Governor jerry brown says if we want better roads we will have to pay for them. The governor and state leaders came to the bay area to try to drum up support for higher gas taxes as well as taxes on non gasoline cars to clear up 130 billion of road maintenance. Ktvus tom vacar joins us with a breakdown of how much taxpayers will need to shell out for a smoother ride. Tom. Reporter it was a star studded performance. How much are you willing to pay for the roads . How much more are you willing to pay to register your car . We are going to find out and soon. Officials say were simply out of excuses and courting an economic meltdown. This is pay now or pay later and pay more. And pay a lot more. Because we cant get it this year. Theres no why are we going to get it next year or the year after . Our roads in california suck. They absolutely suck. This plan that has been put forward will cost motorists less than 10 a month yet bring in 3. 5 billion to local areas in our local region for improvements to our roads. Reporter the many proponents of higher fuel taxes want the legislature to pass the bill by april 6th. That way cities and the state can seriously begin repairing the roads, fixing the potholes, mending overpasses, sealing up sinkholes, and shoring up slides. Only one good byproduct of the drought that we had, it didnt tear up our roads for that duration. Now we are getting weather and good water. Look at what devastation hat done to our roads in the last three months. Reporter because we have waited too long this bill is larger and costinger than had we repaired as we we havent. 14 legislatures have kicked the can down the crumbling and pothole ridden road. For more than 23 years. We have about 10 years of work to do ahead of us once this bill passes. This is an amount that is necessary for purposes of fixing our roads. Once we fix our roads, then to maintain them is much easier. Reporter but without this, traffic will slow even more. Deliveries will be delayed even more. There will be more damage to vehicles. Its the gods honest truth. We need it and weve got to get it. Reporter now some of the proceeds from this plan will also help fund badly needed local transit. Tom vacar, ktvu fox 2 news. Tom is there a guarantee once that money is raised it will go to fix the roads . Absolute lockbox around this one. There have been too many other forays that were supposed to be just for a specific purpose. This is absolutely baked in the cake. So if anybody wants to try to take money out the answer is going to be no. If they do they are going to have to answer to a court. Tom vacar, thanks. We have posted a breakdown of the amounts of money each city and county would be expected to get under this plan. For more information go to our website, ktvu. Com, and click on web links. North carolina today repealed the states controversial bathroom law. The year old law required transgender people to use public bathrooms based on their gender at birth. Passage of that law set off boycotts. It cost the state tens of millions of dollars. The law also excluded gender identity and Sexual Orientation from antidiscrimination protections. Some civil Rights Groups say this new measure still denies those protections. When i reflect on the civil rights movement, it took us over 30 years to get our voting rights. Today, as i cast my vote, know that i am casting that vote for the time we are in today. We must learn the art of acceptance. This comes just a week after the ncaa said North Carolina would not be considered as a host for future College Basketball championships if that bathroom law remained in place. Our plan is to announce this year in 2017 the location of the future home of the athletics in oakland. Were down to four sites. New hope for oakland sports fans. Still to come tonight we sit down with the as new president who tells us where they are going to build, or where they are looking to build a new ballpark in oakland. And just how dense is the Sierra Snowpack . The measuring stick came out again today. Along with the good news a warning about spring. We have an advisory in effect. How does that play into the upcoming weekend this we will let you know. The Trump Administration is appealing a judges decision to suspend the latest version of the president s travel ban. Today the white house notified a federal court in hawaii that it is appealing the judges ruling. That means the decision will once again be in the hands of the 9th Circuit Court of appeals based out of San Francisco. You will recall thats the same federal court that prevented the president s first travel ban from going into effect. The most recent executive order restricts travel from six majority muslim countries. On capitol hill today the Senate Intelligence committee began hearings into allegations of russian meddling in the election. Experts discuss how russia uses technology and disinformation to influence opinions of americans. Earlier chair republican nunes called off all house hearings regarding russia. There has been a growing call for the california congressman to recuse himself from the russia investigation. Today more questions arose about his neutrality after the New York Times reported that two white house officials helped provide nunes