Reporter i just finished talking to the assistant fire chief. He tells me that there is good news because they believe some extra opinion some Expert Opinions that the crane is not going to fall down. When we asked him why 10 buildings were evacuated in the area, he said it is is out of an abundance of caution being that this is what around 5 00. Theres a lot of people around. They cant pick a chance for public safety. But they are flying in an expert from Washington State to evaluate the situation. It will take hours to figure out what will be happening. So theyre saying they dont think the crane is going to fall, but they are still evacuating the area just in case. What do they do next here . Reporter well thats the question. I mean a number of city agencies, the Fire Department, the police department, office of emergency services, and outside experts thats coming in from Washington State and City Engineers are up there evaluating what to do next. Theyre not sure how to make sure nothing happens. They say they are fairly confident that if something was to come down it would be debris and not a wall and not the crane. Okay, but there are people at this time right now up there trying to assess it, is that correct amber . Reporter i was told by the assistant fire chief that there is a City Engineer and possibly e other essential staff up there evaluating the situation. I should point out that it was the construction crew that called the Fire Department around 2 45 when they realized one of the nine structures failed, the support on the interior crane i was talking about. All right, we are looking at a live picture right now. We can see workers up there on top of that building assessing, working trying to figure out what to do next. Amber, just give us a recap of what streets in the area down by where you are that are affected right now. Reporter i want to show you this is is a lot of traffic here. Were at second and howard. I can see thats closed. It if you look further down about a block down from as far as i can see howard is shut down to my left and to my right. But you know there is a lot of people in the area. They are asking people to please leave because they just want everybody to be safe. So far no injuries to workers or to the people that are in the area. Amber in talking to the assistant fire chief, is he giving you any indication as to how long these evacuation orders may be in place and also from what i understand it is mainly businesses that are affected by the evacuations not residents, correct . Reporter at this point they said all ten buildings that were evacuated are businesses. They are still evaluating to make sure that no residential buildings have been impacted. But if it turns out there are residential buildings they will make arrangements to offer people shelter. But at this point no residential buildings. All right amber lee in San Francisco. Can you see that careen leaning on top of the building. But as amber was saying she spoke to the assistant fire chief today. They do not think it will tip over. Theyre evaluating the situation right now. In the meantime a lot of people and a lot of businesses in the area have been evacuated. Now we head to butte county where Officials Say work to repair the emergency spillway at the oroville tam is going oroville dam is going well. That spillway caused so much erosion to the hill below that authorities were worried the spillway was going to fail, which would have led to catastrophic flooding. As a result more than 180,000 people were told to evacuate on sunday afternoon. Today the department of Water Resources says the reservoir is down more than 25 feet from its high of 902 feet on saturday. They also say they think right now they have enough room in the lake to handle the coming storms. We dont expect to see that bump in the reservoir surface because we have already made up enough Storage Space to manage that in flow. Reporter Officials Say the main spillway remains stable despite the large volume of water going down. Teams are working on plans for permanent repairs to the hole in that main spillway that could cause as much as 200 million. All the people who were evacuated are now told they can return to their homes, but many of them are nervous especially with more rain expected tomorrow. Even though there were problems with that emergency spillway, the dam likely saved the town of oroville this week. Ktvu tom vacar spent the day there. I was worried about everything. I was worried obviously. My employees, how are we going to pay our bills, when are we going to be able to go home, are we going to have a building to come back to. Reporter today the sun was peeking through. Its wonderful to get back to work and wonderful to see all the familiar faces in our town up and running again. I come here two, three, four times a week. It is the only place in town i can get a good bowl of oatmeal. Reporter these employees heaved the cold and they soon found themselves in limbo. Youre stuck until you get the all clear to come back and then youre on pins and needles until they do or dont call again. So it is business as usual until Something Else comes up. Reporter but its great to be back. Everybodys got stories where they are at, where they are coming back from, whether or not they have to go again. So everybody has got the same thing on their minds, theyre talking. Reporter he is worried about his shop for folks that are gathered here