Overcoming criticism of the Health Care Bill following estimates that millions could lose insurance coverage. President trump ignored questions from reporters about yesterdays report from the Congressional Budget Office that 14 million americans could lose their insurance in the first year alone. To put that into perspective 14 Million People is more than the entire population of pennsylvania. Republicans point out that bill would reduce the deficit by 337 billiondollars over the next ten years and democrats say that is because of cuts to the Medicaid Expansion that has provided coverage to millions of low income americans. Under the proposal of the republicans, the number of people uninsured would not only grow to where it was before the Affordable Health care. It will be more people uninsured. The goal of this is to make sure that every american has the choice and a plan that they can afford and that they have the choice to buy. Some moderate republicans oppose the proposed roll back of medicaid. Many conservative republicans oppose the bill saying it doesnt go far enough to dismantle obama care. Despite the objections they hope to push it through next week. Covered california released its the report. It estimates a 62yearold living in San Francisco would see their premiums sky rocket by an estimated 460 a month from 208 to 668. Covered california says that same 62yearold living in los angeles would see a 70dollar increase. The republican bill would eliminate the current subsides based on income and premium costs and instead provide tax credit is linked to a persons age and let insurers charge more for older people. 3 Million People get insurance through california. Police chiefs say the federal government is on its own when it comes to Illegal Immigrants in their country. Tom vacar was at the news conference. Tom is in san jose. Tom, some pretty tough language comes from the chiefs today. Reporter indeed and the good news is that a lot people are much calmer here in the south bay right now. Those Police Chiefs assembled and spoke in one voice for one policy saying uncle sam is on his own when it comes to those who are undocumented. The Santa Clara Police chief association and group of clergy called the media to make one issue crystal clear. Santa clara county law agencies have no desire to become the enforcer of immigration law. We felt it would be important and if we spoke in one voice regarding the issue. The chief is seeing outright deportation fears in many latinos communities. We understand there is fear in certain segments of our community and here to assure you that we will continue to serve and protect in a way that seeks to calm fear and build trust. Public safety is the primary concern of local law enforcement, not immigration. What you are hearing today in one collective voice is a steadfast commitment to keeping trust with the people that we serve. And we will stand together. Regardless of our denomination differences and our theological differences, we stand hand in hand together. Neither the chiefs or the District Attorney see anything in federal government to require them to enforce immigration law. In terms of the federal government and civil detainers and enforcing civil immigration law, the federal government has its own officials in Court Systems for that and to the extend that we can assure the community that we will not be a Deportation Force and take part in federal Immigration Enforcement is critical. So with respect to this community the federal government has put itself in its own situation to require a lot more people to ep force things than it has ever had here before. Reporting live from the south bay, tom vacar, ktvu fox 2 news. Tom, this is pretty unusual what happened today. I cant recall another case in recent memory where so many Police Chiefs came together like that to speak as one voice. What they are doing is they are simply saying we have a Good Relationship as good as many places with people of undocumented status and with folks that have different ethnic backgrounds. We have gotten a lot of crime solved and public cooperation. We wont risk that to enforce laws that federal government ought to be enforcing on its own. And so, yeah, it is an act of defiance and act of defiance in favor of safety, not just pleasing the federal government. Tom vacar in the south bay tonight. Thank you. New at five, San Jose City leaders have taken a big step to help out homeowners devastated by the citys worse flooding in 20 years. Ktvus Monte Francis is outside city hall with the emergency move that leaders just voted on. Monte. Well, frank just about 45 minutes ago the city Council Voted unanimously to assure a county shelter crisis and that means it will be remaining open until april. We spoke to the mayor that has strong words for the Water District. If they are not going to take responsibility for fixing this, we will. There is no dispute that 14,000 people that were forced to evacuate last months floods could have used more time to escape the rising water but sam lacardo is not mixing words about a lack of response from the Santa Clara CountyWater District to figure out why there was not more of a warning. If they are not talking forthrightly to the staff then we are out of options, that means we need to take responsibility and hire the highologists ourselves and we will die that if that is what it takes. Mayor lacardo had a stern later to