with the intelligence reports that showed the Trump Transition Team was incidentally swept up in 14th surveillance by the u. S. It raised the profound question why they were not directly provided to the white house by the National Security staff and instead were provided through a crier could circuitous route involving the chairman. Now to the sierra where another spring storm is bringing even more snow to the area. A fast moving cold front also brought rain and hail with high winds whipping through the area. It has been a great winter. A lot of rain here, a lot of snow up in the sierra. Ktvus Frank Mallicoat is in the newsroom with details on the snow survey. California is in very good shape. Todays survey discovered that california is 183 of normal. It is the most dense Sierra Snowpack in six years. Phillips station in Eldorado County right outside of echo summit. Californias snow survey chief frank gehrke delivering the good news. An extremely good year from the snow. Reporter a robust 94. 4 inches of Sierra Snowpack which amounts to 46 inches of water. 183 of normal. Drought busting news for california. That mountain snowpack makes up nearly a third of the states water supply. This is what it looked like just two short years ago. In this case, most of the storms came in rather cold, so we tended to build the snowpack as opposed to having these big rain events such as we had in 97. Reporter what does it mean for the bay area . Plenty. After five plus years of drought the states reservoirs are full, and in some case already spilling. And all that snowpack will keep them brimming come summertime. We have been releasing water from our comanche reservoir, and weve been releasing for 70 days straight. Thats longer than weve ever done it since comanche was built in1964. Reporter here in the bay area San Francisco averaged just over 19 inches of rain over the last four years. The norm is just every 21 inches. At 2017 the city is already seeing 23 plus inches with more to come. Its been a record year. The enormity of the storms and how many and how product is just like this storm machine that was kicking off, one storm after another, and they werent i cant remember the weak ones. I just remember the strong ones, and there were so many of them. Reporter but before we stop thinking about conserving Northern California may be out of the drought but our friends in the middle and southern portion of the state, they still got a lot of work to do. So our message to our customers is not, its pouring rain, stop conserving. Its, conservation is a way of life, conservation is here to stay, please keep up the good work. Reporter so all those good saving habits youve developed, keep on keeping on in that regard. The record for Donner Summit is 819 inches. That came way back in 1938. Sugar bowl, which is in norton, a couple miles away has already hit 714 inches, with likely more on its way come air. In the newsroom im Frank Mallicoat. Back to you. Frank thank you. A check of the forecast. Whats it doing in the mountains . Its snowing a little bit. They had complains on 50 and 80, advisory. Thats been dropped but its very wintery up there. Temperatures dropped a good 10 to 13 degrees. Talk about rain, snow is most important, because it sits up there in freeze form, ice, and then melts off slowly and trickles into our reservoir so we can use it all summer long. But we are on track this year, the alltime rainfall record for the mountain indexes, the reservoir indexes in Northern California, 1982. If you guys remember that that was the big el nino. The most rain weve ever recorded unSan Francisco and other bay area locations. And we are right there with that right now. As we go into april, we have a chance to be the wettest in terms of precipitation, in terms of rainfall and the reservoirs. So its very impressive rain. Up in the mountains, julie asked what was going on. There are clouds there now. We are still seeing snow flurries but most of it has ended for now. They got four or five inches up there. Temperatures are cooler than they were yesterday, significantly cooler. Nine degrees cooler in santa rosa, 11 degrees cooler in concord. Today was the day we talked about cooling and wind. But the wind advisory stays in effect. That wind advisory in the hills stays in effect through tomorrow at a lunchtime. Up in this area. So this one stays in effect until noon. And then tonight the coastal one goes away. I was lacking at some of the live cameras at ocean beach. The sand is blowing. It is blowing out there out in the avenues, out in the richmond sun there is set direct. You know what that means. The treely pollens are trending high. With windy conditions, that stuff is everywhere right now. The im telling you, i was lacking at some indicators today like some of the puddles, and theres yellow everywhere. Theres pollen. Especially in the east bay, livermore valley, the tree pollens i mentioned the other night it is a lot of most of the subdivisions were all male trees, and male trees produce a ton of pollen. They dont produce fruit, they produce pollen. Thats why they put the male trees in, because theyre not as messy. In terms of hey fever sufferers, places like livermore, clayton, walnut creek, you are hurting for the allergies. Tree allergies spin. But in three, four weeks it will start being the grasses. Tomorrow at 7 00 a. M. Its 52 in san jose. Tomorrow friday, sunny, warmer. 