to play chess. There is stuff in here thats irreplaceable, you know, my livelihood. Reporter in oroville theres a lot of traffic today. A contrast to yesterdays mostly deserted streets, but not everyone is back. Not by a long shot. I think it will take a while for that because a lot of people are not coming back. What they are doing up there is a fixture right now. A lot of those people are not sure if that will cure it for now, theyre going to wait. Reporter oldtimers tell me the dam probably saved oroville this week because back in the 1950s before the dam was ever built, the Feather River would flood regularly. One year the city was under 10 feet of water. Tom vacar ktvu fox 2 news. Well today is a transition day as the first in a series of storms is taking aim now at the bay area. Chief meteorologist bill martin is monitoring the changing conditions, joining us with the forecast. Weve got three storms moving in over the next three, four, five days. We will see some breaks in there too and these storms, they are not at all like the storms we would see through the months of january. They are wet storms, but they are not very wet. They are not atmospheric rivers if you will. It will get here in time for the morning commute with showers into the oroville drainage basin and probably around 4 00 to 5 00 tomorrow morning. Listen theyre going to see if they would see two to three inches of rain that will be a lot. They will only get an inch and a half as you can see the water shed right here, the Feather River, the west branch, middle fork, west fork. All four of these tributary rivers will feed Lake Oroville in that area. Youre only going to see potentially two and a half inches of rain. So this is a 24hour rain forecast as you can see up in that area. If you go into that purple that is somewhere around an inch and a half of rain. Thats what youre going to see in the water shed considering the water has come down so much. There are no dangers of the water back to the emergency spillway based on this weather system, the next weather system, and the one behind that. One of the reasons is were going to see some breaks over the weekend. They hit the basics. When i come back we will talk about how this next system impacts you. The morning commute is going to be a little dodgy. In San Joaquin County near low dye, en lodi, engineers have ramped up all the construction near the dam. Precautions have nothing to do with the emergency currently going on at the oroville dam. Ktvu rob malcolm is standing by live for us. This is all part of routine maintenance . Reporter thats right, frank. We are on the other side of the dam built here in 1964. It is at capacity. For that reason east bay mud has been fielding all sorts of questions from the public, so they invited the media down not only to show us what they do, but to ease those concerns from the public. Reporter with more rain in the forecast, engineers at the dam are making room. Tom boardman says it is regular work. While youre looking out here, it will be out of the reservoir. The total volume is 5,000 cubic feet per second. Reporter its a maximum allowed at the base of the dam. When you look up top you realize why. We are doing it because the reservoir levels are rising and we always want to maintain the passings to allow extra water to spill in from up above. Reporter the increased rain meant extra inspections during a record wet month. What im showing here is the water level indicator. What we do is lower the pipe into the ground and it measures the depths from the Ground Surface to the water level surface. That is how you could tell the height of the water levels. What did you learn today . That water levels are high. Reporter right now the reservoir is 90 full. Thats why they are releasing water. There is a spillway here, but no auxiliary spillway, which is likely leading to Lake Oroville. But they are prepared for any type of emergency. We do regular drills. In fact we just did a drill in december of 2016 where we coordinate with all the other agencies that would be involved in case of an emergency. So pg e, fire, safety, city, county, etc. , you know we bring everyone together to get on the same page. The concrete spillway here could handle 120,000 units of water. It hasnt been used in 20 years. Back here live the dam is 90 full and the nearby party reservoir is also 100 full just to give you an idea of how much rain weve had this month and the next routine inspection here begins next week. The american road and Transportation Builders Association put together this report. Highways in the bay area consider it structurally deficient and clued. Interstate 880 over the Union Pacific railroad in san leandro creek. I280 over the lawrence expressway. Interstate 680 over monument boulevard in contra costa and highway 101 over the creek in san mateo county. When something is listed as structurally deficient, that sounds, you know, pretty serious. It could be something reflecting a minor crack or something on the bridge. So Something Like that is fairly minor. We will still have it listed as structurally deficient. Caltrans says there is plenty of work to be done. They have identified nearly 6 billion in road maintenance projects that it doesnt have the money to complete. Governor jerry brown has asked the federal government for 100 billion in funding as a part of president trumps pledge to rebuild the nations infrastructure. The governors wish