a doctor both. Congress is creating a battle. The president is suggesting cuts over the next 10 years while making major increases in defense and border. The white house budget director faced tough questions as he defended the plan. The budget is nothing more than a collection of his promises. There were two that he did not want to touch. The budget chief says the plan will provide a massive Economic Growth while taking the burden off many taxpayers. President trump was in vatican city during this mornings debate meeting with the leader of the catholic church. They have very different views and pledge to Work Together for peace around the globe. Police and the east bay would like to have surveillance cameras in strategic parts of town. Even though an affluent community the city cannot afford the camera so what might be a first residents are trying to help by coming up with the money themselves. The police chief wants five more cameras that cost 60,000. The city does not have the money to spend on this project. License residents say they dont mind chipping in. The case is under investigation and the police chief says surveillance cameras couldve helped. We do have crimes that occur here. Look how far inland this goes. Stretching out is now up to 1800 feet and motoring over the hills of the east and north bay scooting into the valley. Police teaming up to make sure this doesnt happen to you. The Railroad Crossing crackdown underway. Another fire broke out at a homeless encampment. It is the latest in a series of these fires. Are Crime Reporter is in the newsroom and spoke to People Living there and they say this was deliberately set . They tell me this was set on purpose all because of an argument over a phone. City officials dont think a firebug is responsible for many of the other fires. It happened again. Another fire at a homeless encampment. This broke out early wednesday morning. Flames burned dangerously close to the interstate. The fire destroyed several tents as they lack smoke acted up onto the freeway. I smell the fire. Reporter people who live there say a homeless residents started it during a dispute over a cell phone. This is the second fire at a homeless encampment this week. On monday this fire broke out burning again right near 880 during the morning commute. There have been other similar fires. City Officials Say many of the fires have been accidental. Anything from someone cooking to someone fell asleep using a candle so they are all being looked out. The fuel load and the fact that it has been so quick to ignite is a real concern. Reporter they hauled away the debris from the latest fire and people came back looking for anything salvageable. This resident said everything was gone. Others came to hang out. We saw this man rolling his own cigarette and just around the corner we caught up with another person she showed us her camp stove. It is always a risk out here, but the fires make it even more so. It is scary. It only takes a second. Reporter jen angel owes the bakery at the corner. We are totally fine with all of the people who live there. They are mostly nice and we are not excited about the trash. Reporter they hope to open a new safe haven site where people can legally pitch tents and have garbage pickup. Their content stuttering using fine motels to convert into homeless housing. Thats why it is so important that we designate properties where we can provide people a better option. We need to have both a place for people to stay and the services that help people turn their lives around. A camp closed earlier this month just days after a fire there. The city is looking for a new space that will include tents and structures and this time they will control who goes in in hopes of limiting. That one area you cant walk on the sidewalk. This is not limited to oakland. They said this is prevalent along the west coast. They are comparing cities hoping to tackle this issue. Ive never seen as many. I grew up here and i dont think anyone has ever seen this many homeless people. The encampments are all over the city. I drive in that area the past every day and this is concerning too many people. The problem is answers are hard to come by. His job was delivering packages, one deliveryman was also making some illegal pickup. When you see the fedex guy you dont react at all so it is a devious approach that he took. Police use the stolen items to track down and arrest that delivery driver. Authorities have arrested kevin baker a contract worker for fedex. He was doing more than making deliveries. They say he was making some unauthorized pickups entering the homes and stealing. The girls father is quoted as saying district officials did not initiate a title ix investigation. 11 months later in october 2016 a 14yearold freshman told administrators a fellow student forced her to perform oral sex in a bathroom. District officials confirm they never did a title ix and have refused to comment citing the Family Educational rights and privacy act. Information that comes out of the court record or a Police Record by definition is not an education record and a Government Official would be free to discuss the contents of that. Schools have a duty to protect their students with they have information that this person presents an imminent danger action has to be taken. We are waiting to hear back from the district as why there was no title ix investigation into the bathroom incident and there was no investigation into this most recent case. Back in february 2015 for students reported allegations of Sexual Harassment to university officials. Eight months later the university concluded there investigation while he remained teaching. It wasnt until june 2016 when he went on in voluntary leave and today he was fired. He was not harassing his own students, but harassing other graduate students in the program. It involved unwanted touching, inappropriate and cement remarks, inappropriate remarks about his own sexual proclivities and desires, efforts to ask students to date him, discussions about marital problems, he a one point said i could get fired for this and proceeded to make an improper advanced.