68 for a lunch time high in san jose. San jose will go in the mid 70s. 73, 75, Something Like that. A warmer day tomorrow. By saturday you guys i wouldnt be surprised to see a temperature reading in the 80s for a couple of bay area locations. That would be this saturday. So we are this brush with coolness is over, and now we are going back into a nice little warming period. It has been awhile since weve had temperatures in the 80s. Its been awhile. Saturday we could see a couple cities record that. It was windy today. Bill thank you. Cattle on the loose. You dont see this every day. Police in st. Louis spent the afternoon trying to corral them. Six cows escaped from a slaughterhouse in north st. Louis. Police blocked off several streets to try to capture them after they scattered in different directions. From overhead you could see officers trying to corner one of the cows. The unusual roundup, needless to say, drew a lot of attention on the streets. The last corks by the way, was captured about 90 minutes ago. The boys of summer are back. The bay bridge series begins tonight. Coming up next we will take you out live to the ballpark. And later, new at 6 00, the scandal at an east bay school that prompted students to walk out today. I dont think they really care about whats going on here. The games dont mean anything but its still fun every year when the as and giants wrap up spring training games. Tonight is the first game of the annual bay bridge series. Scott reiss from a beautiful at t park. What a night for a game, huh, scott. Reporter indeed frank. A perfect night for baseball. Technically youre right, the game doesnt mean anything, but to the players and fans it does. It signifies the regular season is almost here, and it also signifies that the giants and as get to renew act quaint dances. You see the giants finishing their batting practice session behind me. The as waiting done wings. Some of the as players still warming up down the right field line aus could really get the sense in both clubhouses this was the start of sort of the transition from the exhibition season to the regular season and the games that actually do count. I asked both managers about that very sentiment. I could tell you all these guys are excited to be back and be in this ballpark. Youre right, its not opening day but hat a little bit of that feeling. Thats what you like. It breaks up spring training. Were here for three games, we go right back to arizona. But this helps turn up the intensity a little bit. This is a great way to lead into the season. You see the look on some of the newer guys faces that are playing spring training games all the way up to opening day, and this is completely different. Were here playing the giants which means a lot in the area. Plus its always well attended. It doesnt feel like a spring training game. This is the right way to lead into the season. Reporter one bit of news or non news it is a turns out, you see matt cain throwing a bullpen session. We were led to believe we might get official word today on whether cain would be named the fifth starter but that announcement will not come until likely tomorrow so we will continue to speculate on that matter. Finally, further evidence that this is not quite yet the regular season. You see the baseballs here. I just picked one up from batting practice. It is still the spring training insig knee i cant. They look good, they feel good, but theyre not the real deal. Three more days for that. Scott what do you think about matt cain . They have a lot of money invested in him. Could you see them in any way sending him down to the minors are trying to trade him . Reporter no, no, the minors, not a possibility at all. Its a question of whether he will start the season in the rotation or bullpen. Conventional a wisdom, frank, for two reasons he will be in the rotation. One, they do owe him 20 million, and that speaks volumes. The other thing is loyalty. You serial want to give matt cain every possible chance to earn that spot. He deserves that after all the years of tremendous systems. Hes been a great pitcher for so long. But he was hurt for the better part of two years, came back and wasnt effective. Theyve got a kid in ty block who looked pretty good, so its an interesting dynamic. My guess is it will be cain but on a very short leash the first three weeks of the season. Who is looking more solid as a team coming out of the gate, the as or the giants . Reporter oh, thats not really a fair question, because youve got one team in the giants, picked across the board to finish first or second in the west, a legitimate world series contender, then the as picked pretty much at the bottom by every preseason publication. But i will say. This nobody ever seems to see the as coming, and you remember they had terrific years in 12 and 13. They were picked at the bottom of the pack those year as well. With oakland, you never quite know. The chemistry seems to be terrific. I think theres optimism in both clubhouses. Something goes for the underdog sometimes. All the time. Are you going to put that ball in