list, which he has compiled earlier this month includes funding requests for roads, bridges, and transit projects. But catchers have to use the first days of camp to get up to speed as well. We have not caught anybody with this kind of stuff in a long time and their balls are moving all over the place. How much do you think will be together . The next storm that will come in here, half an inch the most. The storms that are obviously thinking about oroville, maybe an inch and a half to two and a half inches up there. That is nothing in the next 24 hours compared to what we have been seeing this winter season. So a concern for slides and flooding and this storm should not be a problem. The next one shouldnt either. Then we would get a break and the next one either. This is a different typical type of storm progression for the bay area and so it is not the Flood Warning severe kind of weather weve been seeing all winter. These are spaced out, theyre not as strong, they dont have super strong moisture taps with a little rainfall up there in the Paradise Valley right now. This is near oroville obviously. You know they built that up here. Look at the river, moving three feet to this thing. If you know much about california history you can look at the beautiful live shot. It is where they would find an issue supposedly for the last indian, the last indian, the wild indians to come out in what i want to say 1911. It is a very remote area and that is why they put that dam in there. So as we would head over thursday morning, there you go your morning commute. Maybe a few sprinkles, but thats not bad for 5 00 or 4 00. And back in the sun, so that is the storm. Now you will see them depicted here for areas of 4 00 a. M. Thats wet. Then here it is at 6 00 a. M. So it is a wet morning commute especially from 4 00 to about 7 00 a. M. If we are lucky for most of us this might be that system that happens while we sleep. But it will be wet for the Early Morning commuters maybe an inch and a half in the heaviest spot in the coastal hills. New information about the ghost ship warehouse in oakland. It happened just years before the deadly fire. A Crime Reporter henry lee has been digging into the information and what he has learned. They show Oakland Police was well aware for the league activity. Reporter they show officers visited the warehouse and nearby properties dozens of times in the the two years before the the ghost ship fire. The documents were confirmed they were very familiar with this man. The founder of the ghost ship arts collector. They were living at the building even though it was just a zone to be in the warehouse. The woman said drugs and alcohols were being sold at event costing 25 to get in the door. An oakland officer wrote in his report he believes the promoter was violating the permit ordinance. They did not have a permit and they were suppose to have an art studio who broke up the party, but they did not arrest or cite anyone. In these documents, he is now identified in the Police Report for punching a tenant in the head for being short on rent december 2014 just two years before the deadly fire. The tenant told police he might be murdered if both he and almina stayed under the same roof. He was cited for a battery. The tenant was taken into custody. They told me almina had nothing to do with the raid and there is another side to the tenant dispute. In a statement they said neither of the above incidents have anything to do with the tragic fire on december 22nd. We call each episode irrelevant. They said he is in no way liable for the deadly fire, which happened during his unpermitted party. Ktvu has been asking the Oakland Police to clarify their protocol as to whether officers should be sharing what they would observe with patrol and other city departments who have not heard back. The oakland councilman says the city must do better to communicate and follow up. Public safety needs to view this in my home and other activities that are questionable and illegal and you have a responsibility to say no. You are just as guilty as the guy committing the crime by not reporting it. Reporter so what is missing from the documents released by the city is any sense of cohesion among different city departments. In marin county, crews are trying to fortify highway 17 against more flooding ahead of next years storm. They are trying to keep water from pouring over highway 101. That section of highway 37 is closed and they will reportedly remain closed for at least another ten days. The crews are working to close mud slides. It happened in Silicon Valley. It is hard to believe they are open in both directions, although they squeeze down for one lane. The commute time from where im standing here to the Silicon Valley about two and a half hours, it is enough to make some commuters say there is no place like home. Spending the night here, not being able to go there for the next morning. The same is true for one head firm. By the video they would say the company employees, they decided this is the best way to conduct business. We have been to four to five council meetings. Well one of the main Tourist Attractions in San Francisco is becoming a dumping ground for the winter storm. Check out all the storm debris that gathered at pier 39. Pieces of wood both large and small started to pile up at the restaurant of the pier and it is not just the pier, but they have massive debris fields floating in the bay and