john vavilla for failing to attend a march 9th Council Meeting to discuss what went wrong. He admitted that a breakdown of communication between the city and Water District resulted in a failure to give adequate warnings to those evacuated during the worse flooding in 20 years. He also criticized the Water District for providing what he called an accurate water data and repeatedly flood estimates of flooding risks. The Water District met behind closed doors and we were told that the chairman did not have time for an interview in a letter he responded to the mayors accusations saying we are interested in facts, not blame which only serves to dishonor those harmed and displaced by the floodwaters. About 180 people displaced by the floods have been staying at the an Trees Community center. Many still going to work and mainly to return home. Everybody can get more time. They need a lot orling help. City Council Approved about 250,000 in funding to keep the shelter open through april 5th. In his letter to the mayor the chairman says he is committed to figuring out what went wrong and he doesnt want to take part in short term political theater. Monte when the mayor says the city was provided with faulty information by the Water District what exactly is he referring to . Well it is a big complicated. One of the pieces of information the creek could handle the runoff but that was not the case. He wants to have that information to create another delayed response in the future, frank. And while snow piles up on the east coast, it feels almost summer like in the bay area. Up next, despite the sunny skies we are feeling the impact of that winterstorm. We will talk about that storm and trace stella up the east coast as flight delays continue and we will look at the forecast that does include towns, a sprinkle for some locations. The northeast and checking out this time lapse video. Shows the storm that is battering much of the northeast right now. It gives an hour by hour break down of the snow that fell in new york city as the blizzard hit. New york city got far less snow than the 16 to 20inches predicted but the city still remains under a state of emergency. The Sanitation Department is doing outstanding jobs and conditions are very slippery. Still dangerous. Blizzard warnings were issued for parts of nine northeast states from maine to pennsylvania. State troopers battled the blizzard in a life or death situation. They escorted a baby boy in desperate need of a heart transplant from one hospital to another hospital. Some 60 miles away. The troopers used snowplows to move through pennsylvania roadways. Some buried in snow. That baby made it safely to the hospital for that transplant. Well in that winter storm having a Ripple Effect on travelers in the bay. It sure is. Hundreds of flights in and out of new york and boston were canceled. Tara moriarty was at sf oand caught up with passengers stranded. This woman was supposed to fly from San Francisco to boston yesterday. I was supposed to go to boston after seeing a friend after 12 years. That is not going to happen. He is now on a stand by flight out of sf ofor tomorrow after flights to the northeast were canceled due to a winter storm that dumped up to 30 inches of snow in parts. Just on average we have about 140 flights to and from the northeast and about 100 of those 140 flights have canceled. More than 9300 flights into or out of the United States were canceled yesterday and today. American united and Delta Airlines began to issue travel alerts and waving rebooking fees. I am going to d c and it got canceled. Rich says his flight was canceled and trying today. Same for florence that has to work back east. We had to rebook and i think i was trying to get on another flight but it was really hard to so i got this one. Most californians did not seem bothered by the disruption. I am leaving 80 in california and we got nice weather but i have to chase a storm. It is hard for me. It is so hard. Just because i prepare everything for being in a snowstorm. Airport Officials Say the weather conditions werent as serious as first thought so Airline Schedules should get back to normal by tonight and tomorrow morning. At sfo, tara moriarty, ktvu fox 2 news. Well lets talk more about the blizzard bring in bill martin. Some parts was not as bad and getting snow. Anytime, new york city coming on four and five inches of snow. Six inches and that is big time. Your shutting down the cities. We got an issue with even though we didnt get as much snow anticipated sleet and ice and now the cool air will stick around. They will have a hard time getting rid of all of that icy conditions. Wont melt off. Lots of cold air swinging in behind the system and thats what i am pointing out. The system is working its way up in the New England States and working its way offshore. Its on its way out and not before looking at blizzard warnings still in effect. These are blizzard warnings and winterstorm warnings upstate. But you get the idea. It was definitely one to remember. Plenty of snow and rain and winds. I saw gusts where airports were shut down. Anybody traveling not a good day. Outside beautiful. San francisco looks great. We didnt have any real fog to speak of. I thought we might. The models indicated we might but we had a northeast wind today that gave environment like this beautiful sunshine. Overnight lows like last night and the clouds coming in. A