your pocket, scott . Reporter ill bring it back for you. All right, cool. Thank you scott. Ballot sent to the wrong people. Missing information and voter guides without the right information. Those are just some of the problems in south bay elections. Tough questions about election issues. The bad news is, when you get a team that doesnt help, and the good news, when it leaves, it doesnt hurt, because they have essential no economic impact. The pain of losing their team is still fresh in the minds of Oakland Raiders fans. Still to come tonight, oaklands mayor says losing the raiders is probably in the best interest of the city. The Elections Office and the bay areas largest county is going to be audited after a series of errors over the past seven years. Maureen naylor spoke with the registrar of voters and the lawmaker leading that charge and what surprised him. Maureen. Reporter well frank the south bay lawmaker spearheading the effort says he doesnt know if any other county Elections Office has been the subject of such audit, but he says after so many errors something has to be done. The Santa Clara CountyElections Office is fairly quiet now but behind the scenes preparing for a state audit, after a number of errors with sample ballots, voter information guides, and vote by mail ballots. Thank you very much mr. Chair. Reporter assemblyman evan lowe, a democrat based in campbell, asked a committee for an audit of the registrar voters office. Wednesday the committee agreed. In a letter to Santa Clara County board president cited six champs of errors including more than 2,000 ballots mailed to ineligible voters. In 201100,000 sample ballots missing candidate sections. The same year there was missing information in voter pamphlets, and last year some voters got a guide with the wrong information. Were here to cooperate and be transparent as we always are with everything we do. Reporter Santa Clara Countys registrar has held the position since 20 14. She calls the state awed ate great thing. It would be good to have an outside view, an outside eye come in and see if there are any recommendations that they can give us that would help improve. Reporter she said her office has been upfront with past errors and immediately notified voters and says she is confident in the accuracy of election results. She says the cause for each error has been different, ranging from vendor issues to internal mistakes to being provided the wrong information. There are other counties that have had errors in their pamphlets. It is not unheard v. Reporter but assemblyman lowe says a review by him showed Santa Clara County stood out compared to the rest of california. As claire of the Elections Committee i have not seen such systemic errors in any of the 58 counties. Reporter assemblyman lowe said he was surprised how the registrar welcomed the audit. It is expected to take five months to complete. Once it is the board of supervisors can make a decision on any findings. I did reach out to board president dave cortezy today. He had no comment. So the results of the audit will be nonbinding. It will be totally up to the city council . Reporter exactly. What will happen is the findings will be presented in five months. It will actually be the board of supervisors that can listen to the and make any decisions and any changes they decide. Right, board of supervisors. Maureen naylor, in the south bay, thank you. Homicide detectives are investigating the deadly shooting of a 17yearold boy in east oakland. He was found dead in a car at 10 15 last night. Investigators say the car did not belong to the teen but they havent released any other details about the case. Still no word on the victims name. Crimestoppers is now offering a 10,000 reward for information leading to an arrest. On monday nfl owners voted almost unanimous toll allow the raiders to move to las vegas. So the question is what becomes of oaklands coliseum complex and the city itself wants the raiders leave. Will that have an impact on the city in the long run . Ktvus tom vacar has been taking a close look at. That. Reporter stanford economics professor roger noel who began studying team moves says this about teams coming or going. The bad news is when you get a team, it doesnt help. The good news is when it leaves it doesnt hurt because they have essential no economic impact. Thats especially true of a football team. It is important that we grieve because this is a tremendous loss. But economically it is probably in the best interest of oakland. Reporter the city of oakland confirmed that by evaluating the loss of one or more teams. One of the scenarios is no sports facilities at all. But on pure economic terms, no, oakland will not suffer because the raiders left, ode think we will serve in other ways. Reporter study after study has shown that oaklanders are far more willing to spend more tax money on fixing homelessness, housing, jobs, and failing infrastructure, even more than crime. They actually were unwilling to cut any of the many things that we listed with one exception. And that was efforts to keep the sports teams. I think sports teams in general offer up identity, right, and thats i think really what it is. But as far as the actual influence on the economy, i