the backtoback storms have created those rivers, driving mud into the bay for the Sierra Nevada and central valley. Ktvu Tara Moriarty went to aquatic park today for a closer look at all the debris in the water. Reporter a little cold water never took them away from the San Francisco bay. Its about 63 today, it is is getting warm. Its not just the temperatures these swimmers want to avoid, but it is Something Else Mother Nature has brought. If you are dodging debris out there. Reporter these Satellite Photos paint an accurate picture of april 2016 the bay looks green. Today it looks brown. Record rainfall has lost clay sediment and other debris out of the swollen rivers, giving the hues. There are lights in the water, there are small crowns that break free. So it is a faster occurrence to produce this debris coming down the river at a faster pace than we typically see. Reporter the storm has dredged up a lot of plant life like this. Its the bigger pieces of driftwoods that are quite dangerous, so they made a huge pile over here. They could knock into one of those and it would hurt. Reporter a flushing out of the system is healthy for the bay. Extra sediment would help build up marshes at the edges, protecting against the rising sea levels. It has also deposited a lot of the sediment for them to come and provide a great habitat for the little small things you dont necessarily see the crustaceans that they eat. Reporter the officials at the aquarium of the bay would see more fresh water in the bay. Good for animals like the salmon, trout, and the sharks and the population. This is a nursery seeing way more into the south bay. They could give birth to their young there along with the shark. So they can tolerate these lower levels. Reporter animals like rock fish and sharks may tabling a vacation from the bay and head into the ocean. In the meantime swimmers at the aquatic park will continue to take the plunge. But they will be more cautious than usual. In San Francisco Tara Moriarty ktvu fox 2 news. In San Francisco a man was shot in the head while driving early this morning. Police said it happened near van ness and eddie. The victim crashed into a parked suv around 2 00 this morning. When police got there they found a driver had been shot and he ended up dying at the scene. Investigators are looking for witnesses now, they are hoping to check the surveillance videos from the homes and the businesses in the area to see what happens. Thats what we are looking forward to. To see any surveillance cameras or videos or anyone with information and what lead up to this incident. We are hoping if they do that they could speak to police who have contacted us. We dont know the victims name, but he was in his 30s. At this pontonierses have bbeen at this point no arrests have been made. Despite her complaints, the odor still persists. They were not coming anymore. I spoke with the oakland Fire Department who answered the call sometimes up to ten in just one day. The only smell they detected was a sewer smell that came right out of the drain. One big issue over their fence would sit the chemical epa Super Fund Cleanup site. So today the epa, the bay area control and oakland fires hazmat crews would text them out. Neighboring warehouse businesses were also tested. The results were all clean. There is only a few out there for them. P and we determined that none of that is in the background or in any of the samples we would find. There is no odor present today. They said he is not aware of any smell. You really dont smell anything week to week . About a month ago i smelled some gas. But it was up towards the corner. Reporter they have installed four mitigation systems. That includes 24 7 monitoring. As for the smell. It is a mystery and they really are. It is very hard because they tend to be pretty true and they also tend to be multicorrectional and very hard to figure out where it is coming from. Reporter it is that time of the year again when you can see a spectacular site. Every year for two weeks in the month of february, they would light up in the afternoon. The sun will set in a certain angle, so it looks a lot like fire. It has gained a lot of popularity with people calling it the firefall. It is bigger than what it has been in a long time so it really does. It looks like lava. The pictures are just gorgeous. Exactly. The conditions have to be just right. Theres a lot of old stories about it. People come to photograph it and there are stories when people used to go camp when they were young and they would push the ashes off the top for a very long time. In the summer in 1920 they would go up and dad was a teacher. They would go up in camp. Itll be for the spectator, the amazing cascades of the flames. It happened just the month of february. I have seen those pictures for the last couple of days right in the sweet spots. Weve got rain coming your way and they probably will not be seeing it tonight. That is really just a small drop in the bucket. Thats one of the rainiest areas in the state right where they would need to put them down. The rainfall, i used to live up there in paradise. We want today call it the lake when they built it because of the tense roads that are out there. But thats my point. That is why i would put the rain there and it would not be enough to cause those spillways, really is the biggest story as i just hear them nationwide and they will continue to be a big story for a while.