slight chance for a sprinkle. This is it. Not putting a sprinkle in. Mostly cloudy and cooler tomorrow. But despite that, look at oakland, tomorrow at lunchtime, still 63 degrees. Partly and mostly cloudy and then there is the afternoon. Some breaks. So it is not a bad day tomorrow and rain should if there is rain it should be in the hillsburg area further north than bay area proper. Here is what the model does. You see the flow ship, the westerly move tomorrow morning and you see coastal fog at the coast. Clouds fill in and thats a 5 00 and rain stays north. Most of the model here around the ukya area. Yesterday we had records and tomorrow we will see 60s and low 70s. You get the idea even with the clouds 73 in san jose. Beautiful day tomorrow. Fiveday forecast. We got clouds in the forecast for tomorrow. And as we go through thursday and friday we start to clear out. Sunday a few clouds and that chance will go away. Sunday will be an okay day. It is spectacular today. Oh, gosh. Almost humid. A little bit. We will notice that tomorrow when the clouds come in. The views. Spring, come on. It is so beautiful. We are getting a chance to see what the warriors new arena in San Francisco will look like inside once it is finished. There will be concerts. There will be family shows. There will be conventions. Marine mammal rescuers from sausalito trying to coast it out of a canal in vacaville. Sky fox was there as the sea lion was swimming in the water but we are told it has gone up a pipe that leads to the canal near leisure town road. Hoping to get water through the pipe to flush it out. Experts say because of the rain and unusually high water levels, the sea lion swam further into the river in search of food probably salmon and couldnt find its way back in the sacramento river. Getting an upclose look at what the new arena for the warriors will look like and the perk that season holders will get. Frank somerville got a virtual tour known as the chase center. How does it look . It looks spectacular. Mighty impressive. It is the only privately financed arena in the modern era and will be the envy of every npa team and city. The chase center is taking shape. 130 weeks away from this. 11acre entertainment wonder rocking 200 nights a year right on the foot of mission bay. There will be concerts. There will be family shows. There will be conventions. Hopefully we will nominate a president of the United States here. In large measure, thats the value, i think culturally that it brings to San Francisco in the entire bay area. Convincing season Ticket Holders to buy in, the warriors open the case experience, an appointment only virtual tour that allows them to actually pinpoint their seats. Get a view of the opulence spacious amenities and figure out their drive time and parking and take a 360 site line ride from every one of their 18,000 seats. We know fans love seeing the model but by integrating it with the technology with the screens so people can see what that view looks like, we want the fans to come and get excited and understand the view. Right across the street fans will have a view from a five acre water front public park. Inside over the top. Five hundred square feet of decadence and 46 more suites from oracle. All four trophies from the title years and all four Championship Rings that are real and season Ticket Holders will get a free test drive. For anybody to try on the Championship Ring that steph curry is wearing is cool. An opportunity that i could not pass up. I did have to give it back and by the way there will be security around the ring when the Ticket Holders come through. Parking is a big issue. With giants and Childrens Hospital the warriors are adding 950 onsite spaces and they say there are 6000 additional spaces within a ten minute walk of the arena and with the addition of the new muni substation that will be done and right at their doorstep they believe it wont be a problem. By the way, happy birthday to steph curry. He is 29 today. Frank and julie. Firefighters made an unusual rescue at a Sandwich Shop this morning. A man was naked and trapped inside a shaft. Alex savage tells us more. This was the end of a very unusual rescue operation in napa. The man being taken away was stuck for hours inside a narrow shop at the togo shop. Firefighters had to cut open the wall. The man had taken off his clothes and found sitting in the fetal position. And there is no telling how long he would have stayed there if not for this construction crew. They showed up this morning to do some paving work nearby and they heard the mans faint cries for help. At first they thought they were hearing things. We all go there and we could hear him yelling and said he was looking for a wishing well and got drunk and fell down airshaft. He had climbed on the roof of the Sandwich Shop and somehow fell down in the shaft. Unclear why he was up there in the first place. His explanation to the workers was out of the ordinary. He says i was looking for a wishing well and i didnt find it and i asked how he got in and he said i was drunk and i fell in. Once they got here, it took napa firefighters just under an hour to free the man from the wall. They used various power tools and they had to cut carefully. A small saw to cut the space open and some wire cutters for the chicken wire and very delicate operation because we didnt want to hurt the person. That is tough because he was cramped.