dont know how much it really influences on there. I dont think its as much as maybe what the perception. Reporter while the jolly rogers diner makes money on game days the owner says including the preseason thats only eight to ten games a year. Hopefully the city of oakland can now give something for the as and redevelop that entire area kind of like what they did over there in San Francisco for the giants many years ago. And thats he is special true witnesses rapid transit, rail, hirntion and nearby airport connections. And to have that much acreage in a thriving city like oakland is an incredible opportunity. You guys want to take your ball and go somewhere else and play, thats fine, we dont need you here. Were going to do something bigger and better. You are going to come back and say, hey, we shouldnt have left in the first place. Reporter which they did. Which they did once already. The future of las vegas is much worse than the future of oakland. Reporter in my next report, regardless of what you have heard h is far from a done deal. Tom vacar, ktvu fox 2 news. Still to come here the new signs of the Oakland Coliseum say rientd oakland, and the as are ready to statement coming up the four locations that the as are proposing to build a ballpark right here in oakland. Republican senator bob cork tweeting, quote, we have come a long way in our country when the speaker of one party urges a president not to work with the other party to solve a problem. What i am encouraging our members to do is to keep talking with one another until we can get the consensus to pass this bill. Thats what separates us from other pro sporting venues is the quality of our fans and the dedication to the club. We want to make sure thats the central piece of what we are doing in the new ballpark. Reporter waterfront . Could be. Reporter Howard Terminal . Thats a possibility. Reporter im not going to get it out of you. Its a very sexy sites. Its one of finalists. Reporter were you disappointed with the decision about the raiders . Were disappointed that they decided to leave and go to las vegas but were focused on our efforts. Hitting that staff in boat would not be a good thing. Lets go back over to bill in the weather center. Cooler, breezier, but things are changing for tomorrow. Warmer tomorrow. Interesting that story because i happened to be up in point arena last weekend. We were up there sunk. Good waves, but you could tell a big winter by obviously the stuff in the basement but up there, there were its redwood. Huge trees floating, because of the big rains. Trunks . Crazy. You forget. We dont have red woods falling into the water like they do up there, but i thought to myself, i havent seen that since 1982, or on the beach at low tide. There were these huge tree trunks, up towards fort bragg. Really dangerous. Really dang rowrks he is special inside. But its indicative of winter that is like, one we havent seen in a long, long time in terms of the amount of rain, the amount of wind. Speaking of wind we had wind advisories today staying in effect until 8 00 along the coast, where the sand is blowing out at ocean beach. It is blowing hard. Youre driving through it right now. I dont know if its ill check and see if its open. I wouldnt be surprise if they shut that down, at least going southbound at this point because of all the sand thats blowing around out there. As you look at the mountains they had snow today, they his chains on 50 and 80. That has died down. The winds for us are dying down. We had gusts today 30, 35 Miles Per Hour. Some of the coastal buoys offshore did register 40 Miles Per Hour winds. Lets see whats happening. 26mileperhour gusts in vallejo, or theres almost a 40 there. Sfo is gusting to 40, then we got 20 sustained at san jose. Still pretty breezy out there. Thats raising heck with the allergies. These advisories stay in effect through this afternoon for the coastal one, this evening. Then the friday one stays inesque through noon. Thats for the hills of the east basement outside you go. Hazy conditions out there right now. Kind of almost looks like theres a storm coming in but there is not. Here is this low Pressure Center that created the wind and the snow in the mountains, created the cooler highs. It is gone tomorrow, and friday, saturday, temperatures do that. They pop back up. Saturday is going toned up being one of the warmest days of the week. Maybe one of the warmest days weve seen. Were going to see low 80s on saturday, couple places, but not before tomorrow hits 72 in san jose, 72 in mountain view. The temperature is coming up seven degrees tomorrow. Theres the fiveday forecast. Dry one. Weekend looks good too, julie. I think you can get out both days. Last weekend we were dodging raindrops. This weekend is straight up barbecue weather and flipflops in the inland valleys where evening temperatures are going to be in the 60s. Interesting how nice it is here, yet in the sierra another storm and more snow. Theyre getting hammered. I talked to a guy up there, he says it feels like the middle of winter. A cold store. Kind of chilly here. Ready for a nice weekend. Thanks bill. The case made National Headlines last fall when a young mother went missing while jogging near her home in redding.
